Govt has set up an anomaly committee of the National Council (JCM) to settle the anomalies arising out of the implementation of the sixth pay commission's recommendations.

sir i have been absorbed in CPSU from 3rd april 2009 in public interest. we came to know that those who absorbed after sep 2009 will get nearly double pension even though they are junior to us. sir we are also still working here in public ineterest then why we are given less pension. in army this rule as applicable from 1.1.2006 then why not in cetre govt job. pension changing decision is a system decision which shoul be implemented from date of impelemention of pay commission because it is not an allowance. it very serious matter .yuo are very kindly requested to look in the matter.
Sub: Anomaly in the CCS Rules for Pay Fixation
Sir,
Due to the first time introduction of one uniform date of annual increment i.e., 1st July (July to July as year) for all the employees, severe injustice and discrimination has been caused to those 50% of the existing employees whose date of annual increment in the unrevised pay scales otherwise falls after 1st January but before 1st July qua those whose date of annual increment falls after 1st July but before/on 1st January.
Those whose date of annual increment in the unrevised scales is in December, their annual increment is pre-poned (advanced) to 1st July by nearly 6 months in the revised scales and hence get a recurring benefit, for all years to come, of an advanced annual increment by 6 months and consequently increased retirement benefits as well.
On the other hand, 50% of the employees whose date of annual increment in the unrevised scales falls in January/February etc. their annual increment is postponed to July upto/by 6 months( annual becomes 13-18 months) and hence suffer a recurring loss, for all years to come, in the revised scales and a consequential loss in retirement benefits also for no fault of theirs.
Solution: As a one time measure, commensurate with the first time introduction of one uniform date(1st July) of annual increment, it is requested to pre-pone notionally the date of annual increment in the pre-revised scale to 1st January of all those employees whose date of annual increment otherwise falls between 2nd January and 30th June, so that they can also get a similar benefit of their due annual increment, six months before at least in the pre-revised scale (if not in the revised scale) seemingly at par with those who have already been given of a similar benefit of preponement (whose date of annual increment otherwise falls between July and December) before the first annual increment is given to all the employees on one uniform date in the revised scales i.e., 1st July.
In the matter of annual increments, between July to July in the unrevised scales, there should be no discrimination among the employees; one set of 50% getting the benefit of annual increment and the other 50% not getting the benefit. If as a one time measure, the annual increment of December can be pre-poned (advanced) and reduced by/upto 6 months to July in the revised scales, and then there is nothing wrong to set the parity by pre-poning the benefit of annual increment notionally for others also in the unrevised scale from June to 1st January, again as a one time measure only.
By doing so, heartburning, injustice and discrimination, arising out of (by) giving annual increment after 13-18 months, against 50% of the employees can be redressed.
As per Clarification-1 vide F. No. 1/1/2008-IC dated 13.9.2009, only employees completing 6 months and above in the revised pay structure are to get increment on 1.7. 2006.
On this very basis, before switching over to the new system of one uniform date of increment (1st July) for all the employees, firstly acknowledge, credit and give benefit of one pre-revised increment on 1.1.2006 to all those who have completed 6 months or more, after their last increment, in the pre-revised scale in 2005. Otherwise, they will suffer a loss of more than 6 months service and their annual increment will be after 13-18 months and not after 12 months resulting in a recurring loss to the 50% of the employees and consequently loss in retirement benefits (whose date of increment is between Jan. and June).
Since 1st July 2006 is the benchmark for the first increment purposes in the revised scales, preceding one year from July to July should be the basis of the last increment and every employee who has completed 6 months or more should get one increment of the pre-revised scale by/on 1.1.2006. for fixation purposes.
As per Notification the Gazette of India: Extraordinary of Ministry of Finance/ 3255/61/08-6A New Delhi, the 29th August 2008. Page No. 47.
There is an anomaly in the post of Trained Graduate Teacher (TGT) as follows:-
1. In the Notification of 6th Pay Commission Rules it has given for TGT in Grade I i.e. selection Grade with scale 8000-13500, Grade Pay 5400 and Pay band -2(9300-34800).
2. But, In the Notification of 6th Pay Commission Rules it has given for PGT in Grade II i.e. Senior Grade with scale 8000-13500, Grade Pay 5400 and Pay band -3(15600-39100).
3. While TGT Grade- I i.e. selection Grade, which is granted after (10+8) =18 years residency period in the same post TGT and PGT Grade –II i.e. senior Grade, is granted after 8 years residency period in the same post PGT, is always same in scale and financial benefits. It was even same treated in the rules of 5th Pay Commission.
4. In the Notification of 6th Pay Commission Rules it has given for TGT in Grade I i.e. selection Grade and PGT Grade –II are equal in the scale 8000-13500 and Grade Pay 5400 But not equal in Pay band. It is clear as below;

So, TGT Grade –I is in PB- 2 (9300-34800) while PGT Grade –II is in PB-3 ( 15600-39100) Why ? This is an anomaly.
5. Even then this anomaly was already corrected in the recommendation reports of 6th Pay Commission ,issued on 4.4.2008, on the page No. 217 section 3.8.22. The following table is the copy of the page.

It is sad to learn that education qualifications and designations have come in contrast to the pay scale at certain organizations, which needs your kind intervention. One striking example is the pay scale for the post of Publication Officer in an autonomous institute under the Ministry of Health & FW, GOI. The minimum educational qualification for the said post was a graduate with Post-graduate Diploma in Mass Communication and Journalism or Master Degree in Mass Communication and Journalism, and desirable experience of 3 years in publication of scientific journals, etc. But surprisingly, the pay scale for this post was fixed at Rs. 4500-7000 (pre-revised), which is actually the pay scale of pharmacists, technicians and offset operators. The appropriate pay scale for the post should have been fixed at Rs. 6500-10500 (pre-revised). Besides, there is high variation in the pay scale of this particular post ranging from organization to organization. There should be certain control measures to see that pay scale of one post do not collide with another post as mention above. Even with the introduction of the 6th Pay commission justice was not done. The matter turned to be worse for this category now, as they are put in Pay Band-I along with LDC and Drivers, which is a much disturbing factor. Even the Pharmacists in the same scale will be placed in Pay Band-II after two years of service.
There are very few posts of Publication Officers in the Central Government and therefore it is not an easy task to form an organization and call for a protest. But justice should be done to all. Hence, the matter is serious and proves to be an anomaly that needs your kind intervention.

In my case:
Before February 2009 I am Junior Clerk and my basic is 9060 (7160+1900). I get promotion in Senior Clerk on 27th February
2009. since than problem starts. Personal Department Change my basic several times that is:
February 09 (9060),

April 09 (8370+2800= 11170),
May 09 (8370+2800= 11170),
June 09 (8370+2800= 11170),
July 09 (8710+2800= 11510),
August 09 (8370+2800= 11170),
September 09 (8370+2800= 11170),

December 09 (7590+2800= 10390),
January 10 (7590+2800= 10390),
February 10 (7590+2800= 10390)
presently I am working in (7590+2800= 10390) basic pay.
Department here change my basic 5 times within a year.
what can I do . the new recruit basic is (8560+2800=11360) I don't under stand what is the correct basic of my. and how can I react on regular payment changes.

This is about point 1(b) of the MHRD's latest clarification No.F.23-2/2009/TS.II dated 09-03-2010 (http://www.education.nic.in/tech/tech_circulars.asp) in regard of NITS teachers, which says “teachers of all categories” will get three non-compounded advance increments on completion of their PhD degrees while in service.
Whether this benefit will be continued when a teacher will be promoted to a higher post? If not, there would be a big anomaly. For example, if an Assistant Professor gets promoted to the post of Associate Professor just after one month of completion of his/her PhD (in service), he/she will enjoy the benefit of obtaining PhD only for one month. This is because, even after adding the advance increments, his/her basic pay of Assistant Professor will not touch minimum basic pay of Associate Professor.
On the other hand, if a teacher completes his/her PhD (in service) while in the post of Associate Professor, he/she will enjoy the benefit of obtaining PhD for his/her remaining entire service period. This is because, even if such an Associate Professor is promoted to the post of Professor, the benefits of his/her advance increments of PhD will be continued due to little jump in pay scale.
In view of the above, it is observed that a teacher will be punished (?) if he/she does his/her PhD at an young age (while in the post of Assistant professor). On the other hand, a teacher will be rewarded if he/she does his/her PhD at an old age (while in the post of Associate Professor)! Therefore, the matter should be discussed seriously and brought to the notice of the concerned authority for appropriate decision. One decision might be to optionally allow an Assistant Professor to avail the PhD benefit after his/her promotion to the position of Associate Professor, even if the PhD degree is obtained while in the position of Assistant Professor.

IN MACP JE WILL GET GP FROM 4200 TO 4600 TO 4800 TO 5400 WHILE OTHER (JOIN BEFORE 31-8-1984) WILL GET 4200TO 4600 TO 6600 TO 7600.HOWEVER THEY PERFORM THE SAME DUTIES WHICH IS AGAINST THE GOVT OWN POLICY.SAME WORK&POST BUT SALARY DIFFERENCE ABOUT Rs 6000/-WHICH WILL BE UP TO 15000/-AND TOTAL LOSS OF ABOUT Rs 30 LAKHS. ENGINEER SHOULD GET 25%AS TECHNICAL ALLOWANCE. THE PREREVISED PAY SCALE OF7450 SHOULD GET POINT TO POINT INCREMENTS. THE GP OF 7450 SHOULD BE IN THE SAME RATIO OF 5000 SCALE IE APPROXIMATE BE 6000/ SIR YOU ARE REQUESTED TO LOOK THE MATTER SERIOUSLY TO PREVENT JEALOUS & HATRED AMONGST EMPLOYEES .THANKS

sir, all of the AAOs working in defence accounts department@ grade pay 4800/- are very fedup as they are getting less thantheir entry pay and it hurts when a new entrant in the grade gets more than 7-8 yrs seniors. further, we had another bad experience of not getting the benefit of single paise of our promotion after 1-1-06, as all officers in pay scale of 6500/- on 1-1-06 and promoted to grade pay of 7450/- have just simply been rounded off as per 1-1-06. is it justified?

as we know that 5000 & 5500 scales are merged in 6PC and PB2 is given with GP 4200. Now when an employee is promoted, he should get 4600 GP. But our institute is not following this for old 5000 scale employees. recently two employees were promoted without change in GP (4200).
can you guide us regarding this.
