FM denies annual pension increase of soldiers, committed in OROP, "7th CPC report coming shortly"

In an interview with ET Now, Mr Jaitley made following remarks regarding OROP and recommendations of seventh pay commission.
"Finance minister Arun Jaitley on Monday virtually ruled out annual revision of pension as demanded by agitating ex-servicemen under "one rank, one pension" but said government will safeguard interests of soldiers retiring at an early age through higher pensions.
Annul revision in pensions do not happen anywhere in the world, he said.
Jaitley said the government was committed to OROP but the "only difficulty" is the "arithmetical translation". 

"I have my own formula on what OROP means. Somebody else may have their own formula on OROP but it has to be within reasonable and rational criteria. You can't have an OROP where pensions are revised every month or every year," he said. 

He said that recommendations of 7th Pay Commission for government employees was coming shortly.

Unions to go ahead with Sept. 2 strike

The simmering dispute between trade unions and the government over labour law amendments is showing no signs of being resolved with the former deciding to conduct a nation-wide strike on September 2.
Bharatiya Mazdoor Sangh, a major union with links to the Rashtriya Swayamsevak Sangh, pulled out from the strike at the last minute on Friday, while nine other unions representing 30 million workers decided to go ahead with it. On August 26, Finance Minister Arun Jaitley had met the union leaders, urging them to call off the strike with an assurance that a fair discussion would be held to find a solution.

Ex army-men seek President's intervention in OROP issue

Ex-servicemen today took their 76-day-old agitation a notch higher seeking the intervention of President Pranab Mukherjee to resolve the vexed issue of 'One Rank One Pension', stating that if any "damage or mishap happens" to those on hunger strike he and the government will be "solely responsible". 

In a letter to the President, who is also the Supreme Commander of the armed forces, United Front of Ex-servicemen (UFESM) said a soldier is supposed to kill enemy before laying down his life for country, "But under your rule, a soldier's life is at stake and is being wasted as he is being deprived of his legitimate dues". 

UFESM, an umbrella organisation of agitating veterans, noted that as many as four former soldiers, who are on fast- unto-death, have been hospitalised and that health of another ex-serviceman Havildar Major Singh, who was on an indefinite fast since August 16, was fast deteriorating.

In a fresh bid to break the One Rank One Pension impasse, representatives of ex-servicemen will be meeting Defence Minister Manohar Parrikar on Thursday night. Defence sources said the meeting will take place in the minister's office in South Block to thrash out the differences.

Hopes are high for a resolution to the deadlock over increased pensions for veterans as early as Thursday but all demands put forward by ex-servicemen may not be met. While hectic negotiations are on, at least two sticking points still remain, including the question of arrears worth over Rs 12,000 crore that may have to be paid if the One Rank One Pension (OROP) demand is met with effect from April 2014.

Seventh Pay Commission's term extended for four months - upto 31.12.2015

Adding frustration to millions of central Govt. employees and pensioners, cabinet extended the tenure of seventh CPC upto 31st December 2016. In different media reports it was indicated earlier that the term would extend for one month but now the wait becomes much more longer.
It can also be guessed that new pay scale is not going to be operational from 01.01.2016 as proposed earlier. After the submission of report it will take at least three months for the Govt. to analyse and approve the pay hike. So central Govt. employees and pensioners can expect the pay hike only in the next financial year.

Extension of the term of the 7th Central Pay Commission
The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, today gave its approval for the extension of the term of the 7th Central Pay Commission by four months up to 31.12.2015.

Background:

The 7th Central Pay Commission was constituted by the Central Government on 28.2.2014. According to the Resolution dated 28.2.2014, by which the Commission was constituted, it is to make its recommendations within 18 months of the date of its constitution that is by 27th August, 2015.

In view of its volume of work and intensive stake-holders' consultations, the 7th Central Pay Commission had made a request to the Government for a four month extension up to 31.12.2015.

PTI News : Seventh pay panel to submit report next month

New Delhi, Aug 25 (PTI) Seventh Pay Commission set up by the government to revise pay scales of central government employees will submit its report by September end, said its Chairman Justice A K Mathur here today.

The Commission, which was set up by the UPA government in February 2014 to revise remuneration of about 48 lakh central government employees and 55 lakh pensioners, was required to submit its report by August end.

"The Commission will submit its report by the end of September" Justice Mathur told PTI.

The government constitutes pay commission almost every ten years to revise the pay scales of its employees and often these are adopted by states after some modification.

The Commission has already completed discussions with various stakeholders including organisations, federations, groups representing civil employees as well as Defence Services.

It is now in the process of finalising its recommendations.

The recommendations of the Seventh Pay Commission is scheduled to come into effect from January 1, 2016.

The other members of the Commission are Vivel Rae, Rathin Roy and its secretary Meena Agarwal.

The Sixth Pay Commission was implemented with effect from January 1, 2006, the fifth from January 1, 1996 and the fourth from January 1, 1986.

Bank employees have something to cheer on alternate weekends. The Centre on Thursday declared that the second and fourth Saturday of every month would be a holiday for banks, with effect from September 1, 2015.
This announcement is being made as part of the agreement arrived at during the 10 bipartite wage settlement between the IBA and bank employees’ unions in June this year.
Welcoming the decision, All India Bank Employees’ Association general secretary C.H. Venkatachalam said, “As of now, they are working on all Saturdays from 10 a.m. to 2 p.m. Beginning September, they will have two alternate Saturdays as holidays and have to work from 10 a.m. to 5 p.m. on the first and third Saturdays.”

J&K govt announces 6% hike in DA of its employees

Srinagar, Aug 19 (PTI) Jammu and Kashmir government today announced a six per cent hike in the Dearness Allowance (DA) of its employees with effect from January this year.

The decision was taken at a cabinet meeting chaired by Chief Minister Mufti Mohammad Sayeed here.

Announcing the cabinet decisions at a press conference here, Education Minister Nayeem Akhtar said "we announce a hike in DA from 107 to 113 from January this year."

Seventh Pay Commission seeks one-month extension

We are trying to submit the report by 20 September,” an official of the commission said, speaking on condition of anonymity.
The Seventh Pay Commission, headed by justice A.K. Mathur, has sought a one-month extension from the finance ministry and is preparing to submit its report by the end of September. The commission is unlikely to recommend the lowering of the retirement age as rumoured earlier or push for lateral entry and performance-based pay.
The commission, set up once in every 10 years to review pay, allowances and other benefits for central government employees, was appointed by the previous government on 28 February 2014 and was asked to submit its report in 18 months, which falls on 31 August.

Media report hints 26% hike in 7th CPC, report expected in September

"Overall, the commission has decided that the extent of rise in pay for all central government staff would, on average, be about 26 per cent. But here too, the commission is learnt to have favoured going back to the Fifth Pay Commission award of making pay scales attached to posts instead of retaining the innovative pay bands system introduced by the Sixth Pay Commission. It has also decided to remove the slight edge in pay structure of IAS officers as compared to other central service officers."

Nothing new in PM's I Day speech about OROP, soldiers upset

 Prime Minister Narendra Modi acknowledged in his Independence Day address at the Red Fort today that he is yet to reach a resolution on the One Rank One Pension demand of ex-servicemen, but promised that his government had "accepted OROP in principle."

Not far from where he addressed the nation, ex-servicemen sitting on a relay hunger strike at Jantar Mantar, the designated site for protests, watched the PM's speech keenly on a large TV screen. They switched it off the moment his brief OROP mention ended and said they "reject the PM's speech".

An announcement on the implementation of One Rank One Pension or OROP was expected to be the centrepiece of the PM's address. But talks between ex-servicemen and the government got stuck at the last minute on what the PM today called "nitty gritty details".

No increase of bureaucrats' retirement age

There is no proposal to increase the retirement age of IAS and IPS officers, the government said today. 

"There is no such proposal for enhancement of retirement age of IAS and IPS officer and to bring the same at par with the retirement age of Judges of Supreme Court and High Courts," Minister of State for Personnel, Public Grievances and Pensions Jitendra Singh told Rajya Sabha in a written reply. 

An officer of Indian Administrative Service (IAS) and Indian Police Service (IPS) retires after attaining the age of 60 years.

Quantum of hike in salary after 7th CPC - analysts differ in opinion

In an article published yesterday in profit.ndtv, economists expected salary hike of the Govt. employees trigger the overall growth of the economy of the nation. Selected parts of the said article is reproduced below.
"The 6th Pay Commission played a key role in insulating the Indian economy from the shocks of the Lehman crisis of 2008. According to Bank of America Merrill Lynch, higher salaries - resulting from the implementation of the 6th Pay Commission - drove two-wheeler and car sales, and led to a recovery in cement demand.
Salaries of government employees went up by an average of 35 per cent on the back of the 6th Pay Commission recommendations; employees also got arrears for more than 30 months because of the delayed implementation of the 6th Pay Commission in October 2008."

Home Ministry assures better deal for paramilitary forces from the pay panel

Government today (3/8/15) said service conditions and related welfare initiatives for paramilitary troops serving in some of the most difficult areas in the country would be made better and perks enhanced. 

Union Home Secretary L C Goyal, during an event of border guarding force Indo-Tibetan Border Police (ITBP) at New Delhi, said he has put in a "strong" word with the 7th Central Pay Commission (CPC) to give better allowances to these troops who are one of the main stakeholders in the country's security grid.

Pay Commission report within a week ?

As per sources, seventh pay commission has prepared it's report and will submit it within a week. It has mentioned that the report is going to be submitted on 7th of this month. Ministry of Finance will examine the report thereafter and may be sanctioned by cabinet within October. The new pay scale is going to be operational from 1st January next year.
Though there is gossip about fitment benefit of 2.86 times and proposal of early retirement (60 years of age or 33 years of service, whichever is earlier), nothing could be confirmed at this stage till now.
As per news available with us, the present Grade Pay system is going to be abolished and seventh CPC will recommend for 13 pay scales in it's report.
