Central D.A hike from January'13 to be announced in coming week

The cabinet will approve 8% D.A. hike for Central Govt. employees and pensioners in it's next meeting in the coming week and subsequently announcement will be made. The next date of cabinet meeting is not yet decided. Usually the hike of January installment of Dearness Allowance is approved within March but due to recent political turmoil and P.M's foreign visit, the cabinet could not meet on the last week of March.
The exact date of D.A. announcement will be stated in this blog as soon as possible.

The Gehlot government has accepted the Krishna Bhatnagar committee report, which is said to be in accordance with the 6th pay commission recommendations, about revising the employees' pay-scales.
The committee's recommendations, which are yet to be made public, will be implemented from July 1, 2013. The government has also promised pay fixation to the employees as per the 6{+t}{+h} pay commission from January 1, 2006 on a notional basis and from July 1, 2013 on actual basis.

West Bengal Primary TET : List of Reserve Centres

West Bengal Board of Primary Education has finally come out with list of reserve centres for those who could not find their respective exam venue. One centre per each district has been kept for those candidates.

New timing for CGHS dispensaries from 1.4.2013

  1. The CGHS Wellness Centres will be functional from 8.00 AM to 3.00 PM.
  2. The Wellness Centres will observe a lunch break of 30 minutes from 1.00 PM to 1.30 PM.
  3. The six dispensaries in New Delhi working round the clock will not be covered under the revised timings and they will continue to function in shifts as usual.
  4. The new timings will be applicable to all CGHS Wellness Centres in all CGHS cities across the country.
  5. The new timings would also apply to the AYUSH dispensaries /units under CGHS all over the country.
  6. The new timings will be effective from 1st April, 2013.

PSU IDA from April 2013 : Final Calculation

With two points increase of AICPIN data as released by Labour bureau yesterday, the final increase of PSU IDA (Including BSNL) is calculated as 3.4%. With this hike the total IDA will be 74.9% with effect from April 2013.  In the pre revised scale, the hike will be 5.8% toatalling to 195.3%.The formal order from Dept. of Public Enterprises is expected in the next week.

The All India Consumer Price Index (Industrial Workers) base 2001=100 for the month of February 2013 has been released by Labour Bureau,Govt.of India today which stood at 223 points with an increase of 2 points comparing Jan.2013.(221)

Next quarterly DA for  bank workmen/officers  will be calculated based on index figure for March which will be released  by the end of next month.Till then exact increase in DA cannot be predicted.
(However if it is assumed that the same level of index number  for the month of February is continued there will be increase in DA to the extend of 24 slabs.Further one  point increase in index numbers may take the slabs to 26.At the point of time the same may not be accurate)

Consumer Price Index Numbers for Industrial Workers (CPI-IW) February 2013

According to a press release issued today by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for February, 2013 rose by 2 points and pegged at 223 (two hundred and twentythree)

Central Excise Officers/Inspectors withdraw agitation

Inspectors and Superintendents of Central Excise will observe a countywide three-day strike from March 29 to 31 against the indifferent attitude of the concerned authorities with regard to their promotional avenues, pay matters and working conditions.
They have decided that the authorities of Central Board of Customs and Excise can't force them to attend the office in non-statutory manner. This decision has been taken during a combined meeting of the All India Association of Central Excise Gazetted Executive Officers and All India Central Excise Inspectors Association.

SBI to open on Good Friday and Sunday(31st March), Association protests

SBI branches will remain open on Good Friday, the 29th March'13 and branches conducting Govt. transactions will remain open upto midnight of Sunday, the 31st March'13 for year ending transactions. The bank has informed this in a public notice. It will also extend banking hours on saturday (30th March) upto 5 PM.
The officers association protested this decision and demanded withdrawal of this directive.

WB Primary TET : Exam Centre details yet to be published

Update on 24.03.13 : Venue details published.
Update: It is known from Dept. of school education, Govt. of W.B., that the venue details of Primary TET will be published on Monday. 25th March 2013 onwards.
West Bengal is going to conduct a teacher eligibility test to recruit more than 40,000 primary teachers on 31st March 2013. After a long legal battle, the date which was earlier scheduled in the previous year is now all set to be conducted on the last sunday of March 2013.
But unfortunately, till today (Noon of 23rd March'13) West Bengal Board of Primary Education could not bring out the list of examination centres, causing deep anxiety and uncertainty among the candidates. It was stated earlier that the list will be published in the leading newspaper as well as Board's website on and from 20th of this month but it is yet to appear there. In stead of taking preparation for the exam, the candidates are running from pillar to post to know their exam centre.
We are keeping close watch of the situation and as soon as the board is able to publish the list, it will definitely appear in this blog. So, keep watching.

Old Cheque : RBI extends deadline for four more month.

RBI extends deadline for issuance of new format cheques
Mumbai, Mar 18 (PTI) The RBI today asked banks to issue new cheque books only under the new format and gave them time till July-end to withdraw the old format cheques.

All cheques currently with customers in the old format (non-Cheque Truncation System) will continue to be valid for another four months (the earlier deadline was March 31), the apex bank said.

Central Minister in favour of seventh pay commission

 With a little over a year to go before the next general election, the demand for a Seventh Pay Commission has started to gather momentum. Union housing and urban poverty alleviation minister Ajay Maken has taken the lead in endorsing the Central government employees' request for setting up of the new pay panel, citing the erosion of real wages due to high inflation since implementation of the Sixth Pay Commission's recommendations.

Kerala increases retirement age for new recruits

Govt employees' retirement age increased to 60 in Kerala
Thiruvananthapuram, Mar 15 (PTI) The Congress-led UDF government in Kerala today announced its decision to raise the retirement age of all its employees who join service from next fiscal, to 60.However, the announcement in the 2013-14 state budget does not bring cheers to existing employees who have to retire on completion of 56 years, as the increase in the superannuation age will cover only new comers.

No pay commission benefit for defence canteen employees

The minister of Defence Sri A.K. Antony replied in the Rajya Sabha on 13.03.2013 as under :
"Recommendations through various forums have been received for implementation of Sixth Pay Commission recommendations in respect of URC employees, however, these recommendations have not been accepted as URC employees are not Government employees."

Kendriya Vidyalaya : Not tution fee but Vidyalaya Vikash Nidhi is likely to be hiked

"There is no proposal to increase the tuition fee in Kendriya Vidyalayas (KVs). However, there is a proposal to enhance the Vidyalaya Vikas Nidhi (VVN) contribution and the computer fund fee."
This was stated by MINISTER OF STATE IN THE MINISTRY OF HUMAN RESOURCE DEVELOPMENT (DR. SHASHI THAROOR) on Lok Sabha on 27th Feb 2013

Child Care Leave in BSNL approved

It is learnt from BSNL Employees' Union that the management committee has approved the implementation of Child Care Leave for women employees of BSNL in the line of Central Govt. employees. This agreement has been signed long back in June 2012 between the union and management but implementation has been delayed. It is learnt that managing committee has approved it yesterday.

Likely IDA increase from April 2013 for PSU employees

Expected hike between 2.9 to 3.4% from April 2013
Industrial Dearness Allowance(IDA) rates are based on All India Consumer Price Index (IW) average for the specified months, All India Consumer Price Index ( Industrial Workers(IW)) for the month of December 2012 and January 2013 has increased to 219 & 221 an increase of 1-3 points. Points for February 2013 will be released on 28.03.2013 which is to be included for the IDA of April 2013. 

Based on the average of Consumer Price Index [Industrial Workers(IW)], Industrial Dearness Allowance (IDA) of BSNL Employees is to be increased in the range of 2.9 to 3.4% from 1st April 2013. At present the Industrial Dearness Allowance(IDA) rate is 71.5% from 01.01.2013.

Central D.A. order likely in 3rd week of March'13

According to sources, Central D.A. order is likely to be issued in the third week of March 2013. As per the final calculation, it will be 8% with effect from 1st January 2013.

New employees in WB will be in 3Yrs probation with lesser pay

No D.A. or H.R.A for new recruits !!
West Bengal has published new recruitment rule for appointment in Group C cadre. Under this rule, new entrants will be in three years probation. After three years, they will have to qualify for absorption in regular vacancy. One more year may be extended on request of the employee if he/she fails to pass the qulaifing examination. In case of non satisfactory performance or failure to pass the exam, concerned employee may be discharged from service.
Total emoluments will be only basic pay and garde pay alongwith medical allowance, if any. He will be entitled to normal increment @ 3% per anum. But there will be no D.A. or H.R.A. like the regular employees.

Govt. is not considering seventh pay commission

NO PROPOSAL TO CONSTITUTE 7TH PAY COMMISSION – MINISTER REPLIES IN LOK SABHA
 Admitting that there have been demands for setting up of 7th Pay Commission, government said that no such proposal is under consideration for such exercise, which would have been resulted in upward revision of centre's over 85 lakh employees' and pensioners' pay scales. 

Xth BPS for Bank : Meeting scheduled 4th March postponed

As per latest reports,  the  meeting fixed on 4th March 2013,between UFBU and  IBA on negotiations pertaining to  Xth BPS, has been postponed by IBA .Reason is ,due to some problems in compilation of data by IBA and non availability of some key members of negotiating team.
Next date will be informed by IBA shortly.
