They are upset over the failure of the Punjab government, particularly Chief Minister Parkash Singh Badal for failing to honour his commitment to implement UGC pay scales’ notification issued by the Ministry of Human Resource Development on December 31, 2008.
In Ludhiana, the rally was held at the Punjab Agricultural University and was attended by teachers from the PAU and Guru Angad Dev Veterinary and Animal Science University, as well as government and private colleges.
The speakers alleged that the chief minister had assured an 11-member delegation of PFUCTO that the MHRD notification would be cleared in the Cabinet meeting scheduled on February 20.
They added: “Unfortunately, he has failed miserably to clear our pay scales in the cabinet meetings held on February 20 and 24th. Whereas resentment has brewed in the ranks of both university and college teachers over the delay in implementation of their pay scales, the state, as a whole is going to be a big looser. The Central government has also asked the states to implement the MHRD notification in totality and get 80 per cent central assistance towards the additional burden from January 1, 2006 to March 31, 2010.”
They further added that the lame excuse put forward by the Department of Finance that the university and college teachers will be given new scales when the state employees will get the same is painful.
“This is totally unacceptable. Who is preventing the government from giving new pay scales to state employees? There is no link between our pay scales which are fixed according to the UGC Pay Review Committee on the pattern of the central pay commission, whereas the state employees are governed by the State Pay Commission,” said Jaipal Singh, president, Government College Teachers’ Association.
Others present on the occasion included Dr G S Saroa, president PAUTA, Kuldip Singh from PCCTU and Mukesh Siag, PAITA general secretary, among others.
