Faculty in all central technical education institutions, including the IITs and IIMs, will receive a one-time compensation for the likely delay in implementation of a promised salary hike.
The government has decided to dole out an “advance” sum for the faculty members, its anxiety over discontent in election season prevailing over its strategy to economise, top officials said.
The amount to be paid to each faculty member has been decided according to the position in the teaching hierarchy and will later be compensated against arrears due to them under the new pay regime.
The heads of the institutions — vice-chancellors or directors — are to receive Rs 2 lakh each, while professors have been allocated Rs 1.5 lakh each. The amount reduces to Rs 1 lakh for assistant professors and just below a lakh for associate professors and lecturers.
The human resource development ministry has issued an order notifying the provision of the “advance arrears” which are likely to accompany the salary in March, sources said.
The payment — some officials are jokingly calling it an “election bonus” — now will also help the government reduce the tax burden next year, the sources explained.
The one-time amount notification covers all faculty who are to benefit from the largesse proposed earlier this month by a central review panel under Goverdhan Mehta, the former Indian Institute of Science director.
Teachers at the National Institutes of Technology, the Indian Institutes of Information Technology, the Indian Institutes of Science Education and Research and the Schools of Planning and Architecture will benefit.
It also covers engineering colleges in central universities — so engineering teachers at Delhi University or Jadavpur University will receive the amount.
The decision to offer the advance arrears was taken amid the increasing likelihood that the government may not be able to implement before elections the unprecedented pay hikes proposed by a central review panel earlier this month. The pay hikes proposed by the panel need to be approved by the Union cabinet before they can be notified.
But the cabinet may not be in a position to clear the proposal before the announcement of elections. The declaration of the salary raise after the declaration of polls could attract charges of allurement from the Election Commission, officials fear.
The pay hike, once notified, will be with retrospective effect from January 1, 2006.
The “advance” amount will be deducted from the arrears due for the period from January 1, 2006, to the date of notification of the pay hike, and faculty members will receive the remainder as arrears.

The Ministry of HRD has earlier constituted an inter-ministerial committee to examine the report of Prof. Mehta committee and asked to submit it's report within three weeks to Govt.

Govt. and specially the MHRD has stabbed the technical teachers on the back. This amount seems to be a real 'dole' or 'lolly-pop' to them. The way a secrecy has been maintained about a mere 'pay recommendation report' which in no case is a 'classified' document, it became clear that there is something fishy going on in the ministry. First they created a media hype that they are going to give moon to the technical teachers and the media reports that 'hefty', 'fat','unprecedeted' pay packages are being given to the technical teachers and now one can see how the technical teachers have been cheated by saying that govt.does not have money to pat them or EC may object to the announcement of the pay package ( Will the EC really object to the announcement of the pay raise to technical teachers only when all others have already been given?? Announcement of pay package to teachers is the part of the process of revision of pay of all govt. employess which has already been started, So govt is not alluring the technical teachers. This is what is legitimate due to them. It seems the govt is playing a game with the technical teachers.

Mr. Chuk, It is not the matter of forming the committee, what teachers are interested are in (1) knowing what are the Prof. Mehta Committee's recommendations, and (2)whether new pay scales will be given to them in March now or these will be postponed to August/Sept (after the elections). MHRD could appoint 16 VCs overnight and on the other hand they have 'sensored' the PRC report and instead appointed a committe of secretries (12 officers who will hardly have time to meet at a place at a time) to linger on the implementation and then as per this original news posted here 'Poll bonus....' the decision and its implementation will be made after the polls as the elections have already been declared, though the pay commission implementation should not be a problem for tech teachers as the process had already begun well before for all other central and state govt. and other PSUs etc. MHRD should declare the scales for technical teachers, failing which tech teachers should start protests.
Mehta Committee report is a ‘top secret’ document of the MHRD. If this falls in the enemy hands the security of the country may be in danger. If Pakistan or China or the terrorists come to know what Govt. of India is going to give to its technical teachers , they may harm the country to a very great extent. The report has to be ‘guraded’ like no less than the terrorist ‘Kasab’. That’s why the top secracy has been maintained on this ‘classified’ document.
