IITs to accept new pay scheme after Council meet

fter more than a month-long protest and token fasting for a day to protest the (modified) Sixth Pay Commission package, the faculty members of premier Indian Institutes of Technology (IITs) appear to have resigned to implement the new pay structure with a few tweaks.

“We have accepted the pay package for now,” confirmed a professor from IIT Bombay who did not wish to be named. The IIT-Delhi faculty forum decided to accept the pay last week after an assurance from the ministry of human resources that the pay structure norms could be relaxed.

Other IITs, too, are in the process of accepting the pay structure. B Sastry, president of IIT Kharagpur Faculty Association, said, “The debate is still on. One view is that IITs will postpone the implementation of the revised pay scale till the IIT Council meeting. Another view is that IITs should accept it now. We are waiting for the AIIITFF to communicate their opinion on this.”

M Thenmozhi, professor at IIT Madras and president of All India IIT Faculty Federation (AIIITFF) told Business Standard, “We are waiting for the IIT Council meeting on October 19 when we would discuss some of the pending issues. After that we would implement the revised pay scheme, with a few changes that would be cleared by the Council. Union HRD minister Kapil Sibal has asked the Council to reconsider some of the IIT faculty issues like doing away with 40 per cent cap on promotions of assistant professors, 10 per cent cap on contractual assistant professorship, and Rs 500 increase in annual gross pay (AGP) of associate professors and professors.”

However, the issue of flexible cadre — which allows deserving candidates to move up the ranks, remains unresolved. The faculty was protesting about the 40 per cent cap on promotion of professors to senior grade and provision of contractual appointment at entry level.

“The 40 per cent cap on promotion of professors to senior grade is a major one. We are also concerned that with the number of students set to increase by 54 per cent in the next three years owing to the OBC and general intake, we will find it difficult to hire required faculty members,” said a faculty member.

Unlike the larger and older IITs, where the mandated faculty strength is 500-600, the newer ones have been sanctioned a strength of 60 faculty members. Yet, according to, the MHRD’s efforts to “micro-manage total number of faculty members in each cadre” will affect the productivity of IITs.

The IITs had also put before the ministry a demand for scholastic pay of Rs 15,000 per month, similar to that at DRDO, which was not addressed fully by the government.

I like to comment on the statement i.e. "difficult to get new faculty members". This is a black market attitude of IITs like 'beniya'. Let me explain my views. 'Beniya' are keep the things in stock and through a rumour that these things are not available and get good prices on it. It is also IITs, they through a rumours and try to increase their values. There are thousands of qualified unemployed not getting job in India or under employed. They must be aware of Indian umemployed situation.
Now there are people who will think about quality, not suitable, so many things etc. etc. Some of cases it may be true, but most of the cases it is artificially created. Let me example the situations. Once I have seen recruitement procedure of some forces. They have to have good physical standard. The force authority has poor physical standard then the candidates. Though the candidates rejected. IITs are creating thousands of Ph.D. and unemployed, if there own product are not suitable then it is shame on them. So IITs do not self over estimate, you are also UMADMI, no genious.

I want to bring to your kind notice the injustice done to Associate Professors of IIT/IIM/IISC/ISM/IITs etc. (with 4 tier system and IIT pay structure) who are in the middle order of teaching hirerchy, specially to those who are serving in that grade (pre-revised scales of 16,400 450 20,000) for more than 6 years.

Sir, the anamolies has created frustration among this cadre of Associate Professor which arised out of pay fixation formula. According to the new pay fixation formula devised by MHRD, for example an Associate Professors with more than 6 years service in the pre-revised scale of 16,400 450 20,000 getting Rs. 19,100 as basic pay in pre revised scale will get a revised basic pay less than those in the lower grade scales of (a) 14,300 400 18,300, (b) 14,300 420 18,300 and (c) 15,100 400 18,300.

It may be seen that in all these three pre-revised scales the starting and ending pay, both and the annual increments are much lower than that of Associate Professor’s (16,400 450 20,000). The UGC fitment table also gives higher revised pay to Readers with 3 years service than that being given to the Associate Professors who have starting basic pay equal to Professors in UGC system.

In the attached table a comparison is given for all the higher and lower pre – revised pay and it can be seen that Associate Professor (column 6) with the same pre – revised basic pay (say Rs. 19,100) get lower new salary even than to the much lower pre –revised scales or much junior positions. The UGC fitment tables also give revised pay to a Reader of UGC (equivalent to Assistant Professor in IIT system Grade pay Rs. 9000) than Associate Professor of IIT system (Grade pay 9500).

In the IIT pay structure also the senior Associate Professors have got a very raw deal. Their seniority does not reflect anywhere in their new pay.

A new entrant as Associate Professor, an Associate Professor with 6 years service and a new entrant Professor who had pre – revised basic pay as Rs. 16,400, 19,100 and 18,400 respectively will now be fixed at new salary of 42,800, 43,390 and 48,000 respectively, which means for a difference of 2700 in old pay scale the serving Associate Professor will get a megre Rs. 590 per month where as in comparison to a new professor whose salary in old system was less (Rs. 18,400) the Associate Professor (Rs. 19,100) the later will get salary less by Rs. 4610!!

Sir, in each revision of pay some anomalies are found to come but not of this magnitude that some people are crushed because they have given long services to the institutions.

Sir, you are a successful lawyer and have a vast knowledge of justice system, therefore we are sure that you will be able to see the logic and genuineness and rationale in our demand. This injustice, we understand cannot be undone completely but few steps to minimize the effect of injustice and frustration can surely be taken, since the annual increments in Pay and DA are now in percentage of basic pay, in the long run say 4 – 5 years time the loss in considerable to the Associate Professor with more than 5 years service. Sir we demand that the bunching as in all other cases has been done may be done in our cases also over and above the minimum basic pay offered to a new Associate Professors i.e. above Rs. 43,800 by giving one increment in new pay for two increments in old pay. The following fitment is suggested which will dlliavate the frustration among Associate Professors to some extent.

Dear pku ,u are correct.I suggest MHRD minister to ask all IITs Director to put the resume of all professors in terms of research work published in those journals which have impact factors.The IIT professor publish there work in those journals which are of no standard and majority of them comes in this category.If some real criteria of judging there work is imposed then hardly 8to 10% will get AGP of Rs.12000.If the condition of five papers during last five years in good impact factor journal is imposed then country people will say--shame on IIT professors.
