LTC to Jammu and Kashmir by Air : Relaxation extended

As informed earlier in this blog, Govt. has extended the relaxation to fly to J & K by air for all central Govt. employees for further two years with effect from 18th June 2012.
It may be clarified that Govt. employees can travel to any part of J & K (Jammu, Srinagar and Leh are the three airports in the state) by any airlines including Private Airlines but the entitlement is restricted to LTC 80 fare of Air India in that particular route. Air travel is permitted from Delhi/Amritsar and the journey to Delhi/Amritsar to be performed as per original entitlement.
It is also reminded that the relaxation to fly in North Easter states has also been extended for two more years recently, but journey to be performed only by the national carrier. No travel by Pvt. Airlines may be be reimbursed in the case of NER unlike J & K.

Kindly adhere to the following conditions while availing LTC :
"Travel by Air to continue to be in Economy Class only, irrespective of the entitlement of the officer. 
(b) The condition that air tickets can be purchased either  directly from the Airlines (booking counters/website) or through authorized agents only viz., M/s Balmer Lawrie and Co. Ltd., or M/s Ashok Travels and Tours Ltd./IRCTC (to the extent IRCTC is authorized as per DoPT's O.M.No. 31011/6/2002-Estt.(A)  dated  02.12.2009),  would necessarily apply. 
(c) All other conditions prescribed in this Department's O.M. dated 18.6.2010, read with O.M. dated 05.8.2010 and 25.8.2011 would continue to apply. "

my self is belonging from jammu and kashmir and i am govt employee posted in bihar. i want to know can i avail this facility of ltc being belonging from j and k
