Madhya Pradesh Finance Minister Raghavji yesterday announced seven per cent increase in dearness allowance of the government employees and pensioners from April 2012. With this, the dearness allowance of state employees have been brought at par with their Central counterparts, he said while presenting the state's annual budget for 2012-13 in the Vidhan Sabha. Hike in DA would entail additional burden of Rs 1057 crore to the state exchequer, he said, adding Panchayat Secretaries and Adhyapaks would also be benefitted by this. Employees of boards and corporations on deputation to the government getting only Fourth and Fifth Pay Panel scales would now be paid 560 per cent of basic pay and 77 per cent dearness allowance. He also announced increase in honorarium to employees on contract in Women and Child Welfare department as also in Health department, besides hike in medal allowance to awardees of President's Police Medal and Police Medal. Employees in district and janapad panchayats would be covered under contributory pension scheme. Honorarium and meal allowance of Home Guard jawans has been raised to Rs 190 from Rs 150 per day, he added.

West Bengal Govt. issued order in line of the conditions with the Central Govt. for Child Care Leave. A maximum of 730 days for taking care upto two children in entire service life is permissible. The leave will not be granted less than 15 days in a spell and not more than 3 spells in a calender year. It may be combined with any other leave and leave salary will be admissible equal to pay drawn immediately before proceeding on leave.

Himachal employees to get double HRA from next month, Cabinet approved
The Himachal cabinet on Wednesday released revised(double) house rent allowance(HRA) for employees of the state government from next month .
A spokesman of the state government said this will put an additional financial burden of Rs 100 crore on the state exchequer .

Feb15, 2012: THOUSANDS of officers in the Customs and Central Excise (and add Service Tax) Department are waiting for the cadre review with great HOPE.
Almost every officer one talks to asks about the cadre review. A couple of years ago an officer was worried as to where he would be posted when he gets his promotion in a couple of weeks.
He is going to retire in a couple of months with the promotion nowhere in sight.
It is learnt that yesterday, the Chairman CBEC along with his officers met the Minister of Personnel and officers of the DOPT to discuss the cadre review.The DOPT has asked the CBEC to justify the large-scale increase in the number of posts. Service Tax, which brings in nearly a Lakh Crore of Revenue, is the CBEC’s strong point for more posts.
Now, the CBEC has to send its report to DOPT which has to review it and accept or ask for more clarifications, then send it to COS and to cabinet and then the notifications are to be issued and DPCs to be conducted and then promotions to be given – all these are not going to happen in a week.

Cadre Review proposal of Income Tax Dept. as cleared by DOPT
The Department of Personnel & Training has at last cleared the Cadre Restructuring proposal Income Tax Department. There has been a reduction of 398 posts in the Group-A cadres up to the level of DCIT.
The proposal in respect of Gr.B and Gr.C has been cleared by the Department of Personnel & Training without any changes.

Cadre Review in CBEC : Latest Update
The Cadre Review proposal in respect of the promotional prospects of the Group B officers has been resubmitted by CBEC in warfooting by 8th Feb and now the DoPT may take a couple of days to examine it at appropriate level. If every thing goes fine next week the CR may come out of DoPT with an expected betterment to the Group B level.

Income Tax bonanza for taxpayers in 2012-13 ?
Preparation for budget is in progress. The Govt. is planning to enhance the tax slabs for the individual taxpayers.
According to a PTI report, the basic exemptiom limit is likely to be enhanced from 1.8 lac to 2 lac.
Income between 2 to 5 lac will be taxed @ 10%, 5 to 10 lac @ 20% and more than 10 lac @ 30 % for the Financial Year 2012 - 13.
The present rate for F.Y. 2011-12 is 1.8 lac to 5 lac @10%, 5 to 8 lac @20% and above 8 lac @30%.

Pay commission can't be demanded every five years: Kerala HC
The Kerala High Court on Tuesday made it clear that government employees can't legally demand pay revision every five years. HC said the government appoints pay revision commission not on the basis of any rule and if the government appoints the commission each year, that does not mean that it's a right of the government employees, said justice TR Ramachandran Nair . He said recommendations of the commission would be implemented as per government wish.

CBEC Cadre Review expected within a month : Revenue Secretary.
Faced with a formidable task of collecting Rs 9.32 lakh crore taxes during the fiscal ending March 31, Finance Minister Pranab Mukherjee today said he is exerting pressure on revenue officials to improve realisation.
“I am putting pressure on my colleagues in the CBEC, CBDT …and on my behalf Secretary (Revenue) is continously breathing (down) their neck to improve revenue because our demand and requirement is much more,” he said.

Salient features of Coal India Wage Agreement (NCWA) IX
Coal India Limited (CIL) the Maharatna public sector coal mining giant, on 31 January 2012, finalized the wage agreement for its 3.63 Lakh strong non-executive work force by giving a 25% increase on gross wages as of 30 June 2011. The wage hike that would be effective retrospectively from 1 July 2011 is for a five-year period.

Bankers have been demanding 5 days week for a very long times, specially since the same has been introduced in central government offices and later on also adopted by RBI for its own offices.
However, till date, government has denied this demand on one plea or the other. One of the main reasons for denial of this demand is the argument that it will put unnecessary hardships to the general public who wants to withdraw money on Saturdays also.
It has been in news recently that IBA has recommended 5 days week to Finance Ministry but there is no confirmation available from any authenticated source till date.
As per our view, it is very unlikely that Govt. will allow banks to be open only five days in a week where the largest Public Sector Bank has earlier announced that it is exploring options to open 7 days a week.

Coal India wage Pact signed to increase wages by 25 per cent,
State-run Coal India (CIL) has signed a pact with its trade unions to increase wages by 25 per cent, which would put an additional burden of Rs 6,500 crore on the public sector unit.
The hike will benefit over 3.7 lakh workers of the world's largest coal producer.
"An agreement was signed between union representatives and CIL management late last night for increase in the wages under which minimum guaranteed benefit would be 25 per cent of gross as on June 30, 2011," a CIL official said.

Himachal Pradesh releases arrears, enhances HRA, offers other bonanza
Prof. Prem Kumar Dhumal, Chief Minister, announced various financial incentives to the State employees in the Joint Consultative Committee Meeting held here under his chairmanship today. He announced release of 5th Pay Commission Recommendation pay arrears due to the State employees. He said that out of the total of Rs. 825 crore arrears due, 50 percent, (Rs. 412.50 crore) would be released to the employees and pensioners immediately in cash and while remaining 50 percent would be deposited into their GPF accounts. He announced increase in the Capital Allowance from Rs. 175 to Rs. 275 per month; double increment to the employees adopting permanent family planning modes after birth of two girl child. He announced to double House Rent Allowance based upon the existing slab system to the employees in the State.
