Getting competent and qualified staff to teach various subjects at institutes of national importance has been an issue for years. UGC has now initiated various schemes and reforms for faculty development, keeping in mind the difficulty in making such appointments.
Various short and medium-term strategies have been introduced including attracting talented young people, better pay scales and service conditions for teachers, augmenting faculty resources involving researchers and academicians outside the university system.
University Grants Commission chairman told TOI, "The UGC recognises the problem of getting quality faculty. Given this, it has adopted several measures to increase teachers for universities and colleges. We have brought it to the attention of the government that a ban on recruitment of the teachers in universities and colleges has resulted in shortage and potential students have moved away from the teaching profession."
"Higher education currently faces non-availability of capable teachers in universities and colleges. How to attract talented people to the teaching profession and to retain them are issues which need to be addressed squarely," Thorat said.
The UGC has sponsored a study to examine the situation facing teachers. Based on these findings of the study and large-scale consultations, the Pay Review Committee submitted its recommendations to the UGC.
The Government of India has accepted the recommendations of the panel.
Besides, the UGC has also set up a committee to prepare the qualification framework and regulation for appointment of teachers in colleges and universities.
The committee has chalked out a comprehensive document which will ensure accountability and quality in teaching and research.
It has been discussed at five regional conferences with academicians and will be finalised soon
