The Kerala cabinet today set up a sub-committee headed by Finance Minister T M Thomas Issac to examine proposals of a pay hike for government staff submitted by the Ninth Pay Commission.
This was announced by State Chief Minister V S Achuthanandan during a cabinet briefing.
Ministers Kodiyeri Balakrishnan, C Divakaran, Kadanapally Ramachandran and Jose Thettiyil would be the other committee members, Achuthanandan said.
It is most likely that the state government would be giving formal approval to all the recommendations suggested by the panel in the election year.The Commission, headed by Justice R Rajendrababu, had recommended a minimum increase of Rs 1,104 and a maximum of Rs 4,490 for government employees, including teachers.
The Commission submitted the report to government on December 31. The Government had announced that the new scale would be implemented from April 2011.

There are a lot of Clerical and other mistakes in the Pay Commission Report. Eg:- in the University Technical/Engineering section the qualification for the post of Instrumentation Engineer is one & same in the University of Kerala, University of Calicut and in the Kerala Agricultural University. But the post of Instrumentation Engineer has equated to the Executive Engineer in Both University of Kerala & Kerala Agricultural University, but in the University of Calicut it is equated to the Assistant Engineer by saying that it is directly recruiting post. The reason for that mistake is that the committee members didn't noticed the last paragraph in the Statute which mentions 5 years experience as essential qualification for applying for the post of Instrumentation Engineer.Or it may be due to the ignorance of the committee members in the technical matter.
The scale of Junior Engineer(Instrumentation)in the University of Calicut & University of Kerala, which was earlier equivalent to the scale of Technical Officer Grade II, has equated to the scale of Assistant Engineer, by forgetting that the job of Junior Engineer(Instrumentation)is to purchase, maintenance and look after the sophisticated and complex equipments in the science department as mentioned in the guidelines for USIC published by the University Grant Commission. So the above said post should be equated to Tech. Officer. Sen. Gr.(as mentioned in the new report)
