Clarification on LTC to Jammu and Kashmir by air

Different doubts have been raised after issue of DOPT O.M. No. 31011/2/2003-estt[a} dated 18/06/2010 regarding relaxation of journey by air to visit Jammu and Kashmir. 

The doubts have been clarified as under

1)  Travel by private airline is permitted to all category of employees including those entitled to travel by air.
2)  LTC 80 fare would apply to all cases including those entitled to travel by air irrespective of the airlines.

as of today , LTC to J& K will allow pvt airlines or not? because the order that pvt airlines will be ok is of 2010, and there is an order from 2011 that after 6th pay, online airindia will be entitled for lTC.

hello sir what are prevailing rules??? can all amount will be reimbursed if i book online air india ticket for jammu and kashmir by air india. and also i m grade d employee ..am i also eligible for jammu relaxation under all central goct scheme??
