CPI for Industrial Workers (CPI-IW) for March 2018 and Bank D.A. calculation from May'18 onwards

The all India Consumer Price Index for March 2018 released yesterday It remained unchanged at the point of 287. 

As we have predicted the D.A. for Bank employees from May'18 to July'18 will be marginally hiked if the Index number remains unchanged from it's February level.
In this situation the increase in DA Slabs would come to 3 slabs.( revised DA slabs would be 530 i.e. 53.00% ) for the next three months.

Jammu and Kashmir notifies 30% Interim Relief to Subordinate Judicial Services

The Government today sanctioned release of Interim Relief @ 30% of Basic Pay/ Basic Pension (including family pension) of the members of the Jammu & Kashmir Subordinate Judicial Services & Pensioners of the Jammu & Kashmir Subordinate Judicial Services (including family pensioners) with effect from 01.01.2016.

“Pending notification of final award by the Second National Judicial Pay Commission on account of revision of the pay of the Members of Subordinate Judicial Services, sanction is accorded to the release of Interim Relief @ 30% of Basic Pay/ Basic Pension (including family pension) as recommended by the Commission in respect of the members of the Jammu & Kashmir Subordinate Judicial Services & Pensioners of the Jammu & Kashmir Subordinate Judicial Services (including family pensioners) with effect from 01.01.2016,” said an order issued by the Principal Secretary Finance, MrNavin Kumar Choudhary.

Second and fourth Saturdays declared as holiday for LIC

In line with banks, LIC employees to get every second and fourth Saturdays as holiday. Notification in this regard has been published by Govt. of India and Dept. of Financial Services issued order in this regard.

Jammu and Kashmir notifies SRO 193 for implementation of Revised pay Rules 2018

VIEW CLARIFICATION ON CERTAIN DOUBTS (27/04/18)
Subsequent to cabinet nod for pay revision of state Govt employees and pensioners, Finance Ministry issued order for implementation of Revised Pay Rules 2018 by SRO 193.
The pay hike will be effected from 01.01.2016.
Arrears will be credited in the GPF.

"a) Arrears of all the employees including those appointed on or after 01.01.2010 governed under New Pension Scheme on account of revision of pay scales shall be drawn and credited to their G.P Fund accounts with moratorium of three years for withdrawal thereof. 
b) There will be no moratorium for withdrawal of arrears in respect of employees retiring upto 31.03.2021."
For pensioners arrears will be disbursed as under :
Installment Date of withdrawal
 1st installment on or after 01.10.2018;
 2nd installment on or after 01.04.2019; 
 3rd installment on or after 01.10.2019. 
HRA will be admissible @24%, 16% and 8% respectively and will be effected from 01.04.2018. From 01.01.2016 to 31.03.2018, it will be paid as per existing rate. So no arrears for HRA.

Odisha hikes Dearness Allowance

 The Odisha government on Tuesday hiked the dearness allowance (DA) for state government employees by two per cent. 

The hike will be implemented with retrospective effect from January 1, 2018, said a statement from the Chief Minister's Office (CMO).

Chief Minister Naveen Patnaik had approved a proposal to implement the hike.

With the two per cent hike, the total increase is now seven per cent.

The state government also hiked Dearness Relief (TI) for the pensioners.

The pensioners drawing a pension at the pre-revised rate will get a hiked TI of two per cent.

The pensioners drawing pension not at a pre-revised rate will get an additional TI of three per cent, the statement added.

Expected Bank D.A. from May to July 2018

As everybody knows that exact calculation can be done only after release of AICPIN data of March'18.
The calculation below is provided with assumption only.

  1. On assumptions that CPI would remain at least same as of Feb'18 for the next next month i.e. for Mar'18. In this situation the expected (tentatively) increase in DA Slabs would come to 3 slabs.(on this assumption the total tentatively revised DA slabs would be 530 i.e. 53.00%)
  2. On assumptions that there would be an increase of one point in CPI data in next month Mar'18 In this situation the expected (tentatively) increase in DA Slabs would come to 5 slabs.(on this assumption the total tentatively revised DA slabs would be 532 i.e. 53.20%)
  3. Keeping in view the recent fuel price hike we assume that there be may an increase of two points in Mar'18, In this situation the expected (tentatively) increase in DA Slabs would come to 6 slabs.(on this assumption the total tentatively revised DA slabs would be 533 i.e. 53.30%)
  4. So it can be predicted that there will be nominal increase of D.A. from 3 to 6 slabs from May 2018

Jammu and Kashmir government has approved the implementation of 7th pay commission recommendations and the employees will draw revised salaries from the current month.

“As already announced by Govt, the employees to draw revised scales of pay from current month,” said the information department on Twitter.

The State Cabinet is scheduled to meet at Civil Secretariat at 11:00AM on Tuesday. Sources said that the meeting will discuss implementation of 7th Pay Commission in J&K besides some cases of land transfer to various government departments. Earlier, the meet was scheduled for 4:00PM on April 24. However, it was preponed for 11:00AM. It has been learnt that some of the BJP ministers including Deputy Chief Minister are scheduled to leave back for New Delhi to participate in final round of meeting with President Amit Shah in connection with the selection of new ministers.
J&K has a total employee population of around 4.5 lakh persons, working in different departments. The government had made the commitment for implementing the pay commission recommendations from April 1, during the budget session earlier this year with retrospective effect from January 2016.

Jharkhand Govt. increased Dearness Allowance/Dearness Relief to employees and pensioners by 2% with effect from 01.01.2018. With this hike total D.A. payable is 7%, at par with central employees.

LTC can be availed while on Child Care Leave

DOPT clarified that LTC may be availed while on Child Care Leave subject to following criteria.
i)An employee on CCL may be permitted to leave headquarters with the prior approval of appropriate competent authority. 
(ii) LTC may be availed while an employee is on CCL. 
(iii) An employee on CCL may proceed on foreign travel provided clearances from appropriate competent authorities are taken in advance.

It is clarified on the order itself that the order is confined on that specific case only. It may not be treated as a general rule and the criteria of reimbursement in private hospital remains the same as before..

West Bengal to take strict action for absence in left strike

West Bengal Govt. will take strict action against employees if they fail to turn up office tomorrow in response to strike called by left parties. The left front called for a unprecedented 6 hours' strike on 13.04.2018 from 6 am to 12 noon to protest against the alleged violence in filing of nomination for rural polls.

"In view of call given by some Political Parties for a 6-hour bandh/strike from 06.00 AM to 12.00 Noon on 13th April, 2018, it has been decided that all State Government offices including those provided with Grants-in-Aid by the State Government shall remain open and all the employees shall report for duty on that date. It has also been decided that no Casual Leave for absence either in the 1st half of the day or in the second half or for the whole day nor any other leave shall be granted to any employee on the said date. The employees who are on leave on 12-04-2018 shall have to report for duty on 13th April, 2018 and no extension of leave shall be allowed.
Now, the Governor has been pleased to decide that absence of employees on that date will be treated as dies non and no salary will be admissible unless such absence is covered by the following grounds: a) Hospitalisation of the employee
b) Bereavement in the family
c) Severe illness and absence continuing prior to 12th April, 2018.
d) Employees who had been on Child Care Leave, Maternity Leave, Medical Leave and Earned Leave sanctioned prior to l2h April, 2018.
It is mentioned here that dislocation/disruption of vehicular traffic will not be a reason for granting leave."
"Where the absence is not covered by any of the above mentioned reasons and the leave has not been approved, the same will be treated as 'dies non' and no salary will be admissible for the day, i.e. ,13-04-2018."

NO re-exam for CBSE Class 10 mathematics : Secy. HRD

In a recent tweet, Mr Anil Swarup, Secretary, HRD Ministry made it clear that CBSE will not hold any re examination of Class 10 mathematics paper anywhere in the country.

"Consequent to the preliminary evaluation of the impact of reportedly leaked CBSE class 10 maths paper & keeping in mind the paramount interest of students, CBSE has decided not to conduct re-examination even in the states of Delhi NCR and Haryana. Hence, no re-exam for class 10"

West Bengal declares additional holiday for "May Day"


West Bengal Govt. to celebrate May Day with greater importance this year. In addition to 1st may which is already notified as public holiday in the state, the Govt. also declared 2nd may as a public holiday in the state. State Govt. offices including municipalities, rural bodies (panchayats), Board, Corporations, Undertaking, educational institutes etc. will remain closed for two days, 1st and 2nd May 2018.
The state is scheduled to conduct rural polls in three phases of which first one is set to be held on 1st May 2018. Most of the  state Govt. employees will be engaged in conduction polls on a holiday. So the Govt. tried to heal their agony so that they may not feel deprived of holiday.
Incidentally, the state Govt. may be backbencher in releasing financial benefits to the employees but in case of granting holidays, they may be treated as pioneer !
