 7% D.A. almost certain.

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of May, 2011 increased by 1 point and stood at 187.

Calculating the last 12 months average it is almost certain that Central employees are likely to get 7 % Dearness Allowance with effect from 1st July 2011.

It may only decrease to 6% if the AICPIN is dramatically reduced to 180 and can only increase to 8% if the number shot up to 195 for June 2011. (As possibilities of both the situations are very remote, we can safely predict that D.A. will be 7% and will amount to 58% with effect from July 2011.)

The index no. for Jan, Feb, Mar & Apr 2011 was 188, 185, 185 and 186 respectively.

New Delhi, Jun 28 (PTI) Several political parties today pledged their support to journalists and non-journalists who observed a day-long dharna across the country to protest "delay" in notification of wage boards for them and promised to raise the issue in Parliament.

Retirement age hike to be challenged by Karnataka govt

Karnataka government has decided to file a writ petition challenging High Court’s order to increase the retirement age of lecturers from 62 to 65 years. The HC has ordered to increase the retirement age of lecturers and professors who are appointed on UGC scales.

Higher education minister V S Acharya said the government will move the division bench with a writ petition challenging the single bench's directive.  The minister has said that all the government employees retirement age is fixed (60 years) in the state and it cannot be changed for a particular profession.

"Since lecturers and professors are also state government employees, their retirement age cannot be increased in isolation,'' said Acharya.

College teachers on UGC pay scale to retire at 65 years : Karnataka High Court

The college teachers on the University Grants Commission (UGC) pay scale had reasons to be delighted with the Karnataka High Court on Wednesday. The court held that their age of retirement will have to be enhanced to 65 as per the UGC Regulations, 2010.

While quashing the State government's orders, which had fixed retirement age between 60 and 62, the High Court said that “the denial of the enhancement of the age of superannuation to teachers, working in the government and aided, affiliated colleges, drawing UGC scale of pay, are repugnant to the UGC Act and the Regulations and hence is void.”

Children Educational Allowance : Recent clarification.

A doubt is raised from the very inception of the scheme is "whether  the  admissible  amount  per annum per child (annual ceiling of Rs.15000/-)  on  account of CEA  can be reimbursed  in  full   in  the first quarter of the financial/academic year itself."
DOPT has clarified the issue as under :

It  is  clarified  that a  Government servant is allowed  to  get 50% of the total  amount subject  to the  overall annual  ceiling in the first quarter  and the remaining amount in third and or fourth  quarter. Frontloading  of  the entire  amount  in the  first and  second is not allowed. 
(ii)  A Government servant  can claim  full amount subject  to  the annual ceiling  of  Rs.15000/-  in  the last quarter.

The Central Board of Direct Taxes (CBDT) yesterday notified that salaried individuals having a total income up to Rs 5 lakh after allowable deductions, including salary from one employer and interest income from deposits in a savings bank account of up to Rs 10,000, need not file income tax returns.

The health ministry had earlier nullified last year’s bidding process due to changes in the terms and conditions of the proposed scheme.

High court ultimatum to Gujarat government on pay revision of judicial officers and employees

The Gujarat High Court Monday issued a final ultimatum to the state government to comply by July 4 with a Supreme Court directive and recommendations of the Shetty Commission on revised pay scales for judicial officers and Class III and IV employees working in the judiciary.

Wage board: Employees to hold nationwide dharna on June 28

Workers of newspapers and news agencies will hold dharnas across the country on June 28 to protest against the "delay" in notification of wage boards for them.

The decision to hold day-long dharnas on June 28 was taken at an emergency meeting of Confederation of Newspaper and News Agency Employees' Organisations (CNNAEO).

Kerala introduces performance evaluation system

Thiruvananthapuram, Jun 16 (PTI) Kerala could register tremendous progress through the newly introduced performance monitoring and evaluation system, a senior official said today.
Kerala was the third state to adapt the system launched by the Centre in September 2005. Punjab and Maharashtra had earlier implemented the system, Central secretariat Secretary Performance Management, Prajapathi Trivedi, said.

WB teachers' maternity leave increased to 180 days.

Madhya Shiksha Parshad has enhanced the maternity leave of school teachers to 180 days with effect from 01.01.2011. Earlier they were supposed to get 135 days of maternity leave. Parshad chairman Mr Anjan Sengupta informed reporters about the new notification. Now West Bengal teachers will be getting maternity leave at par with the state and central employees.

Guj. Govt. pulled up for inaction on pay revision of judicial officers

The Gujarat High Court Tuesday pulled up the state government for its failure to follow a Supreme Court directive with respect to pay revision for judicial officers in the state as per the recommendations of the sixth pay commission.

Air India restructuring plan to come up before GoM for approval

New Delhi, Jun 14 (PTI) Ailing Air India's turnaround plan, including restructuring of its massive debt, would come up before a Group of Ministers for approval in a few weeks.

Coal India wage revision due in July

Given inflationary pressures, Coal India will have to raise wages. This is due in July. In FY11, wage costs accounted for over 50% of total expenditure.

Assuming a conservative average hike of 15%, operating margins can then erode by 600 basis points. The company faced a similar problem last year and had to reduce its manpower by 13,000.

Coal India's stock price rose 30% in the last three months. After the announcement of March 2011 quarter results, the stock price vaulted 4% to Rs390. This price factors in all the positives leaving little room for further upside.

Journalists warn agitation if new wage not notified within 16th June.

Bhopal, Jun 10 (PTI) : Agitated over the delay in the notification of Majithia Wage Board recommendations, members of the fourth estate here today protested against the Centre.

PMO to bring Majithia wage board recommendations before Cabinet

The Prime Minister’s Office would take steps to bring recommendations of the wage board for journalists and non-journalists for approval before the Union Cabinet, Labour Minister Mallikarjun Kharge said here today.

“I have already got comments from all the Ministries and I have submitted them to the PMO. The PMO will definitely take action and bring it (the issue) before the Cabinet,” Mr. Kharge said when asked about the status of the Justice G.R. Majithia wage board for newspaper industry employees.

The recommendations were submitted to the government on December 31 last year.

The employees have been on the path of agitation protesting the delay in implementing the proposals.

700 cases of pension delay of W.B. school teachers pending in High Court.

Over 700 cases of non-payment of pension to schoolteachers are pending with Calcutta High Court, some for as long as 18 years.

On June 2, Mamata Banerjee had announced that the government would pay “provisional pension” to teachers within 30 days of retirement till the final settlement of dues was completed. The decision includes all schoolteachers who are yet to get pension.

The high court had directed school education authorities on several occasions to disburse pension arrears but the Left Front government failed to act on most orders because of “the lackadaisical approach of the school managements or the district inspectors of schools”.

Government sources said nearly 30,000 teachers who had retired after 2006 were yet to receive pension and other post-retirement benefits. The reason, the sources said, was the failure of the Left government to fix the teachers’ pension amounts in line with their enhanced salaries under the Fifth Pay Commission.

West Bengal to recruit 46,000 primary teachers

Kolkata, Jun 8 (PTI) The West Bengal government today decided to recruit 46,000 primary teachers to improve the school education system, Chief Minister Mamata Banerjee said.

Bengal higher education minister Bratya Basu today said he had submitted a proposal to Kapil Sibal to set up an IIT or an IIM in Darjeeling “for the people of the hills”. He has also urged the Centre to expedite the process of setting up 18 model colleges across the state.

Basu, who is in Delhi to attend a conference of higher education ministers and secretaries from across the country, told Star Ananda: “We had proposed to the Centre to set up either an IIT or an IIM in Darjeeling for the people of the hills… It was a very positive discussion and the HRD minister has agreed to consider our proposals.”

Sources close to Basu said he had also urged Sibal, the HRD minister, to release the Centre’s share of arrears to pay the college teachers their revised salaries under the Sixth Pay Commission.

Karnataka UGC scale : Minister assured to discuss in next cabinet meeting.

Nearly 13,000 lecturers at university, government and aided colleges await the implementation of the revised University Grants Commission(UGC) pay scale. 

The Human Resources Development (HRD) Ministry and the UGC had announced the revised pay scale for lecturers and professors in December, 2008. However, the State has delayed implementing the revised pay scale.

PAY : Selected candidates will be on probation for a period of two years. They will draw a starting basic pay of Rs.14500/- in the scale of Rs.14500-600/7-18700-700/2-20100-800/7-25700 applicable to Junior Management Grade Scale I. They will also be eligible for D.A., H.R.A. & C.C.A. as per rules in force from time to time. At present, initial monthly emoluments of Probationary Officers, including D.A., H.R.A. and C.C.A., are approximately Rs. 23,520/- at Metropolitan centres.

No Pay Commission Arrear for Govt. employees ?

 The windfall government employees receive by way of pay commission award arrears may no longer be forthcoming. The government is examining a proposal to implement pay commission awards prospectively on the lines of finance commission awards, as large arrears throw the finances of both the Centre and states in disarray. 

Andhra Pradesh Pensioners’ dearness allowance hiked

The government of Andhra Pradesh has hiked dearness allowance of government pensioners with effect from January 1, 2011 by 5.136 % in addition to the present 24.824 with this the total percentage of dearness allowance has come up to 29.960 percent.

A GO. No 106 dated June 4, 2011 has been issued in this connection. The arrears of the dearness allowance from January to May 2011 will be paid along with the pension of June, on July 1.

The latest wage board recommendations for the newspaper industry as well as the legislation under which they have been constituted, has been recently challenged in the Supreme Court in a writ petition filed under Article 32 of the Constitution by ABP Pvt Ltd, publishers of leading dailies Anandabazar Patrika and the Telegraph.

Union Labour minister Mallikarjun Kharge today(3rd June) said that the recommendations of the Justice Majithia Wage Board will be forwarded to the cabinet "as early as possible".

West Bengal promised salary benefits and pension relief to teachers.

Mamata Banerjee today held out the promise of salary benefits and pension relief to the powerful schoolteachers’ lobby, going some way towards wooing a group that had been a pillar of support for the Left in Bengal.

The chief minister announced that all teachers in Bengal’s state-aided schools would be brought under the single umbrella of the school education department, a move that will benefit up to 1.68 lakh teachers and teaching degree holders.

She also declared that retired schoolteachers would now be paid a “provisional pension” till a final settlement was reached on their dues. This is expected to end the long wait for pension now forced on retired teachers, prompting many to move court for redress.

Manipur Employees warns of launching indefinite cease work strike

Imphal, May 31 2011: A joint meeting of different associations held today resolved to launch an indefinite cease work strike if the government fails to translate their demands into work.
The meeting resolved to submit an ultimatum to the government at the earliest.
