At a two-hour long faculty committee meeting spearheaded by IIM-A director Sameer Baruah, a decision has been taken to seek redressal from the Centre failing which the IIM-A faculty will be forced to explore other stronger forms of agitation, including resorting to mass casual leave and strikes in line with what the faculty of the IITs are currently adopting. The IIM-A faculty is planning to work in tandem with the other two older IIMs, namely IIM Bangalore and IIM Kolkata, to work out a strategy of making their displeasure felt. “We are not banking on the support of the newer IIMs as they are likely to be browbeaten by the centre into towing its line given their dependence on the centre for their funds,” revealed a senior faculty member on condition of anonymity.
He further disclosed that there was major disgruntlement within the IIM-A against the Sixth Pay Commission notification received last week from the Centre. “Though the exact implications are still being worked out and the salary hike will range anywhere between 15 to 40% depending on parameters like number of years of service etc, one thing is clear. We’ve not been given our due as a premier institute both by the government and the bureaucracy,” the professor said.
According to him, the IIMs have not been given their due as the best management institutes in the country. “While earlier as per the old scale, an assistant professor of an IIT or IIM was paid two to three levels above the UGC grade, the Sixth Pay Commission has downgraded this difference. What is the rationale for doing this given the fact that we are institutes of excellence,” he asked.
Furthermore, the faculty members also felt that if the country really needed world-class institutes, the salaries should be commensurate with the that. For instance, they demanded parity of salaries with the salaries being paid to the Secretaries to the Centre and the top executives of navratnas and public sector...

NIT teachers in no mood to play second fiddle
The revision of payscales of teachers of national institutes of technology (NITs) by HRD ministry has stirred a hornest"s nest with NIT teachers in no mood to play second fiddle to their counterparts at IITs and IIMs in the backdrop of the fact that draft of `Vision 2020' document states that the NITs should be brought at par with IITs. Moreover, the Knowledge Commission, set up by the UPA government has also laid stress on enhancing the number of qualified technocrats in the country.Discussing the issue with TOI, director, Motilal Nehru National Institute of Technology (MNNIT), AB Samaddar said, "We have discussed the issue of disparity in payscales at a meeting of NIT directors. Some of the issues require urgent attention. An eight-member projection committee has been formed which will put the case before HRD ministry and cite the contributions and achievements being made by NITs in the sphere of technical education of the country."
It may be recalled that government of India issued a GO No. F.No.23-1/2009-TS-II, dated August 18, 2009 for implementing Sixth Pay Commission scales to teaching staff in NITs and other technical institutions. But the payscales and allowances sanctioned through this GO are different for different institutions of national importance like IITs and NITs.
Secretary of MNNIT Teachers Association Mukul Shukla said that at the entry level, a lecturer re-designated as assistant professor is placed in PB3 rank and recommended time-bound promotions as stated in UGC payscales, 2006, which is against the spirit of human resource development. It will makes a lecturer wait for many years to get promotion to the next cadre. "We are demanding that an assistant professor with PhD be given seven increments with advanced grade pay (AGP) of Rs 8,000 and promoted to the post of associate professor after being placed in PB4 rank after three years. We also demand that assistant professor with MTech be given three increments with AGP of Rs 7,000 and then given AGP of Rs 8,000 after three years of service. Then upon getting PhD, he/she must be promoted to associate professor after three years," he said.
He demanded that the present cadre of assistant professors be designated as associate professors. The minimum basic pay in PB4 for associate professor and professor must be fixed at Rs 44,000 and Rs 49,000 respectively.
It is pertinent to mention that erstwhile RECs were upgraded to NITs in 2002, keeping in view the report of Knowledge Commission to increase the number of qualified technocrats. Presently there are 20 NITs and 10 more are likely to start in the near future.

tell me the reason why a technically qualified post graduate should join a NIT as lecturer(redesignated assistant prof).
if still some body join even after that, the simple reason is that he is not getting job anywhere so not a comptitent person for becoming a faculty.
conclusion: MHRD wants:
step1:downgrade the technical education in these institutions.
step2.:close these institution because of shortage of qualified faculty or low rate of admisssion of students.
step3: encourage the private universities. thus indirectly funds generation for government.
rasmonIn the interest of technical education of the country, better pay package for NIT faculties are imperative. As NITs are considered as premeiur educational institutes of the country, that sholud be reflected in the pay scales also. A line has to be drawn some where to differentiate NITs with other colleges.
Is there any body, who understood NIT pay revision correctly? I challenge, NO BODY IN THE WORLD. NIT pay revision rule is very ambiguous. It is a true political report. One thing is clear from the report NIT faculties do not have to do any work or improvement of qualification for promotion, but only sleeping and oiling.
NIT Pay Scale:
Person entering with PhD: 7 increments
In service PhD: Poor fellow only 5 increments
After entering service, No Direct Recruitment Interview for 8 Years
Only CAS.... CAS... and CAS..
Yes Dear PKU the freshers can take rest and sleep for 8 years without doing any work....
Asst professors who are about to become professors have to wait for few more years to become eligible now......
Professors have to be satisfied with a salary closer to the Associate professors .......
So, all the faculty at NIT can sleep and take rest till the next pay commission ....
Pls some one tell me about the CAS at NITs. in case of change in AGP 6000 to 7000 and 8000; CAS is required or not because there is no change in post and thus no promotion.

NIT faculty members were made to wait for almost an year more than UGC. Finally MHRD discovered that we are same like UGC and has given the same UGC scales.....
Various NITs made a number of memorandums.(In a dignified manner as reported by IIM)
But, not even a single time their concerns were heard, in the TWO modifications MHRD has given dated 16th and 22nd.
The pay commission was framed to attract young faculty members with PhD and to retain existing faculty.
As far as NITs are converned MHRD has done everything possible to retain existing senior faculty members.
For young faculty members, MHRD said seven non compoundable advance increment will be given for a person with PhD.
Unfortunately, we don,t know, whether our English is bad or MHRDs, the existing faculty members with PhDs are given a mere TWO increments only. The argument is that a person who is going to be recruited after this GO and who joins with a PhD only will be given 7 increments. Even if a person submits his thesis and gets his PhD the next day of joining NIT, he will be eligible for only TWO increments.
Young faculty members with PhD represented MHRD through various memorandums to keep them at 7000 AGP AT LEAST.
BUT NOTHING HAPPENED FOR THIS DIGNIFIED(AS REPORTED BY IIM)PETITIONS TILL DATE. INSTEAD WE ARE PUNISHED STILL MORE BY GIVING JUST TWO INCREMENTS.
OKAY, If we think that We will leave this institution and join another as a fresher to get atleast the SEVEN increments promised for a fresher, UGC has recently come up with another regulation saying, Discretionary award of advance increments can be given only to Asso Profs and Professors and not to a person joining fresh AS ASSISTANT PROFESSOR(6.4.19 IN REGULATION 2009).
WHY..... What wrong thing we made....Spending 5 to 10 years in various industries and institutions before joining NIT is a fault...OR Did a bit of research to get a PhD in service is a fault... WHAT WRONG THING WE MADE....
SO, U WONT GIVE US PROPER SALARY... U wont allow us to join ANOTHER INSTITUTION also peacefully....(B,COS WE WILL LOSE OUR SERVICE AND WE MAY NOT GET ADVANCE INCREMENTS OTHER THAN FOR PHD......) So, MHRD should tell us what service we should do in our existing institutes...
THOSE WHO JOINED NIT AFTER SUBMITTING THEIR THESIS AND GOT THEIR PhD IN SERVICE IN A MONTH OR TWO AFTER JOINING NIT DONT KNOW
WHETHER WE ARE A FRESH FACULTY
OR
AN EXISTING FACULTY......
WE ARE NOT PROVIDED EITHER THE BENEFITS SHOWN TO EXISTING FACULTY(SENIORS)
NOR
THE BENEFITS GIVEN TO FRESH FACULTY.....
AND WE CANT LEAVE FOR ANOTHER INSTITUTION ALSO(for the reason mentioned above)

I joined my Institute (an NIT) in Feb 2000 in the post of Assistant Professor (Lecturer was the entry level). At the time of Joining I did not have a PhD and also when I had joined 5th Pay had not been implemented here and Phd was not an essential requirement for the post.
I completed my PhD in Dec 2005 but did not apply for Phd increment at the Time.
Now in 6th Pay I have heard that one will get PhD increment at any time of his career.
Pls. say if I can apply for Phd increment of not. If yes pls. quote the clause and document number I should refer to.
