N.I. Act holiday in West Bengal on 8th August 2011 in memory of Kabiguru Rabindranath Tagore

"In exercise of the power conferred by the explanation to Section 25 of the Negotiable Instruments Act, 1881 (XXVI of 1881) read with Government of India, Ministry of Home Affairs Notification No. 20/25/56-Pub{IL dated the 8th. June, 1957, the Governor is pleased to declare 22nd Shrabana of Bengali Year 1418, (Monday, the 8th August, 2011) a Public Holiday in memory of  Kabiguru    Rabindranath Tagore"

is that holiday on 8th august not covering the private insurance companies in west bengal???
As max new york life will remain open that day.

Are Central Government Offices and Central Public Sector Units located in West Bengal not eligible to get Holiday for 08 August 2011

school teachers have not been given holidays, are schools in WB out of the purview of NI Act?

Does the Indian Institute of Technology, Kharagpur regular classes fall under the given holiday category? Will the classes be closed that day?
