Almost all the interest free advances admissible to Central Govt. employees are abolished as per the recommendation of seventh CPC. Only exception will be :
1. Advance for medical treatment
2. Advance for travelling allowance for family of deceased
3. Advance for T.A. on tour and LTC advance
All other allowances such as Bicycle Advance, Festival Advance, Advance of pay on transfer etc. has been abolished with immediate effect.

Computer advance retained
All central Govt. employees may avail Personal Computer Advance upto Rs 50,000/, maximum five times in entire service life. This is an interest bearing advance. Other interest bearing advances such as motor cycle advance, motor car advance stand discontinued with immediate effect.

"Settle the demands raised by NJCA regarding modifications of 7th CPC recommendations as submitted in the memorandum to Cabinet Secretary on 10th December 2015. (See Annexure-I). Honour the assurance given by the Group of Ministers to NJCA on 30th June 2016 and 6thJuly 2016, especially increase in minimum wage and fitment factor. Grant revised HRA at the existing percentage itself i.e. 30%, 20% and 10%. Accept the proposal of the staff side regarding Transport Allowance. Settle all anomalies arising out of implementation of 7th CPC recommendations, in a time bound manner." This is one of the items in the charter of demands by a Central Govt Employees Organization.Dear leaders----A simple question."WHERE IS THE SO CALLED"NJCA" NOW?The organisation which has started"agitational programmes"is not the NJCA.
A wise decision on the part GOI. Even computer loan can also be abolished. It will reduce the work load on the part of officers and clerks dealing with financial matters as well as the audit authorities because the requirement of monitoring the individual cases right from its sanctioning to liquidation of the loan will not exists any more in the govt. department. A well step.
