West Bengal warns pay cut for Bandh absence

West Bengal government today issued a circular warning government employees of pay-cut in the event of absence from duty on May 31 when the BJP-led NDA has called a 'Bharat bandh' to protest the petrol price hike.
According to a circular issued by Chief Secretary, no leave will be granted for employees on 31st May and absentees without proper specific reason will have to face the pay cut.
The Govt. has taken similar action of government employees who were absent during the February 28 countrywide general strike called by left trade unions.

Sibal advocates higher pay ,uniformity in salaries for teachers

Expressing concern over the “poor quality” of teachers, Human Resource Development Minister Kapil Sibal Tuesday said they needed to be paid more to ensure quality education — a point that was well received by the teaching fraternity. Some teachers also felt that low salaries were responsible for the coaching culture.

Scales of Pay
Basic Pay Scales should be restructured at the average price index for  the quarter July-September 2012 (1960 = 100) with 30% increase for the first stage  in case of clerical staff and there after gradually increasing this to 35%, maintaining the 1st to 20th stage increase at about 1:2.8 times . In respect of the subordinate staff, 
the loading of 30% at the first stage and then gradually and uniformly increasing to 35% at the last stage  to maintain the ratio of 1:2 or more.
Fitment: Stage to stage basis. 

The draft charter so prepared will be placed before the General Council meeting of the Federation slated for 3rd and 4th of July 2012 in Mumbai.

Bank Unions want 9th bipartite issues to be resolved before new negotiation


The United Forum of Bank Unions (UFBU) wants pending residual issues of 9th bipartite to be resolved before the commencement to the 10th bipartite negotiations.
The issues are compassionate appointment scheme, improvements to staff loans, regulated working hours and five-day week.
“We oppose unilateral imposition of Khandelwal Committee recommendations, aiming at deunionisation in the banking industry,’’ said a note signed by Mr G.D. Nadaf, the Convenor of UFBU.
He said that the UFBU opposed the move to close rural branches and said that if this issue is not resolved, it would organise a two-day strike in July.

GPF interest rate raised again for F.Y. 2012-13

Govt. has hiked GPF interest rate again for the F.Y. 2012-13. With effect from 1st April 2012, the rate will be 8.8%. It is applicable for General Provident Fund and 10 other similar provident funds managed by Govt. of India.
 The interest rate on such funds was 8.6 per cent during December 2011-March 2012 period, while it was 8 per cent for April-November 2011. This move will benefit millions of Govt. employee.

New clarification on Children Education Allowance

It is clarified by DOPT vide O.M. dated 23.05.2012 that any fee charged by the schools for teaching through audio visual media/appliances is reimbursable. It is also stated that any fee charged for any aid or appliances used is reimbursable  as "fee"

Kerala hikes Dearness Allowance for Govt. employees, teachers


The Cabinet on Wednesday decided to sanction an additional installment of dearness allowance (seven per cent) to the government employees and teachers of Kerala.
The dearness allowance will be paid with effect from January 2012 as in the case of Central Government employees.

West Bengal employees agitate, fast for Dearness Allowance

While the new state Govt. is celebrating it's first anniversary, employees are not in a jubilant mood. The CM though promised to sit with the employees once in a month to address their problems, no such meeting took place in the last nine months. The main and foremost concern of the staffers are regarding D.A. State Govt. has increased D.A. @10% from January this year and the gap with central D.A came down to 13%. But with the Central Govt. announcement of another 7% hike from 1st Jan 12 the difference shoot up to 20%. This makes a huge difference of the take home pay of the employees, sometimes in thousands depending upon the pay scale. Another 21 states have also followed central suit. INTUC affiliated Confederation of State Govt. Employees declared agitation in near future while another organization "Unity Forum" started "fast to death" in front of the finance ministry office demanding immediate release of D.A.
Finance ministry source however denied any possibility of releasing D.A. at this crucial juncture where it has been difficult to arrange timely pay and pension.

Maharashtra teachers called of strike

The Maharashtra Federation of University and College Teachers Organisation (MFUCTO) on Friday withdrew their agitation and called-off their indefinite strike after the government assured that their demands would be fulfilled by June.

Karnataka increased D.A. for Teaching Staff of UGC/ICR/AICTE scales


ORDER NO FD 19 SRP 2012 , BANGALORE, DATED 17TH MAY 2012
Vide the above mentioned order, the Govt. has increased the D.A. for teaching staff who are on 2006 Revised UGC/ICR/AICTE scales and Judicial Officers officers on FNJPC pay scales, @7% w.e.f 01.01.2012.
With this the total D.A. stands to 65%. The arrear amont to be paid in cash.

New health insurance scheme for central employees needs planning commission approval


There is a proposal for introduction of a health insurance scheme for the central government employees and pensioners on pan-India basis, with special focus on pensioners living in non-CGHS areas. The proposal is to make this scheme voluntary cum contributory for serving employees & pensioners.  However, it is proposed to be made compulsory for the new entrants in Government service.

F,M, assures to resolve IDBI wage issue

 Finance Minister Pranab Mukherjee today said he would make efforts to resolve the issue of wage revision in IDBI as soon as the current session of Parliament is over.

Mukherjee gave the assurance in the Lok Sabha while responding to a Calling Attention motion by Basudeb Acharia (CPI-M) on the situation arising out of non-implementation of wage revision in the bank.

One Rank One Pension for Army : Anomalies sent to ministry

 Army Chief General VK Singh on Wednesday said that the anomalies concerning the ex-servicemen which emerged after implementation of the sixth pay commission recommendations have been sent to the Defence Ministry for their quick redressal. 
The issue of One Rank-One Pension is under consideration of the Government, General Singh said this addressing an ex-servicemen rally held at village Palda in this district of Jhajhar in Haryana.

Bank employees to go on two days' strike in July


About 10 lakh bank employees and officers plan to go on a two-day all-India strike in July this year. The United Forum of Bank Unions has decided to observe a two-day all-India strike during the monsoon session of Parliament in July, said Mr G.D. Nadaf, Convenor, UFBU, in a press release.

Delhi High Court ordered parity of salary of private and Govt. aided schools

The teachers of unaided private schools are entitled to same pay and emoluments as those of government schools, the Delhi high court has held. Justice A K Sikri and Justice Rajiv Sahai Endlaw upheld the singlejudge’s order directing Rukmini Devi Jaipuria School, Rajpura Road, to pay arrears of salary to its teachers with effect from January one, 1996.

Central D.A. from July 2012 ? We guess it for you !!

We all know that D.A is calculated on the average of AICPIN data for the last 12 months. The formula for calculating the D.A is Dearness Allowance = (Avg of AICPI for the past 12 months - 115.76)X100/115.76
We have data published by Labour Bureau, Govt. of India for Jan, Feb and march 2012 which stands at 198, 199, 201 respectively. So in order to calculate D.A. from July 2012 , data for three months (Apr, May, June'12) is required. Assuming the data is more or less same (in the range of 201(+/-) 2, for the following months, 6% rise in D.A. may be predicted. With this hike , total D.A. is likely to be 71% of Basic Pay with effect from July 2012.
It may kindly be noted that it is only an assumption based on the current trend.

Kerala nurses likely to get interim wage relief


Nurses in the state may get an interim wage relief till the government takes a decision on the recommendations of the Dr Balaraman committee or implements the next pay revision before 2014.

Current status of Khandelwal Committee Report for Banks

Government constituted a Committee on Human Resources issues of Public Sector Banks (PSBs) under the Chairmanship of Dr. A.K. Khandelwal, who has submitted its report. The Committee made 105 recommendations on matters related to Manpower and Recruitment Planning, Training, Career Planning, Performance Management, Reward Management, Succession Planning and Leadership Development, Motivation, Professionalisation of HR, Wages, Service Conditions and Welfare, etc. As 49 recommendations required further deliberations, the remaining 56 recommendations were forwarded to PSBs with the request that an HR Plan for each Bank be prepared and got approved by the respective Board of Directors. The representatives of Workmen Union/ Officer Association are on the Board of Directors of the Bank where a decision on various recommendations is taken. 

This information was given by the Minister of State for Finance, Shri Namo Narain Meena in written reply to a question in the Lok Sabha today.

Guideline regarding transfer and promotion in Bank

It is reported that the following guidelines have been sent by Ministry of Finance vide letter dated 3rd May, 2012, to all PS Banks for implementation :-
 Taking into consideration the academic session and other relevant factors, it  has been decided that the process of regular transfer of officers is also completed at the  beginning of the year so that the staff is not put to undue inconvenience.
