Revised pay for IIT, IIM faculty may go to Cabinet this week, Better deal expected than their counterparts in universities and colleges

Teachers in IITs and IIMs may expect fat pay packages, better than their counterparts in universities and colleges, as the government is likely to take the issue of their revised salary to the Cabinet this week.

The Pay Review committee, headed by Prof Goverdhan Mehta, set up for faculty members of central technical institutes like IITs and IIMs had submitted its report to the HRD Ministry in February this year.

The government then set up another committee to study the recommendations and make final suggestions on salaries and perks for the teachers of 53 Central Technical Educational Institutions, including IITs and IIMs.

The committee had suggested a better package for these teachers as against the faculty members of universities and colleges.

"A cabinet note has been prepared and the matter may be moved to the cabinet this week,"according to a top official in the ministry.

The next Cabinet Meeting is scheduled today [02.07.2009] evening at 5.30 P.M.

The Goverdhan Mehta committee will also submit another report on salary package for faculty of AICTE-affiliated institutes.

The committee, which was supposed to submit the report by May end, has been given extension till June 30.

Narayanan, Please dont be so unkind to MHRD Officials by doubting their inefficiency They will certainly implement it before the announcement of next (VII) pay commission ; may be one month before that i.e sometimes in September 2018 - you may expect announcement of next revision (VII Pay Commission) sometimes in October 2018.

THE news head lines like "PAY REVIEW REPORT TO BE TABLED THIS WEEK (WHICH WEEK???)BEFORE THE CABINET" etc. etc. went on coming from time to time without any concrete results in the past 9 months. THIS reminds me that normally at bus stands the private bus driver keeps the engine of the bus started and also moves it a few metres forwards or backwards to give impressions to the passengers sitting inside, that the bus that they are sitting in, is just about to start its journey - and this drama goes on for an hour or so till the bus is packed fully. Similarly the MHRD babus throw some news "SHAGOOFA" items like the present one from time to time to give an impression that MHRD is just going to declare the scales - This thing is going on for last 8 months and may take more (GOD or the MHRD Officials know - How many) months when the new scales for Technical teachers - a very very small improvement over the central govt staff's salary, will be out by the time the Technical teachers will be fedup and tired of the undue delay. Politicians are not bothered about the delay now because elections are over. so it is the teachers who may have to wait and wail. The teachers will feel cheated by seeing the scales and specially after such inordinate delays.

I wish the people out there who are handling the pay revision for the teachers are little more sensitive and complete the job at the earliest. This, if not done early, is going to bring greater liability to the government!

According to latest available information N Chandra Shekhar,General Secretary, AIFPTO contacted Ms. Pratima Dixit, Director (Technical Cell), MHRD and enquired about the status of Prof. Goverdhan Mehta Committee Report which was due to be submitted before 30-06-09. She has informed that the last meeting of the Committee members would be held on 07-07-09 to finalise and submit the Report. It was further informed that after the Committee submits its Report, the MHRD would discuss the Report and after approving it would send it to AICTE for Notification. This report does not need the Central Cabinet approval.

FORGET ABOUT PAY REVISION FOR TECHNICAL TEACHERS. MHRD IS JUST HUMILIATING YOU. TODAY ONE OFFICIAL SAYS ONE THING AND THEN OTHER ONE COMES UP WITH OTHER INFORMATION. IF THE REPORT DID NOT NEED TO GO TO THE CABINET, WHY THE COMMITTEE OF SECERETARIES WAS SITTING OVER IT FOR SO MANY MONTHS SINCE JANUARY 2009? WHY THERE WAS A NEWS ITEM THAT IT WILL BE PUT BEFORE THE CABINET? WHAT AICTE HAS TO DO WITH THE SCALES AND NOTIFICATION FOR IIT/IIM FACULTY, WHO ARE NOT UNDER AICTE? The information about Pay scales of Technical teachers is highly confidential and a well kept and well guarded secret (from the security point of view of the country) of the Ministry of HRD, Govt of India. That's why no information is 'leaked' to the technical teachers. This is open to a few 'authorised' persons only. Pakistan or China should never know our country's secret that how much India is giving to its technical teachers.

AS per some special information, one committee is going to form to review the work of present committee. To form that committee, one committee is already form. But that committee does not have the report in hand. Due to some functional problem, report can not handed over to present committee. Now that old committee is suggesting another committee to hand over the report. But that suggestion is not accepted by the new committee. To review that one more committee is formed. Finally one more committee is formed to define the work of all the committee. So have patient or be patient, let them work properly. There may be some more decade delay. But atleast so many pepole are working for good cause.

EARLIER NEWS WAS THAT FUND ALLOCATION REQUIRED FOR OUR SCALE REVISION.RECENTLY Rs.2113 crore HAS BEEN ALLOTTED FOR IITs & NITs. OUT OF THIS Rs.450 crore FOR CAMPUS DEVELOPMENT; REST FOR OTHERS INCLUDING SCALE REVISIONS & ARREAR PAYMENTS. BUT STILL NOW WE ARE NOT GETTING ANY NEWS. WE ARE VERY MUCH UPSET.

It is highly humiliating to the faculty of premier institutions (IITS, IIMs, IISc, NITS, IISERs, etc.). For the last five months or so, Babus of the HRD Ministry have been giving varying and self-contractory statements to the media one after another with no status report on pay scales for above technical institutions. It seems these Babus have only one interest to bring down the high standard of teaching and research being maintained by these institutions. Our Honourable Minister (Shree Kapil Sibal Ji) is, however, very serious in making these institutions world-class by all means. Let us all request him to release our pay scales at his earliest convenience.

A letter sent to Kapil sibal , secy,Addl secy and Jt secy Sir,

The new pay scales for Technical teachers including that of IITs/IIMs have so far not been 'declared' whileas for all the officials in MHRD these were declared on AUGUST 15, 2008. It is rather strange that even after 11 months of that there is no sign of pay scales for technical teachers.

The decision on scales for technical teachers after the blueprint available for Central Govt. employees from VI Pay Commission, was not a matter of more than 15 days over and above the VI PC. ( Anybody can see and compare the 6 PC and Mehta committee Reports and make it out !!). The work on the revised pay for tech teachers is going on (?) with such a pace that the snails and loaths are also happy to have an edge over MHRD officials. A strange 'secracy' is maintained over 'what is going on' (whether anything is going on is also doubtful) in the Ministry. Meetings after meetings and committees after commmittees - that may be the progress. In the meanwhile a false 'excuset' of general elections was taken to keep the things in cold bag. (State Govts one after the other and PSUs etc. all were announcing revised pay for their employees but for the technical teachers probably EC would have objected!! - was that a perception of MHRD?)



Sir the technical teachers are surprised to see the 'top secracy' being maintained by MHRD about their revised pay - may be a security threat to the country!!, lest Pakistan or China may come to know what India is going to pay to its technical teachers!.

Sir, MHRD deserves congratulations and needs commended for not able to do a job in 11 months time which could have been done (if there was a will to do) within 15 days ONLY.

These officials should be awarded with 'Padma' awards of various orders to those at various levels!!

Sir, I am sure they will come up with 100 excuses and 101 reasons to justify the unprecedented and hitherto unheard delay but fact remains that they were and are only 'sitting' over this issue for reasons best known to them.

We the technical teachers have come to understand that the officials and the Ministry of HRD neither can be questioned by anyone nor is answerable to anyone in this country.

AICTE Pay Revision : Report of Prof.Mehta committee for Engg. & Polytechnic institutions submitted to MHRD


N Chandra Shekhar General Secretary, AIFPTO, have contacted Sri Pratap Singh, Under Secretary, MHRD on 9th July 09 and was informed by him that the Prof. Goverdhan Mehta Committee reports have been submitted to MHRD. No decision has yet been taken on the report by the Ministry. Discussions are being held in the MHRD regarding the same.

When one respected prof. from IIT asked to R P Agrawal about pay commission he said it is on Kapil Sibal table and also said that dont worry you wont be unhappy and same prof. asked to finance secretary he said that you wont be so happy. It means the reprot is with kapil sibal and he has to take decision. I Dont know why he is taking too much time. May be it is a result of arjun-kapil fight.

MHRD not able to give higher salary but giving an oppertunities to join Foreign university, by inviniting foreign university in INDIA. I am sure they will give justified salary. Honerable HRD Minister want IIT/IIM professors to join foreing university so that they can made huge profit.

In a show of CNN-IBN Kapil ji said that Goverenment funded organization giving better pay than Private, but practical situation is that even IIT/NIT professors are not getting revised pay scale so assume what is happening in other technical institution. Maharashtra teachers are better than technical teachers who have refused to work till they get their due. All our leaders are busy doing politics among themselves and want a seat in teachers union/forums so that the administration won't ask them to work and take classes. But no one is bothered about the bigger issue of pay scale implementation.
Let us all do one thing - that don't let your association/ union/ forum leader sit and gossip easily in corridors and canteens till they don't raise their voice for the pay scale implementation. If we can't go to Delhi at least we can make the nights of our leaders sleepless by commenting on their inaction and indifference attitude as they have enjoyed power from our vote and now they have failed to raise our common issues.

its useless sending emails to these ppl...with all their busy lives, i really don't think our leaders have the wish or time to read emails from citizens. their email ids are like trash bins, so that some misguided ppl like us can deposit their heartfelt grievances there.

the only language and mode of communication understood by the politicians who run the show in our country is the language of votes. unfortunately pay hike and welfare of a bunch of profs can never be an issue of too much importance for these morons.

i guess ironically, the country (i mean the wise-men who run the country) actually want deserving candidates to leave and get out of these institutes so that they can have more control over them.

already these institutes are facing faculty shortage in many disciplines and with all this dilly-dallying over a miniature pay hike, it is not going to help them attract new young talented faculties.

even with all the increased pay and benefits, i think being a faculty in our prestigious institutes is still one of the lowest paid jobs in terms of the qualifications that these faculties have. the prestige and satisfaction that comes with an academic life exist, but specially for many young researchers from India and abroad, the pay and benefits they would receive throw up a big question mark before they take the plunge.

as i said earlier, these issues are too small to create any major troubles for our "netas" and hence the present state of affairs persist!!!

A stone was hit 25 times with a hammer and it broke down in pieces at the 25th hit. That does not mean that it was broken by that particular hit only. All the other 24 hits also had their almost equal impact to break the stone. Protest by 10- 20 people may not have any impact, but when more people will rise then the 'stone' is 'sure to break'. That is it. So friends go on hitting.

I feel what we technical teachers are getitng as salary is justified. We should not ask for or shought for any revision, because we do not deserve. Their are reasons behind my opinion. Most of the (if not all) technical teachers (i)do not have voice, can not take chalanges. (ii) like peace full life without any trouble (iii) are happy what ever happen to us
Remember: the theory of "Survival of Fittest". Now there are internal disrespect from all side to the teachers and about their work. If we do not show our requirement, teaching community will vanish. Students already felt, in the age of internet and mass communications, there are no need of teachers and class room teaching. Students felt, they hardly learnt any thing from teachers which is not available in internet or books.

AICTE Top offical's houses was raided recently by CBI. AICTE member secretary was caught while bribing 5 lakh from two private institution of Andhra. As he is a member of aicte pay revision committee and interministerial committee,AICTE pay commission may delay further.

AICTE member secretary was caught while taking bribe from a private college party. He is the one of the member of Technical teachers pay review committee. It is most unfortunate to have such a corrupt Professor and he will recommend the Technical teachers pay and service condition in the form of AICTE guidelines. He might have taken money from private college management lobby to delay the pay revision and implementation. Because private colleges will never give pay revision from retrospective dates.
We all must be proud to have such corrupt member secretary and Chairman at AICTE. Even Chairman does not have technical qualification to become Chairman of AICTE, a technical council which decides the academic standards of Technical institutions in India. God only can save this country.

The Union Minister for Human Resource Development, Shri Kapil Sibal will be inaugurating a one day meeting of Principal Secretaries/Secretaries of Higher Education and Technical Education of State Governments and Union Territories to be held here tomorrow. This annual Conference has on its agenda different subjects within higher and technical education such as the National Mission of Education through ICT and matters related to Polytechnics under Coordinated Action for Skill Development. Besides, matters related to IITs/IIMs, University Bureau, UGC, AICTE, DEC will also come up for discussion, in the day long meeting.

A committee set up to recommend revised pay scale for faculty of IITs and IIMs has suggested fat salary packages for them while the recommendations are being processed by the government, the Rajya Sabha was told today.


The Govardhan Mehta Pay Review Committee has suggested that the scale of pay of assistant professors in these institutions will be in the Pay Band of Rs 15,600 to Rs 39,100 with Academic Grade Pay (AGP) of Rs 8,000, Minister of State for HRD D Purandeswari said in a written reply.

The committee has said the position of lecturer could be offered on contractual basis and may be renewed in the pay band Rs 15,600 to Rs 39,100 with AGP of Rs 7,000.

It has further said three advance increments on non-compoundable basis may be allowed for those with M Tech and six advance increments on non-compoundable basis may be allowed to lecturers with PhD.

The committee has suggested that pay scale of associate professors should be in pay band of Rs 37,400 to Rs 67,000 with AGP of Rs 10,000 while the minimum basic pay to be fixed at Rs 43,000.

The scale of pay for professors will be remain in the pay band of Rs 37,400 to Rs 67,000 with AGP of Rs 11,000 and the minimum basic to be be fixed at Rs 48,000.|

A professor will be eligible for enhanced AGP of Rs 12,000 with five years experience in the scale.

New Delhi: The pay package of the faculty members of the Indian Institute of Management (IIM) and Indian Institute of Technology (IIT) which was revised recently may create disappointment for many.

The Govardhan Mehta Pay Review Committee did not recommend huge shift in the pay package for the IIM/IIT faculty members.

Few of the recommendations of the report were divulged recently in the Rajya Sabha by Minister of State for Human Resource Development (HRD), D Purandeswari in a written reply.

Nevertheless, if compared with the pay package of the university teachers', the results show that the IIM/IIT teachers may get a raw deal.

The committee while maintaining the equivalent pay band concept of the Sixth Pay Commission has made small changes in the grade pay level.

According to A. K. Pani, President, IIT Bombay Faculty Forum, "The raised pay is not enough to attract talented professors to the IITs. We were looking out for an incentive over and above the salary. We had also requested for a senior professor scale, so that there is no stagnation."

An assistant professor in an IIT/IIM will draw a grade pay of Rs.8, 000/-, whereas, a faculty in the university will start at Rs.6, 000/- and reach Rs.8, 000/- in nine years.

who is responsible for it, that we must analyse. Probably redesignation was the one solution we had in our hand. Had we gone for the redesignation keeping our personal issues aside, probably we would have obtained at least what NITs are getting (i.e.PB-4 for our Asst Prof similar to present Associate Prof of NITs) with the least effort. BECAUSE earlier IIT Asst Prof was equivalent to NIT Reader (Now Associate Prof), now it is not. But whether these things were not visible to the great people who recommended it. There is definitely some BIG reason behind this. May be to give favour to the foreign universities by lowering the attraction of IITs/IIMs.

Where is the natural mapping and fitting ? In our system what ever Govt does, that is natural.

Govt Officials are projecting in media as if they are giving a big thing saying "FAT PACKAGE", "200% INCREASE OF PAY" etc. BUT what is in actual one should compare with similar parallel cadre, and what even at present they are gettin

this was expected. the pay raise is nowhere good enough to get talented people joining the institutes. at most i think the raise is around 40-60% or maybe less. the point is, whoever needs better pay packets has to stand up and deliver their message to the government. i don't know what Professor Mehta was thinking when he came up with this report. instead of doing any good he has made this a joke with the great MHRD adding to the fun.

The tentative date for the annual general body meeting was announced as Sept. 18th, 2009 and the formal announcement with details of accounts and activites will be sent later.

With respect to 6PC, the activites done after our last meeting in april was presented-

In April, the Cabinet secretary had requested for placing IIT payscales after the new govt. has taken over and hence no action was taken by MHRD.

After the formation of new Government, letters were sent by All India IIT Federation to Secretary and Joint secretary MHRD and Minister of HRD to reinforce our claims. Due to nonresponse of MHRD on the status of IIT Payscale implementation, requests were sent to President, Prime Minister, Sonia Gandhi, officials at MHRD and Chairman, Board of Governors of all IITs. The Federation then requested for an appointment with Kapil Sibal, Minister of HRD, but it was not given.

At every IIT, the there was lot of concern over the delay in 6PC announcment and had resolved to move further to speeden up the process and at IITM, we did not convene any meeting to discuss this issue as many of them were disturbed by the long delay in the release of appointment orders resulting from the of the faculty recruitment process. Since, the FA was also exploring all possibilites to speeden up the release of appoinment orders, the discussion on 6Pc was kept at low profile.

In the meanwhile, IIT Mumbai gave press release of our concern and in response to that there was a press release by MHRD on 24th June, 2009 stating that IIT pay sclaes are going to be placed for Cabinet approval. There was no news then.

We came to know through our Director that the 6PC for IITs will be announced by end of July, 2009 and we decided to wait for the annoucenment.

The Federation arranged for a meeting on 24th July, 2009 to discuss our action plan to speeden up the process of 6PC implmentation. We came to know that the IITpaysclaes are awaiting CABINET approval , but we were told that it may take some time as our item is not in the current priroty list. After deliberating on several action plans brought in by each IIT, it was resolved to begin with wearing black badges on aug. 6 ( the date was changed from aug.5th as it was raksha bhandan day and some IITs had a holiday) as a mild form of protest and give a press relase to this effect and then looka t other possibilities.

Based on the Federation press release, there was a question raised in the Parliament and the response given was not encouraging as the reply reproduced Mehta Committee reommendations.

All NITs are also planning to wear black badges to protest against the delay in 6Pc implementation.

At our GBM(IIT MADRAS) held on Aug. 3, 2009, in order to speed up the announcement and implementation of 6PC for IITs, there were deliberations on wearing black badges till it is implemented, going on mass casaul leave but doing our work, overworking continously, fasting, stop mentoring other IITs, giving press release, etc. During the discussion, concerns were expressed that faculty members of premier Institutions like IITs, instead of being given the due treatment, are being indirectly forced by the system due to neglect and delay, to resort to some action plans to make the authorities look at the interest of a small group of (about 2500) faculty members of IITs. After the deliberations, finally it was decided that :
1.If there is no announcement on IIT payscales made on or before Aug. 5th, 2009, all the faculty members will Wear black badges from Aug. 6 to 14th, 2009 and give a press release(newspaper and TV) and memorandum to officials (IITM Director and Chairman, BoG,IITM, Secretary, MHRD and Minister of HRD and others)

2. If there is no response, then Go for fasting by few faculty members at IITM ingate on Aug. 16th, 2009. (Initially, it was decided to have it on on 15th august, but since it is our Independence day - it is has been rescheduled for 16th august.)

3. Other action plans will be decided after Aug. 16th, 2009.

The black badges will be prepared and sent to the dept. office /dept representatives on 5th august and all the faculty members interested in taking part in this activity are requested to wear them while doing any offical work.

In the meanwhile, since our basic intention is to get the 6PC implemented at the earliest, if there is any official final announcement on IIT payscales, we will have a meeting of the general body to discuss the about the pay scales announced for implementation and we will not resort to any of the action plans decided.

In protest against the apathy of the Ministry of HRD in implementing the 6th
pay commission recommendation, both in delay and the pay-scale offered, as
per the decision of All IIT Federation (enclosed), faculty members of all
IITs throughout the country is protesting by wearing a black badge on the
6th August, 2009, Thursday.

IIT Kharagpur faculty also will take part in that protest on the 6th August
2009 sharing the sentiment that the efforts put in by the IIT faculty is
grossly neglected and unappreciated by the Government.

The general situation in the IITs is already quite stressful. For, as per
the policy of the Government of India on OBC reservations, the IITs accepted
a large increase in student intake (54% in 3 years). However, for reasons
not too difficult to imagine, it has not been possible for the institutions
to build the infrastructure (hostel, classrooms, medical facilities, seating
rooms for faculty, teaching laboratories) or to recruit faculty at the pace
required. Consequently, students and their life in general are affected due
cramped living space in hostel rooms. The faculty is also burdened as the
teaching and evaluation load for faculty has greatly increased, but the
faculty is struggling hard to maintain the IIT standard. Moreover, since the
new IITs have to be mentored by the existing IITs, 8 new IITs set up by the
Government have added additional burden on the workload of the faculty of
the existing IITs. So far, in deference to national welfare the IIT faculty
has borne this burden silently without protest.

The professional obligations which an IIT faculty has to routinely fulfill
are many. In addition to teaching, IIT faculty has to guide research at
undergraduate, postgraduate and Ph. D level. Teachers from other engineering
colleges come here for Ph. D studies. Publication of quality books and
papers, patents, innovation, maintaining competitive edge in research,
developing new curriculum, conducting sponsored research, training and
developing national human resources from other colleges, universities and
industry, establishing foreign collaborations are some of the routine
obligations of an IIT faculty. In addition, an IIT faculty also has to bear
administrative and student-related duties. All of this is so far has been
taken for granted and has not been duly acknowledged.

Apart from refusing to give the credit for the hard work, a recent statement
by the Minister of HRD has particularly undermined such effort. It
attributed the exalted position of IITs only to the intake of bright
students without acknowledging the contribution of IIT faculty in that
process.

This attitude of the Ministry of HRD is more clearly reflected by the fact
that the 6th Pay commission is yet to be implemented for the IITs, when for
other Central Government Employees the 6th Pay commission has already been
implemented a year ago. There is speculation in the media that the salary
package proposal does not distinguish between an IIT faculty and a teacher
from any other Central Government Engineering Colleges. It is clear that IIT
faculty is in for a raw deal from the Ministry of HRD and from the
Government of India.

The IIT faculty feels insulted, demoralized and frustrated. Though they have
been silently dutiful in the past, they feel that the time has come to draw
the attention of the nation to their contribution in the education of the
country and in the nation-building process. The wearing of the black badge
on 6th August is a token of registering their protest against the unfair
treatment, and apathy.

In addition to other struggles, IIT Faculty Association should come out in leading Indian Papers an advertisement highlighting their contribution to the present status of IITs and the present Govts failure to acknowledge that.This will ensure that the public will come to know the real geneuine demands of the IIT faculty and the GOI will feel the real pressure

I have the maximum no. of blogs in this column and right from the beginning I have been telling people that MHRD officials want to humiliate you because you may be getting slightly higher grade pay then them. Though, it is only peanut more than what they are getting( AGP 10000 in comparison to 9000 to them for the scale of 16400-20000 and 11000/12000 in comparison to 11000 for the scale of 18400-22400) but that too is indigestable to them and hence the one year delay and the humiliation to the technical teachers. If analysis is done in comparison to Central Govt employees all the superlatives viz. 'hefty', 'fat', 'triple salary' etc. used for the salary for tech teachers (which has so far not been 'declared' )will appear to vanish.
Problem is that we do not record our protests in time and in proper manner, and also when we start, it is so mild and weak like India's foreign policy towards Pakistan that it does not have any impact on the concerend people.
Inform them that we are wearing black badges and THEY WILL SUPPLY YOU THOSE RIBBONS IN PLENTY NUMBERS!!

This will enable the Institutes to recruit and retain talented and well qualified faculty and to provide them an environment and working conditions that encourage them to enhance their performance and capacity.

MHRD, who is responsible for helping various educational institute for the improvements, itself has written an obituary for a premier and apex institute in mining and allied sciences and which has been doing extremely well i.e. the renouned Indian School of Mines Dhanbad, by downgrading it from its present first rung position to 2nd rung technical institute level. The institute has been doing extremely well specially during last 5 years when its student strength increased from 1100 to 2400 and the placement was 100%. The institute was rated as 8th among the top 10 technical institutes of the country. This institute was granted IIT scales and the entrace through IITJEE in 1998 by NDA govt. during the time of Dr MM Joshi as Union Minister for HRD. Later his arch rival Shri Arjun Singh also did not think of downgrading the institute, but credit now goes to Shri Kapil Sibal for demolishing this fine institute for reasons only known to him and his MHRD!!

There does not seem to be a single valid reason for this push-from-cliff action against this world-class institute by the great MHRD whose actual job should be to help improve the premier and other institutes rather than to downgrade them.
This downgrading of the institute rather reflects on the performance of the MHRD rather than that of the institute itself which has kept up higher standards in the technical education and has expanded very fast.

This institute which commands a good respect among the wellknown institutes imparting training in Mining and allied branches world over has been stripped off its position by none other than the Ministry itself which is expected to help it to further improve.

The nation has aright to ask the Ministry the reasons for downgrading the institute and to tell what ministry has done in last 5 years to help it to improve further and also what was expected of it that was not done. Further, Ministry also needs to explain by giving comparison and academic audit with the other institutes which were in the lower rung than ISM dhanbad viz. BHU-IT and BEC Sibpur etc which have now been upgraded to first rung,
that why ISM was downgraded in comparison to them.
Further how ISM compares with the fresh new IITs whose track record is not available so far?
It seems MHRD is acting with bias against ISM and also agaist the state of Jharkhand where there is no IIT and the one single IIT- level institute i.e. ISM Dhanbad has also been pulled down.
It is not out of context to mention that smaller states like Uttarakhand and Himachal Pradesh each have been given IIT and the UP has now two IITs.

The nation owes a clarification from MHRD for its arbitrary action.

PREM should correct his statement of 12th August, UP does not have 2 IITs, it has only one IIT viz. IIT Kanpur. If PREM is considering IIT Roorkee as second IIT in the state, then please note IIT Roorkee is in the state Uttrakhand and to further clarify, University of Roorkee was given IIT status only after inception of Uttrakhand (earlier Uttranchal) state.

UP will have 2 IITs after the upgradation of BHU-IT into an IIT, which had already been annonced last year by Arjun Singh and MHRD is working on. States much smaller than Jharkhand viz. Uttarakhand, Himachal and Kerala have already been given one IIT each. Jharkhand's only IIT grade institute is being stripped off the status. They should have given the reasons and results of academic audit , if any done by them before downgrading the institute.

The two links given by Zi are not true..DO not believe on these links as they are copied from pay band as per 6th comission. Mehta committe recommendation was different and final approval from cabinet is different.

I understand that IIT Pay scale is out. A mail to this effect was circulated by Kanchan Chouudhury to IITKGP faculty on 17th August which gives failry good idea what we are going to get. Please send a mail to him to get details.

IITs Pay‐Scales Downgraded
The faculty association, IIT Madras has received a copy of the inter‐ministerial committee report
from reliable sources. The general body met on August 18, 2009 and has expressed its disappointment
over the committee’s recommendations.
Faculty members are very unhappy and feel humiliated on the pay‐scales approved by the
cabinet. The report of the inter‐ministerial committee on pay‐scales for centrally funded technical
institutions has downgraded IIT scales and equated IIT scales with the revised UGC scales with very
minor differences. Faculty members have unanimously resolved to reject the proposed pay‐scales and
reinforce the earlier recommendations given by All India IIT Faculty Federation to MHRD. Faculty
members will resort to protest by gathering on Friday and going for a procession. Further measures are
being contemplated to emphasize on IIT Federation recommendations to be incorporated into IIT Pay‐
scales.
The following are our concerns that were highlighted during the discussion:
• Secrecy was maintained at all stages regarding IIT pay scales. Complete report of Prof.
Govardhan Mehta Committee and the inter‐ministerial committee should be made public
immediately.
• No incentive has been provided to pursue direct Ph.D. compared to those who join UGC system
after B.Tech and earn Ph.D. while working.
No special / scholastic pay has been recommended for IITs. Scholastic pay of Rs. 15,000 /‐ per
month should be given to compensate for the loss of salary while doing regular Ph.D.
One grade difference between UGC and IIT (to compensate for more stringent entry–level
qualifications for IIT) has been removed.
Professional development allowance to be increased to 4.5 Lacs (1.5 Lac per annum cumulative
for 3 years) and DA clause should be made applicable to professional development allowance.
The report insists that at least 10% of the faculty should be recruited at Lecturer level at IIT
when this post has been abolished in UGC.
Parity of scales for equivalent qualifications must be addressed as per the following table:

Summary of the table presented above:
Assistant professors are fixed in PB3 with an AGP of 8000 and have no option of moving to PB4 after 3
years of experience. Whereas the equivalent Associate Professor pay scale in UGC has the option to
move to PB4 after three years of experience. Consequently, assistant professors with 3 years of
experience at IIT are placed lower than equivalent grade in UGC scale.
Associate professors start in PB4 with a minimum pay of 42800 + AGP of 9500 but an equivalent grade in
UGC is placed at a higher level of PB4 with a minimum pay of 43000 + AGP 10000. AGP of 9500 is
deliberately introduced to deprive associate professors of perks.
Professors in IIT start in PB4 with a minimum pay of 48000 + AGP of 10500 and only after 6 years, this
AGP will increase to 12000 for 40% of the faculty. However, in UGC, no such eligibility criterion is
mentioned.
Professors reach saturation of scale in 10 years. Stagnation pay at professor level should be addressed.
Special stagnation increment of 3% per annum should be given.

New Delhi, Aug. 18: The Centre has snipped the annual increments recommended for teachers at the IITs and IIMs under a new pay regime, shuffling existing hierarchies in a move that could trigger a protracted protest from faculty members.

The revised annual increments approved by the cabinet on August 7 for faculty at India’s apex technical education institutions are lower than those proposed by a central review panel, The Telegraph has learnt.

The new salaries proposed by the central review team headed by former Indian Institute of Science director Goverdhan Mehta were already lower than what the institutes had demanded to tackle a crippling faculty shortage.

But the pay regime approved by the cabinet — based on finetuning of the Goverdhan Mehta report by an inter-ministerial committee — further reduced the financial benefits proposed for teachers.

In absolute terms, the new pay regime hikes starting salaries at each teaching post for the IITs and IIMs by around 150 per cent. But the salaries were last set in 1999 and teachers are unlikely to accept the new hierarchies the new regime creates.

As a sense of the new pay regime started drifting in on IIT and IIM campuses today, faculty associations met to prepare strategies to protest what they argue is “disrespect” to their service.

Senior faculty members told this newspaper that they may try to meet HRD minister Kapil Sibal in a bid to convince him to take a fresh look at the pay structure before it is notified. The ministry is likely to issue the notification of the new pay regime around August 20.

“If this is what the cabinet has approved, the government is effectively saying that they do not care about retaining the best faculty at the IITs and IIMs,” the head of the faculty association of one of the IITs said.

The new regime hits the National Institutes of Technology, the Indian Institutes of Information Technology and the Indian School of Mines, Dhanbad ever harder.

The NITs had demanded pay parity with the IITs, IIITs and ISM — where salaries are already higher than those of university teachers because of the greater market demand for teachers of technical courses. Instead, the NITs will receive the pay prescribed by the University Grants Commission for varsity teachers.

Existing faculty at IIITs and the ISM Dhanbad will continue to receive salaries on a par with the IITs and IIMs under the new regime. New teachers at these institutions will, however, receive salaries similar to UGC scales.

The Telegraph had reported on August 8 that the IIITs and ISM Dhanbad were to lose their current pay parity with the IITs and IIMs under the new regime.

But the new regime also alters existing pay hierarchies within the IITs and IIMs. At present, assistant professors receive salaries on a par with deputy registrars at these institutes while associate professors receive salaries on a par with registrars.

But under the new regime, assistant professors will receive lower pay than deputy registrars and associate professors less than registrars in a shuffle that one IIM professor described as “outrageously unfair”.

“Assistant professors and associate professors need to hold PhDs with first class scores in their research evaluation, apart from teaching experience. These are significantly higher qualifications than those required for administrative jobs,” the professor complained.

The IIMs had demanded that their directors receive a fixed salary of Rs 90,000 a month. The new regime doles out Rs 80,000 a month for directors at the IITs, IIMs, the Indian Institutes of Science Education and Research, IISc in Bangalore and the National Institute of Industrial Engineering.

Directors at the NITs, IIITs and ISM Dhanbad will receive Rs 75,000 a month, along with a special allowance of Rs 5,000 -- a salary on a par with university vice-chancellors. The special allowance is not considered while calculating benefits like the dearness allowance.

Both the table maps to same pay scale in 5th pay commission. That means one Asst. Prof. in IIT need 11 years to get at least one increment. It is better to serve in private institute rather then IIT.

· Action by other IITs: IIT Roorkee has decided to go on Mass Casual Leave for 1 day on Monday followed by 4 days of earned leave. They have also decided to stop mentoring new IITs and refuse to serve at the administrative posts. IIT-KGP has decided to go Mass Casual Leave on Friday and they have also requested all faculty members holding administrative positions to resign their administrative posts on Friday.

There is something fishy with the Centrally funded technical report for 6th pay. I think, all the private technical universities, BITS, BIT and others must have given kickback to the secretaries and HRD minister so that Technical Institute's faculties are getting less salary compare to UGC. So, there private institution will pay less money to their faculties. It seems to well planned game by UPA Govt., Kapil Sibal and Purendswari .

My learned friends of IITs/IIMs may please note that, in UGC system, a fresh entrant starting his career as assistant professor with phD degree has to spend 12 years at PBIII with various AGPs before moving to PBIV. However, in the recently fixed IIT system, a fresh entrant as assistant professor has to spend only 6 years at PBIII before moving to PBIV. In addition, if he has previous experience, he can move to PBIV in just 3 years. Even the NIT teachers are getting the chance of accelerated promotion. Please note this difference between UGC system and IIT system sincerely.

he doesn't know the effort, we technical staff to put to obtain our various degrees in Engineering. our preparation starts from tenth class.
According to him B.A. and B.E/B.Tech are one and the same.
Our Govt is very very careless in extending better pay packages to Technical Teaching fraternity.
To give UGC pay scales for Technical teachers in the name of AICTE, why this government formed separate pay commission at the cost of huge public money. This is how our great nation respecting Technical teaching fraternity. It is better do B.A/M.A/Ph.D than doing B.E/M.Tech/Ph D.

2. Make them trapped for 3 more years to move to next AGP(7000).
3. Abolish Direct Recruitment of 8000 AGP (previously AP with 12,000 Basic)
4. Thus, make them sit 3 more yeras with 7000 AGP.

Now, you will see the force of Attraction towards teachng.They will apply for 8000 AGP (after spending 3 more years than the pre VI Pay ).

Inference:
After seeing all these horror they should come to know where real force of attraction is and if they are brilliant they will move out of the system ....

Do you know that people quit their stable job and do their PhD( Eventhough the years spent in full time PhDs are not considered for next promotion )

After all these, people come to teaching simply because of passion for teaching and research not for the salary you have given,,,,,

sspplm belongs to tech faculty at UGC system. It appears to me, that you made some mistakes in getting the sense of my comments. The theme of my blog is to make clear that at least at the entry level, IIT/IIM salary structures are better than UGC system. Do you think that tech teachers in premier state universities are lower in academic qualifications/intuition than their IIT counterparts?

it is good that u r also a technical faculty in UGC SYSTEM. I am also in AICTE SYSTEM AS A PROFESSOR IN CFTI under Ministry of Defence.
Pl note that it is the poor application of mind of MHRD babus who doesn't know that IIT Asst Professor in 4-tier system is equivalent to Associate professor of UGC system (which is 3-tier system) as per Chadda committee report. Hence Asst Professor of IIT SHOULD move to PB-4 as in UGC scale after 3 years as Asst Prof.
All other technical teachers, under AICTE (NITS, CENTRAL & STATE UNIVERSITIES & COLLEGES), should get better pay scale than UGC.

I appreciate your blog. But a simple and quite logical reasoning behind the placement of asst. profs in PB-3 is that if the asst. profs are placed in Pb-4, then the ranges of pay scale for all types of faculty positions will be too much crowded. In such case, it becomes difficult to differentiate between asst. prof, associate prof. and profs. This will again create lot of problems. Also considering the broad range of Pb-3, it is not justified to stick to the concept of making asst. profs of IITs equivalent to readers/assocoiate profs. of UGC system.

please increase our(computer faculties)salaries working in govt high schools in A.P .Can we expect our pay commisiona very very small improvement over the central govt staff's salary, will be out by the time the computer teachers will be fedup and tired of the increment delay. Politicians are not bothered about the delay now because elections are over. so it is the teachers who may have to wait and wail. The teachers will feel cheated by seeing the scales and specially after such inordinate delays.
