J & K Govt Revives Pay Anomaly Panel, To Submit Report By Feb End


he Jammu and Kashmir government has revived the Pay Anomaly Committee, initially constituted in 2009 vide government order No 1387-GAD of 2009 dated October 8, 2009. An order to the effect was issued by the General Administration Department here Monday vide Government Order No 67-GAD of 2012 dated January 16, 2012.

According to the order, the administrative secretary of the Finance Department would be the convener of the 6-member Committee. The other members would be: administrative secretaries of General Administration, ARI and Trainings and Law departments; and representative of the chief minister’s secretariat not below the rank of special secretary while the director Codes in the Finance Department would be its member-secretary.
The Committee, as per its terms of reference, has been tasked to: (i) examine various anomalies and disparities with respect to clerical cadre and pre-revised scale of Rs 6,500- Rs 10,500; (ii) meet from time to time for redress of legitimate pay anomalies resulting from implementation of Sixth Pay Revision;
(iii) examine any other matter connected therewith or incidental thereto; and, (iv) consult the representatives of the employees whenever and wherever required.
While the Committee would operate as a Standing Committee, it would submit its recommendations to the Cabinet Sub-Committee and the Cabinet by the end of next month, the government order said, adding the Committee would be serviced by the Finance Department.
“Inclusion of a representative from the chief minister’s secretariat, not below the rank of a special secretary, in the high-profile Committee reflects the earnestness of the government, notably the chief minister in addressing various grievances of employees, particularly those pertaining to implementation of the 6th Pay Commission report,” sources told Kashmir Observer.
Meanwhile, welcoming the decision, senior leader of Employees’ Joint Action Committee, Muhammad Khursheed Alam, said the revival of the Pay Anomaly Committee was in pursuance of the agreement reached between the government and the Joint Consultative Committee on September 15, 2011,
