AP govt to pay salary advance to T'gana employees

Andhra Pradesh government today issued orders for payment of special salary advance to employees from Telangana region who went on strike for 42 days from September 13 in support of demand for creation of a separate state. "As a special case to avoid hardship to the employees, a special advance to the extent of salary loss suffered on account of employees participation in the strike subject to a maximum of one monthÂ’s salary will be granted. This shall be sanctioned on the basis of the eligible salary of August 2011," an order issued by Principal Secretary (Finance) V Bhaskar said. The advance shall be recovered from the employees subsequently, it said. "The advance shall be admissible to government employees, employees of local bodies and aided institutions who went on strike from September 13 or later and who re-joined duty on October 25," Bhaskar said.

Karnataka : Interim relief for state employees put on hold


State government employees, who are looking forward to a Diwali gift in terms of a fatter pay packet, will have to wait for a while.

Additional expenses that the state has to incur in meeting circumstances arising out of drought in some parts and flood-like situation in other parts of the state, and need for more discussions with Karnataka State Government Employees' Association on this issue has delayed a government response.

Bombay HC's Diwali gift : 40,000 BMC employees to get bonus

 In a good news on Diwali for around 40,000 employees of Brihanmumbai Municipal Corporation (BMC) affiliated to Municipal Mazdoor Union (MMU), they will be getting ex-gratia bonus of Rs 7,500.

The Bombay High Court today directed the civic body to pay the amount to these employees by November 1. 

Salient points of Majethia wage recommendations and method of computation

The Central Government has approved the proposal of the Ministry of Labour& Employment to accept the recommendations of the Wage Boards headed by Justice Majithia for revision of wages and allowances of employees in newspaper establishments and news agencies subject to certain corrections. The decision to this effect has been taken in the Cabinet meeting held yesterday.
The revised rates of wages will come into force with effect from 1st July, 2010 and other allowances like transport allowance, house rent allowance, hardship allowance shall be effective from the date of notification of the awards in the Gazette.

West Bengal lagging 23% behind in D.A. terms, still no announcement to release.

West Bengal employees certainly disappointed for no announcement of release of Dearness Allowance in near future. They are getting 23% less D.A in comparison to Central and most of the state Government employees. Even the neighboring states like Bihar, Orissa, Arunachal Pradesh which too have limited resource of their own are paying D.A. at par with the Central Govt. There were high hopes that this Diwali may bring some good news but nothing actually happened. The F.M, Mr Amit Mitra only promised to release the D.A. "slowly".

Restructuring of the Geological Survey of India approved by Cabinet

The Union Cabinet today approved a proposal for restructuring of the Geological Survey of India (GSI). The Cabinet also approved the ‘right sizing’ of the strength of GSI by filling up of posts over a 10 year period to achieve full recommended strength as also, approved constitution of Geophysics, Chemistry and Engineering S&T Streams as Organized Services as as to bring them at par with the geology stream.

Punjab Govt releases 7 per cent DA to its staff and pensioners

As expected and informed earlier in this blog nearly a week ago, Punjab Govt. today released D.A. at par with Central Government.
"Giving a Diwali bonanza to its employees and pensioners, the Punjab government today announced to release an installment of Dearness Allowance (DA) of 7 per cent, enhancing it to 58 per cent with effect from July 1, 2011, on the pattern of central government employees. The enhanced DA of 7 per cent would put an additional burden of Rs 445 crore on the state exchequer for the remaining period of current financial year, an official spokesman said here today. He said that the arrears of the DA till October 31, would be deposited in the GPF of the employees and would be paid in cash from November 1."

Punjab set up cabinet sub committee to examine demands of employees


The Punjab Cabinet approved to constitute a Cabinet Sub Committee to look into the pending demands and issues related to various employees’ organizations.

Pune Municipal Corporation, PMPML and education board staff to get bonus for diwali


Pune Municipal Corporation (PMC) employees and employees of Pune Mahanagar Parivahan Mahamandal Ltd (PMPML) would get bonus at the rate of 8.33% and also ex-gratia of Rs5,000 for Diwali. The decision was taken in the meeting of party leaders under the chairmanship of mayor Mohansingh Rajpal.
The decision would apply to 18,000 employees of the PMC, another 8,000 employees of PMPML and 5,000 of the education board of the PMC.
The budgetary provision for the bonus is Rs25 crore, but the decision on Thursday would put a burden of Rs33 crore on the PMC.

BEST announces Rs 5,000 Diwali bonus for its employees

Mumbai, Oct 20 (PTI) The Brihanmumbai Electric Supply and Transport (BEST) today announced a Diwali bonus of Rs 5,000 for its 41,000 workers.
The decision was taken after the BEST committee meeting here.
"Rs 5,000 bonus and Rs 5,000 as arrears would be given to 41,000 BEST workers," BEST chairman Sunil Shinde told reporters here.

Uttar Pradesh issues Bonus order

The U.P. Govt. has issued bonus order for employees.

"As per the decision taken by the Chief Minister, group D and G staff will get bonus equivalent to 30 days of wages with a maximum limit of Rs 3,500,” an official spokesman said.
Along with regular employees and teachers, local bodies staff and casual daily wagers would also get the bonus."

Bihar sanctions 7 per cent DA increase for employees

Patna, Oct 18 (PTI) In a Diwali and Chhath festival gift, the Bihar government today sanctioned seven per cent raise in the dearness allowance (DA) to its employees and pensioners. The decision was taken at a cabinet meeting presided over by Chief Minister Nitish Kumar, principal secretary (cabinet coordination and secretariat) Ravikant told reporters here. The hike in the DA to the state government employees and pensioners will be effective from July 1, 2011 and will put a burden of Rs 566 crores on the state exchequer, he said. With the latest increase, the state government employees and pensioners' DA has risen to 58 per cent against earlier 51 per cent, Ravikant said. Among other important decisions, the state government decided to set up the minorities welfare directorate and nursing directorate for effective implementation of welfare schemes and nursing infrastructure in the state, he said. The state government further approved setting up the narcotics bureau at the crime science laboratory at Muzaffarpur, Ravikant said. In all, the state government sanctioned 36 proposals of various departments at the cabinet meeting, he said.

Dearness Allowance in Pre revised scale [5th CPC] Central and Autonomus bodies

Rates of Dearness Allowance applicable w.e.f. 01.07.2011 to the employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised scale as per 5th CPC.
The rates of Dearness Allowance admissible to the above categories of employees of Central Government and Central Autonomous bodies shall be enhanced from the existing rate of 115%  to 127%  w.e.f. 01.07.2011.

Arunachal announces 7% DA for govt employees

Despite a resource crunch, the Arunachal Pradesh government today announced a 7 per cent dearness allowance (DA) Diwali gift for its employees over-and-above the ad hoc bonus announced by the Centre, taking into consideration the rising price index. 
In a statement, Finance and Planning Minister Kalikho Pul said the DA gift would entail a burden of Rs 39.50 crore (Rs 36.92 crore non-plan and Rs 2.58 crore under Plan heads) on the exchequer.

Coal India workers to get Rs. 20,000 Diwali bonus; strike off

After hectic backroom activity and negotiations, Coal India workers have called off the proposed three-day strike.

The company’s management has assured workers of a Rs. 20,000 bonus and an additional Rs. 1,000 bonus for Diwali. Unions have assured the coal minister that they will not strike work. Power plants can heave a sigh of relief as they can now expect to get coal over the next three days.

UP govt announces bonus for its staff


In a Diwali gift, the Uttar Pradesh government today announced bonus for its over 15 lakh employees.
“As per the decision taken by the Chief Minister, group D and G staff will get bonus equivalent to 30 days of wages with a maximum limit of Rs 3,500,” an official spokesman said.
Along with regular employees and teachers, local bodies staff and casual daily wagers would also get the bonus, he said.
“The decision will create an additional financial burden of Rs 506 crore on the exchequer,” the spokesman said.
Fifty per cent of the bonus amount would be deposited in the provident fund and remaining would be paid in cash, he said.

Punjab grants DA installment for employees, committee set up to consider demands


Punjab Chief Minister  Parkash Singh Badal today constituted a three member officers' committee comprising his Principal Secretary  D S Guru and Principal Secretary Finance  K B S Sidhu under the chairmanship of chief secretary  SC Aggarwal to meticulously discuss the demands of the employees in consultation with representatives of Punjab Mulazim Sangarash Committee.

The Chief Minister also approved to grant another installment of dearness allowance @ 7 percent with effect from July 1, 2011 to the Government employees thereby enhancing the total DA from 51 to 58 per cent. The grant of DA would entail total expenditure of Rs. 465 crore  for the remaining months of the current financial year.

Coal India staff threaten strike for 72 hours


The government's efforts to improve the grim power situation due to coal shortage may come to a naught, with CIL workers threatening to go on a 72-hour strike demanding a hike in bonus and pay revision.
"Over three lakh workers of CIL along with two lakh contract workers would proceed on a 72-hour strike immediately if the Coal Ministry fails to address their demands, including a hike in bonus and pay revision," All-India Coal Workers Federation general secretary Jibon Roy told PTI.

Majithia Wage Board report sent to PMO as it is.


As the Supreme Court has once again said that the Union Cabinet is free to take up the Justice G.R. Majithia Wage Boards for journalists and non-journalists of newspapers and news agencies notwithstanding a petition challenging the recommendations, the Labour Ministry has sent a detailed report to the Cabinet Secretariat and the Prime Minister's Office with the court's observations and the wage boards' recommendations.
Informed sources replied in the negative when asked on Friday whether any deletions or additions had been made to the Boards' final reports.

The hike will be effective from July one, an official release said.

Relief for WB teachers : MHRD relaxed school teacher recruitment rule.


The Union human resource development department has granted the state’s appeal to allow candidates with less than 50 per cent marks in undergraduate exams to appear in the school service commission test till 2014.
A letter mentioning “details of the relaxation” would reach the state school education department soon, Bikram Sahay, the school education director in the ministry, said in Calcutta on Friday.

Scribes stage nation-wide protest, demand wage board award notification


Employees of newspapers and news agencies on Friday held nation-wide protest dharnas against the Centre’s failure to notify the recommendations of wage board for journalists and non-journalists.
In the national capital, hundreds of media persons staged sit-in in front of the Congress headquarters demanding that the Congress-led UPA government should notify the Majithia wage board recommendations without any further delay.
Similar demonstrations were organised in Mumbai, Kolkata, Chennai, Patna, Lucknow, Jaipur, Hyderabad and other State capitals.

Haryana increased D.A. at par with Central Govt.


Haryana Finance Minister Harmohinder Singh Chatha today[10/10/11] announced an increase in the dearness allowance (DA) of the state government employees from 51 to 58 per cent with effect from July 1, 2011.
He said the increase of 7 per cent in the DA of the state government employees had been made on the pattern of the Central Government employees. He said this would put a burden of Rs 36.40 crore per month on the state exchequer.

Cabinet free to act on wage board recommendations: Supreme Court


The Supreme Court on Tuesday yet again refused to restrain the Union Cabinet from taking any decision on the Majithia Wage Board’s recommendations for journalists and non-journalists, turning down pleas by various media to do so.
“Propriety demands that when the matter is before the Union Cabinet, we should not pass any order. However, any decision taken by the Union Cabinet will be subject to the final orders passed by this court,” a bench of justices Dalveer Bhandari and Dipak Misra said.
The bench made the observation following repeated pleas of various newspaper managements to restrain the Union Cabinet from taking any decision on the wage board recommendations on the ground that the matter is pending before the apex court.

Coal India workers strike work for higher bonus


Around three-lakh workers of various subsidiaries of Coal India Ltd struck work on Monday demanding higher bonus payout.
The strike, which comes close to the first anniversary of CIL's ‘historic' initial public offering (IPO) on October 18, 2010, is first instance in over a decade to be held on a sector-specific issue by CIL workers. At a time when various constraints has already hemmed in production, with CIL trailing its first-half target (April to September) by 16 million tonnes, a day's production loss is set to shave off another million tonne from its year's target of 452 million tonnes.
Official sources said that nearly 75 per cent of the 3.7 lakh people on rolls of the eight coal producing companies and units (as on July 1, 2011) struck work on Monday. They are demanding a bonus payment of Rs.23,500 against Rs.17,000 already paid by the management.

Sops for Gujarat govt employees ahead of Diwali including D.A. and arrear

Gujarat Chief Minister Narendra Modi, who completes 10 years in office tomorrow, today announced a slew of sops which included a Rs 2,250-crore package for the State Government employees and new recruitment for 50,000 posts.

The BJP stalwart, who took over the top post on October 7, 2001 is the longest serving Chief Minister of Gujarat.

On the eve of completing a decade in office, Modi announced that 4.54 lakh state employees and 3.47 lakh pensioners will get their third installment of arrears, on account of change in salaries as per the 6th Pay Commission, in cash instead of the amount being deposited in their respective Government Provident Fund (GPF).

Modi said dearness allowance (DA) of State Government employees and pensioners would be increased by 7 per cent, equivalent to that of the Central Government employees. The hike in DA would be payable with effect from July 2011.

Diwali bonanza for Punjab employees


In a pre-Diwali bonanza, Punjab government today announced a substantial hike in pay scales of a majority of its employees, allowed encashment of earned leave along with LTC and introduced mobile phone allowance for all category of employees.
Special allowance for certain categories of employees of Punjab Civil Secretariat has also been enhanced.

Orissa hikes dearness allowance by seven per cent


The Orissa government has hiked dearness allowance (DA) of its employees by seven per cent. The hike will be applicable with retrospective effective from July this year and will be reflected in the salary for the month of October.

M.P. announces 6% D.A., decides to disburse salary early for Diwali.


Giving a Diwali gift to the State government employees, the State Cabinet on Monday decided to benefit them with additional six per cent dearness allowances (DA). The beneficiaries would include working and retired State Government servants.

Karnataka government employees who were discussing about the increase of DA for their counterparts in central service expressed their happiness today as the state government is said to have expressed its readiness to sanction 20% interim relief. Highly placed sources said that the Commission has mentioned about the interim relief in the report.

The State government on Monday issued an order announcing increased dearness allowance for its employees.
The order stated that following the orders issued by the Centre, the government has sanctioned revised rate of dearness allowance to State Government employees, which will be payable from July 1, 2011. The rate would be 58 per cent pay plus grade pay. Earlier revision was made on January 1, 2011, which was 51 per cent.

Journalists' Wage Board recommendations before the PMO: Kharge

Bangalore, Oct 3 (PTI) The recommendations of the Majitha Wage Board for journalists and non-journalists were with the Prime Minister''s Office (PMO) and have to be processed by it before being brought to the Cabinet, Union Labour Minister M Mallikarjun Kharge today said. "The recommendations are before the PMO. Only after they are processed by the PMO, they will be placed before the cabinet", he told PTI on the sidelines of a function here. He, however, declined to specify a timeframe for the notification of the recommendations. Justice Majithia had submitted the final report to the government on Decmeber 31, 2010.

With chief minister J. Jayalalithaa giving her nod for increasing the dearness allowance (DA) to state government employees, following the Centre’s announcement hiking DA for its five million employees across the country, 13 lakh state government employees in Tamil Nadu are keenly awaiting the election commission of India’s (ECI’s) approval permitting TN to announce the hike.
The DA for government employees might increase from 51 per cent to 58 per cent, on the lines of Central government employees, which would help them take home an additional Rs 400 to Rs 2,500 per month.
