Today, the 4th February, 2010 Assam Govt. has notified the revised pay structure for it's employees.
The new pay structure comprising the system of running Pay Bands.
All the running Pay Bands will have annual increments as a percentage of the
total of pay in the Pay Band and the corresponding Grade Pay. In the new pay
structure, the total of pay in the Pay Band and corresponding Grade Pay would
constitute basic pay. All employees will be entitled to an annual increment of 3%
of Basic Pay. Thus, annual increments are payable on percentage basis instead
of a fixed amount. In the revised scheme, the date of annual increments, in all
cases, will be the 1st of July of the year. Employees completing six months and
above in the grade as on July 1 will be eligible.
Dearness Allowance
The existing provisions regarding grant of Dearness Allowance in
accordance with policy followed by the Government of India shall
continue.

Date of effect and payment of arrear

The revised pay structure shall be effective from 1.4.2009 but the revised
pay for the employees shall be notionally fixed as on 1.1.2006. The pay of
the employees would be fixed along with increments at the rate of 3% of
basic pay, Dearness Allowance etc. with effect from 1.1.2006. Arrear
amount with effect from 1.4.2009 shall be paid in a single instalment
through bank accounts of the employees. All recommendations regarding
allowances and other benefits will take effect only prospectively.

Assam employees to cheer : Enhanced pay as demanded with hike in increment and HRA.

he Assam government Friday agreed in principle to pay nearly 500,000 state employees three percent annual increment and 15 percent house rent with retrospective effect from Jan 1, 2006.

“We have decided in principle to grant annual increment at the rate three percent of basic pay and there shall be no increment based on performance,” Chief Minister Tarun Gogoi told reporters.

“I have asked the finance department to send a note for cabinet approval.”

The Sadou Asom Karmachari Parishad (SAKP), the apex union representing Assam government employees, was on a warpath since the state government approved the Sixth Pay Commission report in November last year.

The government then announced to make the new pay scale effective from April 1, 2009 and also said there would be a two percent annual increment and one percent increment based on performance.

The SAKP was demanding the pay scale be made effective from Jan 1, 2006 and do away with the one percent increment based on performance and make it three percent flat annually.

“We are happy that the state government agreed to our demands,” SAKP general secretary Basab Kalita told.

The SAKP in the past two months resorted to a series of agitation against the government.

The chief minister also decided to hike the house rent allowance - 15 percent of the basic for those staying in Guwahati, 12 percent for employees working in other district headquarters and 10 percent in all other places in Assam - irrespective of whether someone was staying in rented accommodation or own house.

“Now we want the employees to work with dedication and bring about a distinct work culture in the state,” the chief minister said.

Assam employees reject Govt. claim, to agitate, Manipur employees warn of cease work from Jan 16

The Sadou Asom Karmachari Parishad (SAKP) today dismissed the claim of Chief Minister Tarun Gogoi that the State employees have been paid at par with the Central Government employees as baseless. It has also described the latest State Pay Commission report as a devious document. This Pay Commission has followed only the model of the basic pay structures of the Central Government while preparing its report, alleged the employees’ body.

In a statement here, the SAKP has also announced agitational programmes in protest against the failure of the State Government to pay its employees at par with the Central Government employees.

According to the SAKP agitational plan, its members would stage dharna at the headquarters of the districts and sub-divisions on January 6 and the presidents and general secretaries of its district units, along with the office- bearers of its central executive committee would stage a sit-in demonstration at Dispur Lastgate on January 11.

The SAKP, in its statement, reiterated the demands for removing the discrepancies of the State Pay Commission report. It has resented that besides the discrepancies already pointed out by it in the report, the Pay Commission failed to recommend time scale promotion for the benefit of theemployees.

But the Chief Minister despite being informed by the SAKP in writing, has cared least to redress the grievances of the employees and has now started claiming that the State employees are being paid at par with the Central Government. This is unfortunate, said the SAKP in its statement and dared the Chief Minister to establish the veracity of his claim at a meeting with its representatives.

It also expressed serious resentment over the reported warning issued by the Chief Minister that any attempt by the employees at registering their protest through agitations against the pay structures suggested by the Pay Commission would be suppressed with firm hand. It said that theemployees are bound to protest any move to deprive them of their legitimate dues.

The Assam Secretariat Services Association and the Guwahati Zilla Karmachari Parishad have extended support to the agitational programmes announced by the SAKP in support of its demands for removing the discrepancies of the Pay Commission report etc.


Manipur
The Joint Administrative Council (JAC), an apex body of the employees of Manipur government, has resumed its campaign for various demands and warned of ceasework strike as they have no confidence of getting their demand fulfilled, which is adopting recommendation of the sixth Pay Commission report within the deadline set by them on January 15 .
The JAC of All Manipur Trade Union Council (AMTUC) and All Manipur Government Employees Organisation (AMGEO) on December 31 last submitted an ultimatum to the Manipur Chief Minister with a warning of launching ceasework strike from next day if the government fails to issue order with regard to the implementation of the sixth Pay Commission's recommendation by January 15 .

Government failure to take note of the long pending demand of implementation of the recommendation of sixth pay structure will compel employees of departments under the Manipur government to cease work, a statement of the publicity and information secretary, L Priyobrata stated.

The JAC members are launching its campaign from department to department from today with regard to the ultimatum served by them to the Chief Minister.

They campaigned today to the offices located in Imphal area.

Governments of the neighbouring states of Assam and Mizoram had already announced switching the pay structures of sixth pay commission.

Chief Minister of Manipur, O Ibobi Singh, on April 2009 during an election rally had assured that the Sixth Pay Commission recommendations would be implemented in the state from 2010 and backlogged salary of government employees would also be disbursed from April 13 .

He said that the government is aware of the protest by the government employees and added that the Sixth Pay Commission recommendation was delayed as state resources were very low.

But after the 13th finance commission awards in 2010 it should be possible to implement the recommendations.

North East Pay News : Assam CM appeals to end pay protest, Manipur staff set deadline of fortnight.

Assam chief minister Tarun Gogoi today appealed to the state government employees to give up their agitation against alleged discrepancies in the pay panel recommendations adopted by the government.

“I see no reason for them to agitate as around 90 per cent of the employees will get a revised pay of more or equal to central payscales,” he said.

“Agitation will not help as everyone is committed to the people. They will find no chief minister as sympathetic to the employees as I am,” he added.

Two employees’ unions, the Sadou Assam Karmachari Parishad (SAKP) and the State Employees Joint Action Committee Assam, are on the warpath against alleged discrepancies in the Sixth Pay Commission recommendations adopted by Dispur.

“The employees are demanding payscales on a par with the central government employees and that the new payscales should be made effective from January 2006 and not from April 2009. In this connection, I would like to mention that quite a few states like Andhra Pradesh and Manipur are yet to revise the payscales of their employees. Some states like Tripura, Meghalaya and West Bengal have not yet adopted central government payscales,” he said.

“Even an advanced state like Karnataka has not adopted the central government payscales,” he said.

According to him, while the dearness allowance (DA) paid by the Assam government is at the same rate as the Centre’s, DA rates in some other states are lower.

“I agree that in course of the implementation of a new pay system, some anomalies may come to light. To address and rectify those anomalies, I have constituted an anomaly committee with retired IAS officer C.K. Das as chairman and principal secretary, home and political departments, S.C. Das and principal secretary, general administration and secretarial administration, P.K. Borthakur as members,” the chief minister said.


Manipur

The apex body of government employees in Manipur has served an ultimatum on chief minister Okram Ibobi Singh to fulfil its demand for a pay hike or face an indefinite ceasework in a fortnight’s time.

In a representation submitted to Ibobi Singh yesterday, the joint administrative council of employees’ organisations of various government departments set January 15 as the deadline to implement the Sixth Pay Commission’s recommendations.

A council spokesman said if the demand was not fulfilled, the employees would go for an indefinite ceasework from January 16.

The employees have been agitating on and off since November 2008, pressuring the government to give enhanced pay to more than 60,000 government employees. The agitation was called off after Ibobi Singh promised the employees that he would consider the demand on receiving the report of the 13th Finance Commission.

The functioning of the government was paralysed for more than three months after the employees went on a ceasework since November 27, 2008.

Ibobi Singh is on record stating that the present fiscal position of the state was not conducive to pay hike.

It is estimated that the government is spending about Rs 1,080 crore a year to disburse salaries. Implementation of the new pay rate will cost the government an additional amount of Rs 325 crore annually.

“The government has started implementing the Sixth Pay Commission recommendations for IAS, IPS and Indian Forest Service officers. We are not asking anything more. We are making only our rightful demand,” information and publicity secretary of the council, L. Priyobratta, said.

Assam employees memorandum to chief minister on payscale

Several thousand disgruntled state government employees staged a demonstration in Dispur yesterday in protest against alleged discrepancies in the Sixth Assam Pay Commission recommendations adopted by the government.

The employees, under the banner of the State Employees Joint Action Committee, Assam, submitted a memorandum to chief minister Tarun Gogoi, seeking redressal of their grievances pertaining to the recommendations of the pay panel.

The employees, from across the state, gathered at Dispur Last Gate this morning and staged a sit-in from 11.30am to 2pm.

They shouted anti-government slogans demanding fulfilment of their demands.

The general secretary of the committee, Prabhat Chandra Medhi, accused the state government of taking a U-turn on its assurance of new payscales for the state employees on a par with central government employees.

“The chief minister has promised on the floor of the Assembly not once but twice in 2007 and again on June 29 this year. We are surprised as well as miffed at his failure to keep his promise made to the employees,” Medhi said.

On earlier occasions, the state government had maintained that it would not be a problem to pay central payscales to state government employees as the financial position of the state had drastically improved during the tenure of the Congress government, he said.

“Much to our surprise, the chief minister has now changed tack by saying that it will not be possible with the limited resources at the disposal of the government,” he rued.

The employees demand that the revised pay structure be made effective from January 1, 2006 instead of April 1, 2009 as decided by the state cabinet.

“One of our demands is a flat three per cent increment instead of the government’s decision to provide two per cent automatic increment and another one per cent depending on performance,” Medhi said.

“There would be discrepancy if there is an increment based on performance and we want a flat three per cent increment for all employees,” he said.

The committee also wants medical allowance to be increased from Rs 350 to Rs 1,500 considering the manifold increase in cost of medicines and healthcare facilities, an increase in the tenure of services of Grade IV employees by two more years and reintroduction of city allowance for the employees.

“On the basis of the pay panel recommendations, the state government has abolished the city allowance, which is unacceptable to us,” Medhi said.

The joint action committee threatened to intensify its agitation if the government fails to fulfil their demands.

Assam Pay Hike : Officers’ body moves CM for fair deal, to observe a one-hour pen-down strike on 5th Jan.

Expressing dissatisfaction over the recommendations of the State Pay Commission, the Coordination Committee of Assam Class-I Service Association has urged Chief Minister Tarun Gogoi to ‘ensure justice and a fair deal’ for the officers by awarding a ‘respectable pay structure and allowances’. In a memorandum to the Chief Minister, thecommittee said that the Pay Commission recommendations fell way beyond securing pay parity with the Central Government employees – something promised by the State Government. Pointing out that the pay disparity which starts when a new entrant joins State Government service in the rank of a Class-I officer would worsen when he/she in completes 14 years of continuous service.

“The discrepancy in pay structure has disheartened all sections of Class-I officers, which could be detrimental to the development of the State,” it said.

Again, the committee said, the grade pay band of (4) in the Sixth Assam Pay Commission ranges from Rs 5,400 to a maximum of Rs 7,400 whereas in the Central Government the same is from Rs 5,400 to Rs 7,600 to start with, and Rs 8,700 after 14 years of service.

The committee was also critical of the annual increment of one per cent of the total pay in the pay band, saying that the increment and the corresponding grade pay is too insufficient and that the Commission’s recommendation for introducing new schemes of ‘increment based on performance’ is likely to cause dissatisfaction among the employees as “there is likelihood of assessing one’s performance by the assessing officer on the latter’s personal likes or otherwise.”

The committee called for awarding yearly increment at the rate of three per cent as is the case with Central Government employees. It further urged the Chief Minister to implement the allowances such as medical, city compensatory, daily, rural and difficult area, hill, traveling, conveyance, house rent, leave travel concession, etc., at par with Central Government employees.

The Assam Civil Service Officers’ Association has also expressed its “deep anguish, disappointment and dissatisfaction” over the pay panel recommendations as well as the report of the Committee constituted to examine the report of the pay panel.

In a statement, the association said that in spite of numerous representations, memorandums and submissions made to the commission and the committee, the pay scales and allowances granted to the Assam Civil Service are not commensurate with the “nature of service and the premier status of the ACS.”

The association also expressed concern over what it said were sweeping remarks in respect of ACS cadres made by the commission which at the same time failed to give adequate consideration to the submissions of theassociation.

The association decided to observe a one-hour pen-down strike from 12 pm to 1 pm on January 5.

The Coordination Committee of Assam Class-I Service Association represents ten officers’ associations, i.e., Assam Medical Service Association, Assam PWD Engineering Association, Assam Agricultural Officers’ Association, Assam Finance Service Association, Assam Engineering Service Association (Irrigation and Water Resource), All Assam Animal Husbandry and Veterinary Service Association, Animal Husbandry and Dairy Officers’ Association, Association of Engineering Officers of Factory Inspectorate in Assam, and Assam Boiler Directorate Officers’ Association.

Assam Cabinet accepts Pay Commission report.

The Assam government today accepted the recommendations of the Sixth Pay Commission and its employees are scheduled to get enhanced salaries from this month.

The Cabinet at a special meeting here, presided by Chief Minister Tarun Gogoi, accepted the recommendations of the Pay Commission without much changes this evening, state Parliamentary Affairs Minister Bharat Narah told reporters.

The employees would get salaries with retrospective effect from April one and the arrears would be given in instalments, he added.

The Sixth Pay Commission headed by retired bureaucrat Bhaskar Barua had submitted its report in November last and it was placed in the just-concluded session of the state legislative assembly.

The state government will have to bear a burden of more than Rs 3,000 crore in implementing the new pay scales.
