Punjab Govt withdraws LTC facility for one year

Chandigarh, Aug 31 (PTI) With Punjab reeling under financial crisis, the state government has temporarily withdrawn leave travel concession (LTC) facility for its employees for one year as part of its austerity measures.
The facility has been withdrawn with effect from tomorrow, officials said.
The decision would not be applicable on the employees going to retire during this period.

Presently, the state government is facing a debt to the tune of around Rs 75,000 crore.

AICPIN for July 2012 - 4 point increased

The All-India CPI-IW rose by 4 points and pegged at 212 (two hundred and twelve).
On 1-month percentage change, it increased by 1.92 per cent between June and July compared with 2.12 per cent between the same two months a year ago. 
The largest upward contributions to the change in current index came from food prices which rose by 2.38 per cent, contributing 2.44 percentage points to the total change. The largest upward pressure came from Rice, Arhar Dal, Green-chilly, Onion, vegetables, mainly Potato and Tomato, and Sugar. This was, however, partially offset by downward contributions from French Bean, Brinjal, and Poultry (Chicken).

House rent which increased by 2.96 per cent, contributed 1.05 percentage points to the overall change. The change was reported during the 21st round of Repeat House Rent Survey conducted from January to June, 2012 to capture the change in expenditure incurred on rent by industrial workers. The increase in the current round was mainly on account of annual increment awarded to the salaried persons under centre/state sphere as well as the rise in rent reported from private dwellings.

The largest downward contributions to the change in current index came from Transport and Communication with a decline of 0.99 per cent, contributing 0.09 percentage points to the total change. The main downward pressure came from Petrol as an effect of fall in price notified w.e.f. July 24, 2012.

The year-on-year inflation measured by monthly CPI-IW stood at 9.84 per cent for July, 2012 (over July, 2011) as compared to 10.05 per cent for the previous month and 8.43 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 11.27 per cent against 10.45 per cent of the previous month and 6.25 per cent during the corresponding month of the previous year.

At centre level, largest increase of 18 points has been recorded in Durgapur followed by Ranchi-Hatia (10 points), Vijaywada and Jabalpur (9 points each), Goa and Faridabad (8 points each), Bhilai (7 points) and Hubli-Dharwar, H.P., Tiruchirapally and Delhi (6 points each). Among others, 18 centres have recorded rise of 5 points followed by 4 points in 15 centres, 3 points in 13 centres, 2 points in another 13 centres and 1 point in 4 centres. Howrah was the only centre which reported decline in index of 1 point. Rest of 3 centre’s indices remained stationary.

There are in all 26 centres whose indices are at par or above All-India Index and rest of 52 centres have indices lower than national average.

Update on Kendriya Vidyalaya : 5 days week


Comments of KVS : The proposal for introduction 5 days week on KVs was discussed in KVS Academic Advisory Committee in detail. The Committee did not approve the proposal, keeping in view the Right to Education Act-2009 which stipulates additional working hours for the teachers. As such five days week was not found suitable at this moment.
Decision /Recommendation : In view of implementation of RTE 2009 is The not possible at present. However, the matter regarding working hours is already sub-judice. The President AIKVTA informed that there are so many other institutions who are observing 05 days week. The Chairperson, JCM directed him to submit the details with supporting documents of such institutions who are imparting the school education, observing 05 days week as in the matter of teaching staff.

Air India Abolishes Productivity Linked Incentives (PLI)

In view of the acceptance of the Justice Dharmadhikari Committee Report on pay and wage rationalization of Air India by the Union Civil Aviation Minister Shri Ajit Singh, it has been decided to discontinue payment of Productivity Linked Incentives (PLI) to the employees of Air India w.e.f.1st July, 2012. From 1st July, 2012 onward, employees of Air India shall be paid salary and allowances as per the Department of Public Enterprises (DPE) guidelines.

"Government of India has accepted in principle the recommendation of the Sixth Pay Commission for introduction of a Performance Related Incentive Scheme (PRIS) in the form of pecuniary benefit over and above regular salary, based on the targeted performance and performance parameters, out of the Non-Plan budgetary savings, for the Central Government employees," Minister of State for Personnel V Narayanasamy told Lok Sabha in a written reply.

Defence pay anomaly committee submitted report

Pay and Pension Matters of Personnel
The committee chaired by Cabinet Secretary is comprised of Principal Secretary to the Prime Minister; Defence Secretary; Secretary, Department of Expenditure; Secretary, Department of Ex- Servicemen`s Welfare and Secretary, Department of Personnel and Training. Consequent to change in charge of the then Secretary, Department of Expenditure to Department of Revenue, Secretary, Department of Revenue has also been co-opted as a Member of the Committee. Chief of Naval Staff & Chairman, Chiefs of the Staff Committee made a presentation to the Committee. The Committee further interacted with all the Service Chiefs (Chief of Naval Staff & Chairman, Chiefs of the Staff Committee; Chief of Air Staff and Chief of Army Staff). The recommendations of the Committee have been submitted to the Prime Minister.

Both the 78.2% IDA fixation, as well as the NE 12 pay scale, have been approved in the Board of Directors meeting, that took place today(28.08.2012). The 78.2% IDA fixation issue will now go for the approval of the DOT, which we will try to get as early as possible.

SBI plans to keep branches open on Sundays


State Bank of India may have its branches open on Sundays to help improve efficiency, a top bank official has said.
“Possibly we would like to see Sunday working which would increase the time available for doing banking and increase the business,” Bank Chairman Pratip Chaudhuri told analysts on a conference call organised by the brokerage Edelweiss Securities.

NMC demands 50% D.A. merger for Central and State employees

National Mazdoor Conference today(26/08/2012) demanded merger of 50 per cent Dearness Allowance of central and state government employees and pensioners into their basic pay and pension. “We demand merger of 50 per cent DA of central and state government employees and pensioners into their basic pay and pension at the next union cabinet meeting,” NMC president Subash Shastri told reporters here. He also demanded a national pay policy and setting up of a new pay commission which would cover both central and state government employees. “The salaried class are facing a lot of economic hardship due to high inflation and price rise and the release of DA would be a genuine measure to provide some relief to them,” he said.

Higher education teachers to get arrears, central agrees to share it's part


In a relief to teachers, the Ministry of Human Resource Development (MHRD) has issued a letter to all state governments, stating that it has now decided to de-link the condition of increasing the retirement age of teachers and payment of the Centre’s share of arrears to the states, based on Sixth Pay Commission recommendations.

Bank staff on 2-day strike; services paralysed

Employees of public sector banks have gone on two-day nationwide strike on Wednesday opposing banking sector reforms and outsourcing of non-core activities, affecting operations.

Several private sector banks, foreign banks and ATMs, however, continued to operate normally.

Bank unions plan strike on August 22-23


A section of public sector bank employees plan to go on a two-day strike on August 22-23 to protest the proposed reforms in the banking sector and outsourcing of jobs.
The United Forum of Bank Unions (UFBU) has decided to go on nation-wide strike on August 22-23, the union said in a statement.
UFBU is the umbrella organisation of five employee unions and four officer unions of state-run banks in the country.
The Chief Labour Commissioner has called the bank union on August 21 for a conciliation meeting on strike notice, the statement added.

Besides, the State Government has also accepted the recommendation about calculation of pension as per Central Government’s index.

Karnataka Govt. doctors resign em mass


Hundreds of doctors in government hospitals across the State put in their papers on Saturday in a move aimed at forcing the government to get district hospitals out of the jurisdiction of the medical education department. In 2006, several hospitals were handed over to the medical education department in an attempt to provide better facilities for medical courses,  meeting the norms of the Medical Council of India.

FinMin to remain open on this Saturday, Sunday

New Delhi, Aug 3 (PTI) Finance Ministry will work this weekend apparently reflecting the new Minister P Chidambaram's plans to quickly firm up measures to tackle the current economic situation.
It will be business as usual for the entire staff on Saturday and officers above joint secretary rank will attend office on Sunday.
P Chidambaram, considered a hard task master, took charge of the Finance Ministry on August 1 after a gap of about four years.

West Bengal to pay pay commission arrears, enhances bonus

Despite the pressure of over two lakh crore debt, the West Bengal government today announced it would clear 50 per cent of arrear payment to its employees after October 1 as per state's 5th Pay Commission recommendation. "The erstwhile Left Front government failed to give anything to employees despite the announcement of the pay commission. We gave 50 per cent arrears last year soon after we came to power, while the rest 50 per cent arrear will be given before Durgapuja this year," Chief Minister Mamata Banerjee said. "This will result in a burden of about Rs 500 crore, but we are committed to clear the dues this year," the chief minister said after a discussion with Finance Minister Amit Mitra. The erstwhile LF government had announced the implementation of the 5th pay Commission recommendation effective from April 1, 2009. Simultaneously, announcing the festival ad-hoc bonus for the government employees and pensioners this year, Banerjee said that the festival bonus of Rs 2100 last year, both for Id-Ul-Fitr and Durgapuja, has been increased to Rs 2,500 this year. Festival bonus for pensioners has also been enhanced to Rs 900 this year from Rs 800 last year, she said. An instalment of 7 per cent arrear in DA would also be cleared by January next year, Banerjee said. The ceiling for the bonus has been raised to Rs 22,000 from Rs 20,000 last year. "This will entail an additional burden of Rs 450 crore on the state government," she said
