The Union Cabinet has accepted the proposal of the Ministry of Railways for payment of Productivity Linked Bonus (PLB) equivalent to 78 days' wages for the financial year 2010-2011 for all eligible non-gazetted Railway employees.

Cabinet may discuss rly staff bonus today


The Cabinet is likely to discuss a railway ministry’s proposal for productivity linked bonus for its employees in a meeting scheduled to be held today. The railway ministry had recently assured productivity-linked bonus (PLB) to its employees in the grade pay ranging from Rs 1,800 to Rs 4,600, thus entailing an additional burden of Rs 600-700 crore on the finances of the public-sector employer.

MP likely to increase DA by 6%


Madhya Pradesh government is likely to make its staff happy in the upcoming festive season. Sources said the state government is working on strategies to increase the Dearness Allowance (DA) to its employees.
Sources in the state government said increasing DA is on the cards. The government has already announced exemption of sugar and cloth from Value Added Tax (VAT).
If the state government employees are given DA at par with those of the centre, MP government will have to bear an extra burden amounting to Rs 1820 crore. The central government employees currently get six per cent extra DA compared to their counterparts in the state government.
In addition to a likely increase in DA, sources also said the salaries for the month of October could be released before Deepawali, in view of the upcoming festival.

The All India Railwaymen's Federation General Secretary Mr.Shiv Gopal Mishra has informed to Railway employees through their website regarding the delay in payment of bonus.

He said that "There was anxiety among the Railwaymen regarding delay in payment of PLB to Railwaymen for the year 2010-11.General Secy. discussed the issue with Hon’ble Minister for Railways on 24.09.11 morning and he has assured that he had talked to the Prime Minister and a Cabinet Meeting will be held on 28th September, 2011 in this regard. Thereafter, orders will be issued for the payment of PLB to the Railwaymen".

The Govt. today issued a memorandum relaxing the norm of salary payment through Bank for state Govt. employees in West Bengal. As per the new O.M., the employees who failed to submit their bank particulars to respective DDOs may draw their salary in cash upto the salary of November,2011.

Mumbai civic workers call off strike

 Employees of Mumbai's civic body called off their strike Tuesday evening after Maharashtra Chief Minister Prithviraj Chavan assured them to look into their demand for pay hike.

Over a lakh members of the Municipal Mazdoor Union, who are employees at Mumbai's Brihanmumbai Municipal Corporation (BMC), had gone on an indefinite strike since midnight Tuesday, demanding a salary hike as per the Sixth Pay Commission's recommendations.

Rajasthan government hikes DA

Jaipur, Sep 15 (PTI) In a good news for its seven lakh employees and three lakh pensioners, the Rajasthan government today raised their Dearness Allowance (DA) by 7 per cent with effect from July 1. The DA, which at present is 51 per cent will now be 58 per cent of the basic salary, an official said, adding that it would put an additional burden of Rs 875 crore on the state exchequer annually. Chief Minister Ashok Gehlot gave nod to the increase in DA soon after the hike was announcement for central government employees.

J&K Govt, Employees agree on arrears issue

Srinagar, Sept 16 (PTI) Jammu and Kashmir government and the state Employees unions have reached an agreement wherein all arrears on account of sixth pay commission will be paid to employees in five equal annual instalments through provident fund without any lock-in period.

Cabinet approved 7% hike in dearness allowance for central staff & pensioners from July 2011

Release of additional instalment of Dearness Allowance to Central Government employees and Dearness Relief to pensioners
In a bid to provide relief from high inflation, the government has hiked the dearness allowance (DA) by a minimum of 7 per cent, benefiting over 50 lakh central government employees and 38 lakh pensioners. The hike will be applicable from July 1, 2011.
Dearness allowance is revised twice a year, on January 1 and July 1. The relief comes on the back of high retail prices, as inflation has constantly been above the 9 per cent mark. 

The total financial implication will be Rs 4819.22 Crores for this year and Rs 7228.76 Crores from the next year.

The Cabinet may on Thursday raise dearness allowance (DA) for central government employees and dearness relief (DR) for pensioners by 7 percentage points to 58% of the basic pay/pension.

The last hike in DA was in March when the government increased it by 6 percentage points. The Cabinet is expected to take a decision in this regard on Thursday, sources said. The Cabinet is also expected to clear a proposal for giving productivity linked bonus to Railway employees for the year 2010-11, sources added.

Supreme Court fixed Sep 21 to hear Majithia wage board issue


The Supreme Court on Wednesday fixed September 21 for hearing the issue of implementation of the recommendations of Majithia Wage Board for journalists and non-journalists.
The court on Monday had decided to hear the matter from Wednesday but it did not find mention in the list of business which was to be taken by a bench comprising justices Dalveer Bhandari and Deepak Verma.

Railway minister promises 78-day bonus to staff


The railway ministry on Tuesday assured 78 days’ productivity-linked bonus (PLB) to its employees in the grade pay ranging from Rs 1,800 to Rs 4,600, thus entailing an additional burden of Rs 600-700 crore on the finances of the public-sector employer.
The promise came from railway minister Dinesh Trivedi in a meeting here with federations of the ministry, sources said.

Central Govt. announces Ad-Hoc Bonus, Order issued.


New Delhi, Sep 13 (PTI) Ahead of the festival season, the Government today announced an ad-hoc bonus of up to Rs 3,500 to Group C and D central government employees and personnel of the armed and para military forces.
Calculation :
To calculate bonus for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. For example, Non-PLB for thirty days would work out to Rs.3500 x 30 / 30.4 = Rs.3453.95 (rounded off to Rs.3454).

Bonus Order for Autonomous bodies
The government has sanctioned grant of non-productivity linked bonus (ad-hoc bonus) equivalent to 30 days emoluments for the accounting year 2010-11 to the central government employees (Group C and D), a Finance Ministry's office memorandum said.

According to reliable sources, the Cabinet may consider the proposal of hike of 7% Dearness Allowance w.e.f 01.07.2011 and diwali bonus to Central staff day after tomorrow, the 15th September. The railway employees are likely to get 78 days PLB, while the other Govt. employees may get 30 days' adhoc bonus, as per sources.

Karnataka employees to get interim relief by the month end, CM assures

 Karnataka Chief Minister D V Sadananda Gowda today(12/09) assured a delegation of the state government employees' Association that a decision would be made on payment of interim relief by this month end. The government was not in a position to take a decision on the demand for payment of interim relief to its employees due to the bye-election in Koppal assembly constituency scheduled for September 26, he told the delegation of the Karnataka State Government Employees Association, which called on him here. Gowda said he would hold discussions with the Finance Department on the Association demand for 30 per cent interim relief to about six crore employees. The state government has already set up the 5th Pay Commission for revision of salaries of its employees and it is yet to give its recommendations.

Maharashtra lower court staff on indefinite strike from today


 Around 40,000 staff of lower courts statewide will go on an indefinite strike from Tuesday in protest against non-implementation of a Supreme Court order directing the state government to grant them a pay hike.

Majethia wage board : Supreme Court to hear from 14th Sep


The Supreme Court has decided to hear from September 14 the issue of implementation of the recommendations of Majithia Wage Board for journalists and non-journalists.
A bench comprising justices Dalveer Bhandari and Deepak Verma said that after hearing the contesting parties it will take “some decision."

Finance Ministry rejects Khandelwal report for bankwise wage talk and stock option.


 The finance ministry has rejected a suggestion of a government panel to grant stock options to top-level employees in state-run banks, saying that such an incentive could not be given until a wider assessment mechanism was put in place. 

It, however, supported a proposal for a rural stint for newcomers. The committee, set up to look into human resource issues at state-run banks, had recommended that 15% of the performers could be given employee stock options. Headed by formerBank of Baroda chairman A K Khandelwal, the panel had suggested sweeping changes in changes in remuneration and employee-related practices

Railway employees may get 78 days' bonus this year

"In quick response to AIRF's letter Dated:05.06.11 in respect of PLB, Railway Board has recommended, PLB of 78 days for the year 2010-2011, for approval of cabinet."
All India Railwaymen’s Federation General Secretary Mr.Shiv Gopal Mishra has insisted to Railway Board that PLB-bonus should be paid to the Railway Employees before “Pooja” festival and avoid last minute inconvenience.
In his letter he expressed that “time is running fast, but the orders for the payment of Productivity Linked Bonus to the Railwaymen, for the year 2010-11, have not yet been issued, though many a times formally and informally I have requested the Railway Board in this regard”.

He also requested that the payment of PLB should be made in Cash.

The Union Cabinet Committee  tomorrow may decide on raising additional dearness allowance to central government employees, official sources said.

The Union Cabinet Committee likely to approve the second additional instalment of 7% dearness allowance for this year to Central Government employees and dearness relief to Central Government pensioners due from 1.7.2011.


More than 50 lakh serving employees and 38 lakh pensioners are expecting eagerly for this announcement to compensate the price hike in essential commodities and other goods.

Hike for Bengal M.L.A and ministers, employees have to wait for D.A


It was a windfall for Bengal legislators on Friday. The new government, despite financial constraints, increased their daily allowances by Rs 250 for the days they attend the assembly sessions or the committee meetings. Under the new system, MLAs can earn up to Rs 32,000 (including their Rs 12,000 salary per month) - which means a hike of Rs 5,000 from what they got earlier.

New Pension Scheme : Panel recommends guaranteed return.

A parliamentary standing committee has favoured offering minimum guaranteed returns to subscribers of the New Pension System (NPS) and recommended a 26% foreign direct investment (FDI) cap in the pension sector through a legislative process. The parliamentary standing committee on finance which submitted its report on the Pension Fund Regulatory and Development Authority (PFRDA) Bill on Tuesday, said that "as any effective pension scheme needs to be underpinned by stability of returns and reasonable post retirement incomes, it is imperative that the government should provide for minimum guaranteed return and not the mere camouflage of market-based guarantee."
