EXPECTED INCREASE OF 25 SLABS IN DA PAYABLE FOR BANK STAFF IN NEXT QUARTER –Nov’16 to Jan’17.

 All India Consumer Price Index Numbers (AICPIN)for Industrial Workers (Base 2100=100)for the month of August ’16,stood at 278 points with a fall  of 2 points,compared to July’16 figure,as per data published to day by Labour Bureau,Ministry of Labour and Employment.
               Thus the confirmed index numbers of past two months are as follows:

                                   Base 2001=100                      Base 1960=100

JULY’16.                         280                                                6391.25
AUGUST’16.                   278                                                6345.60

             If the same level of current month Index. is expected to be continued for next month too, DA payable to Bank Staff for next quarter (Nov-Jan’17)may have 25 slabs increase. If it is assumed further increase of one point same may go up to 27 slabs.                                                                                                                   
              It may be noted that the above projection is based only on present inflationary trend and past years index movement.Actual increase can be arrived only on  release of index number for Sept ’16 at the end of next month.

The All-India CPI-IW for August, 2016 decreased by 2 points and pegged at 278(two hundred and seventy eight).

Cabinet approved bonus for Railway employees

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi, has given its approval to pay Productivity Linked Bonus (PLB) equivalent to 78 days wages to eligible non-gazetted railway employees (excluding RPF/RPSF personnel) for the financial year 2015-16. The approval entails a financial implication of approximately Rs.2090.96 crore. 

Payment of PLB would result in motivating a large number of railway employees to improve the performance of the Railways and enhance the productivity levels further besides maintaining industrial peace. 

The payment of this Bonus to eligible Railway Employees will be made before Dussehra/Puja holidays.

The Addl. Member Staff Railway Board, Shri Anand Mathur, has intimated today, i.e. 26.09.2016, AIRF leadership that, Railway Board’s orders for Restructuring of Technicians, to which an agreement was arrived at in Full Board Meeting held on 22.07.2016, will be issued in this week, and payment of 78-day PLB @ Rs.7000 p.m.will be made to all the Group `C’ and `D’ railwaymen well before Pooja Festival.

Govt is actively considering central D.A. increase from 01.07.2016

Sources close to Finance Ministry told that the initial installment of DA to central government employees on the revised pay structure w.e.f 1.7.2016 is under consideration.
There is a confusion about percentage of D.A. payable from 1st July 2016 to Central Govt. employee and pensioners. There may be a hike of 2 to 3 percentage point, which is to be announced very soon, probably in this week.
Meanwhile Govt asked the Pay Research Unit to calculate exact financial implication for every percentage of D.A. increase, which is a routine matter.

Army to get revised salary from September onwards

Sources said that during the meeting with the chiefs, Manohar Parrikar told them that the government cares for the forces and all concerns raised by them will be addressed.
Fourteen lakh army personnel will receive revised salaries, recommended by the 7th Central Pay Commission (CPC), September onwards. The three service chiefs have given the government more time to separately resolve "core pay anomalies" at a later date.

Govt and defence forces lock horns on new salaries

The Defence Ministry issues separate notification on September 6 on Pay Commission recommendations, following which the three chiefs write to both the Prime Minister and Parrikar to hold the implementation in view of the “unresolved anomalies”
A confrontation between the government and the defence forces appears building up following Defence Minister Manohar Parrikar’s refusal to reconsider revision of the recommendations of the Seventh Central Pay Commission despite the written protest lodged by the chiefs of the three forces on September 9.

New allowances for central staff likely to be paid from October

Government employees will have a real festive bonanza this year. As per media reports, central government employees will get the revised allowances as per recommendations made by 7th Pay Commission from October 1.
The Committee on Allowances under the chairmanship of Union Secretary, Finance (Expenditure) had on September 1 met with representatives of the Central government unions.
The committe is expected to give its reports on revised allowance to Finance Minister Arun Jaitley this week.
On July 22, the Committee on Allowances was set up to decide on revision of allowance as Justice A K Mathur panel had earlier recommended abolition of 51 allowances and subsuming 37 others.
"The 7th Pay Commission examined a total of 196 existing allowances and, by way of rationalization, recommended abolition of 51 allowances and subsuming of 37 allowances. Given the significant changes in the existing provisions for allowances which may have wide ranging implications, the Cabinet decided to constitute a Committee headed by Finance Secretary for further examination of the recommendations of 7th CPC on allowances," a press release issued by the government after the Cabinet approval to Pay Commission recommendations had said.
The government has notified a 2.57-time hike in basic salary for 1 crore government employees and pensioners as per the 7th Pay Commission recommendations. The pay hike has been made effective January 1, 2016.

Relaxation to travel by air to visit NER, J&K and A&N on LTC extended

Relaxation extended for two more years, with effect from 26th September 2016.
For journey to Jammu and Kashmir, any airlines (including private operator) may be preferred, subject to LTC 80 fare of Air India.

"The undersigned is directed to refer to this Department's O.M. of even No. dated 26.09.2014 on the subject noted above and to say that relaxation. of CCS (LTC) Rules, 1988, to allow Government servants to travel by air to North East Region (NER), Jammu and Kashmir (J&K) and Andaman & Nicobar Islands (A&N) is extended for a further period of two years w.e.f. 26th September, 2016 subject to the following conditions:
 (a) Travel by air to continue to be performed by Air India in Economy class at LTC-80 fare or less. (b) For journey by air to Jammu & Kashmir, travel by any airline is allowed, however, the journey should be undertaken in Economy class at a fare less than or equal to LTC-80 fare of Air India.

Karnataka to form panel to look into 7th pay recommendation

State government employees, including teachers and policemen, have reasons to smile: Their salary cheques are set to get fatter, probably from next year.
The Congress government, which has been facing flak for neglecting its 6.1 lakh employees, may soon set up a panel to recommend hike in payscale, pension and retirement benefits as per the Seventh Pay Commission report. This festival bonanza is being seen as a major political move ahead of the 2018 assembly elections, especially in the backdrop of the BJP-led NDA government extending sops to its employees.

West Bengal to observe Id-Ud-Joha on 13th Sep, Bank, LIC to remain closed

In line with Central notification  in Delhi, West Bengal changed holiday to Tuesday, the 13th September 2016.
As the holiday is declared as per N.I. Act, Bank and other institutions in the state will observe holiday on 13th September instead of 12th as fixed earlier.

Media reports "Interim Relief" for central employees and pensioners

The two panels set up by the government to review pensions and allowances are expected to announce interim relief and help blunt the criticism that the government employees and pensioners have not benefited from the 7th pay commission recommendations.

"They are expected to announce some interim award. The government will consider them," a senior government official, who did not wish to be identified, told Times Of India .

This should come as a relief to thousands of government employees and pensioners who have slammed the commission's recommendations saying the increase was paltry. Government employees and pensioners say the increase in pay and pension is limited and some employee associations have taken up the issue with the government.

Eid Holiday on 13th September in Delhi

Change of date of holiday on account of Id-ul-Zuha (Bakrid) during 2016 for all Central Government administrative offices located at Delhi / New Delhi.
 As per list of holidays circulated vide this Ministry's 0.M.No.12/ 7/2015- JCA-2 dated the 11th June, 2015, the holiday on account of Id-ul-Zuha (Bakrid) falls on Monday the 12h September, 2016. It has been brought to notice of this Ministry that in Delhi Id-ul- Zuha (Bakrid) will be celebrated on 13th September, 2016. Accordingly, it has been decided to shift the Id-ul-Zuha (Bakrid) holiday to 13th September, 2016 in place of 12th September, 2016 as notified earlier, for all Central Government administrative offices at Delhi / New Delhi.
 For Offices outside Delhi / New Delhi the Employees Coordination Committees or Head of Offices (where such Committees are not functioning) can decide the date depending upon the decision of the concerned State Government.

Details of meeting between GOI(Allowance Committee) and Unions on 01.09.16

Staff Side(JCM) strongly demanded that, date of effect of Allowance should be 01.01.2016.
 The Staff Side(JCM) explained its position as well about its demand that, House Rent Allowance should be 10%, 20% and 30% and Transport Allowance must be rationalized and exempted from the Income Tax, Children Education Allowance should be Rs.3,000 and Hostel Subsidy should be Rs.10,000 and these should also be exempted from the Income Tax. 
Staff Side demanded that, Post Graduate and Professional Courses should also be covered in Children Education Allowance. The issue of Special Duty Allowance was also raised for N.E. Region by the Standing Committee Members of JCM(Staff Side). 
Fixed Medical Allowance should be Rs.2,000 with Dearness Allowance Indexation, Over Time Allowance must be given, Small Family Allowance should be continued and Dress Allowance needs to be reviewed. 
Various Departmental Allowances, which have been abolished, should be allowed to continue, like Breakdown Allowance in the Railways and Fixed Conveyance Allowance to Postal Department employees. 
 The Secretary, Finance(Expenditure) asked the Staff Side(JCM) to give their viewpoint in a Note on the Common Demands to implement these, and the Departmental grievances to their respective departments, and after that, a meeting will again be called.

Govt. Press Statement reflects failure of strike

Minimal Impact of Strike: Major Sectors Remain Unaffected
Overall life and business remained normal in most parts of the country in wake of one day countrywide Strike called by Central Trade Unions today. Important sectors like Railways, Civil aviation and Major Ports remained unaffected. Banking and Insurance, Coal, Telecom and Defence production were partially affected while Transport and Steel were marginally affected.

While Kerala and Tripura were affected Odisha, Jharkhand, Madhya Pradesh, Telangana, Karnataka and Chhattisgarh were partially affected. In other states strike’s impact remained negligent.

No report of loss of life or property was reported from any part of the country.
