Bonus cheers for central employees

Central Govt. hiked the calculation ceiling of bonus for employees with effect from F.Y. 2014-15.
The ceiling has been doubled to Rs 7000 from existing Rs 3500. This will be effective for both PLB and Adhoc Bonus. Govt. employees will get get arrears of Bonus for 2014-15, and bonus for the year 2015-16, which is yet to be announced, will be calculated on Rs 7000.

Govt. extends gratuity benefit to NPS subscribers

The much expected and long awaited order regarding gratuity for employees under "National Pension System"(New Pension Scheme) has finally released.
"The issue of grant of gratuity in respect of government employees covered by the National Pension System has been under consideration of the Government. It has been decided that the government employees covered by National Pension System shall be eligible for benefit of ‘Retirement gratuity and Death gratuity’ on the same terms and conditions, as are applicable to employees covered by Central Civil Service (Pension) Rule,1972."

Karnataka to set up pay commission

Chief Minister Siddaramaiah on Thursday said it was time for pay revision of State government employees. “The issue of setting up another pay commission is under consideration,” he said.
Speaking after inaugurating the diamond jubilee celebrations of Karnataka Government Secretariat Employees’ Association at Vidhana Soudha, Mr. Siddaramaiah said he was aware of the employees’ demand for wages on par with Central government employees. “I know that the Centre is implementing the recommendations of the Seventh Pay Commission. In this context, we will discuss the feasibility of setting up another pay commission at the government level,” he said.
Memorandum submitted
Earlier, members of the association, led by president Mahadevaiah Matapathi, submitted a memorandum to the Chief Minister seeking pay on par with Central employees, session allowance for all Vidhana Soudha employees, and a site for the association’s building.

7th CPC : Committee on allowances invites employees union on 1st September

The Committee of Secretaries headed by Finance Secretary reviewing the recommendations of the 7th Pay Commission, is going to have  the second meeting on September 
In order to get a first-hand view on the demand of the Central government employees, the Committee of Secretaries has invited the representatives of National Joint Council of Action for talks. "... the Committee on Allowances has desired to meet the representatives of National Joint Council of Action in the aforesaid meeting to obtain their views on the recommendations of 7th Central Pay Commission relating to allowances", said the letter from Finance Ministry addressed to Shiv Gopal Mishra, Secretary, NJCA.

Jharkhand initiates salary revision process

The Jharkhand government on Tuesday set rolling the process of salary revision of its personnel at par with Union government employees.


The state cabinet, headed by chief minister Raghubar Das, gave its approval to the constitution of a three-member fitment committee for salary revision following the footsteps of the 7th Pay Commission at the Center. The committee, headed former state finance secretary Debashish Gupta, is expected to submit its recommendations within two months, cabinet coordination secretary Surendra Singh Meena said after the meeting.

"These rules may be called the Gujarat Civil Services (Revision of Pay) Rules, 2016. 
They shall be deemed to have come into force on the 1" January, 2016.
 Categories of Government employees to whom the rules apply.- (1) Save as otherwise provided by or under these rules, they shall apply to persons appointed to civil services and posts in connection with the affairs of the State of Gujarat.
Mode of payment of arrears of pay.—The arrears shall be paid after the Government decision in this regard and orders will be issued separately.  

New clarification on Children Education Allowance for Central employees

No.12011/ 03/ 2008-Estt.(Allowance) dated 21 d September, 2008 and subsequent clarifications issued from time to time on the subject mentioned above and to say that E-Receipts produced by Central Govt. employees as a proof of payment of fee, etc., may be treated as original and hence may be allowed for claiming reimbursement of CEA."

7th CPC : Media reports allowances from October

As per media reports quoting sources in Finance Ministry, Finance Secretary committee is expected to submit its report by September, which is expected to be implemented soon thereafter.
In view of the strong protest staged by the representatives of Employee Associations and other stakeholders, government decided that recommendations on allowances, other than Dearness Allowance, will be examined by a Committee comprising Finance Secretary as Chairman and Secretaries of Home Affairs, Defence, Health and Family Welfare, Personnel & Training, Posts and Chairman, Railway Board as Members before taking a final decision.

Delhi notifies implementation of 7th Pay panel recommendations

The Delhi government has notified implementation of the Seventh Pay Commission recommendations, which provides 2.5 times hike in basic salaries and pensions of its employees and pensioners with effect from January 1.

The over one lakh employees of the city administration, will get the increased salaries from next month. The arrears will also be paid in one go next month, a Delhi government official said. The hike in pensions and salaries will cost the exchequer around Rs 2,000 crore annually.

7th CPC : Anomaly committee to be set up - National and Departmental level

"The undersigned is directed to say that it has been decided that Anomaly Committees should be set up, consisting of representatives of the Officials Side and the Staff Side to settle the anomalies arising out of the implementation of the 7th Pay Commission's recommendations, subject to the following conditions, namely: (1) Definition of Anomaly Anomaly will include the following cases: (a) where the Official Side and the Staff Side are of the opinion that any recommendation is in contravention of the principle or the policy enunciated by the Seventh Central Pay Commission itself without the Commission assigning any reason; and (b) where the maximum of the Level in the Pay Matrix corresponding to the applicable Grade Pay in the Pay Band under the pre-revised structure, as notified vide CCS (RP) Rules 2016, is less than the amount an employee is entitled to be fixed at, as per the formula for fixation of pay contained in the said Rules".
"There will be two levels of Anomaly Committees, National and Departmental, consisting of representatives of the Official Side and the Staff Side of the National Council and the Departmental Council respectively."

Bonanza for Gujarat employees - new pay approved

Cabinet Committee of Gujarat government Tuesday formally cleared proposal of implementing recommendations of Seventh Pay Commission for its employees, including Panchayat employees and pensioners, said an official release Tuesday. The beneficiaries will start getting the benefits from August 1 and total annual financial burden of the same on the state government will be Rs 8,513 crore, it added.
Highlights of the package :
Date of effect - 01.01.2016
The actual implementation for the employees would start from August 1
For pensioners, the actual implementation would commence from October 1.
To address the issues related to disbursement of arrears from January to August as well as fixation of new rates of allowances, the government has constituted a committee of senior bureaucrats under the chairmanship of Chief Secretary J N Singh. This committee would come up with suggestions and submit them to a sub-committee of ministers headed by Chief Minister.

Madhya Pradesh to implement 7th CPC

Madhya Pradesh Chief Minister announced today to give 7th CPC pay scales to state employees soon.
Speaking after unfurling the tricolour on the Independence Day at the Motilal Nehru Stadium in the state capital, the Chief Minister also announced an increase in the social security pensions in the state.
He said the daily wagers confirmed in service would be suitably adjusted in various departments according to their qualifications.

HTC and LTC for West Bengal employees : FAQs and answers

"Further clarification of certain points in respect of Memo No. 7370-F(P2), dated 09.10.2015 and No. 427-F(P2,) dated 25.01.201 regarding LTC & HTC for State Govt. employees.
In terms of order No. 427-F(P2) dated 25.01.2016 it h s been clarified that 'the nearest international airport of the country' as envisaged in Memo No V370-F(P) dated 09 10 2015 means , such airport of the country nearest to the country of visit and not the same nearest to the employee's headquarter / place of posting'.
 As this causes immense inconvenience to the employees desiring to visit neighbouring foreign countries by availing L T.C. facility, the matter has been reviewed. Now in cancellation of order No. 427-F(P2) dated 25.01.2016 the undersigned is directed by order of the Governor to say that a Govt. employee shall .undertake such journey from the international airport in India nearest to his I her headquarter place of posting in economy class y National carrier or Private carrier of the country having direct flight to the country of visit and in he absence of which by a foreign carrier having direct flight to he country of visit.

7th CPC : Will the minimum pay and fitment factor be revised ?

Central Govt. notified Revised Pay Rules 2016 and issued order for payment of revised pay along with arrears recently. 
Govt. employees are eagerly waiting for revised pay in cash but slightly disappointed as the allowance components are not going to increase as of now.
But the most relevant point is whether the Govt. will consider enhancement of minimum pay or fitment factor at all ? The Union leaders are demanding that they got concrete assurance from the ministers regarding consideration of hike in minimum pay and fitment formula but it is not available in any press release, Gazette Notification of Revised Pay Rules 2016 or Finmin O.M.
The committee to look into allowances formed and likely to meet soon and they have to submit their opinion in a time bound manner of four months.
But despite several request from the leaders, Govt. yet to form any so called "High Power Committee" to consider the issues. The question arises about the withdrawal of strike without any real achievement.

The committee appointed to look into the allowances recommended by the 7th Pay Commission is scheduled to hold its first meeting this week while the payment of arrears will commence from this month, Finance Secretary Ashok Lavasa has said.

"The decision to defer the decision pertaining to allowances and refer it to a committee was taken basically because there are 196 or so allowances, and the recommendations amount to major changes in the allowances," Mr Lavasa said.

"So, the government decided that the committee of various officers should carefully examine and then give their decision. There are many ministries involved. Various categories of employees, various types of allowances," the finance secretary said.

Goa, Haryana and Gujarat to implement 7th CPC for state employees

The government will implement the 7th pay commission but this will entail additional monthly liability of Rs 72 crore, Chief Minister Laxmikant Parsekar informed the House on Wednesday.


The additional expenditure of Rs 72 crore includes Rs 69 crore towards salary component and Rs 13 crore for pension fund.


Replying to a question tabled by Fatorda MLA Vijai Sardesai, Parsekar said that doubts should be not raised about government's intention in implementing 7th pay commission. But he did not spell out the deadline for implementing 7th pay commission in the state even as he said there is no substance in the allegations by Opposition that Goa has been caught in the debt trap.
Haryana
government will implement the recommendations of the 7th Pay Commission on the pattern of the central government, state Finance Minister Abhimanyu said today (July 29).
A committee, constituted by the state government, was studying the report of Madhavan Commission, which would also be implemented in the larger interest of the employees as it would directly benefit 60,000 to 65,000 employees, he said.
Gujarat
In a major bonanza for over 8.77 lakh Gujarat government employees and pensioners ahead of next year’s assembly polls, Chief Minister Anandiben Patel on Sunday announced the implementation of 7th Pay Commission from August 1.
Over 4.65 lakh Gujarat government employees and more than 4.12 lakh pensioners would benefit from this decision, a release from the Chief Minister’s Office (CMO) said. However, the state government employees will not get pay hike benefits from January 1 this year as accepted by the Centre, instead it will be effective from August 1.
“Chief Minister Anandiben Patel has accepted the recommendations of 7th Pay Commission and announced to implement it in the state from August 1,” it said.
The Centre had on July 25 notified the implementation of 7th Pay Commission for Central Government employees from January 1. As per the release, the new hike will benefit employees and pensioners of state government, panchayats and granted institutions in Gujarat.
“Employees of class-4 to class-1 will now get a hike of 14.60 per cent to 25 per cent in their salaries,” it added.
As the Centre is now expected to start deliberations to decide the hike in allowances, the state government will take appropriate decision about allowances as per the announcement by the Centre, added the release.
Earlier, Gujarat government spokesperson and state Finance Minister Saurabh Patel had said that the government may have to bear an extra-burden of Rs 6,000 crore annually if it decides to implement the pay hike suggested by the 7th Pay Commission.
