Around 30% pay hike, 5-6% annual increment likely to be in 7th CPC report.

Five to six per cent annual pay hike of Central Government employees is likely to be linked to tangible performance criterion. Under-performers are likely to be retired by 55 or 30 years of service, according to the Seventh Pay Commission report to be submitted soon.
The overall hike being recommended by former Justice A K Mathur-headed 7th Pay Commission is around 30 per cent. The Central Government employees are scheduled to get salary hikes on the basis of the recommendations by January 1, 2016. According to sources, the house rent allowance too would see an increase by 20 per cent. But the most significant recommendation is that 5 to 6 per cent of the annual increment would be performance-based. There is also likely to be a provision of retiring underperforming employees by the age of 55 or 30 years of service, whichever is more. “The Commission has spoken to all stake-holders and the recommendations are ready. We are expecting to submit the report any time soon,” sources said.
Set up by the erstwhile UPA government in February 2014, the Seventh Pay Commission was given a four-month extension by the NDA Government. Its term is till December 31. The commission may also raise salary-levels of PSU employees. The Sixth Pay Commission led to a six percentage point increase in dearness allowance for Central government employees from 16 to 22 per cent. The commission’s recommendations are usually accepted by the government with minor adjustments.

As per reliable sources, Election Commission has given it's nod for issuing ordinance on "Payment of Bonus Act"
Now the matter will go to cabinet and after it's approval, necessary ordinance will be notified soon.
Earlier Govt. decided to raise the ceiling of Rs 3500/- per month to Rs 10,000/- per month.

Dearness Relief for Central Pensioners w.e.f 01.07.2015 - Order Issued

"The undersigned is directed to refer to this Department's OM No. 42/10/2014- P&PW(G) dated 27th April, 2015 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief (DR) payable to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 113% to 119% w.e.f. 1st July, 2015"

Pay Commission to submit report soon. Fake news of D.A. merger becomes viral

As per recent media reports, Seventh Pay Commission is ready with its recommendations on revising emoluments for nearly 48 lakh central government employees and 55 lakh pensioners, and will soon submit report to the Finance Ministry.

Earlier in August, the government had extended Commission's term by another four months till December 31 to give recommendations.

"The Commission is ready with recommendations and the report will be submitted soon," according to sources.

It is also being clarified that the fake signed copy of pay commission report is totally bogus. No such report has been submitted yet.
Fake news of D.A. merger
A fake news of D.A. merger has become viral in social media in the last couple of days. It is being cleared for our viewers that these news (of fake orders) have no authenticity at all and as the commission is at it's final stage and report is awaited at any time, it will be most unlikely that Govt. will adopt any interim measure at this point of time.

Central Govt. issued order for D.A. with effect from 01.07.2015

The union cabinet had decided on 9 September, to release an additional installment of DA and dearness relief (DR) to pensioners with effect from 1 July 2015. Thus, the central government employees as well as pensioners are entitled for DA/DR at the rate of 119% of the basic with effect from 1 July 2015.
In this regard Ministry of Finance issued order on 23rd Sep for payment of enhanced D.A. alongwith the arrears from 1st July'15 to serving employees in cash.

Higher house rent allowance expected in 7th CPC report

Following article has been published in a popular website, "The Sen Times" today.
"The Seventh Pay Commission is likely to propose to increase House Rent Allowance (HRA) of central government employees, besides their basic salaries.
By giving House Rent Allowance hikes, the Pay Commission is likely to seek to encourage property owners to rent out their properties, reduce the shortage of dwellings and to provide ‘housing for all central government employees’.
Besides the basic salary, a large portion of central government employees’ salary is the House Rent Allowance; some changes will be made in that category this time.
Instead of the existing three areas for house rent, four are likely to be created. ‘X’ class cities Ahmedabad, Bangalore, Chennai, Delhi, Hyderabad, Kolkata, Mumbai and Pune, where employees will get 40 percent of their basic salary as House Rent Allowance (HRA), increasing from the existing 30 percent.

Telengana hikes D.A. from 01.01.2015

"Government hereby order revision of the Dearness Allowance (DA) sanctioned in the Government Order 2nd read above to the employees of Government of Telangana from 8.908% of the basic pay to 12.052% of basic pay from 1st of January, 2015."
"The Dearness Allowance sanctioned in the paras 1-9 above shall be paid in cash with the salary of September, 2015, payable on 1st of October, 2015.
 The arrears on account of payment of Dearness Allowance for the period from 1st of January, 2015 to 31st of August, 2015 shall be credited to the General Provident Fund Account of the respective employees"

West Bengal decided to pay 10% D.A. from January next year, promises pay commission and LTC abroad

West Bengal Chief Minister Ms Mamata Banerjee on Friday (11.09.2015) held a meeting with the federation of Government employees at Netaji Indoor Stadium. Main highlights of her speech:-
  • We will give 10% DA to government employees from January, 2016.
  • Those who worked on bandh day will get Compensatory Leave. Those who were absent will be penalised.
  • State Govt Employees will get Leave Travel Concession (LTC) every 10 (ten) years.
  • Govt has decided to widen the benefit of Home Travel Concession (HTC) to State Govt Employees every 5 (five) years.
  • We will form 6th Pay Commission which will work from 1 January 2016 till 31 Dec, 2025.

Bihar hiked 6% D.A., at par with Central Govt., before poll

Ahead of the assembly polls next month, Bihar came out first to follow Central Govt. D.A. increase. Withing hours of Union Cabinet approval of 6% D.A., Bihar was quick enough to announce 6% D.A. hike for it's employees and pensioners before the model code of conduct kicks in.
With this hike state employees will get D.A. @119%, at par with their central countrparts.

Cabinet may approve 6% D.A. hike for central employees tomorrow

  • Cabinet may take up proposal for 6% DA hike today (09/11)
  • The Cabinet is likely to consider tomorrow a proposal to increase dearness allowance to 119 per cent from 113 per cent, which if cleared will potentially benefit over one crore government employees and pensioners.

    "The proposal to increase dearness allowance by six percentage points to 119 per cent is likely to be taken up by the Cabinet tomorrow," a source said.

West Bengal employees may find reasons to celebrate on 9th September. A conference is scheduled on Friday of West Bengal State Employees' Federation where Chief Minister will address the employees.
State employees are lagging behind in terms of D.A. to the extent of 49% in comparison to Central Govt. employees and the gap is widening in every six months, with regular announcement of central D.A. Most of the state Govt.s except WB follows the central D.A. pattern.
In addition to this, central Govt. is all set to announce seventh pay commission for it's employees and pensioners and this will make the disparity manifold.
As per sources, CM is going to announce some good news regarding arrear D.A. and formation of new pay committee for state employees on Friday to bring cheer for the employees before the festive season and election next year.

OROP : Para milltary personnel and Railway employees raise demand

The announcement of One Rank One Pension (OROP) for the armed forces has riled the 12-lakh-strong retired and serving paramilitary force personnel.
The paramilitary forces, officially referred to as the Central Armed Police Forces (CAPF), which report to the Ministry of Home Affairs (MHA), will soon petition Prime Minister Narendra Modi as well as Home Minister Rajnath Singh to assert their rights and be treated on a par with the armed forces. They are also planning to launch a strong protest and agitation in the coming days.

All is not well even after OROP announcement by Govt.

Prime Minister Narendra Modi today said servicemen who have taken early retirement will be eligible to receive the benefits of the One Rank One Pension scheme. But protesting ex-servicemen said they would call off the stir only after all their demands were met. They have called off the indefinite hunger strike for now.

OROP : Govt worked out details, likely to announce within a couple of days

The Narendra Modi government is set to announce the one-rank, one pension package that will kick in from July 2014 ‎and use 2013 as the base year for calculations.
But it will stick to its position on a five year reset clause for veterans — as against 10 years for civilians — factoring in the complications resulting from a quicker adjustment. The ex-servicemen had demanded an annual adjustment.
The pension for veterans of the same rank and those who retire with full pensionable service, will be the average of the maximum and minimum paid. But to protect any retired servicemen from losing out, there will be an additional safeguard to ensure that those who are already drawing above the average would not impacted.

Central employees may cheer for higher bonus this year

After long times Central Govt. employees are going to get higher amount of bonus this year. Earlier, the ceiling for bonus was Rs 3500 per month. From this year, the ceiling is going to be increased to as high as Rs 10,000 per month. In a letter from Secretary, Ministry of Labour and Employment, Mr S. Agarwal conveyed this good news to Sri Vijesh Upadhyay, Genl. Secy., Bharatiya Mazdoor Sangha.

Mixed response likely in Trade Unions' Bharat Bandh tomorrow

Following a bandh call by central trade unions, India is bracing for a nation-wide strike tomorrow (Wednesday, Sept 2). The trade unions have been protesting against NDA government's proposed Bills amending labour laws, the Contract Act, the Electricity Act and Factory Act. Transport unions of the country too have been protesting over the proposed Road Transport and Safety Bill. Meanwhile, employees of public sector banks and government-owned non-life insurance companies also announced that they would support the bandh on Wednesday.

Himachal Pradesh increased D.A. @6% wef 01.01.2015

HP increased D.A. @ 6% from 01.01.2015 for state Govt. employees. With this hike state employees to get D.A. @113%, at par with central Govt. employees.
Arrear amount from 01.01.2015 to 31.08.2015 shall be credited to GPF account and the employees will draw enhanced D.A. from 1st September onwards.
