Central employees and pensioners to get 10% hike in D.A. from 01.07.2013

Central employees and pensioners have reason to cheer as the next D.A. hike from 1st July'13 is going to be 10%.
Dearness Allowance = (Avg of AICPI for the past 12 months – 115.76)*100/115.76
 D.A. is calculated on the average of AICPIN No.s for the last 12 months. We have got 11 of them published already and the last month (June'13) number is yet to come out. But 2/3 points increase or decrease is not going to matter this time. Whatever may the number for the last month (June'13), whether increases or decreases a couple of points, D.A. is going to be 90% of basic pay with effect from 1st July 2013.
As most of the state Governments do follow the central D.A. pattern, it may bring cheer to them also.

Ministry of Labour and Employment Govt of India has released the All India Consumer Price Index Number(IW) Base 2001=100,for the month of May today which stood at 228 points with an increase of 2 points compared to April'13.

Calculation of PSU IDA from July 2013

As per the calculations IDA will increase 4% w.e.f. 1st July 2013. The total IDA will come to 74.9 + 4.0 = 78.9%. This will be applicable to pensioners also. Orders are yet to be issued.

Consumer Price Index for May 2013 released

Consumer Price Index for Industrial Workers (CPI-IW)-May, 2013 

The All-India CPI-IW for May, 2013 rose by 2 points and pegged at 228 (two hundred and twenty eight). On 1-month percentage change, it increased by 0.88 per cent between April and May compared with 0.49 per cent between the same two months a year ago.

DOPT denies any move to hike central employees' retirement age

New Delhi, Jun 16 (PTI) Central government employees are in for a disappointment as the Centre is at present not considering any move to raise the retirement age to 62 years.

A senior official in the Ministry of Personnel, Public Grievances and Pensions, which acts as nodal department for personnel matters, said there was no such proposal to increase the age for superannuation of government employees.

"There is no proposal to increase the retirement age to 62 from 60 years.

Bank unions want "adequate increase" in salary, hope negotiation be over within 6 months

Bank unions want ‘adequate increase in salary’ as part of their demands to the management of all banks, represented by the Indian Banks Association (IBA). The 10th bipartite talks between bank unions and IBA are on currently to decide the quantum of wage increase for bank employees for the period covering November 2012 to October 2017. Each settlement is valid for a period of five years. The earlier settlement expired in October 2012.

Central retirement at 62 ? Waiting for cabinet approval

A move is afoot to raise the retirement age of over five million central government employees from 60 to 62 years, citing the longer span of life enabling most to be fit to work, though ostensibly it may be keeping an eye on the Delhi Assembly elections due in November to influence over 80 per cent of them living in the capital.
The Ministry of Personnel and Training has forwarded a proposal in this regard to the Prime Minister's office (PMO) for inclusion in the agenda of the Cabinet for consideration, after securing consent of various ministries, sources said, claiming that it has an approval of the finance ministry. The decision will help immensely those on the verge of retirement to continue in service for two years.

Armed Force pay parity : Meeting on 14th June

Union Defence Minister A K Antony has convened a meeting of the defence top brass on June 14 to consider the issue of anomalies in implementing a Supreme Court order on rank pay for military officers, following a stinging letter from  Air Chief Marshal N A K Browne.
“The Defence Minister has called for a meeting on June 14 to discuss the pay anomalies issue,” officials from the Union Ministry of Defence (MoD)said.

Armed Forces Pay Parity : Minister's intervention asked

 IAF Chief Air Chief Marshal NAK Browne has sought the Defence Minister's intervention to ensure proper implementation of a Supreme Court order asking the Centre to re-fix pay-scales of Armed Forces officers affected by the Fourth Pay Commission. 

The IAF chief, who is the Chairman, Chiefs of Staffs Committee, has written two letters to Defence Minister A K Antony between January and May this year suggesting that the SC order of September last was being implemented selectively by the Ministry.

BANK UNIONS (UFBU) MEET IBA TODAY(7.6.13) AT MUMBAI

No significant development.
IBA's Negotiating Committee headed by Shri. T.M. Bhasin met the United Forum of Bank Unions today(7.6.2013) at IBA office in Mumbai.
 UFBU demanded for a time bound programme to complete the negotiations without much delay to arrive at the wage revision settlement at the earliest. IBA also agreed with the views and informed that the same can be worked out by mutual discussions. 

Date of next meeting will be informed by IBA shortly.

Cabinet approved wage negotiation of CPSUs

Policy for wage negotiations for workmen in Central Public Sector Enterprises (CPSEs)
The Union Cabinet today approved the proposal for permitting the management of Central Public Service Enterprises (CPSEs) to initiate wage negotiations generally effective from 01.01.2012, subject to the condition that negotiated scales of pay would not come in conflict with existing scales of pay of executives / officers and non-unionized supervisors of the respective CPSEs.

This will benefit workmen of those CPSEs which opted for 5 years of wage settlement w.e.f. 01.01.2007 and they can now go for another wage negotiation for 5 years w.e.f. 01.01.2012.

Background : 

There are 260 CPSEs in the country employing 13.98 lakh persons (2.74 lakh executives, 0.31 lakh non-unionized supervisors and 10.93 lakh unionized supervisors and workmen) as on 31.3.2012. 

No decision on central staff retirement age on cabinet meeting

Though a number of newspapers and websites did spread the news that cabinet is likely to enhance central employees' retirement age by two years today, nothing of this kind has been announced after the cabinet meeting held on today, 04.06.2013.
As per information available with us, the Govt. has already taken in principle decision to extend the service for two more years and DOPT has begun to work to implement the same.
The formal announcement is yet to be made but will be within this year definitely.

Central D.A. from July'13 : Certainly heading towards 10% hike

With the release of AICPI(IW) number for April 2013, the prediction of central D.A. from 01.07.2013 gets momentum. As it has increased two points from the previous month and if the number for the next two months stay exactly same without any increase, it is sure that central employees (and the state employees subsequently) are going to get another 10% hike in Dearness Allowance from 1st July 2013. If there is slight increase in consumer price index in the next two months, the calculation will remain identical.
The final calculation can be made only after 31st July when the June index number will be made available.
