Central employees entitled to get 125% Dearness Allowance from 01.01.2016

The Seventh Pay Commission headed justice A K Mathur has correctly predicted the dearness allowance (DA) hike to 125 per cent from the existing 119 per cent since January 2016.
The much awaited All India Consumer Price Index (Industrial Workers) for the month of December 2015 has been released by Govt. It has decreased by one point from 269 from 270 which was recorded in the month of November 2015.
This confirms that DA from January 2016 will be 125% which was estimated by 7th Pay Commission.
Consequently, no correction or change in 7th pay commission fitment formula / multiplication factor of 2.57, will be needed now with respect to DA factor is concerned.

Meeting with Nodal officers of Ministries/Dept.s to implement 7th CPC recommendations on 2nd Feb

Nodal officers of different ministries and departments will hold first meeting on February 2 to formulate action points for processing 7th Pay Commission recommendations that have bearing on remuneration of about 1 crore central government employees and pensioners. 

An Empowered Committee of Secretaries, headed by Cabinet Secretary P K Sinha, has been set up to process the panel's recommendations that would put an additional burden of Rs 1.02 lakh crore on the exchequer. 

Bank staff DA for Feb,Mar and April’16 goes up with 28 slabs.

  As per  Labour Bureau,Ministry of Labour and Employment.G.O.I, release of date,the All India Consumer Price Index Number ( Base Year 2001=100) for Industrial workers for the month of December’15 stood at 269 points with a decrease  of 1 point while compared to Nov’15 figure.
                     
As such the  confirmed average All India Consumer Price Index Numbers (IW) 1960=100  for the quarter  ended on Dec’15,is   furnished here under:

Empowered committee formed to process 7th Pay Commission report

Govt. yesterday formed an empowered committee to scree the recommendation of pay commission with different stakeholders and place the final recommendation before cabinet for approval. The committee headed by Cabinet Secy., has 12 other Secy.s as members.
In this exercise, different department/ministries and associations can submit their views for necessary consideration. No time frame has been set for the report of the committee.

Central staff demand minimum pay as Rs 26000

New Delhi: Implementing the recommendations of the 7th Central Pay Commission( 7th CPC) is not going to be a cakewalk for the government.
The brewing discontent amongst the central government employees is threatening to create a storm and disrupt the implementation process. The unions are asking around 44 percent hike on the basic minimum pay suggested by the 7th Central Pay Commission.
The 7thCPC had recommended the minimum pay at Rs 18,000 and the maximum pay at Rs 250,000, but the employee unions wants the minimum pay to be hikes from Rs 18,000 per month to Rs 26,000--a rise of around 44.4 percent.
The unions are claiming that the pay panel has recommended the lowest hike in basic pay since independence

New pay scale for government employees, teachers in Kerala

Govt. order issued

Nearly five lakh government employees, including teachers, in Kerala will get revised pay package from February with the state cabinet today approving the 10th Pay Revision Commission report with effect from July, 2014. A decision to approve the report with three amendments was taken at state cabinet meeting here, Chief Minister Oommen Chandy told reporters. The cabinet also approved the revision recommended for pensioners, who number more than four lakh.

Punjab pay panel to be notified in a month,arrears of DA to be released: CM

Punjab chief minister Parkash Singh Badal on Monday told the personnel department to notify the sixth Punjab Pay Commission for the state government employees and pensioners in a month.
He took the decision during a meeting with a high-powered delegation of the Mulazam Front of Punjab led by its president and Punjab Employees Welfare Board chairman Surinder Singh Pehalwan. Badal asked the chief secretary to notify the constitution of the pay commission, stipulating its composition, besides terms and conditions. He also told the principal secretary of finance to provide the personnel department with the terms of reference of the new commission within 15 days.

Unhappy over pay hike, central employees to agitate for 3 days

The Constituent Unions of National Council Joint Consultative Machinery of Central Government employees has called for a three-day agitation, from January 19 -21,  to draw the attention of central government to modifications it is seeking in the recommendations of  the 7th Central Pay Commission.
The unions called an agitation after the Cabinet gave its approval for constitution of an Empowered Committee to study the 7th Pay Commission report for implementation Process.
We don’t think that the pay matrix recommended by 7th CPC is final, we won’t accept the fitment factor recommended by the Commission, the union leaders voiced unanimously.
They said that the take-home pay is very much less when compared to previous pay commissions. If the Central Government accepts to increase the Minimum Pay, then that would be the criteria for arriving subsequent pay scales. Hence expecting changes in Pay Matrix is inevitable.

With a massive financial resource crunch estimated for 2016-17, the government is planning to defer the implementation of the 7th Pay Commission award.

Last week, the Union Cabinet approved the formation of an empowered committee of secretaries to work out ways for staggering the award through more than one financial year, instead of letting the Rs 1,02,100-crore bill from the implementation of the award come up at one go.

A top-ranked official said one of the options for the empowered committee was to defer the increase in allowances for central government employees, while letting the rise in pay for all scales to go through. According to finance ministry figures, the ratio of allowances to pay for these 4.7 million employees is 1:1.4. For instance, the Budget estimates in 2015-16 pegged the salary bill for all central government employees at Rs 60,731 crore, whereas the tab for allowances is Rs 84,437.4 crore.

Ministry of Finance initiates XIth Bank Bipartite process

Before settling down the dust of tenth bank bipartite, Ministry of Finance initiated next wage revision process. This is as per the recent Govt. policy of effecting wage revision from current date to avoid any financial burden of payment of arrears. Recently we noticed this approach for Central Govt. employees where pay commission had been constituted well in advance, for the first time in history.
Finance Ministry vide its Letter  No.F No 4/2/2/2015,IR dated 12th January 2016 directed,CEOs of all Public Sector Banks  to initiate the process of negotiation /Next wage revision of the employees and conclude it prior to the effective date 1.11.2017.
The last Wage revision process due w.e.f 1.11.2012(10th Bipartite Settlement /Joint Note  was completed on 25th May 2015 .

Cabinet set up committee to process 7th CPC recommendations

Constitution of an Empowered Committee of Secretaries to process the recommendations of the 7th Central Pay Commission
The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has given its approval for setting up an Empowered Committee of Secretaries under the Chairmanship of Cabinet Secretary, in order to process the recommendations of 7th Central Pay Commission (CPC) in an overall perspective.

The Empowered Committee of Secretaries will function as a Screening Committee to process the recommendations with regard to all relevant factors of the 7th CPC in an expeditious detailed and holistic fashion.

Govt. likely to issue instruction against refusal of Child card Leave

Good News for women employees !
"This Department is considering issuing the following instructions:-
 `In cases where a female Government servant applies for Child Care Leave for at least five working days, she should normally not be refused leave citing exigencies of work unless there are grave and extraordinarily compelling circumstances that warrant refusal"

Central Govt. streamlined LTC procedure, makes it timebound

Department has decided to simplify the procedure of application and make the procedure of processing of LTC claims time bound. The following time-limits shall be followed while processing the LTC applications/claims of the Government servants.
 Time limit 
1. Leave Sanction 5 days + 2 days*
 2. Sanction of LTC advance 5 days + 2 days* 
3. Time taken by Administration for verification of LTC claim after the LTC bill is submitted by the Government employee for settlement. 10 days + 2 days* 
4. Time taken by DDO 5 days + 2 days*
 5. Time taken by PAO 5 days + 2 days*  
*It may be noted that in cases where the place of posting of the Government employees is away from their Headquarters, additional 2 days transit-time may be allowed. The person proceeds on LTC after S.No.1 and 2 i.e. after ten days of applying LTC.

LIC wage revision notification status

Update on 12.01.2016 :THE LIC  WAGE REVISION AND 5 DAYS' WEEK NOTIFICATIONS  ARE LIKELY TO BE ISSUED NEXT WEEK AS PER INFORMATION EMANATING FROM "NOINO" SOURCES.
"NOINO" IS CURRENTLY HAVING THEIR ALL INDIA MEETING AT SURAT.Insurance employees are eagerly waiting for release of notification. It was reported in this blog that notification was likely to come out in last month . We reported as per the information available at that point of time but later on it was proven wrong. We apologize the misleading information.
As per the recent information available,
"We know that every one is anxious about the fate of wage revision. 
I spoke to co as well as ministry. I can assure you that there is no problem and it is only the unavoidable red tape and we are going to get it without much delay.

Media reports central pay hike not before June'16

 Government is likely to accept the recommendations of the 7th Pay Commission and offer salary hikes to Central Government Employees not before June  2016.
Though, the matter may become clearer when Finance Ministry announces the details on implementation, and that is expected to happen before Budget 2016-17 in February.

Immovable property return to be submitted by all Central Govt. employees within 31.01.2016

DOPT reminded that all Central Govt. employees (Group 'A', 'B', 'C' and erstwhile Group 'D) employees have to submit annual property return for immovable properties for the year 2015 within 31.01.2016.
As per the prevailing practice and norms, the return had to by filed by Gr A and B officers only. With the introduction of Lokpal and Lokayukt Act 2013, every Govt employee has to file the assets and liabilities return in prescribed form.

Central Excise officers complain lack of career prospect, to perform "Satyagraha"

The Association of Central Excise officers has written a letter to Union Finance Minister Arun Jaitley complaining about the lack of career growth options available to them besides salary issues.
Ravi Malik, Secretary General, All India Association of Central Excise Gazetted Executive Officers, in his letter, said that there was no change in the scenario regarding the career prospects, pay matters or any other service matter of the Central Excise Superintendents despite of the revenue targets being regularly achieved.
"These officers are forced to retire at a PB2 post with only single promotion in the career after joining as Inspector whereas their counterparts are easily enjoying PB4 levels after getting 5-6 promotions," Malik said.

Tamilnadu announces Pongal Bonus

Ahead of the Pongal celebrations, Chief Minister Jayalalithaa on Sunday announced bonus and special bonus to government employees and teachers and a Pongal gift to pensioners and those getting family pension.
Group ‘C’ and ‘D’ employees and teachers would get a bonus of 30-day pay with a ceiling of Rs. 3,000, Ms. Jayalalithaa said in a statement.

Kerala Pay Commission 2nd part report submitted, holiday cut proposed

The 10th Pay Commission for Kerala government employees in its second part of the report has among other things suggested reducing holidays, casual leaves and introduction of a comprehensive Health Insurance Scheme.

The second part of the report was submitted to chief minister Oommen Chandy by Commission Chairman Justice (Retired) CN Ramachandran Nair yesterday.

The Pay Revision Commission had submitted the first part of its report on the pay, allowances, pension and allied matters of employees and pensioners in July last.

The second part contained recommendations on health package and health insurance scheme, steps to improve efficiency, transparency and accountability in Civil Service and make use of IT enabled Services.

Bankers may expect 30 slabs increase in D.A. for Feb/Mar/Apr'2016

                      Next quarterly   DA for Bank Officers/Workmen  is calculated based on AICPIN (IW)Base Year 1960=100  for the months of October,November and December’15. 
The  confirmed index numbers for past two months are  as furnished here under:

             If the current index number  is continued as it is,  in December’15 too, there may have  minimum 30 slabs increase in DA payable to bank workmen /Officers  in next quarter  w.e.f  Feb’16.
            This is only an assumption based on current movement of index numbers and  exact data on DA payable for next quarter (February'16,March & April) can be arrived on release of December index numbers by month end.
