AICPIN( IW) FOR FEB'15 RELEASED

All India Consumer Price Index Number (AICPIN)for Industrial Workers (IW)Base 2001=100 for the month ofFebruary 2015  has been released  by Labour Bureau,Ministry of Labour ,GOI today which stood 253  points which decreased by   1 point while compared to January  figure.

Tripura announces central pay scale for employees

ROPA 2015 issued.
The Tripura government today sanctioned central pay scale, revised pay band and modified grade pay to the state's 1.7 lakh employees at par with the recommendations of the 6th Central Pay Commission. 

"In view of the disparity of the pay structure of the state government employees with that of the central government, there has been long standing demand of the state government employees for equivalent pay structure as recommended by the 6th Central Pay Commission. However, the state government could not give the similar pay structure due to financial crunch," Chief Minister Manik Sarkar told reporters.

Expectation from seventh pay commission - media report

Following is the excerpt of a media report published in The Economic Times on 29th March 2015.
"Welcome to the behind-the-scenes manoeuvring before the Big Sarkari Pay Hike. With a new pay scale for 36 lakh Central government employees, and also pensioners, likely to come into effect from January 1, 2016, the officers and non-gazetted staff of various services have been lobbying hard to get a good deal from the 7th CPC. Unlike in the private sector, the pay hike in government is a once-in-10-years-affair, making every CPC, right from the first that submitted its report in 1947, a hugely powerful agency. No doubt, government employees have to undergo an annual appraisal process called Annual Performance Appraisal Report (APAR), but that exercise is important only for promotion, and not for any pay hike. Government employees do get a regular hike in dearness allowance, a measure meant for offsetting inflationary pressure on their earnings, but at the end of the day it is the CPC that fixes the bureaucrats' pay for 10 long years.

Good news for armymen : OROP soon, assured by Minister, SC verdict regarding pension

OROP to be finalized in April and payment of arrears to be paid in four installments starting from May 2015. Defence Minister has assured a delegation of armymen in this regard.

Pension Issue
In a bonanza to retired employees of the armed forces, the Supreme Court today directed the Centre to pay at least 50 per cent of the pay as pension to all of them as recommended by the 6th Central Pay Commission (CPC).
A Bench headed by Justice TS Thakur passed the order while dismissing about 50 appeals filed by the Centre challenging the rulings of various high courts and armed forces tribunals (AFTs). The HCs and AFTs had struck down the office memorandums (OMs) assessing the pension amount at less than 50 per cent for some categories of pensioners.

Likely pay scale of seventh pay commission

Everyday a large number of viewers ask for estimated pay scale of seventh pay commission. Why PAYCOMMISSION is silent on this issue ? Because as far as we know, the seventh pay commission has not even prepared a draft pay scale yet ! They are still busy in collection of data and inputs from service organizations, different authorities etc. But the employees are eager to know the actual increase payable from 1st January of next year. After the recently signed Bank Bipartite the curiosity grew manifold.
Based on purely assumption we reproduce a possible pay scale for the satisfaction of our viewers but it may not be considered authentic anyway.

Bank staff may get better service condition, leave policy

Media Report
Bank employees, especially from the public sector, are likely to see service conditions improve substantially.
A host of service condition improvements are being considered by managements, including a “Leave Bank” system, privilege leave four times a year (against three times now), six months maternity leave for adoption of child (two months now), and paternity leave. This is in addition to getting a 15 per cent hike in salary under the industry-wide wage settlement agreement signed recently.

SUB COMMITTEE MEETING OF BANK WORKMEN AND IBA HELD AT MUMBAI ON 17.03.15

As scheduled earlier the Sub Committee meeting of Bank workmen Unions 
and IBA held at Mumbai on 17th March'15.Prior to signing of Minutes on 15% wage hike on 23rd Feb'15 
two round of discussions were held on matters related to service conditions and one more round of meet 
was held on last day and understanding were reached on following issues.
Improvement in - Encashment of leave,Casual leave,Unavailed casual leave,Privilege leave,Spl Sick 
leave,Maternity leave,Transportation of goods on transfer, Pension to part time employees- (entire service instead on pro rata service.)etc.
It is further informed by union in their latest circular that important 
issues like construction of revised pay scales,revised DA formula,HRA rates,Transport Pay, Introduction 
of Grade Pay,Revision of spl pay,LFC and Retirees Issues etc would be taken up in next meetings with 
IBA.

Bank Bipartite meeting on 16th March'15 : Non monetary issues discussed

In today's( 16th March'15) Sub Committee meeting with I.B.A/Bank Officers  non-monetary issues  were  discussed such as:
-Transfer and posting of Female employees,
Leave fare concession,Paternity leave,Adoption leave, Increase in privilege leave,Defined working hours for officers,Compensation package for late sitting of officers.
Next meeting will be held shortly.

Central D.A. from Jan'15 : Likely to be declared next week

As per sources, 6% enhancement in  D.A. payable to Central govt. employees and pensioners is likely to be declared in the coming week. A note in this regard is likely to be forwarded in the next cabinet meeting for approval. With this hike, central D.A. will be 113% with effect from 1st january 2015. As per practice, arrears from January to March 2015 will be paid in cash in the month of April.
As most of the state Govt.s follow central D.A. pattern, employees and pensioners of various state are also waiting for central D.A. approval.

Punjab announces 7% D.A.

Chandigarh, Mar 14 (PTI) The Punjab government today announced seven per cent hike in Dearness Allowance (DA) payable to employees and pensioners of the state.
  The new rate of DA would be 107 per cent of basic pay or pension against 100 per cent earlier, Finance Minister Parminder Singh Dhindsa said here today.
  The DA would be paid with effect from March 2015, the Minister said in a statement.

Telengana employees to get salary arrears in bonds

Finance Minister Eatala Rajender informed the Assembly on Friday that the employees of the Telangana government would get arrears of their enhanced salary in the wake of Pay Revision Commission recommendations in the form of bonds, together with interest, over a period of five years. 
During Question Hour, Mr. Rajender said the arrears would be paid from June 2 last year till the salary for February that was remitted this month. Employees will draw enhanced pay with 43 per cent fitment from this month onwards. 
The Minister said all employees of the State government, local bodies, public undertakings and non-teaching staff of universities would be covered. 

No reduction or increase in retirement age, five days' week to continue

The government on Friday said it has no proposals to shift to six-day week working for its offices or reduce the retirement age of employees to 58 years."At present, there is no proposal to change working days for the Central government offices from five to six days a week or to reduce the retirement age of the Central government employees to 58 years," Finance Minister Arun Jaitley said in a written reply to the Lok Sabha.
At present, the retirement age of the Central government employees is 60 years.
The Minister also said that the Seventh Central Pay Commission appointed in February 2014 is required to make its recommendations within 18 months from the date of its constitution.

Govt. admits consideration of LTC abroad

Central employees may find reasons to cheer. Govt. admitted that a proposal to allow LTC abroad is under it's active consideration.
"A proposal to provide Leave Travel Concession (LTC) to Government employees to visit some SAARC countries is in its initial stage of consideration. The details are yet to be finalized. 
The purpose behind the proposal is to enhance people-to-people contact and bilateral ties in the SAARC region through increase in tourism in the region. "
This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in Prime Minister’s office Dr. Jitendra Singh in a written reply to a question by Shri M. Raja Mohan Reddy in the Lok Sabha yesterday.

Revision of pre 2006 pensioners : Present Status

Department of Pension and Pensioner’s welfare informed that while Pension of only Petitioners of Pre-2006 Pensioners case which reached finality before Hon’ble Supreme Court has been revised with effect from 01.01.2006, other similar cases pending before Apex Court have been tagged with identical case of Defence Ministry which is subjudice (before Apex Court) and that outcome of these cases will be informed.
As per this OM, It appears that remaining Pre-2006 Pensioners will have to wait till the final verdict of Hon’ble Supreme Court is available in respect of issue on Revision of Pension from 01.01.2006.

Confusion over holi holiday for central offices in West Bengal

West Bengal is going to observe Holi (Popularly known as dolyatra), tomorrow, the 5th March 2015 but as per the holiday list published by Central Government Employees' Welfare Co-ordination Committee, Kolkata, the holiday is scheduled on 6th March like rest of the country.

It may be mentioned that this committee is empowered to change a few holidays as per the local custom and practice.
In West Bengal, like most other part of the country, life practically comes to a halt as public transport is rarely visible in the day of festival of colour and it will be really hard for the office goers to find any transport tomorrow. As per the news available with us, service associations are trying hard to get the holiday changed but upto nearly 6 PM, no update is available with us.

Seventh Pay Commission likely to submit report in October 2015

The government appointed the Seventh Pay Commission on 28 February 2014 under chairman justice Ashok Kumar Mathur with a timeline of 18 months to make its recommendations. Though the deadline for submitting the report ends in August this year, the SPC is likely to seek extension till October.
 The Sixth Pay Commission which was constituted in October 2006 had submitted its report in March 2008. 
As a result of the recommendations of the Sixth Pay Commission, pay and allowances of the Union government employees more than doubled between 2007-08 and 2011-12—from Rs.74,647 crore to Rs.166,792 crore, according to the Fourteenth Finance Commission estimates.
