Bank D.A. to increase 26 slabs for May to July 2013

With the increase of AICPIN number by one points for March 2013, the final calculation of Dearness Allowance for bankers is as under :
The confirmed CPI Index (IW) for the last three months are 5044.52, 5090.18, 5113.00, as base year (1960 = 100).
Average Index : 5082
Less : Merged Index : 2836
Remaining Index : 2246
Balance Increase : 561
So bank employees/officers will get an increase of 26 slabs of Dearness Allowance from May 2013. Kindly wait for the IBA circular.

Consumer price index numbers for industrial workers (CPI-IW) March 2013 
According to a press release issued today by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for March, 2013 rose by 1 point and pegged at 224 (two hundred and twentyfour).

Income Tax cadre review cleared by group of Ministers

A group of ministers has gave it's nod to a massive  cadre restructure and cadre review for the Income Tax Dept. yesterday. Around 19000 new posts to be created in a phased manner, out of which 800 will be IRS officers. The proposal will now go to cabinet for it's approval. The recruitment drive and promotion exercise will be initiated after the cabinet approval.

Agitating Rajasthan employees against Bhatnagar report, boycott work.

A large number of state government employees in Rajasthan today(26/04) boycotted work demanding cadre review and pay revision. 

Rajasthan Joint Employee and Mazdoor Sangh president Mahesh Vyas said around 54,000 employees across the stated boycotted work and staged protests outside district collectorates. 

The employees, who are part of the ministerial cadre, are against the report of Bhatnagar Committee, which was formed by the state government to look into the discrepancies in implementation of the Sixth Pay Commission. 

Maharashtra teachers got arrears but pay withheld

 The state government on Friday released the first instalment of teachers' sixth CPC arrears but withheld the salaries of those who have been boycotting exam-related work for over 80 days now.

Govt. denies consideration of 7th CPC

In a reply of question regarding 7th CPC, Minister of State for Finance Sri N.N. Mina has stated that as there is normally a gap of ten years between successive pay commissions, the Govt. is presently not considering setting up of seventh pay commission for central Govt. employees. This answer was given on 23.04.2013 on the upper house of parliament.
"The recommendations of the 6th Central Pay Commission were given effect to from 1.1.2006. Generally, there has been a gap of a minimum 10 years between two successive Pay Commissions. Therefore, no proposal to constitute the Seventh Central Pay Commission is at present under consideration."
But as per information from our sources that Govt. is actively considering it unofficially and may be not in near future, it may be announced in the later part of the current calender year.

Railway advance reservation : time reduced to 60 days

Advance Reservation Period for Booking Reserved Train Tickets Reduced to 60 Days from Existing 120 Days from 1st May 2013 
The Ministry of Railways has decided that the Advance Reservation Period (ARP) for booking reserved train tickets will be reduced from existing 120 days to 60 days (excluding the date of journey) w.e.f. 1st May 2013. The details are as below:- 
I. With effect from 01.05.2013, the ARP will be of 60 days (excluding the day of journey) and booking will be done accordingly. However, all the bookings done upto 30.4.2013 under the ARP of 120 days will remain intact.II. Cancellation of the booking made beyond the ARP of 60 days will, however, be permitted.
III. There will be no change in the case of certain day time express trains like Taj Express, Gomti Express etc. where lower time limits for advance reservations are at present in force.
IV. There will also be no change in the case of limit of 360 days for foreign tourists.

MP to pay sixth pay commission benefit to college and university teachers


The state cabinet has decided to accord six pay commission benefits to eligible University and College staff, abrogate a government service rule that restrained a person who married before the permissible age to join government service.
 
The meeting chaired by Chief Minister Shivraj Singh Chouhan gave its node to provide benefits of University Grant Commission's (UGC) six pay scale to eligible teachers and other staffers in the Universities and colleges with retrospective effect from January 1,2006.

Details of discussion on bipartite meeting between IBA and UFBU on 22.04.13

UFBU CIRCULAR NO. 7 dated 22-4-2013:

A round of discussion was held today in Mumbai between IBA and UFBU on our charter of demands for revision of wages and service conditions. The IBA was represented by the negotiating team headed by Mr. T M Bhasin (CMD Indian Bank and Senior Vice President, IBA).  UFBU was represented by the constituent unions.  NOBW could not be present due to their pre-fixed agitational programme in Delhi.

No merger of D.A. but seventh pay commission likely this year

According to our sources in New Delhi, there is no chance of any merger of Dearness Allowance with basic pay as demanded by the associations. But the Government is considering the formation of seventh pay commission.

10th BPS : IBA and UFBU met in Mumbai on 22nd April

A meeting between IBA and United Forum of Bank Unions took place in Mumbai on 22nd April to discuss several issues relating to 10th bipartite settlement. It is reported that except some statistics sharing, nothing significant outcome has derived. Current staff expenditure and demands were tabled in the meeting. The demands are likely to be discussed in the next meeting, possibly in the middle of May.

Rajasthan enhances D.A. for employees and pensioners from 1.1.13

At par with Central Govt., Rajasthan Govt. has also hiked 8% Dearness Allowance from 01.01.2013 for employees and pensioners. The increased D.A. from January to March,2013 will be credited to employees' GPF and from 01.04.2013 onwards, it will be paid in cash.
Finance Dept. has issued orders in this effect today on 19.04.2013

Cabinet approved central D.A. @8% from January 2013

Finally it is time to rejoice for central staff and pensioners. The cabinet gives nod to the much awaited hike.

The Union Cabinet is likely to approve a proposal to increase dearness allowance (DA) of central government employees by 8% on Thursday.
The move to increase D.A. from 72% to 80% will benefit around 50 lakh employees and 30 lakh pensioners of the central government.
"The Union Cabinet may consider the finance ministry proposal to increase DA in its meeting scheduled for Thursday," a source said, adding the hike would be effective from January 1, 2013 and employees and pensioners would be entitled to arrears.
The government had raised DA to 72% in September last year, which had come into effect from July 1, 2012.
As per usual practice, DA is merged with basic pay when it breaches the 50% cap. This helps employees get higher allowances as those are paid as proportion of the basic pay.

Bank bipartite likely to be finalized by the year end, new pay structure may be introduced

Govt banks may switch from gross salary to CTC for pay hike
IBA is likely to ask for about 25% hike for over 8,00,000 bank employees in the 10th bipartite agreement on wage revision. The hike is due from November, 2012. Though wage settlement negotiations usually go on for about two years as bank unions begin with exorbitantly high expectations, this time the government may settle it by the end of 2013 in the view of general elections in 2014.
As employees of state-owned banks bargain hard for a steep hike in wages, the finance ministry has asked Indian Banks' Association (IBA) to consider moving towards a cost-to-company (CTC) structure in the next pay settlement to reflect their actual remuneration including all perks and incentives.  

Additional burden on banks due to the ninth wage agreement carried out in 2009 was Rs 4,816 crore for a 17.5% wage hike and Rs 5,000 crore for pension. The hike was effective from November 2007.

Central D.A. from Jan'13 : Still no news !!

Flash News : Cabinet approved Central D.A.
Update : Announcement today (18.04.13) ?
Most surprisingly, there is still no news on cabinet approval or announcement of D.A. payable to Central Govt. employees and pensioners even on the third week of April. F.M. is again on foreign tour and even if any cabinet meting takes place tomorrow, the chances of approval of D.A. stands remote in the absence of Finance Minister. Earlier on 2nd April the decision was deferred due to the same reason. F.M. will return from his foreign trip on 22nd of this month and only after that the staff may find reason to cheer. As everybody knows that D.A. from January 2013 is due @8% and probably this is the first time in the last 25 years the employees will get four months arrears this time instead of three as per common practice.

GPF interest rate slashed to 8.7% for 2013-14

As expected and in line with reduction of interest rate in small savings schemes, Central Govt. has cut the GPF interest rate by .1% for the F.Y. 2013-14. The new rate of interest will be 8.7% with effect from 01.04.2013.

Department of Public Enterprises has released order of IDA increase with effect from 01.04.2013. Revised IDA rate will be 74.9% from 1st April 2013. As informed earlier, there will be a hike of 3.4%. In this line BSNL will issue separate order for it's employees soon.

M.P. employees demand D.A. and sixth pay, went on mass leave

The state secretariat on Tuesday morning wore a deserted look as nearly eight lakh government employees went on a day's collective leave protesting against the alleged non-implementation of recommendations under the Sixth Pay Commission. Throughout Madhya Pradesh, works at 62 government departments came to a standstill as employees hit the streets with a charter of 50 demands including hike in their pay-scales and dearness allowance.

The state employees were demanding to publish the report and threatened to go for mass leave and resort to agitation for access to this confidential report. Rajasthan employees demand to make Bhatnagar report public, threat agitation, mass leave

Though the orders have been issued to give certain benefits to the employees according to Bhatnagar report, the employees of Rajasthan are not happy with the proceedings.
Suspense over recommendations of the Krishna Bhatnagar Committee report remains, the all Rajasthan state employees (unified) union decided to go on a one-day mass leave on May 1 and strike from July 4. The decision was taken by employee leaders at a meeting in Jaipur on Sunday.

Conceding that the current pension benefits for the country's ex-servicemen are not sufficient, army chief General Bikram Singh Sunday said he would try to ensure their aspirations and requirements are fulfilled when the Seventh Pay Commission comes up.

Details of Krishna Bhatnagar report for Rajasthan employees as accepted by Govt.

In view of acceptance of Smt. Krishna Bhatnagar Committee Report, Rajasthan Govt. has issued circulars for employees for implementation of the recommendations.
Salient features of this recommendations are :
The pay hike will be implemented from  1.1.2006 in stead of 1.9.2006
Excess pay will be available from 01.07.2013
Grade Pay of the employees will be enhanced as under :
Rs 3200 to Rs 3600
Rs 3600 to Rs 4200
Rs 4200 to Rs 4600
Rs 2800 to Rs 3600 (For "Adhyapaks')....etc.
City Compensatory Allowance also to be hiked.

Dress Code for Andhra Pradesh teachers : No Jeans, T shirts or mobile

Teachers in more than two lakh schools in Andhra Pradesh have been told to follow a dress code “appropriate to the profession” and not carry cellphones to class. The new dress code bans teachers from wearing jeans and T-shirts in school.
School education minister Sake Sailajanath said the “glittering and glamorous dress” material worn by teachers were disturbing the concentration of students.

Maharashtra promises Univ/College teachers to pay arrears in April & May

The state has decided to release Rs.1,526 crore as arrears by the end of May to university teachers who have boycotted the assessment of exam papers until their salaries are raised as per the recommendations of the sixth pay commission.Appealing to college teachers to resume work, higher and technical education minister Rajesh Tope made this announcement in the legislative council on Tuesday. He said the state had decided to advance the date of payment from December to May.

No decision on D.A. installment of Central Govt. employees in cabinet meeting

Decision delayed on additional DA for CG Employees and Pensioners..!
There was a great expectations among the employees and pensioners of Central Government today on declaration of additional dearness allowance from 1.1.2013. But, there was no such decision take in the Cabinet meeting due to the Finance Minister P.Chidambaram out on a tour to Japan. Earlier the agenda came up before the Cabinet Committee on Economic Affairs, sources said.
There is no authentic information on the possible date of next Cabinet meeting to be held

Cabinet likely to approve Central D.A. from January 2013 tomorrow

8% hike likely to be approved on 2.4.2013
Union Cabinet is likely to approve tomorrow a proposal to increase dearness allowance (DA) to 80 per cent from existing 72 per cent benefiting about 50 lakh employees and 30 lakh pensioners of the central government.
"The Union Cabinet may consider the finance ministry proposal to increase the DA by 8 per cent to 80 per cent in its meeting scheduled for tomorrow", a source said.
