HC defers Cable TV digitization till 5th Nov in Chennai

The Madras high court has put on hold the process of digitization of television signals in Chennai till 5 November.

Chennai cable operators filed a case in the Madras high court for an extension of the 31 October digitization deadline because of non-availability of set-top boxes.

Bank D.A. to increase 42 slabs from November'12

The All India Consumer Price Index ( for Industrial Workers)Base 2001=100 for the month of September '12, has been released by Ministry of Labour,Govt.of India today ,which stood at 215 points with an increase of 1 point comparing to last month.
Accordingly the DA payable for Bank Workmen/Officers for November,December and January '13 will be ,for 510 slabs with an increase of 42 slabs from current level.(468 slabs) @ 76.50%.

AICPIN for Sep'12 increased one point

Consumer Price Index Numbers for Industrial Workers (CPI-IW) September 2012
The All-India CPI-IW for September, 2012 rose by 1 point and pegged at 215 (two hundred and fifteen). On 1-month percentage change, it increased by 0.47 per cent between August and September compared with 1.55 per cent between the same two months a year ago.

NMC demands new pay commission for central & state staff

Subhash Shastri, President National Mazdoor Conference (NMC)  on Sunday urged upon Prime Minister to constitute  7th Pay Commission as the DA has already touched 72 per cent and make announcement to this effect in forth coming winter session of  Parliament beginning from 22nd November 2012.
He also appealed to declare 7th Pay Commission as National Pay Commission so that its recommendations are simultaneously implemented for central staff and employees of the state Governments.

Jammu and Kashmir hikes D.A. w.e.f 1.7.12

As expected and informed in this blog earlier, the state cabinet today approved Dearness Allowance to it's employees and pensioners.
The Jammu and Kashmir government today announced 7 per cent Dearness Allowance(DA) for employees with effect from July 2012. The State Cabinet which met here today under the chairmanship of the Chief Minister Omar Abdullah accorded approval to the release of 7 per cent (DA) in favour of the govt. employees, pensioners and family pensioners in cash with effect from July 2012, raising the total DA from 65 per cent to 72 per cent. The enhancement in Dearness Allowance will also apply to work charged/whole time contingent paid employees working in regular time scale. The additional burden on State exchequer due to DA will be Rs 500 crores annually and from July 2012 onwards it will be around Rs 335 crores.

J & K employees to get 7% D.A., announcement on 25th Oct.

The State Government employees are all set to get seven per cent Dearness Allowance (DA) in cash with effect from July 2012 as the Cabinet is likely to give its nod for the same on October 25. The State Cabinet is meeting on Thursday under the chairmanship of Chief Minister Omar Abdullah at Srinagar at 12 noon. This will be the last Cabinet meeting before the closure of Civil Secretariat in summer capital of the State and Darbar Move to Jammu. According to the authoritative sources, the Cabinet is likely to approve release of seven per cent DA in cash, which has become due with effect from July 2012, in favour of the State Government employees.

78 days' Production Linked Bonus for Railway Employees announced

The Union Cabinet today approved the proposal of the Ministry of Railways for payment of Productivity Linked Bonus (PLB) equivalent to 78 days' wages for the financial year 2011-2012 for all eligible non-gazetted railway employees.

Central Govt. hiked Risk Allowance

Central Govt. has increased risk allowance to it's employees with effect from 01.08.2008 vide O.M. No. No.21012/01/2010-Estt. (AL) 

The amount of Risk Allowance would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%. No separate instructions on this count would be required.

30 days' adhoc bonus for Uttar Pradesh employees

The U.P. government has decided to provide 30 days ad hoc bonus to the state employees before Dussehra festival. According to official sources here today, about 1.4 million state employees would receive bonus with a maximum limit of Rs 3,500.

J & K likely to enhance 7% D.A. soon

To pacify agitating employees, the state government is likely to hike Dearness Allowance (DA) for its employees by 7 per cent. The formal announcement of the DA hike is likely be made in the next Cabinet meeting, where the proposal is to be placed for approval.
Highly placed sources said the Finance Ministry had finalised the proposal for enhancing the DA for the employees by 7 per cent. As the approval of the Cabinet is a must for the hike, the proposal would be discussed in the next meeting, which is likely to be held very soon. More than 4.50 lakh government employees will benefit from the hike.

Tamilnadu grants promotional increment in promotion to post carrying same grade pay

There is a long pending demand for promotional increment in the case of promotion in the post carrying same grade pay. Central Govt. has been agreed upon to grant one increment in this case in the recently concluded anomaly committee meeting but the issuance of necessary order is still awaited.
However Tamilnadu has issued the clarification regarding fixation of pay in the same grade pay.

Cabinet likely to approve 78 days' bonus for rail employees on 18th Oct.

Despite financial crunch, railways is likley to announce 78-day wages as bonus for its employees for the year 2011-12. "The proposal for declaring 78-day productivity linked bonus (PLB) for railway employees is being finalised and it would be taken up by the Cabinet on October 18 for a final decision," said a senior Railway Ministry official.

Assam Govt enhances DA to 72 per cent

The Assam government has raised the Dearness Allowance and Dearness Relief for its employees and pensioners from 65 to 72 per cent effective July one this year.
Following the increase, the DA will be at par with Central Government employees, official sources said today.
The arrear will be paid in cash, the sources said adding an additional expenditure of Rs 400 crore will be incurred by the Government during the current financial year.

The decision was taken at a cabinet meeting, chaired by Chief Minister Arjun Munda, Principal Cabinet Secretary N N Pandey said here at Ranchi on 15th October.

Tata Steel to pay minimum bonus of Rs 18,000 to each eligible worker

The minimum bonus for an eligibleTata SteelBSE 0.05 % employee will work out to around Rs 18,000, according to a press release by the company.
While the maximum bonus payable for such employees will be Rs 1,41,343, the minimum will be Rs 17,978, it said.
The steel major today announced about Rs 182.47 crore as annual bonus for the year 2011-12 against Rs 171.70 crore paid in the previous year.

Haryana released 7% D.A. hike order

Haryana announced a 7 per cent increase in Dearness Allowance (DA) to state government employees. The DA has been enhanced by seven per cent on the pattern of central government employees, Haryana Finance Minister Harmohinder Singh Chattha said. The DA has been raised from existing 65 per cent to 72 per cent, which would be given with effect from July 1, 2012. He said as a result of it, the state exchequer would bear an additional burden Rs 38.80 crore per month and have an annual impact of about Rs 465.60 crore.

Bihar employees, pensioners to get 7% hike in D.A.

In a pre-festival bonanza, the Bihar government today announced seven per cent hike in the Dearness Allowance for its employees and pensioners with retrospective effect from July 1 this year, an official said.
With this, the DA of state government employees and pensioners would go up to 72 per cent of the basic salaries as against 65 per cent earlier, Principal Secretary (Planning and Development) Vijay Prakash told reporters.
The decision was taken at a cabinet meeting presided by Chief Minister Nitish Kumar, he said.
The DA hike would put a burden of Rs 575 crore on the state exchequer, Prakash said.

W.B. gifts extra holiday on 26th to employees

The Punjab government today issued a notification amending Rule 3.26 (a) of Punjab Civil Services (First Amendment) Rules, Volume-I, Part-I, 2012, giving an option to its employees retiring on or after 31 October, 2012 for one year extension in the service with some conditions.

Bank Unions to submit charter of demand for 10th BPS by middle of October

 A meeting of UFBU, chaired by Com. S.S.Shishodia, President, AIBOA, and preceded by a meeting of 5 Workmen’s Unions, has been held on 28th September 2012 at Chennai.
Common approach was arrived at in the matter of wage revision. It was decided that Workmen’s Unions and Officers’ Unions would separately finalise the respective charters and the same would be submitted to IBA thereafter, tentatively by the middle of this month.

Tamilnadu announces 7% Dearness Allowance, Download Order

Tamil Nadu government today proposed a seven per cent hike in dearness allowance (DA) for its employees, in line with a recent central government proposal. 

Chief Minister J Jayalalithaa said with the Centre announcing seven per cent increase in DA, her government has decided to provide a similar hike in the basic pay of its employees and teachers.

The additional expenditure would be Rs 1,443.50 crore annually on the exchequer, she said in a statement here. 

She extended the benefit to pensioners from the aforesaid categories also and said the hike will be paid in cash with retrospective effect from July 1, 2012. 

The move will benefit 18 lakh persons and encourage the government staff to more effectively involve themselves in public service, she said.

Cabinet nod for reform. Clears FDI in Pension, hikes cap in Insurance

In a major and bold step towards reform, the Union Cabinet approves FDI in pension and hikes FDI cap in insurance to 49%. Of course these have to be passed in the parliament, which may not be a safe passage.

The Union Cabinet today approved the introduction of certain official amendments to the Pension Fund Regulatory and Development Authority Bill, 2011. These official amendments have been necessitated in view of the recommendations of the Standing Committee on Finance which has examined the Bill. Based on the recommendations of the Standing Committee on Finance, the Government has decided to accept the following:

1. that the subscriber seeking minimum assured returns shall be allowed to opt for investing his funds in such schemes providing minimum assured returns as may be notified by the Authority;

The Insurance Laws (Amendment) Bill, 2008 - pending in Rajya Sabha
The Union Cabinet today approved necessary official amendments in the Insurance Laws (Amendment), Bill 2008, pending in the Rajya Sabha, with such drafting and consequential changes, if any, in consultation with the Legislative Department.

These amendments are aimed at removing archaic and redundant provisions in the legislations and incorporating certain provisions to provide Insurance Regulatory Development Authority (IRDA) with flexibility to discharge its functions effectively and efficiently. The overall objective is to further deepen the reform process which is already underway in the insurance sector.

The official amendments will be moved in the Insurance Laws (Amendment) Bill, 2008 pending in the Rajya Sabha.

Based on the recommendations of the Standing Committee on Finance, the Cabinet has approved amendments containing the following :

1. The foreign equity cap is proposed to be kept at 49 per cent as provided in the Insurance Laws (Amendment) Bill, 2008 as against the 26 percent. This is done in order to meet the growing capital requirement of insurance companies.

 Unfazed by the uproar over decision on FDI in retail, the government is determined to give a push to reforms, with the Union Cabinet set to consider tomorrow big-ticket measures like opening pension sector to foreign investment and raising FDI cap in insurance sector to 49 per.
