Update on Cadre Review of CBEC

The following is the communication issued by Shri.Ravi Mallik, All India Secretary General Of Superintendent's  Association to the members of the Association on the 
latest developments in CBEC Cadre Review.

Good afternoon
Cadre restructuring proposal has been cleared by FM. Now note will go to cadre review committee comprising Cabinet Secretary, Secretary Revenue, DOPT& Expenditure and also Chairman of CBEC in our case. Secretary Revenue & Expenditure as well as our Chairman have already cleared it. Only the formal clearance of Secretary Cabinet & DOPT is required as the part of cadre review committee.
Now, it is clear that they would do nothing more for us in the matter and only 24% of our officers would be able to retire as AC as per the existing formula. It is, however, also true that we are going to get the promotional posts never expected. But side by side it is also true that all the eligibleofficers belonging to other cadres would be promoted and their promotional vacancies would remain unfilled. The Examiner of 2005 & Appraiser of 2008 will become AC. Moreover, direct recruit Examiner of 2005, 2006, 2007 & so on will certainly retire as Commissioner or above.
So, it is not the end. Be ever ready for the struggle.

Andhra Pradesh : DA hike for government staff, Order Issued.

The State government has enhanced the dearness allowance (DA) to its employees by 5.136 per cent on their basic pay with effect from January 1, 2011.

A decision to increase the DA for the staff was taken by the State Cabinet at its meeting here on Tuesday. The hike will place an additional financial burden of Rs. 1,194.92 crore annually on the exchequer, benefiting each employee to the extent of Rs. 700 to Rs. 1,000 on an average. The hike is applicable to pensioners too.
At a media briefing later, Information Minister D. K. Aruna said the arrears of the increased salaries would be remitted into the Provident Fund accounts of the employees for the four-month period up to April 30, 2011 while cash payment would be made effective from May salary payable in June fist week. The Minister said grama sevaks, part-time assistants and other such cadres would be paid an additional amount of Rs. 50 a month in lieu of DA enhancement.
She said with this, the overall DA hike implemented had touched 29.96 per cent.

Likely Dearness Allowance for July 2011 for Central Employees.

Though it is very early to predict the D.A. for July 2011 at this point of time, we are being flooded by queries in this relation. It may be realized that D.A. is complete based on arithmetical calculation on All India CPI (IW) (Base 2001=100), the data for the entire six months is required to calculate the installment of D.A. payable. The labour bureau has released the figure for Jan, Feb and March as 188, 185 and 185 respectively. We are yet to know the figures of April, May and June. If we assume that there is no further increase or decrease in the numbers {maintains the cureent level for the next 3 months}, the D. A will be 7% from July 2011.
It is again reminded that it is only an assumption, the correct figure will be uploaded as soon as data available.
Update on 31.05.11 : Min of Labour & Employment .GOI,has released the figures just now. Accordingly  the All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of April, 2011 increased by 1 point and stood at 186, D.A. will be 7% only if the remaining two months show the same trend, i.e. 185 or 186.

Pakistan considers hike in salary for it's employees

In the upcoming budget, the government is considering two main proposals to jack up take-home salaries of public sector employees: merging ad hoc allowances (except the last 50 percent) into basic pay scales and granting 10 to 15 percent relief allowance, as per our source.

New Pension Scheme : Returns in 2010-11.

In a year when Employees’ Provident Fund gave a 9.5 per cent return and an over 8 per cent inflation rate ate into much of people’s income, the New Pension Scheme gave a mixed bag of results. Rising interest rates and volatile stock markets have impacted its returns in 2010-11 but, since inception, the NPS has managed to do better.

Journists' wage hike soon, Law Ministry gives its opinion

Law Ministry gives its opinion on wage board recommendations 
The last hurdle for the notification of the recommendations of the Wage Boards for working journalists and non-journalists and other newspaper employees has been cleared with the Union Law Ministry giving its opinion on them.
Sources in the Union Labour and Employment Ministry told The Hindu that the Labour Secretary and the Cabinet Secretary had been asked to prepare a note in this connection for the Cabinet's approval. The Law Ministry has not made any adverse comments about the wage component, but has made a few observations about some recommendations which, according to it, were not part of the terms and references of the wage board, according to the sources.
Labour Ministry has received replies from several departments on the recommendations of Justice Majithia Wage Board for journalists and non-journalists and they will be sent to the Union Cabinet within a week.
“I circulated to all the ministries the report from Justice Majithia. I got comments from Information and Broadcasting and Commerce Ministries. Only thing I had to get was from Law. I got it yesterday. Within a week I am sending it to the cabinet on which a note will be prepared,” Union Labour Minister Mallikarjuna Kharge told reportersat Hyderabad on 20th May on the sidelines of a function.
Justice Majithia submitted his report on Wage Board for journalists and non-journalists in December last and the matter has been pending for cabinet approval since then.
Journalists unions including the Confederation of Newspapers and News Agencies Employees Organisations have held protests across the country for early notification of the Wage Board recommendations.
They had also sought intervention of UPA Chairperson Sonia Gandhi for notifying the Wage Board recommendations.

Bonanza awaits retired teachers

The college and university teachers of Bihar, who retired prior to or after January, 2006, would get their pension (or family pension) at a revised rate with effect from March, 2011.
The benefit of merger of 50 percent dearness relief would also be given while revising the existing pension in the light of the sixth pay commission.

West Bengal promises First day salary to teachers.

Mamata to implement pay pledge by July if not in June itself.
The Mamata Banerjee government has promised to disburse on the first of every month the salaries of teachers who now have no fixed date to get their pay.
The move will benefit nearly three lakh teachers in over 59,000 primary and around 16,000 secondary state-aided schools across Bengal.
“Teachers working in state-aided schools in Bengal will now get their salaries on the first day of every month,” the chief minister said at Writers’ Buildings.

- Merger of Public Sector Banks,
-Removal of ceiling on voting rights of FDI in Private Banks, 
-Arbitrary instructions of Government freezing improvements in staff benefits etc.
Also demanding:
- Adequate Recruitment, -Release of Compassionate Appointment Scheme as agreed between IBA & UFBU
-improvements in Pension Scheme on the lines of 6th Pay Commission Report  etc.

Pay Review Committee assured for West Bengal employees.

Mamata Banerjee yesterday met representatives of all the 11 government employees’ unions, including the Left-backed co-ordination committee, and asked them to work impartially and irrespective of party colours. “We are like a family. Give me some time to organise things here. Be patient,” she told the employees. 
She also assured the employees to form a "Pay Review Committee" to address the anomaly of pay in result of the implementation of the revised pay structure. It was a long outstanding demand of the employees and they may hope to get some relief by this way.
The union leaders requested an “interface” with the government so that government employees could express their views.
Mamata said she had decided to meet representatives of the unions every three months. The union members couldn’t recall the last time they had a similar meeting with a chief minister.

Central Government rejects proposal of hike in retirement age.

A government committee has rejected a proposal to increase the retirement age of government servants from 60 to 62. The decision is likely to impact over one lakh central government employees and 50,000 defence personnel on the verge of retirement. The proposal — which could have meant saving Rs4,000 crore in this fiscal — was rejected as the government wants a younger bureaucracy.
(Though the number mentioned above is too small comparing to the total strength of the Govt. employees, it may be assumed that the hike was proposed only for a certain section of employees, possibly the Direct Recruited Class I officers.)

Central staff seek seventh Pay Commission

Stating that central government employees were not happy with the recommendations of the 6th pay commission, SK Vyas, president of the Confederation of Central Government Employees and Workers (CCGEW), demanded constitution of 7th pay commission to resolve problems of employees. He was speaking at a state-level convention of CCGEW at Hyderabad on Sunday.
KKN Kutti, secretary general of CCGEW was also present.

Govt mulling PF interest rate hike

Union Minister for Labour and Employment M Mallikarjun Kharge today said the government was looking at further hiking the interest rate on Provident Fund from the present 9.5 per cent.
"We are contemplating further increasing the interest rate on Provident Fund from the present 9.5 per cent. The interest rate on EPF (Employees Provident Fund) was increased to 9.5 per cent recently.
"This time also we want to give more to the employees. We are working towards it", he said while inaugurating the Southern Zonal Office of Director General of Mines Safety here.

All Punjab Police personnel designated as officers, to get unique IDs

 The Punjab Police became the first force in the country that has issued Unique Identification Number (UID) to all members of its force right from constable to DGP rank besides all ministerial staff working with the Punjab Police. In another decision every member of the force has been designated as an officer.

Rajasthan Govt employees to declare assets for promotion/increment. Doctors to get hike.

Rajasthan government officers who do not declare their wealth will not get a raise in their salaries, the state cabinet ruled on Wednesday. The cabinet also decided issues related to private partnership in the power sector, doctors' salaries and amendment in the Rajasthan Public Service Commission (Limitation of Functions) Regulations, 1951.

Central Retirement age stays 60, unconfirmed news from DOPT.

Many people across the country were disappointed on Monday when the Department of Personnel and Training (DoPT) decided to keep it at 60 instead of 62.

Only six LPG cylinders per year ?


The government plans to restrict subsidised domestic LPG cylinders to six per household every year.
For additional cylinders, consumers will have to pay the market price. Data show 65-70 per cent of households use 5-6 cylinders (14.2 kg) a year, while the remaining use more.
In Calcutta, PSU oil marketing firms suffer a loss of Rs 329.73 by selling an LPG cylinder at Rs 365.10.

Kerala Pensioners body irked by Pay Commission decision

The decision of the ninth state Pay Commission to disburse the arrears of pension in four instalments a year instead of the conventional practice to pay in lumps has irked the Kerala State Service Pensioners Association.The Association has termed the move as inhuman as it was not at all helpful to the old and the ailing pensioners.

Central Govt. is likely to extend retirement by two years.

The government is planning to extend the retirement age of all central government employees by two years — from the current 60 to 62 years. Sources said that an in-principle decision has been taken in this regard and the department of personnel and training (DoPT) has begun the work to implement the same. A formal announcement to this effect is expected this year itself.

IBA confirmed Bank D.A. for May, June and July 2011

Ministry of Labour and Employment has released the CPI (IW) figure for the month of March 2011.
Accordingly IBA increased  DA for the months of May ,June and July  to the extend of 19 slabs .DA will be increased to 52.80% from existing DA of  49.95% .
It was correctly predicted in this blog on 29th April as and when the CPI figures made available.

Osama bin Laden is dead , Confirmed by U.S. President.

Osama bin Laden is dead and his body has been recovered by U.S. authorities, U.S. President Barack Obama said Sunday night.
Mr. Obama made the dramatic announcement shortly in a hastily called, late-night appearance at the White House.
He said a small U.S. operation killed Mr. bin Laden after a firefight.
Multiple news organizations reported sources in the White House had confirmed bin Laden's death almost a decade after the 9/11 attacks on the World Trade Centre and the Pentagon.

J ank K Pension Arrear to be paid in installments depending upon age

A revised order by the state’s Finance Department regarding release of 6th Pay Commission arrears to the pensioners is likely to stir a controversy with the employees accusing state government of backtracking from its commitment made last year. The fresh order makes no mention regarding payment of arrears to the pensioners who fall in the age group of 59 to 70 years.
