Today (03-04-2010) morning, as informed earlier, we had another round of talks between our five workmen unions and IBA. In today’s meeting, after detailed discussions, final understandings have been reached on the various service conditions and the chart on distribution of the total increase of Rs. 2577 crores to various heads has been finalised. It has now been decided that the next meeting will take place on 7th April, 2010 when the draft settlement will be taken up for finalisation. It has been further decided that after finalising the draft settlement, the signing of the same should be completed by middle of April, 2010.
Comrades, it is a major step today that we are nearing the final settlement. We urge upon our members to remain patient at this crucial hour as we are aware that many misinformed and misguided individuals are trying to create confusions and disaffection. Remain united, remain alert to keep such attempts at a distance.

Final understandings!
1.    Scales of Pay:
Clerical Staff: 6200 – 400 x 3 – 7400 – 500 x3 – 8900 – 600 x 4 – 11300 – 700 x 7 – 16200 – 1300 x 1 – 17500 – 800 x 1 – 18300.
Substaff: 5500 – 200 x 4 – 6300 – 250 x 5 – 7550 – 300 x 4 – 8750 – 350 x 3 – 9800 – 400 x 3 – 11000.
2.    Stagnation Increment:
Clerical: 7 stagnation increments (800 x 6 once in 3 years & 800 (7th) after 2 years) 
Substaff: 7 stagnation increments (400 x 7 once in 2 years) 
Extended Pay Scales: (With Stagnation increment)
Clerical: 6200 – 18000 – 23900.
Substaff: 5500 – 11000 – 13800.
3.    DA: 0.15% per slab over 2836 points.
4.    HRA:
a)    Places over 45 lacs   : 10%
b)    12 to 45 lacs             : 9%
c)    5 to 12 lacs               : 7.5%
d)    Below 5 lacs             : 7%
5.    Transport Allowance: (For Clerks and Substaff)
Upto 15th Stage: Rs. 225 per month
16th Stage and above:  Rs. 275 per month
6. Special Pay:
For November, 2007 to April, 2010: Existing Special Pay will be revised and arrears paid.
From May, 2010:









  • Present No Special Pay holders         : Rs. 1000/-









  • Present Special Pay holders             : Rs. 1500/-









  • Head Cashier II                             : Rs. 1780/-









  • Special Assistant                            : Rs. 2180/-
(Note: Out of this, Rs. 1000/- will be added to Basic Pay and balance will continue as Special Pay.)
7. Fixed Personal Pay & PQP
    Will be revised based on new basic pay.
8. Hill and Fuel Allowance:
a)    Places – 3000 meters and above      : 8% maximum Rs. 1295/-
b)    1500 – 3000 meters                       : 4% maximum Rs. 510/-
c)    Over 1000 meters + Mercara           : 3% maximum 410
9. Medical Aid: Rs. 2000/- per year
10. Hospitalisation Scheme:  Being improved with revised schedule, etc.
11. Part Time Employees: (Lump sum)
(November, 2007 to April, 2010)
         Upto 3 hours per week         : Rs. 1030/-
         3 to 6 hours per week          : Rs. 1440/-
From May, 2010                            : All will be brought to 1/3rd Scale wages. 
12. Halting Allowance: Being increased
13. Washing Allowance: Rs. 100/- per month
14. Cycle Allowance: Rs. 75/- per month
15. Split Duty Allowance: Rs. 125/- per month
16. Project Area Compensatory Allowance:
      Group A Centres /Group B Centres  
Clerks : Rs. 205/- per month/Rs. 180/- per month
Substaff  : Rs. 180/- per month/Rs. 150/- per month
17. Special Area Allowance:  Being revised.
18. Reimbursement in Road Travel:
Actual road mileage cost or Rs. 3 per Km whichever is less.
19. Pension:
Another option will be given to all existing employees and those who have retired / died after pension regulation 1995 / 1996.
20. Gratuity:
Will be payable on revised Basic Pay from 1.11.2007 
21. Provident Fund: 10% of pay from 1.11.2007
22. Definition of dependence under family:  Upto monthly income of Rs. 3500/-
23. Compensation for losses due to breakage or damage to goods on transfer:
With Receipt/ Without Receipt
Clerks: Rs. 1120/-   / Rs. 745/-
Substaff: Rs. 745/- /  Rs. 560/-
24. Special Leave for Women:
Within the maternity leave entitlement, women employees can avail 45 days special leave for undergoing hysterectomy operation
25. Effective Date: 1st November, 2007"

5. Comrades, in the given circumstances; when we secured pension for CPF optees, this is one of the best settlements on salary revision for officers. We are successful in ensuring fair increase in basic pay for all scales/grades and two additional stagnation increments to Scale I to Scale III, which is the unique achievement in the 9th bipartite. The concept of stagnation increment for officers was first time introduced during 1987 and there was no improvement thereafter except adding one more stagnation increment to MMGS III during the period.

6. Members are requested not to be guided by any type of rumors and adverse comments. We compliment our members for their tolerance, faith and maturity displayed in standing like a rock behind the Confederation.
7. In the meanwhile, the leadership of the Confederation will be meticulously planning to herald the commencement of the Silver Jubilee Celebrations to coincide with the inking of the 9th Bipartite Agreement. The details will be circularised in due course.

In respect of settlement of Workmen Instead of Transport Allowance UFBEU should have demanded MONTHLY quantum
of petrol like @5 to 6 litre petrol because the price of transport will go increasing day by day

So at last decided pay scales from 14500 to 52000/-As it was 15000 to 54000/-why less.FPA is not mentioned.Still final settlement ism not done.Again meeting on 9th and 10th to conclude and again for pension meeting on 12th so still we have to wait for pension.Now at least on 9th and 10th finalise all the things again dont fix for the date of next meeting because already we are late.Though you have called roomers for the pay scale from 14500 to 52ooo now that is final so that news was correct and even for pension ufbu has withdrawn all pension demands this news should whether it is correct or false pl explain because in to-days meeting nothing is mentioned about pension option.But we are happy to read AIBEAS version that pension option will be given to existing and retirees so atleast we are happy that we will get pension what amt not know.Hence request to leaders to finalise on 15th itself dont go further.

basic pay n other important components of salary of clerks/officers have been already informed by anjali on all banking solution.but at that time these leaders were shouting that nothing has happend these r rumours and some people are misgiding to the bankers.now i ask to those leaders,where r u? and where is the diffrence in already provided draft settlement/b.p./da/hra.these leaders have made fool to all members.when iba was ready to give bp structure starting with 15000-54000 to officers then why they demanded it as 14500-52000? who will give clarification.

As reported to you vide our Circular No.08 of 2010 dated 31st March 2010, a meeting between IBA and INBOC along with other three Officers’ Organizations took place in Mumbai today. After discussions, understandings have been reached on Distribution Chart of pay-scales and other components paving the way for final settlement by 15th April, 2010. Details are as under:



Scales of Pay:



Scale I : 14500 – 600 X 7 – 18700 – 700 X 2 – 20100

– 800 X 12 – 29700 – 900 X 2 – 31500



Scale II: 19400 – 700 X 1 – 20100 – 800 X 12 – 29700

-900 X 3 - 32400 – 900 X 2 – 34200



Scale III: 25700 – 800 X 5 – 29700 – 900 X 4 - 33300

-900 X 2 - 35100



Scale IV : 30600 – 900 X 4 – 34200 – 1000 X 2 – 36200



Scale V : 36200 – 1000 X 2 – 38200 – 1100 X 2 – 40400



Scale VI : 42000 – 1200 X 4 – 46800



Scale VII : 46800 – 1300 X 4 – 52000



Stagnation Increments: Two additional Stagnation Increments each

has been provided in Scales I, II & III



Dearness Allowance : 0.15% per slab over 2836 points



House Rent Allowance: Major ‘A’ Class Cities - 8.5%

Pension:



Another option for Pension will be given to all existing employees and those who have retired/died after Pension Regulation of 1995/1996.



Further time schedule:



IBA has fixed the next meeting with four Officers’ Organizations on 9th and 10th April, 2010 when residual issues and draft Settlement will be discussed and finalized. Simultaneously, draft of the Pension Scheme will also be finalized paving the way for reaching final settlement by 15th April, 2010.

The trade unions could not have got better as they never tried to respond to desperate calls from younger generation for a decent salary structure. Now, the bankers are at the bottom of salary pyramid among officers and employees working in the Government controlled departments and undertakings.Let us hope that the deal for pension is better than that for salary, at least the outgoing people may celebrate.

i am clerk,but i have never thought to go early home and tried to save myself for work.those days gone.how can you talk with position of officer.my branch has your typed mm1 officer,we really hate them.if possible then take reversal.if u can't take responsibility,why take promotion.i think you only take promotion for higher scales and reputation purpose only,u should be work like officer.i hate your typed persons.

bank should be make compulsion for cc camera at branch and cut salary as per 25days average work seen in the recording of cc camera.i challenge like shilpi typed officers and clerks will get less than 50% salary.
if you want to earn money without do work then i can suggest you hundreds of work and way.

LEADERS SHOULD BE EXTRA CAUTIOUS WHILE DRAFTING PENSION REGULATION. THERE ARE SOME PEOPLE IN LEGAL AND PERSONNEL DEPTS ALWAYS PROVIDING MISINTERPRETATION. THE PENSION IS AGREED FOR REETIRED AND DIED AFTER 19995/1996. THERE ARE CERTAIN BANKS WHERE THERE IS PROVISION FOR TAKING VRS UNDER SERVICE REGULATIONS. THE RETIREMENT SHOLUD NOT BE MISINTERPRETED AS SUPERANNUATION ONLY. ANY BODY WHO HAS AVAILED VRS UNDER SERVICE REGULATION OR UNDER SPECIAL SCHEME (GOLDEN HANDSHAKE)SHOULD ALSO BE COVERED.

THE EMPLOYEES WHO HAVE RESIGNED ARE CHEATED AND KEPT OUT OF PENSION OPTION. THE LEADERS SHOULD ENSURE THAT WORDING OF THE PENSION REGULATION IS SO DRAFTED THAT NO OTHER EMPLOYEE IS DEPRIVED OF THE HARD EARNED RIGHT OF PENSION BY DRAFTING MISTAKE. CLARITY SHOULD BE ENSURED AND THERE SHOULD BE NO SCOPE FOR MISINTEPRETATION BY INDIVIDUAL BANKS.

IT IS BETTER IF DRAFT PENSION/WAGE AGREEMENT COPY IS PASTED IN THE UNION WEBSITES IN ADVANCE SO THAT MEMBERS CAN GIVE FEEDBACK.

VASUJI, WHAT I MEAN TO SAY IS THAT THERE MAY BE ORAL UNDERSTANDING WITH IBA TO COVER THE VRS EMPLOYEES ALSO. BUT IT SHOULD BE INCORPORATED IN THE AGREEMENT ITSELF CLEARLY. HAVING WORKED IN LAW DEPT, I KNOW HOW THE INTERPRETATION WILL BE GIVEN BY THE PERSONNEL/LEGAL DEPTS. IF THE LANGUAGE IS NOT CLEAR, THE WORD "RETIRED" CAN BE INTERPRETED AS RETIREMENT UNDER NORMAL CIRCUSTANCES i.e.SUPERANNUATION ONLY. AFTER THE AGREEMENT IS SIGNED AND IF BANKS INTERPRET LIKE THAT WHO HAS TO FIGHT WITH BANKS? WHY MEMBERS TO SUFFER? These union leaders took almost 30 months for this pittance.There is nothing much in variance to what was being posted on the blog months earlier itself and to which these leaders were suggesting not to believe. Union leaders have cheated us or should i say backstabbed the hard working bankmen. Definitely one day they will have to pay the price.

Young officer are geting gross rise of 9% to 10% only . I and many of my friends are resigning from UNION on monday. Today young officer are more and are increasing day by day. I urge young officers to come forward and resign from your respective UNION and show LEADERS their worth

CAUTION NEEDED TO DRAFT PENSION REGULATION


As per the understanding reached the persons who opted for pf and who subsequently died or retired are eligible for one more pension option. The word retirement is coming in VRS REGULATION. IE VOLUNTARY RETIREMENT SCHEME. So no legal hurdles. In some banks there is provision for normal retirement even before super annuation and not covered under our popular VRS regulation. There may not be much disputes there also. But in many of the banks even though a pf optee opted for retirement due to family circumstances or ill health how they drafted the letter we don’t know. In some banks the management insisted to put the word resign rather than retire. Ie there is no provision for retirement prematurely for pf optees because of operation of the vrs scheme only to pension optees . This is totally against the principle of natural justice and the constitutional right of equality before law is shattered. A committee of English experts should hear the case whether resignation under ill health amounts to retirement or not. This specific matter if we refer to a division bench the judgement will be in favour of the employees only,. It is this area which is going to play havoc. If union leaders /iba/government is not willing to award pension to the pf optees who resigned for better job it may be pardonable. BUT IF A PERSON HAS PUT THE WORD RESIGN FOR THE PURPOSE OF GETTING OUT OF THE BANK BECAUSE OF ILL HEALTH OR COMPELLING FAMILY CIRCUMSTANCES OR BECAUSE OF THE BETTERMENT OF THEIR FINANCIAL STATUS IE FOR ANY OTHER REASON EXCEPT FOR TAKING BETTER EMPLOYMENT ,THOSE PERSONS SHOULD BE DEFINITELY COVERED UNDER THE PENSION OPTION SCHEME.
The draft in this area should be unambiguous and it should be EMPLOYEE FRIENDLY .there are many type of IBA like personalities even within the banks personnel and legal department who outsmarts their bosses and they will interpret rather misinterpret in favour of the management,. Otherwise our famous ALLAHABAD HIGH COURTS AND THE TOTAL UNBIASED SUPREME COURT IN WHICH THE ENTIRE COUNTRY FELLOW CITIZEN ARE HAVING FULL FAITH WILL DEFINITELY COME TO THE EMPLOYEES RESCUE AND IBA / MINISTRY SHOULD BE PREPARED TO TAKE WIDE CRITICISMS. IBA has already having bad experience in the VRS 5 years addition case in which IT ACTED AS A SUKRACHARIAR LIKE INSECT WHICH PREVENTED THE WATER FLOWING THROUGH HIS KAMANDALAM OF MAHABALI CHAKRAVARTHI WHEN HE DONATE THE KINGDOM TO LORDVAMANA (ONE OF THE DASA AVATHARAM).

This kind of settlement appears to be a deliberate ploy to destabilise
PSBs. Soon, PSBs will become "Bankers manufacturing companies" and start exporting them to Private & MNC Banks, while getting nothing in return.

The time has come for the younger generation to come forward and resign from their respective unions and start preparing for the next settlement, which is not so far away.

As a senior colleague, I appeal to all the youngsters on this forum to show your mettle and bring back the past glory.

No doubt, v need the able guidance of our senior colleagues like Mr.Balan.

this is what i m going to get as arrear of 30 months. instead of 17.5% increase is in range of just 9-11%. Total Old gross pay for 30 months is 657318.80 where is new Gross pay for 30 months is 747249.4. Gross Arrear for 89930.00 where as net arrear after deductions of additional PF is 72688.60 (increased 11.06% only).
March 2010 old gross pay is 28486.66 where is new gross pay for March 2010 is 32402.75, gross increase of Rs. 3916 and net increased of Rs. 3242.09 (11.38% only).

My question is where we were crying when settlement was done for 17.5% but now it is much below of 17.5%. Today I really feel like crying.

Question is that what is restricting leaders to go for agitation and sticking to our demands ? They have surrendered against IBA on each and every point.

It seems we Banker have no guts. Still people are not showing their willgness to resign fron UNION, i do not why? After this wage revision still they want to give UNION subscription and Levy. We should take example of army person in whose case our Supreme Court has asked Govt. not to treat army persons as beggear. I request any banker who have good knowledge about the this and early wage revision should approach good lawyer for taking stay in this crap wage revision and seek court directive for fair wage revision. I do'nt understand why the CCA has been remooved from the new salary structure of clerks? Whereas, the same has been continued with the structure of Officers. It could not be done as there should not be basic discrimination of stucture on the ground of CADRE in the same Institution and same work.

There might be a plea to show that the HRA % of Clerical Cadre is higher that that of Officer's. But it clearly shows that we have been made fools to convert/mearge the CCA to HRA by 1% in place of 4%.
It is the case of direct duping the Clerks. We must not spare our leaders for this type of settlement that has put us in loss rather than to enhance somthing.

Be awaken to fight for JUSTICE.
Post your PROTEST TO the So Called Leaders.

And see how a bank employee cheated on DA calculation. As revised DA will be calculated on 0.15% in place of current 0.18% over the 2836 CPI points.

(Currently DA Slabs are 382 on CPI no. 3819 for feb-aprl 2010 Quater)
(This has to be revised after merger of 137 DA Slabs on 2836 CPI nos. for nov-jan 2007-08 Quater)

And further in the future while prices will go high & against of that a bank employee will get reduced effective DA in his salary. Now do not expect DA rise as 10% or so in future.
Currently Central Govt. Employee have 35% DA with almost 20-50% higher basic comparative to revised bank employees pay.And a bank employee will get 36.75% DA from May 2010.
But by this reducing percentage Bank employees DA will be far behind from Cent. Govt. Employees. after couple of quarters.

Cheated on every front by so called "9th Biprt. statement."

Arguing against facts is beyond my capacity. Your point that resigned employees could have opted for pension in case the pension issue was settled immediately after removal of this restrictive clause needs consideration by unions.
As far as my knowledge goes, even resigned government employees are also not eligible to get pension.
But our issue can be solved. I saw in one union website that they are collecting the data of resigned employees for including their cases also for another option. But it may take some time mainly because there are several employees who have joined other institutions and drawing 3 to 4 times more than the salary of bank employees. Allowing them another option is not justifiable. It would be better to represent the cases of others who are not gainfully employed. Since this is not covered in the MOU dated 27/11/2009, representations from all resigned employees may yield results. But this can not be claimed as a matter of right against Pension regulation Act1995.
Date of pension from 01.04.2008 is justified since all the actuarial valuations were as on 31.03.2008. Let us hope for the best.
I agree that all is not well with our unions. To get our legally entitled pension option we had to wait for years. This issue of resigned employees may take few more months mainly due to collection of data.

If you go through all the previous settlements you will understand that the percentage of wage increase is not relevant to the present salary drawn by employees. This 17.50 % refers to the establishment costs as on 31.03.2007. This increase is not stage by stage increase uniformly to all employees. Any increase will be only on gross salary and not on net salary. Further, industry level ratio (Normally 1:6 from lowest Scale to highest Scale) is being maintained. Hence if the lowest scale employee gets Rs 10.00 increase, the increase for the highest scale executive will be Rs 60.00. As such everybody will not get 17.50 % increase of salary uniformly. If the total amount of salary of employees retired after 31.03.2007 is more than the amount of salary payable to new recruits, employees will gain. Otherwise it will be reverse.

URGENT INTERVENTION REQUIRED FROM ASSOCIATION

I mention below a standard line of Circular being issued by Banks at the time of strike call by officers association:

"Officers in Senior Management Grade Scale IV and above are not expected to

be members of the associations of which officers in Scale I, II and III are also

members. "

Untill 9th BPS I was under impression that officers of scale -IV and V are part of association and despite above mentioned line of caution, we took part in all the strikes/ agitations as per the directive of officers assoctaion. However, now it is proved wrong and all officers of Scale V are supposed to resign from your esteemed association because in proposed 9th BPS, stage to stage fitment will be given to each and every officer except officers of Scale V as an officer in scale V with Basic Pay of 26620 will get revised basic pay of 40400 while a Scale VI with same Basic Pay of . 26620 will get revised basic pay of 42000/- . This is the only exception of stage to stage fitment.

Therefore, now it is proved that that no one is concerned to take care of this anomaly despite the fact that the 98% officers in Scale-V are drawing basic of 26620 because of short length of the scale. ( total 4 increment, two fro CAIIB, 1 for promotion and 1 for last drawn PQA).

The AIBOC has proposed scales IV and V as under which has created this unique problem.

What was the problem with the undernoted scales which can remove the problem created by you. Was the cost too high to abosorb ?

We exepect AISBOF to raise the issue and rectify this anomaly before celebreting the signature ceremony on 09th/ 10 th April 2010.

I am a member of officers association since 1991 and as a member, I have right to know the reasons behind accepting this by association. Otherwise, you simply inform us that there is no place for Scale-IV and V in Officers Association.

If you are not in a position to take care of us, please issue a circular stating that the Scale-IV and V can continue to be member of assocition without expecting any benefit from association.

Pl clarify me I retired on 30th April 2009 in scale III.My basic was Rs.23520/-with second stagnation increment Rs.620/-from 01-12-2007 because of my promotion on that date I got first stagnation increment Rs.620/-in July 2002 in scale II and thereafter I could not get second stag increment because I couldnot get scale III promotion till 01-12-2007.Pl let me know whether I will get one more stagnation increment on 01-11-2007 as if I was in scale II as per AIBOC circular and from -1-12-2007 one increment for scale III promotion and what will be my fitment as on 01-11-2007.Pl guide me.thanks

I am not against the workclass nor I see them as inferior beings, but your arguments are really cheap, talking just like our union leaders. You argue officer dont work so dont deserve better salary.For You those who are outsider and workmen please join as officer get posted in distance area away from your family, get transferred in every 3 years, listen your RMs critises, stay upto 9 /10PM,take entire responibility,get sandwitched between public and boss ...etc.My workclass friends, you also deserve much better salary and you all know the banking scenario. Please dont fight among us.

Every clerk knows very well before taking a promotion.
What is their new pay scale ?
For How many petrol(liters) bill entitled?
How much Entertainment Allowance they will get ?
They will eligible for furniture or not ?
Reputation will increase in society.
And Others like books,Air journey,more housing loan-car loan,festival,medical etc they will get more than clerks.

They also knows...
What is transfer policy for officer of bank ?
What is timing of officer in bank ?
Officer is a part of the management ?

Then What is the meaning of crying after promotion ?
Nobody forced you for promotion.
In my bank I know that If I will get promotion than as per my bank policy I will transferred every 3 years and one time out of state it may be 1500 km or 3000 km.

Please don't make excuses.

You should be work with enjoyment not with sad of transfer or work.

If you can't bear with these conditions then Why took promotion?

Now days officers means not only passing debit-credit vouchers and more salary than clerks.

I can't advise for VRS even after pension option,because We are getting salary against our works only.And What AXA gave example in their comments I cleared that my branch has also 2 officers like SHILPI.

Dipti I don't find any "Praksh" in your comment I have find only"Andhera(Dark)".

These are the words used in the latest AIBOA circular:

"The initialing was preceded by lot of efforts to improve the starting pay to Rs.15000/-, as offered by IBA on 18.3.2010".


"When IBA insisted and got higher starting basic pay for Scale IV to VII it was expected similarly that starting Basic pay will be increased in the beginning so that all officers upto Scale III will also be benefited with officers who shift to higher scale on promotion also get the benefit of the rise throughout."

"If executives can be allowed higher start beyond scale structure why officers upto Scale III are not given higher starting Basic pay is question that defies logic of all officers upto ScaleIII".

"What IBA achieved for Executives we could have achieved for all officers especially upto Scale III had the allocation been done in a fair and equitable way. Thus IBA again fuelled the industry with inferior pay scales for officers upto Scale III despite our efforts. It is a repeat of what happened in last wage revision to deny Peter to pay Paul in the name of distribution".

Friends, the above matter clearly shows that AIBOC, the so called mighty union has cheated all the officers upto Scale-III. Time has come to break their unwarranted supremacy. Mind u, I am also a member of AIBOC, but they have acted as rather agents of IBA than the representatives of working class. I also blame AIBOA for being a party to the whole episode of the mockery of bankmen.

TO ALL OFFICE-BEARERS/STATE FEDERATIONS &
ALL INDIA BANKWISE ORGANISATIONS :

Dear Comrades,
Reg: PENSION

We are getting number of queries about settlement on pension option, how much will be the share of existing employees towards the gap of Rs. 1800 crores, how much the retired employees who opt for pension should repay, date of effect, etc. Units will appreciate that all details will be finalized and informed to our units after the settlement is signed. However, in order to answer some of these repeated questions, we give below the following present position:

1. PENSION OPTION:

IBA has agreed that another option will be given to join the pension scheme for the following:

a) Those who are existing employees now and are in PF.
b) Those who were in PF and in service on the date of Pension Regulation 1995/96 and now want to opt for pension scheme
c) Those who were in PF and in service on the date of Pension Regulation 1995/96 and retired during this period but died subsequently ( family will be given an option now)
d) Those who were in PF and in service on the date of Pension Regulation 1995/96 and died while in service during this period ( family will be given an option now)
e) Those who were in PF and in service on the date of Pension Regulation 1995/96 and have taken voluntary retirement from service.

2. SHARING THE DEFICIT:

Formula is being worked out both for the contribution by the retired employees opting for pension now as well for the existing employees to contribute for the gap of Rs. 1800 crores.

3. PENSION OPTION – EFFECTIVE DATE:

IBA has stated that pension option will be given to all the retired employees as mentioned in 1. b,c,d,e, above and will be effective from the date of settlement i.e. pension will be payable to the retirees from the date of the pension option settlement. UFBU is pursuing the matter for retrospective date.

4. PENSION FOR THE EXISTING PENSION OPTEES WHO HAVE RETIRED FROM
BANKS AFTER 1-11-2007:

For all those employees who are already under pension scheme and who have retired from the Bank service after 1-11-2007, their pension amount and commutation will be revised based on the 9th BPS Pay. Arrears of wage revision will be paid to them from 1-11-2007 till their date of retirement and arrears on account of increase in commutation and monthly pension will be paid from their date of retirement.

Nobody is happy with settlement but it is also true that Nobody is doing anything for JUSTICE or to send our view or reaction to the TOP LEADERS. I request that somebody who has knowledge of settlement should come forward. We are with you and advise us about steps to be taken. Where is your DA factor on commutation. Commutation is 50% in GOI and not in bank. Ours is 1/3 on basic not on basic+DA. Please be verse on service condition.

can anyone explain the reason for reducing the starting basic pay from 15000 to 14500. The starting basic of 15000 was proposed by IBA itself during thier meeting with unions in mid-march.

I am a clerk joined in Oct-2008.
I am a Post Graduate.
I have cleared JAIIB in May-2009
& CAIIB Nov-2009. Both in 1st attempt.
I am AMFI Certified & IRDA Certified.

All this in only 1.5 years of service.

I want to appear in MBA (Banking & finance) By IIBF but it requires 2 years service in bank.

Is any office there who have track like this.

And in my branch I have a officer who is promoted by sub-staff.

Dear Masterji,

You have written passing this and that exams and that too in first attempt. That is not uncommon today becuase of better knowledge level of people joining banks as well as change in testing pattern from subjective written tests to online testing pattern.

It is fact that most of the clerks joining now are much competent than officers. However you should remember that you have joined at wrong time. These low quality promotee officers have joined in the banks as peon/ clerk at a time which supply side was not so strong as it is today becuase of high level of un-emplyment and drastic decrease in Govt/PSU and other secured jobs.

You should try to learn basic banking from them and then apply for a better job. You can't ask better compensation only becuase of better knowledge level than the existing staff. They have their own qualities which you can't have.

Have you ever thought of serving in a remote village of U P, Bihar and Hills of Himachal with no roads, electricty and water supply. These so called promotees have worked their for years.

You want job saftey of PSU Banks with salary and work environment of private Banks.

Sorry for bitter words !

Why Dhritarastra, because you have no vision.For your information I am a probationary officer joined 3year ago, presently working in scale V branch in south Mumbai.If you have any connection, please ask what is the work load on officers as well as clerks(this doesnt mean other place dont have work pressure, All are hell) After 18 years of service you are still a clerk, I am sure many of your friend have got promotion..But you seems to be a trademark KAMCHOR and LAZY person that you didnt get the promotion. You are a lost asset to your ganisation.Otherwise you dont have the guts to be officer despite of many allowances. One thing more such a loser like You is the single worthy candidate for the Chairman of KAMCHOR Bank mentioned by you.

And see how a bank employee cheated on DA calculation. As revised DA will be calculated on 0.15% in place of current 0.18% over the 2836 CPI points.

Com CH Venkatachalam defines the eligibility for 2nd option of pension under category b) as employees who were in PF and in service as on 1995/96 and now wish to opt for pension. Does it mean that resigned
employees also come under this category? Can somebody pl. clarify this.

IN MY OPINION THE CORRECT VERSION UNDER CATEGORY (b) HAVE TO BE;THOSE EMPLOYEES WHO WERE IN PF AND IN SERVICE AS ON DATE OF PENSION REGULATIONS 1995/1996 AND RETIRED SUBSEQUENTLY AND NOW WISH TO OPT FOR PENSION.


IT SHOULD BE REMEMBERED THAT SUBSEQUENT TO MOU DATED 27.11.2009 DURING DECEMBER 2009 MEETING UFBU AND IBA MUTUALLY AGREED THAT THE RETIREES INCLUDE THOSE WHO RETIRED ON SUPERANNUATION AND OTHER RETIREES UNDER CERTAIN VRS SCHEME.NO MENTION HAD BEEN MADE AT THAT TIME ABOUT THE RESIGNEES.IT IS REPORTED THAT AIBOC IS IN THE PROCESSS OF COLLECTING DETAILS OF RESIGNEES.

4. For your kind information I am not working in any RO/HO/ City Branch.I am posted to a remote branch of rajasthan from last 1.5 year(my total service in bank).

So please stop giving sensless arguments. The time has come......work work & only work...perform & show your accountability to bank.Dont try to en-cash your seniority. they know only two things Politics & Chaploosi And only two aims (kam nahi karna pade or naukri bachi rahe bus).They dont want to upgrade with technology,dont want to compared with efficient staff & thats why they fear to young staff.Till now there was no comparison because they almost all are same (Average age of all PSU bank employees was around 50 years in 2006-7).But in last 3-4 years after joining young staff things are going to be different.Now Management is comparing
the performance of young & senior staff in same cadre/same responsibility. Senior staff is now have to give explanation of not working or to change own mentality to not working. So this is the right time to join the young staff in PSU banks.(sorry but defiantly not a right time & good future for lazy staff)
Many of them are going to take VRS after implementation of 9th settlement.

5. Job safety :- This word is mean for persons who dont want to work. They just want a safe job may be in less salary than private bank.Only lazy people have fear to loose their jobs.

Please GOD sake change ur mantality show performance, do work & stop criticizing the staff who want to change environment by thier hard work. Than see that PSU bank also can pay better than private banks.

What happened to 7th meeting unions and IBA.Now to-day with officers asso.What for this meeting what about pension option and refund of amt when will it finalise.Mr.Venkatachal said sharing of cost ect is finalised then why it is not published.on 12th meeting for pension pl final it and publish it immediately on the same day.Whether the final settlement will be signed on 15th April or so.As already 30 months are over.Retirees are eagerly waiting for it.Pension should be from the date of retirement why from the date of settlement as per IBA.Pl pursue with IBA to get it at least from 01-04-2008.

But you have failed to note that the lower percentage is applicable for the revised basic pay. Do not compare the percentage. Compare the actual DA. Then you will realise that the DA amount is more.

After reading the arguments and counter arguments and arrogance exhibited by Mr Master I am of the opinion he is a sophisticated inefficient man. In case of Govt employees DA has been neutralised since 01.01.1996 ( 5th PC), therefore despite increase of BP from 2200 to 21000 the Da increase remain same every half year like 8% from Jan10 and likely 10% from Jul10. Whereas in case of bankers it has been reduced keeping merger of DA into BP.
In addition to demand for Grade Pay, HRA at par with govt. UFB should also give suplimentary demand for DA at par with Central Govt. instead of present system of 1 slab for 4 point rise @0.15%. Even half yearly increase will be more than double of 4 times DA slab announcement

UFBU should now demand that they will not demand revision after 5 year for next settlement instead it should be demanded now and merged with current settlement giving date of effect from 01.01.2006 with next settlement from 01.01.2016. At least the 20% likeley increase from 01.11.2012 can be enjoyed from now and there will not be any excuse for IBA that banks settlement is after every 5 year. I think this will be more beneficial.

Further UFBU should now demand for 5 days week also

Please let this fight be over.

It is not fair, rather it seems that we are nothing serious to be talked about. There is nothing to be boast about. One may be less of experience to realize the facts that there are many a clerk and Officers with high educational qualification much much better than those Professors or intellectuals. But they gently serving the Bank to there imparted capacity without any ifs and buts. They never have listed their level of qualifications. But this must be taken as normal that varies from man to man.

Let it be END here itself.
Let us talk about the measures that could be taken to improve of living standard and the WAGE.

We could do this by pressurizing the Leaders with justified and constructive ideas. We our selves could be able to get a field be ready with all the factors in mind, before the talks of 10th Bipartite starts.

Be in touch with each other and share the views in a regular basis.

It is steel not known that what happened to the talks on 7th,8th.

FEED BACK ON 9TH BIPARTITE UNDERSTANDINGS

We are receiving a number of SMS and e-mails from our members on the understandings reached with the IBA on 3rd April 2010, as regards distribution of wage load of 17.5% among various components of salary and allowances. In this connection we would like to clarify that,

a) UFBU has agreed to accept 17.5% wage increase w.e.f 01.11.2007, as per MoU signed on 27th November, 2009. The issue cannot be reopened now.
b) The 6th Pay Commission recommendations for wage revision of Central Government employers are effective from 01.01.2006, for a term of 10 years. In case of Bank employees it is for a period of 5 years from 01.11.2007. The distribution of wage load for Central Government employees is not uniform. A meager increase of about 15-20% for lower level officials and higher increase at Secretary Level, with different pay bands is followed for them. Where as in our case we have tried to maintain equidistribution of load factor.
c) In case of Central Government employees, they will first arrive at the proposed revised scales and allowances and there is no restriction as regards cost of wage bill. The entire cost will be debited to the National Ex-chequer of the Government of India.
d) In the case of Bank employees, Government of India first fixes the limit for percentage increase and distribution of the increased load among various components of salary and allowances, is the responsibility of IBA and Unions/Associations.
e) Therefore, it is a herculean task to balance the demands of IBA and the Unions in drawing the revised scales of officers upto scale VII.
f) During the current bipartite the demand of the IBA was to distribute higher load to Officers of SMGS IV and above, whereas we demanded equitable distribution of the load to all scales/grades, as higher load to senior grade officers and above will affect the scales of junior officers.

g) However, keeping in view the higher risk and responsibility of senior executives, we suggested to the IBA to get extra cost over and above 17.5% sanctioned from the Government of India to meet their demand. The IBA did not accept our suggestion and was bent upon loading higher increase in scales of senior executives. We are successful in minimising such higher load.

2. Our members will agree that, the issues being sensitive and the cost involved for higher loading at a senior level officer being barely few crores, breaking the negotiations on this point would have divided our membership. The frustration level at grass root level membership for early settlement is known to everyone. Therefore, Negotiating Committee after due deliberations, has agreed to come to an understanding with IBA on distribution of wage load of 17.5% in salary and allowances. There may be a few aberrations/anomalies as regards revised scales etc., which we will take up with the IBA during our further discussions. There is no hurry in coming to premature conclusions and resorting to vilification campaign to belittle the efforts of the Confederation which may divide the membership. Basic principle of Trade Union is “one for all, and all for one”. We hope our enlightened members will appreciate the genuine constraints faced by the leadership at negotiating table.

How u can understand the plight of Poor bankers, by galloping crores of funds of us. Can you tell us how much property you have made after becoming union leader? Its a well know fact that the man holding your post before you had made crore of property in Punjab. And you people gave him Honda Civics Car by using poor bank employee’s money. All these questions will now make their way in to your office.
You people are already crorepati, so how we can believe that you can’t understand the pain of a banker who after putting 12 hours in the bank will take home just 14500/- rupee as basic and his take home salary won’t be more than 20,000/-. While a college teacher just after putting 4 hours in college is taking home about 45000/-. Just put aside the College teacher even a clerk is better than the Bank’s Officer..
Dont we have our families..

Dont they look at their neighbor who is coming home at 5 o clock making his family to enjoy thier life????

This has reference to the calculations appearing which suggest that Banks have earned Rs.1800/ crores by delaying wage settlement.By delaying pension settlement, Banks are notionally gaining Rs.60 crores per month assuming that on an average Rs.10000/ pension is payable to each of the retired employee(approximately 60000 employees ) and assuming effective date of pension would be the date of settlement. Interest on this amount has not been taken into account. Vasudevan

IF THE GAIN FOR THE IBA ON ACCOUNT OF DELAY IN WAGE SETTLEMENT IS RS. 1800 CRORES, PLEASE CALCULATE THE GAIN FOR THE LEADERS ON YOUR OWN. I AM NOT SUGGESTING MINIMUM 10%. IT MUST BE MORE THAN THAT.

MEMBERS SHOULD BE ALERT AND KEEP WATCH ON THE ASSETS OF THE LEADERS.

We refer to our circular No.10 of 2010 dated 6th April, 2010 and wish to inform that, as scheduled, a meeting between IBA and INBOC together with the other three Officers’ Organizations was held in Mumbai on 9th and 10th April, 2010 to discuss and finalize Residual issues and Draft Settlement.



Issues related to increase in accumulation and encashment of Privilege Leave, Sick Leave upto 7 days without medical certificate and other types of leaves including special leave for lady officers to undergo hysterectomy, Defined Working hours, financial compensation for working late and on Sundays and holidays were discussed in the two days’ meeting. Discussions also covered the following issues:



1. Modalities governing Stagnation increments
2. Medical Aid and Hospitalization Expenses
3. Recovery of House/Furniture Rent
4. Fixed Personal Pay
5. Professional Qualification Pay
6. Deputation Allowance
7. Hill and Fuel Allowance
8. Halting Allowance
9. Special Area Allowance
10. Mode of Travel and Expenses on Travel
11. Leave Travel Concession
12. Definition of Family
13. Project Area Allowance
14. Mid Academic Transfer Allowance
15. Split Duty Allowance
16. Closing Allowance – coverage and increase
17. Inspecting Officers – increase in the additional diem allowance



We are happy that we are able to reach understandings on a number of issues with the negotiating team of IBA. We propose to take up the remaining issues with the Chairman of IBA seeking his direct intervention, immediately. Meanwhile we wish to inform that IBA will hold a meeting with UFBU on 13th April, 2010 to discuss and finalize Pension Scheme.

WE DONOT AGREE FOR ANY POSTPONEMENT OF 15TH DEADLINE FOR SIGHNING PENSION/WAGE AGREEMENTS. IT APPEARS CIRTAIN ISSUE STILL TO BE TRASHED OUT. WHAT EVER THE LEADERS WANT TO DO THEY HAVE TO DO IT TODAY ITSELF I.E. 13-04-2010 AND SIGN THE AGREEMENT ON 15-04-2010.

WE ALSO SUGEST THAT THE ENTIRE TEAM OF INEFFECTIVE UFBU LEADERSHIP SHOULD VOLUNTARILY DEMIT OFFICE IMMEDIATELY AFTER SIGNING OF THE ACCORD AND GIVE WAY TO SECOND LINE LEADERS TO TAKE UP RESPONSIBILITY.

NOW, OUR FOOLISH LEADERS ARE HOPING JUSTICE FROM GOI. OUR LEADERS SHOOULD NOT HAVE AN ILLUSION. THE GOVT. WILL NEVER ACCEPT DEMANDS HAVING FINANCIAL IMPLICATIONS WITHOUT PROPEER STUDY. ONCE AGAIN ISSUE GETS DEADLOCKED AND THERE WILL BE NO HOPES OF POSITIVE RESULT AND QUICK SETTLEMENT. LEADERS HAVE TO BE POSITIVE/PRACTICAL AND ACCEPT WHAT EVER IT IT IS OFFERRED NOW. SUBSEQUENTLY, THE UNRESOLVED ISSUES CAN BE TAKEN UP WITH THE GOVT FOR RECTIFICATION SUBSQENTLY. IF NECESSARY THE MATTER CAN BE AGITATED IN COURT OF LAW AT LATER DATE. ANY DELAY WILL CAUSE FURTHER LOSS TO THE RETIREES SINCE, THE PENSION WILL BE PAID ONLY FROM THE DATE OF SETTLEMENT.

PLEASE SIGN THE PENSION/WAGE AGREEMENT ON 15TH APR AS SHEDULED AND DONOT POSTPONE UNDER ANY CIRCUMSTANCES.

THERE ARE VARIOUS WAYS OF EXPRESSING ANGER AGAINST THE LEADERS. RECENTLY, A MAYOR OF A CORPORATION WAS APPLIED TAR TO BLACKEN HIS FACE/BODY AND HIS DRESS WAS TORN IN TO PIECES. THE TREATMENT WAS SUCH THAT NO BODY COULD RECOGNISE HIM.

THE RECENTS INCIDENTS OF "BOOT THROWING' ARE STILL FRESH IN THE MINDS OF PEOPLE.

IT IS PREROGATIVE OF THE MANAGEMENT AS TO WHICH ACTIVITY TO BE UNDERTAKEN INTERNALLY AND WHICHH ACTIVITY CAN BE OUTSOURCED. THE UNIONS CANNOT DICTATE TERMS IN THIS RESPECT. BECAUSE OF THIS TYPE OF ATTITUDE ON THE PART OF THE UNIONS, THE IBA AND GOI ARE NOT SHOWING SYMPATHY TO BANKMEN.

BEING SERVENT, YOU CAN ASK THE BENEFITS TO THE MAXIMUM EXTENT BUT YOU CANNOT DICTATE WHAT THE EMPLOYER HAS TO DO. IT SHOULD BE LEFT TO HIS BUSINESS ACUMEN AND DISCRETION. THERE IS GOI AND OTHER REGULATORY AGENCIES TO TAKE OF THESE ISSUES.

NOW, UNIONS ARE NOT SIGNING WAGE AGREEMENT ON THE PRETEXT OF OUTSOURCING. BY NOT SIGNING THE PACT THE LEADERS ARE WORKING AGINST THE INTEREST OF THE MEMBERS AND INDIRECTLY HELPING THE IBA TO DELAY/SCUTTLE THE PENSION/WAGE AGREEMENTS.

Specially in case of retirees -Commutation to be calculated from the date of option and age on next birth day is important.What will happen to those whose date of has already fallen after 27.4.2010 or will fall before option reaches to them.Such persons will be further put to loss on account of delay in option letters.Banks should as in case of pension, calculate commutation wef 27.4.2010 but pay full pension till the payment/ adjustment of commutation.
