Updation about negotiation on 11th March on Bank Pay Hike. Govt employees' strike enters third day in Kashmir

Following the informal talks with IBA Chairman and his team at Union Bank Head Office at Mumbai on 11.03.2010, matters were further discussed with IBA officials at their office on 17.03.2010.
 
Yesterday IBA has furnished their updated chart with scale structure of 15000 to 54400 and some minor changes in HRA, CCA,& Hospitalization rates and with one stagnation increment.
 
However issues relating to Pension in respect of date, incremental cost, pension balancing, PF balancing etc., besides uniform loading on scale structure still awaits UFBU decision.
 
Further response will be made after study of draft agreement copies on pension, wage etc. to be furnished by IBA."

Update on Bank Pay Hike : It has been reported that four officers organisations today[11.03.2010] met IBA chairman and his team.  Talks are reported to be fruitful.  Next date of the meeting is yet to be declared.  However, these are likely to be resumed next week.

The meeting was participated by Shri M.V.Nair, Chairman, IBA along with Shri Jagdish Pai, ED, Canara Bank, Shri K.R. Kamath, CMD, Punjab National Bank, Shri Dr. K.Ramakrishnan, Chief Executive, IBA, Mr K.Unnikrishnan, Dy.Chief Executive, IBA and Mr.M.Venugopalan, Officer on Special Duty IBA and also representatives of Four Officer’ Organizations.
 
In this meeting as earlier decided by Officers’ Organizations matters pertaining to UFBU related MOU on Pension etc., were not discussed.
 
We explained our subsisting demand and need for flexibility on the part of IBA.   IBA Chairman was very positive and requested us to sit with IBA officials and sort out the matters, where after Small committee will meet.
 
Yesterday meeting was positive on some aspects.
 
Further developments will be informed."


Jammu and Kashmir
A strike by nearly half a million government employees in Jammu and Kashmir seeking money in arrears and a higher retirement age paralysed the state administration for the third day Thursday, with teachers also joining the protest.

About 450,000 employees went on strike Tuesday demanding payment of arrears they say the government owes them because of higher salary scales announced by the Sixth Pay Commission. They also want the retirement age to be hiked from 58 to 60.

Even as the authorities grappled with a crippled administration, teachers employed by the state added to the woes by striking work in solidarity, forcing the closure of all government schools.

Education Minister Peerzada Muhammad Syed warned of "stern action" against the teachers, calling their strike "irresponsible" and "callous".

"We cannot allow the teachers to play with the careers of our children. The government has taken serious note of their strike. Stern action will be taken against them," Syed said Thursday.

Except for essential services like healthcare, all government departments have remained closed for three days in the valley.

Ordinary people expressed disgust over the government employees' strike.

"It is a cruel joke on the common man. I have to submit a permanent resident certificate for my son within this week, and the district office from where such a certificate is issued is closed. What am I supposed to do now?" asked Muhammad Jabbar, 58, Shangus in south Kashmir's Anantnag district.

The total annual wage bill of the state government is Rs.4,000 crore before the implementation of the latest Pay Commission recommendations.

"The government needs financial support from the central government to pay the arrears. We have taken up the matter with the central government. This will take some time. The arrears cannot be paid overnight," an officer of the state finance department said.

"The enhancement of retirement age from 58 to 60 will result in stoppage of recruitments in government departments for two years, which will add to the problems of thousands of qualified, unemployed youth. 
"All these factors have to be seriously weighed before a decision is taken on this issue," the officer said.

The striking employees claim that the government had last year promised that both demands would be soon met.

"We have decided to continue the struggle for our just cause. Unless the government meets our demands, we shall announce a detailed agitational programme March 15," a striking employee said.

Let us forget 9th BPS and advise the UFBU to start negotiations with IBA on 15.03.2010 for 10th BPS so that atleast the next BPS can be finanlised by due date i.e. 01.11.2012.

This will enable the Banks to pay more dividends to the enterprenuer i.e Government of India and also save employees from the tension of wage revision for atleast next 3 years.

After rounds and rounds of formal meetings, our leaders had been to attend an "informal" meeting! Must be a luncheon at IBA Chairman's office! Now also there is no total positive signal - only on some aspects! And, they have been directed to meet the small committee again! In a play of snake and ladders, our leaders have been pushed down through the biggest snake - probably an anakonda! Poor chaps would require some rest and again start their destiny! The truth is that for all these times the daughters in law have been refusing to put any "Alm" in to the plate of the UFBU Beggers. Now the beggers have been to the Mother-in-law who is said to be positive on some aspects! - May be she might have accepted to spit on the plate!

The most pitiable predicament is that still our leaders are taking us for granted and say any thing! They may probably show us White Crows, Flying dogs and what not!

AIBOC Version: The Chairman IBA gave an appointment on 11.03.2010, to the representatives of four Officers’ Organisations to discuss on our proposal on distribution of wage cost of 17.5% on various components of salary and allowances. An informal meeting commenced with a congenial atmosphere and went for more than 2 hours. Apart from Shri. M.V. Nair, Chairman IBA, S/Shri. K.R.Kamath, Chairman & Managing Director, Punjab National Bank, Jagadish Pai, Executive Director of Canara Bank, K.Ramakrishnan, Chief Executive Officer, IBA, K.Unni Krishnan, Dy. CEO and M.Venugopalan, Officer on Special duty from IBA participated in the discussions.

3. We presented our view on equi-distribution of wage load, method of calculation of HRA and Pension Cost, Need to finalisation of additional stagnation increments, residual issues etc. We also expressed our desire to complete the entire exercise of salary revision including residual issues and pension agreement before the end of the current month, and requested the IBA for next round of meeting with the core-committee immediately. The IBA representatives also shared their anxiety in completing the settlement at the earliest and to examine our proposals. Accordingly, there will be a meeting with the IBA officials with four officers’ organisations on Monday the 15th March, 2010 at Mumbai to arrive at amicable solutions on cost distribution etc. We have also provided a list of residual issues to IBA to be discussed and finalised simultaneously with the wage settlement. We were informed that, a draft settlement on pension issue is being prepared at IBA level, which will be provided to us for perusal, shortly.

4. Comrades, we are aware of the expectations of the grass root level membership and persuading with the concerned authorities to finalise the 9th bipartite agreement at the earliest. We request our membership to understand the genuine constrains of the organisations are confronted with, and the sincere efforts in resolving these to the satisfaction of the constituency.

After an inordinate delay a meeting takes place just for around 2 hours !
It is left to anybody's imagination as to what possibly could have been discussed in these 2 hours assuming considerable time must have been spent in exchanging pleasantries ! Members have been advised to understand the difficulties the organization faces in concluding settlement . This is precisely the point .. Why are the leaders not transparent and take members into confidence and explain the actual difficulties. I am sure the members would definitely understand and extend support had the leaders been forthcoming. To begin with let them inform all,the areas of agreement reached so for and the areas of disagreement that they are trying to iron out.On the one hand they say that all steps would be taken to conclude the settlement by the end of this month(as consensus has not been reached on any issue it is difficult to understand as to how things would fall in place by the end of this month) and in the same breath they say that efforts would be made to finalizes as early as possible. No definite time frame. This precisely is the reason for the mounting anger and frustration amongst members who appear to be gradually losing confidence in the leaders and are suggesting removal of present set of leaders. If only the leaders care to go thru this blog they would understand the undercurrent of tension spreading amongst members. What prevents the leaders seeking discussion with IBA on a day to day basis if both sides are genuinely concerned about the delay.The draft settlement on pension is likely to be made available to the leaders by IBA shortly. Public memory is proverbially short. The same thing was said a few days back. Shortly in the dictionary of IBA appears to have different meaning that what could be reasonably inferred.One beneficial outcome of the seemingly endless exercise is that members must have developed immunity to any kind of delay and learnt the virtues of infinite patience ! Next schedule of meetings :

officers unions meet among themselves and decide to meet again shortly. A new date will be decided to meet ,and in that meeting a new date will be fixed for meeting again to discuss about the first meeting.

Another four unions meet IBA chairman and tell him not to go ahead with talks with other four unions .

Again they eat dinner exchange gifts and comme out fruitful on the talks.

These four people meet again to discuss for a date for next meeting among themselve s to issue a circular to the members that all is well with them and they have eaten fruits and will decide for a further date to eat more fruits shortly.


st March is ensured smoothly-- as pre decided by all the camps involved.

In April Leaders depart for their summer camps having did a lot for members and need rejuvenation for further strategy to fool members.

The main agenda of the "informal" talks on 11 the was to doubly ENSURE and please the Chairman that FY closing will be smooth , and to remind him of their loyalty.

That was a trailer of the main film they are acting.

If it was not for a secret deal, why did not they call for a prolonged indefinite agitation action if they are sure that IBA did not agree for their demands?
What about award staff unions?
May be they will have separate exclusive"

I refer to the proposals taken up by Officers' Assn in arriving at Wage Settlement. I put forth my following view for consideration.
In regard to FORGOING OF CCA, it is learnt that amount of CCA may be adjusted towards providing Addl Stagn Increments to Senior most 1, 2 and 3 scale Officers.
It is not a FAIRPLAY on the part of Associations to take away others bread to provide SENIOR MOST / STAGNATED officers.
Kindly decide to merge CCA amount with HRA and arrive at 8, 9 and 10% as HRA and make everybody enjoy their money they are eligible.
Also when IBA is offering more pay for AGM, DGM and GM who never participate in our STRUGGLE, forego anything, let them forego their part of HRA as their QUARTERS value is 5 to 10 times the HRA normally eligible.
ACCUMULATION OF LEAVE: From 240 days to 300 days WEF 1-11-2010. ie., For the active service to be put from 1-11-10 on pro rata basis every month so that the total accumulation will become 300 days by the end of 31-10-2012. There is no much provisioning needed to be debited to P&l this year. The total sum so to be provided will be much less.
PLEASE DO THINK TWICE AND DO SOMETHING FOR OUR LIVES.What we members desire and what the associations are really getting are totally different in real life.
PLEASE THINK OF THOSE WHO ARE TO LIVE IN BANKS FOR ANOTHER 10 YEARS.

"There are about 60000 bank employees who did not opt for pension and got their PF. All bank employees who had retired after last option (1996) will be given another pension option. Total financial burden on this score is estimated as Rs. 4774.29 crore out of which Rs. 1657.79 crore bank contributions will have to be refunded by retirees who opt for pension. Remaining amount of Rs. 3116.50 crore will be shared by banks and new pension optees in the ratio of 70 and 30. Retirees have to share Rs. 934.95 crore. If we divide this amount by 60000, per employee burden comes to Rs. 155825. IBA and unions have to adopt methodology in such a way that amount is shared by each retiree in equitable manner. Tough there is no mention of recovery of interest on bank contribution, yet in my opinion bank contribution may be recovered with interest for the sake of equitable recovery."

” The IBA and UFBU entered into a MOU on 25.02.2008 on various issues. Extending another option for pension to those who did not opt for pension when Bank Employees Pension Regulation 1995 was implemented was one of the issues to be considered. Several rounds of discussion have taken place on the issue. An actuarial valuation of the liability was assessed through two commonly agreed actuaries who identified the total liability for extending another option for pension to non optees. “

I am not being positive or favorable for anybody but today I have know from very reliable person(zonal secretary) it is right or not I don't know.

1)4 Association leaders met IBA chairman for requsting for that at the time of MOU out of total load Rs.1800 cr gap of pension but the actual gap come out after calculations of Two Actuaries has less then Rs.1800cr and then UFBU proposed difference amount should be compensate in pay now but IBA refused.
2)In last 25/02/2010 meeting IBA has gave 2 proposed pay scale structures for officer but in both only executives(over scale v or vi) will profitable and associations want parity for all scales officers.

I want to know it is right or not or its also one trick.

BISWAS (Assist Manager, Kolkata) : reply :- “Respected Sir, it’s very true, that due to lack of negotiation skill of our so called leaders we are too short fall from any central govt as well as state govt employee. some days ago I had talked with Mr Venkatchalaman, Conv of AIBEA, When asked for wage revision he said me past negotiation was 13.25% & after 2 days strike we again offered 17.5%, According to him it is sufficient for current wage revision & when I asked after this wage revision, still the salary of any bank officer will get basic pay diff 7000/-, he then asked me TO QUIT THE JOB FROM BANK (AT PRESENT I AM IN A GOVT BANK AS ASSIST MANAGER, JOINED AS A PROBATIONARY OFFICER IN 2007). Actually this is the present condition & character of our so called leaders,

as though Mr.Chandan is employed in UFBU for survival of his life time. No wonder from the statement of the so called leaders and money can be multiplied by any means as being done by these leaders and the convener should have guided the poor chap of his comrades before asking him to quit.

I don't know your response when you were asked to quit the job by your union.In my opinion, even your Chairman has no right to ask you to quit the job until and unless he is capable of getting another Government job to you that too only if you are interested. Union leaders have no right to tell members even to quit union itself unless the member is interested.Once a membership is accepted,it is the prerogative of the member to either continue in the union or to quit.This is as per law.In your case you have every right to tell the leader to quit the union leadership if he has the right to tell you to quit the job unless he has the capacity to provide another government job to you which you should select.If you want to reciprocate you may remain in the union and do not participate in any of the activities of the union including strike calls and submit letters to the management that you have not participated in the strike calls etc given by the union.
My above view is in respect of all unions who tell their members to quit the job.

I wish to bring a discussion i had with one of our office bearer of our officer'S ASSOCIATION.During a meeting in the beginning of1990s I asked him about "GOLDEN HAND SHAKE'[the name used for VRS at that time]Pat came the reply as"WE ARE LEAST BOTHERED FOR THOSE WHO ARE GOING TO DESERT THE BANK.But the sorry state of affairs is he got VRS [in the first list itself] with P E N S I O N. long live our leaders selfish mentality

But all do great things,Nobody trying to find out solutions.We all knows all problems no need to discuss more them but need is What are their solutions?

Everybody not happy from leaders but not a single blogger resign from union or association.
For kind information I have resigned from my union.And please don't ask here for proof of resignation.

I can't bear with this type of leader like said"Quite from Bank".
Whose gave them right for it.

Talks always not giving results,Otherwise 9BPS was signed before 28 months.

I think here no prize for winner.Am I right?

Once in 1995 in the wake of RELATIVITY issue with officers in sixth BPS we two/three members chalk out a plan, how to move the struggle of the union from underground as at that time Government was about to declare the total action of the union particularly AIBEA in this regard, illegal. The chalk out plan sent to that time GS AIBEA, Tarekeswar Chakrobarty who much appreciated our plan on a return reply within a week but expressed his helplessness mentioning various constrains.

So here I request you just express ' WHAT COM SANJAY BHATT WILL DO, IF HE WOULD HAVE BEEN THE CONVENER/STEERING OF UFBU RIGHT THIS MOMENT"

It is clearly exposed and proved beyond doubt that present Leaders of Bank Unions are not working for the interest and welfare of the employees.Rather than words one has to prove it through their deeds.
Unfortunately due to reasons best known to them, the reality is quite different which cast shadows on working style of leadership on their each and every activities.
As we are aware the very purpose of formation of any Trade Union in any industry, is for working for the welfare of its members and make collective bargaining with employer for better service conditions and matters affecting them.
Individual members of any union have limitations to go for actions against management,even if the cause is genuine and right in every sense.
This concept of collective bargaining were taking place everywhere , centuries ago and at present nominees of recognized unions could make entry to Director Boards representing officers and workmen.Instead of utilizing this opportunity things have moved in different direction now a days!
The proximity to power centre made the leaders to behave like management often through their actions against individual members who are not their “Yes Men “ Management also found it an easy way to manipulate and mismanage the affairs by working with leaders to implement their strategies against the employees.
The history reveals us , the realites. 9th BPS is not an exception to it. The worst affected issue is Pension option! Mixing up the same with wage revision is another attack on PF optees/retirees.
Inordinate delay in wage talks and meager hike in salaries without looking parity with other sectors around etc caused mounting up of frustration among Bankmen and retirees.

It seems that resignation of members from Unions is not a solution and it will not solve the problem.
Here, one thing we have to distinctively understood, that our fight should be against errant Leaders of the Unions and not against concept of Union itself. Young generation should fight to change the leadership with more conviction and courage.
Hope such a scenario will emerge soon, so that no leaders have courage to bypass its members directions ,while taking crucial decisions against the interest of employees in days to come.

Resign from union or replacing the convener with a new one are not the solution to the present poor hike. We have to think deep and deep. Ours is not a Govt department. Many things of ours are in balance.A little mistake in this solution subject may collapse all unity and strength of bank employees. In last BPS(Eighth) in initial stages upto seven/eighth the hike was minimal and at the stagnation stages the same was maximum. There was uproar among members those were at first seventh/eighth stages. Why was it happened without taking any referendum from members? Where is the democracy in workmen unions? All these we have to think and analysis. Only a strong and vibrant realistic theory of solution can cut the ice.

Home Ministry introduces flexi-hours for its employees

The Home Ministry has allowed flexi-hours for it's employees with a maximum relaxation of two hours to attend social obligations or visit a doctor but they have to ensure a 40-hour work schedule in the week.

"In exceptional cases like consultation with doctors in Central Government Health Services, hospitals, attending social obligation, late arrival in the morning, early departure in afternoon up to two hours (maximum) will be allowed subject to the condition that prior intimation or approval of the immediate supervising officer has been obtained," Home Secretary G K Pillai said in an order.

The arrangement has been made after the ministry employees made two representations to Home Minister P Chidambaram on November 19 last year and March 3 this year.

Chidambaram had then assured the employees of working out a solution and subsequently asked Pillai to issue an order, sources said.

A Good news to Bank Employees.
This is not due to UFBU, but by IBA.
If this doesn't materialise, let us all send individual representation to UPA Chairperson Mrs.Sonia Gandhi, our beloved Prime Minister and FM requesting their intervention for an earlier and amicable settlement and save the Banking Industry.

The 9th bank wage revision issue now on verse of final stage. The positive indications received from internal sources on final wage settlement. As sources indicates final sign on settlement by UFBU and IBA may be on 19 March, 2010. As per reports from bank employees and officers associations the award employees issues are finalized but some issues of officers are still under process and it may takes a further internal discussion.
As per a senior bank employee : it is fact that the PSU bank employees are not happy with announced settlement but delay in compliance of said settlement is also increasing annoyance in banking community. In developments towards wage revision, an informal meeting with IBA
took place at Chairman’s office, Union Bank of India, HO, Mumbai yesterday [11.03.2010] at the request of Four Officers’ Organizations.
The meeting was participated by Shri M.V.Nair, Chairman, IBA along with Shri Jagdish Pai, ED, Canara Bank, Shri K.R. Kamath, CMD, Punjab
National Bank, Shri Dr. K.Ramakrishnan, Chief Executive, IBA, Mr K.Unnikrishnan, Dy.Chief Executive, IBA and Mr.M.Venugopalan, Officer
on Special Duty IBA and also representatives of Four Officer’ Organizations.
In this meeting officer organisations explained their subsisting demand and need for flexibility on the part of IBA. IBA Chairman was very positive.
Accordingly, there will be a meeting with the IBA officials with four officers’ organizations is expected on Monday the 15th March, 2010 at
Mumbai to arrive at amicable solutions on cost distribution etc. They have also provided a list of residual issues to IBA to be discussed
and finalised simultaneously with the wage settlement. They were informed that, a draft settlement on pension issue is being prepared
at IBA level, which will be provided by IBA for perusal by the unions shortly.
As per reliable sources, some organizations are creating problem in way of final wage settlement by raising news issues and demands like Improvement in Pension Regulation parallel to central govt employees in respect of enhancement of age and revision rate of family pension. It may be raised after compliance of announced MOU. The delay in
settlement compliance will be loss to employees only.
A employee said that the banking community now praying God for smooth finalization of present settlement.

Pension liability was almost NIL in 1995.But IBA allowed it to accumulate to Rs 6001 crores by dragging the matter for 15 years and not making any provision out of profits every year by each bank.As a result now poor employees are made to share the burden by 30 % unnecessarily. Definitely there will be choice for opting PF if pension is not required for those who did not opt pension in 1995.But getting one more pension option after this opportunity is very very remote if not opted now.

Dear Sir/Madam

I am an ordinary officer working in An Pubic Sector Bank in India. I am quite sure that all of you must have seen the working conditions in which we are working. No defined working hours! my day start at 9:30 am and end on 9:0 pm. I am forced like other colleagues, to work like this by our Bank's Management. For last three sundays I have been there at the Branch and made to work by indirect pressure.
Now see my counterparts in govt sector they have defined working hours and that too for five day a week schedule. All financial organizations are having five day a week schedule whether it is RBI,NIC, BSE or NSE.Than what the hell we Bankers are?? that all of us are being made to work like animals!!! while NGO like PETA is there for these Animals welfare, We don't have even that except Unwanted Unions and associations-which at there own are exploiting us.
What about our family life? I can't even avail a single holiday without efforts to see a doctor!!! What the hell I am doing this job.
Some of Bank's Respectable Union leader advised one of my colleague to leave the job if he is comfortable with the working conditions of the Bank. Look at the behaviour of these irresponsible self styled leaders.
Salary!!!!! that's the word that add salts into the open wounds of every Banker. Even clerk of central govt after comfortable working conditions is having better salary that a Senior Bank officer. And our union leaders are talking about their pension(as most of them are on verge of retirement) during salary talks called 9th BPS. They were just concerned about pension and nothing more than that.
I am damn sure that none of the Banker who is actually living in worst conditions will support any of these union leaders who have sold banker's fundamental right of respectable life.

Because of this I FACED 11 TRANSFERS &16TIMES HOUSE SHIFTINGS.Ilast all my savings due to school& college[donations]admissionsto my children&rent advanceto houses.I had been to Kashmirto Kanyakumari in my30 yearsof unblemished service.Some fellowsare still there who have not seen central/egmore railway stations in thier career{I mean getting wit5hin city itself.THIS IS AN OPPORTUNITY FOR BANK PEOPLE TO REVOLT AGATNST THEIR SELFISH LEADERS

As rightly said by Shankar more than wage to existing employees pension to the retirees is must in the sense that they do not have any regular income to survive but the employees are expecting only wage increase. Something (wage for the existing employees) is better than nothing (retired employees who have not opted for pension. So all retirees will agree for the statement.

Today 12:20pm one union leader's phone has came on my friend for this year subscriptions(not my union other union,I have resigned).And my friend ask them for settlement they clearly told We have no information and no meeting today and 19th.They also told BIG BROTHERS ENJOYING.
This are not my words its from district level leader's words.

If anybody try to touch your soft corner and told you to believe in cheater leaders then also don't believe in them.We knows some limitations for upper level but this time they crossed all limits and they have no accuse.

9th BPS and Pension option has been mixed up by the Union Leaders.
In fact they were instrumental in denying the legitimate right of the employees,fifteen years back.About 3.32 lakhs employees/retirees were fighting all this period and waiting patiently for the past several years to see that the cruality done by leaders are rectified.

Employees should get wage hike.But it does not mean that Pension to pf optees/retirees are secondary issue.

In fact it is primary issue and the same Union Leaders brought this with 9th BPS for reasons best known to them.Pension is right of every employee and not a gift by employer or union leaders.Pension issue has nothing to do with wage revision.

I slightly differ with you. Whether retirees and PF optees have money or not is immaterial and irrelevant here.It is the question of protecting the rights of employees.An issue which has been dragged unnecessarily by IBA and unions for 15 years has to be settled first.
Any harm caused to the family of an employee who,in anticipation of pension for 15 years,died out of frustration, can not be compensated by all 6 to 7 lakhs living employees after his death.
In my 33 years of service I have seen every bipartite settlement taking place with some hurdles.But maximum hurdles have been created by IBA/Unions in respect of pension and still not finalized.

My support to him restrict to the rest part of his letter posted and not on the following sentences. Hope now my stand is clear to all. I also request Mr. adhitya's to bring a modification in the following sentences as it goes against a mass not against a few union leaders.

Dear Balan Sir, where are you?We are waiting for your comment on MOU signed and SBI union's walk-out.I have also posted something on GS AISBOF here at above (November 28, 2009 12:17 AM).Having a 17 years of service in a nationalised bank recruited through BSRB and opted for pension right from 1993-94, I feel the golden plate of this MOU is the capability of providing the scope once more to the employees with PF option,to correct their past mistake.Young generation employees please try to feel the helplessness of a person with PF option.Wage negotiation will come and go in time intervals but one more pension option in lieu of 7 or 8% more hike definitely things to be welcomed.

Opting for PF was whose mistake????.Why do the Compulsory pensioners and those who have opted for pension should suffer without any mistake of their own.

My point is - Pension is certainly an important one, a social security which is required for everyone. But, let the PF optees who r planning to switch to Pension forego their arrears towards pension fund and contribute their share for the pension fund deficit. Why should the Pension optees bare the burden?

Please also understand that with mass retirement till 2013, do u think there will be any corpus left in the pension fund for the present young bankers who will retire, say after 15-20 years??

Do you think the pension fund can survive with such a kind of burden which is going to accrue within 4-5years?? please analyse.........

I am not completely disagreeing with you. But I am surrounded by so many pf optees, who are very close to me. Even some of them are my childhood friends. dear friends, no point in discussing about PENSION AND PF now it will not lead us to anywhere constructive. i can also see that there are gardly 15-20 active blogger in this site. the movement is not gaining momemtum as required. nothing will happen if we go in this direction. still 95 % bank employees are not aware whats happening in wage negotiations and they are blindly beliveing the union/association. when finally the settlement get signed (let us hope it will), not even a single person will deny the levy to the union because system has become such that nobody dares to speak against theses leaders.

Dear poor banker friends,

I think their is no point in discussing what went wrong what is going to be wrong becuase our own representatives sitting as union leaders are behaving like dictators. They don't care about common member because they know that that their post and position is safe.

We know that neither our leaders nor the IBA /Govt is reading such blogs to know the feelings of members. Still, to our satisfaction and pending finalisation of so-called BPS, let us discus for making some changes in our system of representation to make is more effective and free from DADAGIRI of our own union leaders.

Here are some suggestions for this purpose:

i) Change the system of nominatiion of ofice bearers and make it mandatory for election of union leaders at regular interval of atleast 3 years.

ii) Every candidate desiring to become an officer bearer should declare its assets and liabilities at the time of nomiation for election and at the end of his tenor.

iii) Union fund must be audited at regular annual interval by charterd accounts. There should be maximum ceiling on expenditure on travelling and other expenditure of individual office bearer. Audited statements should be sent to individual members at annual intervals.

iv) No levy should be deducted in the name of BPS if the member has already paid monthly subscription for that period.

v) There should be minimum service requirement of atleast 5 years at rural/sermiurban or non-metro centre outside the adminintrative office so that the officer bearers can feel the problems being faced by common members working at reomote centres and branches.

vi) There should be reservation based on age limit. Atleast 30% members should be be below 30 years, 40% below 40 years and 50% below 50 years. The maximum age limit for an office beaers should not be more than 55 years.

vii) In case a officer beraer reaches age of 57 years, he must be removed from responsibility of union leadership.


We can't change IBA or Government of India but definetly we can change our own association becuase it is our money which is the real cause of problem.

In case the union people are not agreble for changes, let us at least stop payment so called levy of revision. This non payment of levy for 9BPS will ensure timley finalisation of next BPS.

Let us do something positive for new generation.

Ref Mr.Parameswarans' post of March 18 that signing ceremony may take place any time. He had also hinted earlier that settlement may take place on 19.3.10. All would be happy notwithstanding the inordinate delay and the peanuts on offer if signing takes place after all ! Would Mr.Parameswaran divulge his source ? I hear from some unconfirmed sources that signing could take place on 26th of this month or in any case by 31st.of march,2010.

For last couple of month BEFI is behind me and they approached me to leave AIBEA and directly take up a leadership position at our bank level state wise, as because once upon a time I was a state level office bearer of our bank in AIBEA that I voluntarily vacated despite several requests from various quarters. Resigning from union is no use to the present problem, rather being inside the union a revolt is the need of the hour. Replacing these union leaders through a plebiscite from members are not an impossible task, but where is the new leadership from young generation? I can't find. Please help me in finding.

Today's youngsters are not loyal to any organisation. In those days people will not leave the job just for a few pennies. But it is not so nowadays. Take the attrition rate of Infosys for February. It is 4000 employees. So do not expect the younger generation to involve in union activities.

LATEST ON WAGE REVISION TALKS
Following the informal talks with IBA Chairman and his team at Union Bank Head Office at Mumbai on 11.03.2010, matters were further discussed with IBA officials at their office on 17.03.2010.



Yesterday IBA has furnished their updated chart with scale structure of 15000 to 54400 and some minor changes in HRA, CCA,& Hospitalization rates and with one stagnation increment.



However issues relating to Pension in respect of date, incremental cost, pension balancing, PF balancing etc., besides uniform loading on scale structure still awaits UFBU decision.



Further response will be made after study of draft agreement copies on pension, wage etc. to be furnished by IBA.



Units are requested to inform the members to await for development even while we are striving our level best to overcome tendencies to overturn terms of MOU to our detriment. Needless to say we want immediate settlement on acceptable terms and not to be imposed on reasons of time favourable climate etc. alone.

In those days also there were unlimited oppoortunities. In fact i was selected for State Bank of India, Canara Bank, JTO in Telecommunication department, Assitant station master in railways and etc. In a span of six months i recd all these orders but i joined in Canara bank and continued to be in service till retirement. Everywhere attrition rates are high nowadays. Whether you agree or not that is the fact. Do not compare those days work with present day work. I have seen the manual, part computerisation and full computerisation. We suffered a lot. You people are enjoying the fruits. Do not hurt the feelings of seniors anymore. You people got employment because of their sacrifices. In those days people used to break their heads for tallying and work till late night. Who is working today like that. Still i can say people who are late sitters even now are only senior employees. Juniors never sit late.

You need not try to convince new generation people.With Rs 150.00 stipend per month award staff members were sent to North, North east and other states from Karnataka when I joined the bank.Though I got appointment in 3 banks, I selected one which had branches through out India to get work knowledge and worked through out India.If something unexpected happens and if computers are to be discarded, all the new generation staff will run away from banking industry because they do not know how to run the bank manually even for a day let alone knowing tallying.
Pension, we are demanding (by refunding lakhs of Rupees) from the management which was illegally declined to us as per our right. The deciding authority is IBA and not staff members. It is not the share of newly recruited staff. They are not giving anything to us. They may be thinking like that.We are not at their obligation.Without pension issue all the strike calls for wage revision would have been utter failure and it would not have been started even now at any cost. Without even knowing the concept of pension itself if somebody is boasting something we should ignore it. Let them demand 200 % wage increase and take it.But let us take a wise decision whether to participate in strikes for such
unimportant matters.In this respect all the unions have taken a very wise decision.

I am not against my seniors because i know we are here just because of them.. And please dont try to divide the staff between siniors and juniors.. Because that clearly show that u are not more than the agents of UNION LEADERS!!!

Sir no doubt you worked in manual envirounment that was not that easy.. but dont you think that the work which a single man is doing in the branch today was being done by three to four people in those days.. Banking hours were just upto 1:00 o'clock..
Now we are having 9 to 4 banking..
And just because of this increased work load we are being made to sit late night and work on holidays..

Please DONT DIVIDE THE STAFF.. AND DONT USE DIVIDE AND RULE POLICY BECAUSE THAT WONT LESSEN THE GUILT OF YOU UNION PEOPLE OF MAKING MOCKERY OF BANK'S STAFF

I am favour in young leadership,But I can't agree and support to hurt seniors.

Today What We are due to their scarify only.They have gave their decades for bank.Seniors are pillar of our industry.I have also all ready passed from balance tallying,supplementary writing,progressive,interest calculation of SB,CC daily product,RD,FDR provisions,Loan interest,Cash book writing and tally etc etc in all 3 times i.e Ledger time,partly computerization,and fully computerization.
From 1992 to 1997 every month I have 8 ledgers of SB,SB supplementary,17 ledgers of FDR(QTLY) and Term loan 3 ledgers for Interest calculations.I have calculated RD provision from chart.

Now days work is more then past but before computer time work were very tough for done because totally manual.I never forgot my 1992 to 1997 years.

I salute all seniors hearty.

And I am telling SORRY from all youngsters.

Requirements changed with Age.
Seniors age required pension its simple.

At least I can't hurt my seniors,Because I learn all banking from them only.

Change needed Its not a fault of all seniors.Please give respect them,don't hurt them.They are elder like our mother and father.

PLEASE STOP SENIOR-JUNIOR.

I feel day to day work in bank today is easier than manual days. Those who don't pass through manual days, can't feel the difficulties of a manual system.However I started my work in bank in 1992 with a slim 12 digit citizen calculator of Rs 300/- having all keys that I used for jotting & other totals, interest calculation, even for the purpose of credit/debit in ledger. So I felt less tired than others.

Basically I am a guide to job aspirants in competitive examinations. I request you to please cooperate me on followings.


1)I want to know the reason for choosing Canara instead of SBI.

2) JTO Telecommunication designation came in mid Eighties. I think in your time it was JE with academic mark basis selection. How much the total emolument differed from a bank clerk at that time?


3)ASM is not a good post. In 1991 I also got it from RRB-Bhopal and cleared the medical. You has done a wise thing by not joining there.


My mother was also selected in SBI Clerical in 1972, but preferred to join in UDC ( later the post designated as AUDITOR) in the O/o Accountant General of GOI.

Does it mean that all the PF optees and retirees should wait till he attains the age of retirement to get pension? Is it not absurd?
Our selfish argument only divides us. UNIONS ARE NOT FOR ONE PARTICULAR SECTION OF EMPLOYEES. For eg. Compassionate grounds appointment is of no use to any employee. Only after his death a very few families may get benefited. This issue is also equally important and has to be settled because a bank employee's family should not suffer. Every staff should support for such cause. Then only UNION or UNITY has some meaning. Or else we are dividing ourselves.
If we get DA with 100 % neutralization for inflation wage revision becomes irrelevant factor because quarterly increase in DA will take care of inflation. Periodical wage settlements will take care of superannuation benefits.
The work load during manual days was horrible when compared the present system. To locate a difference of Rs 2.a team of 5 to 6 staff use to struggle for weeks some times.15 hours work per dayX365 days was common for majority of officers. Let us hope that such things will not recur.
Lastly, asking retirees and seniors to fore-go pension is like children telling their parents to leave their house after constructing the house by sacrificing everything throughout their life.
This is the ground reality.

Dear friends, When the entire economy is talking about 'inclusive' growth why we bankers who is required to play very important role in the making of the nation be talking 'devisive'? As Mr Shankar has rightly poited out Unions/Associations can not single out any issues for fetching (imaginery of course!)attractive wage rise. And all issues need not directly link the entire bankmen on the day of clinching the settlement. Some benefits are necessarily contingent in nature like compassionate employment and some others like pension tend to accrue over the period of time. Of course it is not a plum cake for job-hoppers. Hence, it is my humble request to all that let us not stand in the way of somebody's 'just' rights. After all comradaire is all about raising to extend helping hands to needy. Perhaps that is the essence of unionism. We should try to understand the ethics of collective bargaining and learn to master the art of give and take.

THERE MAY BE SOME SORT OF RENCILLIATION IN THE MEETING OF 15-03-2010 BUT THAT IT SELF IS NOT AN INDICATION OF FINALITY OF NEGOTIATION. AIBOA WEBSITE CLAIMS AS UNDER:

THE IBA IS YET TO SUBMIT DRAFT AGREEMENT FOR PENSION AND WAGE AND THERE AFTER THE UFBU HAS TO RESPOND. THE DESTINATIO STILL IS HALF WAY AND SOLUTION IS NOT IN SIGHT FOR THE MOMENT. IT APPEARS THE LEADERS ARE SPREADING CANARD TO KEEP THE FOLK GUESSING AND ENGAGED TO AVOID REVOLT.

I DO NOT ANTICIPATE SETTLEMENT IN NEAR FUTURE WHICH CAN GO UPTO SEPT.2010. IF THE LEADERS HAVE GUTS LET THEM DENY IT.

As mentioned by some of our members here any delay will surely affect the retired people(PF optees)Wage hike may take place even if it is delayed.However how UFBU/IBA is deciding on Pension Option is yet to be seen.When AIBOA use the word "Tendency to overturn the MOU" will have more meaning.MOU reached only on two points. Wage hike @ 17.5% and 2. Second option on Pension.Only possibility of any "overturn" may take place under Pension scheme. As long as leaders and IBA are not giving any indication on final date of signing the settlement,there is no point in declaring different dates by members without any base.Let us only hope every thing will move in positive direction.

We can observe that while expressing views some members are not studying the facts.Their imagine only appear to be the source of news. MOU was signed on 27/11/2009 with a clause to ENDEAVOR reach final agreement within 90 days. So there was no definite date.On 25.02.2010 the agreement was not reached as expected. Hence some members imagined that the MOU might have got extended by another month and hence the final agreement might be signed before 26.03.2010.
But are these real facts?. No.Just to reach an agreement before some imaginary dates unions can not and should not go back from the understandings already reached and yield to pressure tactics. And this what website of unions say. The busy schedule of IBA members vanishes, whether it is in March or any date, if FM insists to conclude the same immediately. Then automatically result will be instantaneous.These are all facts we have been seeing since Independence. Just to satisfy ourselves we are using our own imagination.

There is no doubt in getting pension in terms of MOU dated 27/11/2009. The question is from which date. Legally every body is entitled to get pension from the date of retirement. However, in view of the judgment delivered by courts it is prerogative of the managements to decide the date of effect.
Further those who opted for VRS in 2001 have got their last drawn salary for the remaining period of service or @ 2 months salary per year of service completed which ever is less, Such people are entitled for pension from the date of their normal retirement since option is available after a gap of 10 years.
Since actuaries evaluated load factor as on 31.03.2008, demands of unions to give effect from 01.04.2008 is just and reasonable. Let us hope for it.
Everything depends on the tendency of both IBA and Unions. Reaching final agreement before 31.03.2010 is not a herculean task. 2-3 sittings without break will be sufficient.

Under the scheme of VOLUNTARY RETIREMENT-2000,
(i) Not all the retirees got their salary for the remaining period of service and only those who were at the age of 55 entitled and that to be at the cost of foregoing their voluable service which defined their SOCIAL STATUS outside the banking sector!
(ii) Those who were eligible for two months salary for completion of every year of their service are one way or other the looser by way of loosing full benefit of their life salay.
(iii) Retirees who have crossed 55 at the time of implementation of VRS, are mostly benefited.

In the category of (ii), suppose a person came out on VRS before completion of 50 years of his age, the question of entitlement of pension from the date of normal retirement will heavily affect the benefit of pension as and when compared to a Pension optee who came out on VRS.

It is being reported that meeting would be held on 25th and 26th and probably everything may be finalized on these 2 days and actual settlement may be signed by 31st of this month.If any member has any authentic information the same may be shared in this blog. Unfortunately bank men happen to be losers always. Now as on date we can not equate second option of pension to PF optees now agreed by IBA with those who opted earlier. There are some hitches. Pension optees who took VRS in 2000 were paid amount towards golden handshake and also pension from the very next month. It will not be same now. These are anomalies which are very seriously affecting those who took VRS without pension.
You may note that several employees who took VRS in 2000 are repenting now for their act. Similarly several employees who are still working are also repenting for not taking VRS during 2000.Hence the best way is to decide everything on our own by proper analysis and not to listen to anybody.

Very recently Mr Nadaf of SBI attended a conference of a SBI Officers' Union, where he delivered the following lines against nationalised bank officers/employees in Hindi.

"Apke Padosne bhuka hai. Unhe kuch de dijia. O santi me rahenge to ap bhi santi me rahenge. Apko unse jarur zada milega. Apki 21% salary hike hogi. 17.5% unlogoke taraha nehi."

What does it mean: 'Apke Padosne bhuka hai' Are we (nationalised bank people) street dogs those barking in the street for a ROTI? What does Mr Nadaf think us?

IN MEMORY OF A PARTICULAR LEADER AND WHERE NADAF WALKED OUT FROM THE SIGNING CEREMONY IN PROTEST.
IF THERE WAS NOT HASTE THEN WHY MOU FAILED OUT OF ITS SHORTCOMING. IF SHORTCOMING WAS FROM IBA THAN WHY UBFU DID NOT TOOK ANY ACTION.ON EVERY MEETING SILENCE BEING MAINTAINED.IF THERE WAS LEG PULLING FROM WITHIN THAN WHY DID NOT YOU STEPPED OUT FROM UBFU LEADERSHIP AND WHO STOPPED YOU TO EXPOSE THESE ELEMENTS.
CAN ANY ONE UNDERSTAND THE 17.5% IN 29 MONTHS STILL PENDING TO BE SIGNED

IN THE UNION WEBSITE OF AIBOA it is confirmed that no meeting has taken place and all news about settlements are rumors and nothing has finalized.
Hence as I informed nothing is authentic unless confirmed by appropriate forum.

Instead of writing on the blog (which I doubt whether any leader goes thru)which does not seem to have the desired result,I suggest members can send letters signed by all staff of the branch to the leaders and demand that the details of the meetings held so far be divulged. The leaders may also be required to explain the present position and the reasons for the inordinate delay. With the advanced technology available these days different calculations can be arrived at without much delay which could be used during negotiations.In any case does it require this much time to arrive at a settlement ? If IBA is really in no mood to be considerate why this procrastination in contemplating alternatives. Vasudevan

The answer is simple.The convener of UFBU Mr.CHV, has gave a reply to one of the blog members as quoted recently.
'There is no inordinate delay in finalising 9th BPS.
8th BPS was signed only in June 2005'

You can very well infer that settlement can be delayed further to next FY for reasons best known to leaders.

What is missing here is the courage of union leaders to openly declare to members a future date for final settlement as per their hidden agenda!

For doing a thing no excuse is required. For not doing things there are thousands of excuses.In the previous settlements all unions informed that in order to conclude 9 th BPS before the expiry of the 8 th BPS,Charter of demands for 9 th BPS would be submitted to IBA well in advance and submitted also. But the result? Another excuse.Million dollar question is why unions are avoiding continuous strike in March particularly every year. Everybody know very well that the strike in March would be total success and Government/IBA would yield and settle matters if strike is in March.But unions avoid this always.

Any nothing is going to happen in near future also. It will take another 6 months before peanuts are thrown to bank employees.
I have on my occasions on this platform raised to issue of resigning from all unions. But these employees have developed an attitude of sheeps and they are driven by wolfs (reading unions). Please understand that sheeps are blindly led, even to their own destruction.
Every blogger in this forum knows where is the fault for this problem, but they donot have the courage to come out of that faulty system.

"I have join the bank in 2005 and i have not join any membership of any union."
The reason was very simple. During that time last wage revision was finalised at some around 13.2% but it was not distributed equally among all scales. I was not getting not more than 3% rise in my wage.
