Details of bipartite talks with IBA on 22nd January and 23rd January

Details of 23rd January meeting with Officers' Association :

HRA, PENSION COSTING, SBI SHARE EARMARKING DISCUSSED. UNIFORM PAY RISE , ,COMPARABLE INCREMENT-HIGHER START – STAGNATION INCREMENT DEMANDED.

One more round of discussions took place between IBA and four Officers’ Organisations today at Mumbai.

The Management team was lead by Shri Jagdish Pai, Chairman of the small committee of IBA.

IBA gave their revised proposals of Basic Pay Structure with Rs,14000 beginning and ending with Rs.54400. They have agreed to remove the cost of leave encashment on retirement. On pension costing, the differences persist in the matter of new pension option. With regard to date of payment of pension, IBA is only prepared to effect payment from the date of settlement whereas Unions want from 01-04-2008. On the cost of SBI pension wherein IBA has allocated an increase of Rs.132 crores also, Unions have objected as it is a new item suddenly introduced after the first chart was given by the IBA.

Thus no finality could be reached on scale of pay, pension cost and date of effect of payment of pension to new optees.

It has been agreed that Unions will work out their scale of pay, presenting uniform loading effect to IBA upon which further discussions will take place.

The next round of discussions to take place on 08-02-2010 and Unions will submit their proposals to IBA by 27-01-2010.

Details of 22nd January meeting :

"Another round of bipartite talks between IBA and 5 workmen Unions viz. AIBEA, NCBE, BEFI, INBEF & NOBW took place today in Mumbai. In today’s meeting, we further discussed about construction of revised pay scales, rates of annual increment, rationalisation of special pay in clerical and substaff cadre etc. There was also discussion on the proposal to club HRA and CCA to ensure equitable increase in the allowance in all areas with special emphasis on the rural and semi urban centres. Then we took up for discussion the costing of pension and submitted our view points. We also took up improvement in other allowances like Washing Allowance, Cycle Allowance, Project Area, Compensatory Allowance, Split Duty Allowance, Hill & Fuel Allowance, Halting Allowance, Breakage Allowance etc besides improvement in distance entitlement under LFC, family definition to include dependent brothers / sisters who are physically handicapped, revision in income amount to determine dependent parents, non–insisting of four days leave while availing LFC encashment, improvement in road mileage rate, sanction of 45 days special leave for women employees undergoing hysterectomy operation, upgradation of lumpsum paid part time employees to scale wages, improvement in hospitalization reimbursement scheme, inclusion of Sidha treatment for reimbursement, etc. etc. There were also some discussions on revision of duties for Single Window Operators, Head Cashiers and Special Assistants.

The calculations on cost impact of the above will be done and worked out for the purpose of finalizing the various items and components. The next round of Bipartite talks will be held on 9th February, 2010.

In today’s meeting we were informed that Punjab and Sind Bank management have also given their mandate to IBA for being governed by the proposed wage revision agreement and thus all the banks are now covered.

Earlier, at the beginning of the talks, homage was paid to the veteran leader Com. Jyoti Basu and Mr. Mohan Rao, Chief General Manager Corporation Bank and member of Negotiating Committee of IBA who had died recently by observing two minutes silence."

Hope in the next meeting all the employees will come to know the pay structure. I request the leaders not to drag the issue further. Let the employees get arreas in this financial year itself.

Definitely there is no need to meet again and again to discuss the same subjects. Once a matter is discussed it should be recorded and noted in the minutes and it should not appear again for further discussion. But it is observed that even after several rounds of discussion, nothing has been concluded and recorded in the minutes.Every thing appears to be in the discussion level itself.

WHY BPS IS DELAYED???:

"Once the wage is settled the workers are required to dole out a levy i.e. a percentage of the arrears of their revised wages to their trade unions which they belong. Obviously you understand the trick, more the delay in wage revision, more the amount of arrears so bigger the amount of levies! Surprised! but this is the norm of wage negotiations and despite of deep resentment amongst the workers (whose voices are always suppressed) for the delay and the undue levy, the practice is on ever since bipartite wage negotiation between Indian Banker’s Association and several trade-unions"

'EXTRACT, TAKEN FROM SOMEONE'S COMMENT'

The leaders have proved beyond doubt that they can do nothing and yet get away with it. The wage revision is finalised and the leaders are doing " nautanki" to prove us that this wage revision is an historic achievement . You can check this once the wage is finalised within 1-2 month and the circular will start " Comrade, we have done it again, Historic achievement, unmatched wage revision". I fail to understand why we choose our leaders from retired group .

It is evident that our Neta have not put forth with IBA what they want in all these years. How many long years they require to decide their demands. Perpetual discussion on trivial issues. Congratulations for delay tactics.

IYER CHANDHRA said...

It is intriguing to observe that even still the leaders and IBA are thinking that the employees are continuing to be complacent like in the past! These days, thanks to interaction through blogs people get to know the issues inside out and every move of leader is under scan. It is all the more disturbing to note that during the course of discussion one of the negotiating committee members from management side expired and if it is felt a new one is required to be inducted and appraised from the start, they may start the discussion from the scratch - like a criminal proceedings involving politicians!

No body is seemingly concerned about the members - amongst whom a good number might be retiring during the pendency and a few might have expired leaving their family in dismay and denying them terminal benefits based on revised pay simply for the reason that they were not employees on the date of signing the settlement.

Leaders, please talk to your conscience; if the delay is really for getting a hefty levy please do a rethinking linking the interests of poor old employees on the edge of retirement - after all the unions are for taking care of the interests of their members!

Referring Headlines: Friday, January 22, 2010 'Public sector banks may pay wages as per profits'

Dear friends,
Don't pay much hint to these type of periodical statements delivered by the Executives of different financial organisations. These things are to come and go.Nothing to be panic. One can recalled in mid nineties a 'Commerce Secretary' of GOI had delivered a lot against the employees of Bank & LICI.The so called IAS officer,a 'Chamcha' of political leaders had try to exhibit himself more patriotic than others.

The persons who are expressing such type of views, whether will be in the helm of the affairs, or not by the next BPS, is not certain. So right now, it would be healthy, not to think so much on these subjects.

Thanks.

so this is the real story. forget about early settlement. The mou signed in November will go laps on Feb 27. and we will have to start agitation again as IBA is offering start only with 14000/-. Where are those people who were saying that basic pay will be arrived with (current BP*1.69)+20% rise ?

We can't get start with even 16000/- as after two months of talk the offering is only 14000/- and it can never be more than 15000/- from IBA side. So either accept 14000 or start agitation again.

Good luck !

It seems to me that UFBU had an underhand dealing with IBA and they are trying to misguide the members just by bringing SBI/ Non SBI differences. I fail to understand the objection from UBFU for SBI getting more when we are getting nothing. UFBU should have an objection in accepting 17.5% wage revision. Now when they have agreed to it, why they are objecting to SBI getting more than that. I strongly feel that we should try to hike our increase to the maximum rather than putting all our efforts towards stopping SBI getting more than us.The fact remains that we will only benefit if SBI gets more than us as we can again seek parity any time from IBA/ our respective banks. The division between employees of Banking industry will be bad for everybody and only Venkatachalam , Sridharan and Nadaf will be responsible for this. These 3 leaders ( or chamchas of IBAs/ Govt- everyone knows their political affiliation) are (apart from IBA & GOI ( who have a duty to treat everybody as equal ) are playing games with Bankers. The time is not far when we bankers will be forced to work in situations prevalent in GOI ( come when u want, go when u want, no productivity, Customers will be denied service after business hours just like railway counters closes sharp at time (even when there are hundreds of customers standing in queque). Do the IBA/GOI want Bankers to demand bribe ( % of loan sanctioned/ A/c opening fee etc) so as to maintain a decent life style. If the UFBU/ AIBOA/AIBEA/AIBOC is sincere in getting decent salary hike, why no agitation for such demand?

..contd

An example of what i have told earlier:-

The min and max of scale of pay for the last 5 bipartite is given below for verification:
Wef Min Max Ratio
01.02.84 1175 4600 3.91 (4600 is fixed)
01.01.87 2100 7000 3.33
01.11.92 4250 14000 3.29
01.04.98 7100 21300 3
01.11.02 10000 32600 3.26
Exp 14000 54400 3.88

The last exp is as per IBA proposal. We can clearly see that the ratio is in the range of 3-3.3 in earlier years, whereas the same has been projected for 3.88 this time. Whether UFBU members have taken a note of the above, or they have also agreed in front of IBA that only AGMs, DGMs and GMs are working in the Bank. If the ratio of 3.26 is to be maintained and IBA s proposal of ending the scale at 54400 is accepted then the officers starting scale will be 16700 (54400/3.26). Can the UFBU convince the IBA is a million dollar question or whether they really want to is another million dollar question.

What is the point in Charter of Demand (Projected increase say demand at 40-50% and later begging at 17.5%. See the delay in meet 23rd Jan to 8th Feb. Next meeting on 24 the Feb , next on 7rd March ( the MOU is valied upto Feb 10 only). Then start the whole negotiation from the scratch. How much these idiot leaders get from IBA for delaying the wage revision ( to save interest towards wage cost for banks). What is the Net Present Value of money that we should have got in Nov 07, Dec 07 and then every month. Who will pay interest on delayed credit? These chamcha netas are enjoying various delicacies at fortnightly meeting for the last 2 years free of cost and they do not want to end the matter. Thats why the delay

Dear Comrade,

Where is the tail & where is the head of your comment? Have you read the management's attitude? Without Union it's impossible to survive in a banking atmosphere of service.I was a state level office bearer in our bank as joint-secretary for long seven years 1996-2003.

Writing in blog is very easy but perform the same in field is too hard.We may criticise the leaders and unions, but be a leader and take a proper lead is certainly a herculean task.I observed it.If today you also get a chance to lead the UFBU/Union etc, I bet you never proved yourself a better one than the existing persons, who you named. The system in banking industry is something like that. The worst.

I also don't find any serious concept among my juniors, who joined in bank in last five/six years to rectify and improve different arrangements of Union. They are much more busy with their cell phone & etc etc. Then how can be the rectification brought to the Union? Once have a thought on it.

Labour Bureau Government of India declared a six point rise in Agriculture Labourer's price index for the month of Dec-2009. Basing on this Two point rise is expected on CPI for Industrial Workers,to be declared on 29th Jan-2010 for the month of Dec 2009.So the average for the quarter of Oct-Dec 2009 will be 167.66 and will result 34 slab or 6%+ increase on Bank DA for Feb.In worst case also,it can't go below the 32 slabs.

Sometimes writing against the motion with some sort of valid logic, aims to judge the new idea, thought and feelings of members' of the blog in real term. In Group Discussion this type of reflection one can find. I have already endorsed some one's view in my comment'WHY BPS IS DELAYED???' posed three four times in this blog in last three four days. After reading the text , I also started to believe the text, because I find it very logical and powerful. What's your view on that text? No senior member yet has posted their reaction on that text of 'Levy Collection' apart from one single line from Mr IYAR.

I collected history on union and banking from ground realities right from 1970 to onwards, met retired/senior bank officers/ employees; analysed all possible parameters, went deep into a comparative study with govt jobs both in central & state, while writing an article 'Roll of AIBEA on middle class employees movement' in 1996 on the eve of golden jubilee of AIBEA, which bagged state award.

I never believe unions were so powerful and strong in seventies & eighties that I heard from different bank employees, prior to my joining in this industry.

Dear Mr Sudhakar,

UFBU stands only for non SBI factors, like nationalised bank etc, as on date.SBI as on date does not need any industrial level UFBU.However please note I am from nationalised bank. Many of nationalised bank employees/ officers are at their fifties due to lack of required recruitment for a very long period. In fifties, when the breeze of retirement is knocking at your door, how can you have fire to go against UFBU and their negotiation? Because these trade unions are very vindictive. Is n't it? 4% levy stands 15 to 20 crore in a month's arrear amount in the industry. Last settlement was in June-2005. 5 years term means June-2010 not Nov-2007. 10th BPS means 2015 not 2012. Try to solve this simple mathematics.

Belivable: No one could survive with out an umbrella of any Union/Association under which everybody glitters or otherwise they would vanish from the terms & conditions of service which would be imposed/enforced by the ...
Unbelievable: Useless leaders could do nothing for the welfare of employees existing as on date.
If it is true, nothing would come out in the name of settlement for enhancement of salary in the name of revision even by a percent.
Blaming/Cursing is a easy job but Caring is a tough one when you deal independantly with such an Association enriched with members of top officials hanging in the hands of GOI.
Be patience as long as you are an employee of any bank in India atleast your interest & welfare would be protected with the support of SOCALLED UNIONS/ASSOCIATIONS as you refered.
Those who disagree with this, for them, BE A ROMAN WHEN YOU ARE IN ROME & for you, THE SAME IS NOT BUILT IN A DAY OR TWO - is it not so?

Men may come and men may go but
Settlement will prolong for ever atleast once in five years at present and the chair persons on either side are responsible to come out with better results towhich everybody deserves for the same and be patience and hope HOPE FOR THE BEST.

IMPORTANCE OF PENSION UPDATION

COURTESY RBI ASSOCIATION CIRCULAR EXTRACT
EXTRACTS FROM RBI OFFICERS ASSOCIATION CIRCULAR
http://airbiopf.org/pension.html

For all future retirees, pension updation is critical since (i) we are certainly going to retire, (ii) cost of living will continuously go up, (iii) future rate of interest though unpredictable, is likely to be low, may be even lower than today, (iv) as retirees, we don’t have fresh earnings. (v) salary structure is not so high as to enable existing employees to plan a suitable investment policy creating a personal old age insurance in the form of annuity payments.

In case of Central Government pensioners, however, pensions are upwardly revised after every pay commission and the pay commission had introduced certain other welcome features also like gradual increase of
basic pension with retirees' age.
Some of the benefits to central government retirees after the Pay
Commission are briefly:
*****
Maximum and minimum pension raised from Rs. 33,075/-and
Rs.2813/-to Rs. 52.200/-and Rs. 4060/-respectively.
*****
Full pension after 20 years of service.
*****
The recent 6th pay commission have even recommended gradual
increase of basic pension with the retirees’ age even suggesting
that if a pensioner reaches the age of 100, his/her basic pension will be
doubled.
*****
Family pensioners will get full pension for first 10 years
*****

WILL OUR UFBU LEADERS ATLEAST KNOW THESE DETAILS IS A MILLION DOLLAR QUESTION
IF GOD APPEARS BEFORE US AND READY TO GIVE A BOON WE SHOULD WHOLEHEARTEDLY ASK THAT GIVE GOOD ADVICE TO UFBU/IBA/MOF AND NEGOTIATE ON BEHALF OF ALL BANK EMPLOYEES SO AS TO GET GOOD SALARY INCREASE IMMEDIATELY.ALL CAN DO JOINT PRARTHANAS IN VARIOUS TEMPLES IRRESPECTIVE OF RELIGION SO AS TO MAKE POSITIVE VIBRATION WHICH ALONE WILL HELP. WHAT SHOULD BE DONE NOW BY UFBU/IBA

Without standing on false prestige IBA can allow a starting salary of 15000 to officers as against the government class I SCALE of 15600.

A running scale 15000-60000 with very decent increments to dgm and gm who are executives of the banks .can be considered. Let them have some respect in the society and let them be at least equal to the secretary level and above .PLEASE HELP THEM TO KEEP THE INSTITUTIONS PRESTIGE. SALARY LEVEL REFLECTS THE INSTITUTION STATUS
In place of grade pay 5400, they can introduce the concept of variable pay on an experimental basis from prospective effect ie from 01.04.2010.By this the employees may stand to gain however small the amount may be over and above the present agreed increase and will narrow the lo………ng gap prevailing between government officers and bank officers .This incentive if any can be given on ad hoc basis ie equal amount to all officers or on scale wise so that juniors can derive some benefit.

Since majority of the officers are availing lease facility IBA CAN CONSIDER increasing HRA to at least 20% which can be increased to government level in next settlement. THIS SHOULD NOT BE INCLUDED IN THE COST.
This also can be given from prospective date 01.04.2010.It will give relief to self occupied properties of officers .

Clerical starting pay can be 50% of the starting scale of officers and ending can be 40%.
A running scale of 7500-24000 with least 23 stages so as to avoid frustration at the senior level and to give them relief from stagnation increments for years together.
Substaff salary starting should be 90% of the clerical starting and ending 70%

6750-16800 with atleat 23 stages so as ro avoid stagnation.

The above proposals are the minimum need based wage revision based on the parity theory and not on earlier bipartite theory and rest of the things can be considered by appointing a committee and to bring parity atleast in future . LET IBA CONSIDER ITSELF AS A PAY COMMISSION JUDGE AND LET IT DO JUSTICE WIOTHOUT CALLING FOR NEGOTIATION . FOR GIVING BETTER HIKE THAN WHAT WE ARE EXPECTING NEGOTIATION IS NOT NECESSARY. ALL BANKMEN WHOLEHEARTEDLY THINK WELL OF IBA AND MINISTRY.
POOR BANK PENSIONERS
ALLOW IMMEDIATE 100% DA RELIEF TO PRE 01.11.2002 PENSIONERS AS AGREED BY PARLIAMENTAARY COMMITTEEE AND SAVE THEM FROM THE CLUTCHES OF INFLATION. PRE 01.11.2002 PENSIONERS ARE ALSO LIVING IN THIS WORLD ALONGWITH OTHER BANKMEN AND GOVERNMENT EMPLOYEES/PENSIONERS BUT WITH MUCH REDUCED PENSION. GIVE THEM SOME LIGHT BY ANNOUNCING 100% NEUTRALISATION IMMEDIATELY.

FINALLY BY ALLOWING PENSION UPDATION ALSO ON PAR WITH GOVERNMENT EMPLOYEES IBA CAN COMPLETE ITS ROLE AND UNDO WHAT ARE THE INJUSTICES THAT IT HAS DONE TO BANKMEN SINCE INCEPTION.
LET THE PRESENT TEAM DO PARIHARAM FOR THE PAPAM COMMITTED BY VARIOUS ERSTWHILE LEADERS.

IT IS STANDING LIKE A ROCK BECAUSE OF THE DEDICATION OF ONE MILLION EMPLOYEES. SO REWARD THEM INSTEAD OF PUNISHING THEM ALLOW THE INDUSTRY TO BE PROUD BY ALLOWING THE EMPLOYEES AND PENSIONERS TO DRAW MORE SALARY AND MAKING THEM HAPPY.MAKE THEM BLESS AND DON’T ALLOW THEM TO CURSE.

FINALLY ONE LUMP SUM INCREMENT TO ALL FOR THEIR PATIENCE SINCE 01.11.2007 WHICH WILL FURTHER IMPROVE THEIR PAY PACKET . DON’T WORRY THEY CAN NOT CATCH THE GOVERNMENT SALARY LEVEL .WHICH IS HAVING THE HIGHEST CAPACITY TO PAY BY INCREASING THE FISCAL/REVENUE DEFICIT.

Dear Mr Kundan,

Here everything is in sense; nothing is in nonsense. I am not a follower of UBFU or any union in particular.I am here a member of any union, because I work in bank. Presently I am a member of AIBEA, because it is the majority award staff union in our bank and I don't want to put me in any further problem by joining any minority one for any purpose. Before joining in bank, while I was in central govt I was a member of BMS(Bharatiya Mazdoor Sangh).

I have already endorsed the view from which you should understand my stand on UFBU.The view is:

"Once the wage is settled the workers are required to dole out a levy i.e. a percentage of the arrears of their revised wages to their trade unions which they belong. Obviously you understand the trick, more the delay in wage revision, more the amount of arrears so bigger the amount of levies! Surprised! but this is the norm of wage negotiations and despite of deep resentment amongst the workers (whose voices are always suppressed) for the delay and the undue levy, the practice is on ever since bipartite wage negotiation between Indian Banker’s Association and several trade-unions"

I have nothing to feel bad if you label me a chamcha. Chamcha has also many effective qualities, like a joker in a circus. We can say many congress state chief ministers are chamcha of congress high command. By our comments or labeling something like this nothing to be changed.

SBI job may be a little bit better than other nationalised banks, but looking to style and quantum of work, all public sector commercial bank jobs including SBI have been deteriorated to a large extend and presently no talented candidate, who has other parallel option in hand, is not interested to join in this industry.

My friend an Income Tax Inspector was telling me that his department earns a lot, but expenses only 0.5% of total income. His logic is, their income should be as per the income of their department. You also agree for a concept "Whatever you earn you should be prepared to get.Time is coming fast for that." Have you any answer for this Income Tax Inspector?

'Staff welfare' a management subject is officially under the control of SBI union. Have you any knowledge about the way of all expenses under this head. It is not me, my childhood friends, who are as on date in SBI, tell the true story at our evening gathering. Whatever I collected from them, that only I posted here.

I don't have any complex to SBI employees. During BSRB days, our selection/allotment was not according to merit, a different story that I posted around a month back. Compare to my earlier state and central govt job both nationalised & SBI job in my cadre is inferior today, in various parameter.

In my state govt, while i joined in 1984, I also found one of our staff, who resigned from SBI clerical in 1964 to join in our department as a clerk.

RBI coin-note examiners are telling SBI is no more a RBI's bank. So why are SBI people comparing themselves with RBI? Have you any answer?

Please note SBI is a bank and is a network like Indian Railway. It is not a state or goverment. It is very much under the control of GOI in salary matter. It can't act like a foreign bank in staff salary matter as long our parliament is there.

Thanks.

Thanks for your reply. I don't want to heart your sentiment regarding your GS, but compel to say that, unless someone is on the steering, what will be the outcome in meeting him? In 1997-98 I many a time met someone who was a GS of the state SBI employees union that affiliated to INTUC, popularly known as Parallel Union.A rebellion group curved out from NCBE outfit and formed that Parallel, later on that affiliated to INTUC. In my several meetings with those people was only to learn more and more on Trade Union, as at that time I was a state level office bearer of AIBEA outfit of our bank.Latter on I discovered my entire process was a futile one, as because those people were not on any steering of their bank, apart from forming a parallel employees co-operative society. So hereafter I lost my interest to interact with those union leaders, who are not in a final decision taking process.

Dear Mr. Chandan,

I respect your knowledge and arguments but some times it seems that there is no point in your arguments. For your knowledge and for the knowledge of your friend who is Income Tax Inspector I wish to tell you that the concept of Profit or Income is related to business activities only for which either there should be sell of a product or a service. Ask your friend that what service are the offering to the public? Is there any competition in their field? Whether they attract public to maximise their income by providing competitively better product/service among the options available in the market? They are just collection agents of the Govt. revenue from which they can’t demand any share except reasonable salary. The money collected by them is public’s lability towards govt. Can they collect revenue from any person more than his lawful obligation? Not na ? So, inspite of demanding salary to their so called “income” IT people should be punished as Tax hiding is still there in the country and IT people are failed to collect complete govt. revenue(govt. revenue-not their income).

If a bankman demands salary in ratio of bank’s income nothing wrong in it as concept of income/profit is clearly inherited in banking. We sell a service, we compete in market with private/foreign/govt. banks and we maximise our profit doing all our efforts. Govt. has not made any law that public will come and deposit a fixed percentage of their income in a particular bank so that the bank can show it as profit in it’s balance sheet. Ask your friend to provide his departments last year balance sheet in which profit is shown? U know he can’t produce it. Because balance sheet can be prepared only where a business is run ? and collection of Income Tax is not a business activity. Therefore, no income, no profit and no demand of salary in ratio of income.
I hope you will understand the concept without elaborating the topic.

2. They have given the calculation of PF and additional cost of pension as 6.25% load out of 17.5% which the unions / assns have not accepted as of now.
3. We are being slowly fooled by IBA taking us to the deadline of 28.2.2010 and forcing us to accept what they throw.
3. In all previous settlements. Effective Date of Pension will be date of signing the settlement, where as IBA now offer WEF 1.11.07 there by making the Wage Revision money to drain towards Pensioners only and Living wages to be less settled.
4. Hence during the last meeting, our leaders were taking about unwanted Halting all, Cycle all etc and has come out.
5. Tommorrow, again they are going to submit a fresh demand as done before 2 years and will make us fools.
6. Having waited 26 months, let us wait some more months and get real wages reasonably settled (i.e., let us get relived from the clutches of Pension payments).
7. AGMs, DGMs and GMs who are prictised to using computers are deciding our computer allowance. What a mockery.
8. AGMs, DGMs and GMs who harass the workforce without themselves working are being offered better scleas. This is the height of "Atrocities" in Wage Revision by Management.

you need to learn difference between a business activity which is run with the object of maximum profit and between a Regulatory body/Govt Department which is run to control a specific field of economy or society with the object to implement the Govt. policies and to regulate the things as per policies approved by the Govt. in Parliament.

Don't mind but join some evening tuitions or buy a book something like "business management" you will understand all the things clearly.

We pray god that pension updation come soon and you don't face any hardship in the years to come.

I request all blog members to make a fund with our mutual contribution and we start giving advertisements in news papers to aware people about the salary structure of bank employees and urge them to not to allow their children to join any bank. We could not save our life but we can aware people to not to ruin their future in banks.

PTS appointment system of bank's has ruined life of thousands of people. They are forced to work from early morning to late evening and get very little amount in the name of salary. Most of the PTS run their life all the time in debt towards bank and outsiders. No PTS takes his salary to home because they dont get any surplus amount after paying their debts at month end.

Dear all
The Reason for our suffering are
1.Self appointed leaders hand in gloves with IBA.(We were told by a very senior leader january 2008 that settlement is already finalised and all other things are nautanki for maximising levy).
2.State sponsored exploitation by way of transfer for those who stand up.
3.Biased attitude of the administrators in general.
4.Incentive only to CMD/EDs

Real strength will come when we redesign our agitational ways without impacting the customer/general public. As our service levels increase,we will have a positive image in Public.

We have read one speech of RBI governor which quotes that why the Banking should not be made boring in US context (theory propagated by Mr.Paul-Nobel prize winner)

But this is being practically applied here on hapless Bank employees so that talent do not turn to Banks.

With all probability you have to will get your arrears because wage settlement is not an issue at all. It was made an issue by IBA and our leaders.
"CHAMCHAGIRI" is a word having no definition. It can only be sensed but can not be seen. You have said that you are honestly performing your duty very sincerely to your institution.Extremely good. You have another person in your branch/department whom every body is accusing every day because of his inefficiency and incompetance.
But when the promotion list is announced you find that he has got promotion even though you got higher marks than him and did very well in the interview. Again after promotion he remains in the same place and you get a transfer order without promotion. How? Nobody knows. Explaining more than this is beyond my capacity.

To Sri Paritosh:-
January 27, 2010 5:55 PM

You may note that pension issue, Compassionate appointment issue and wage settlement issues are 3 separate issues not linked to each other. Even pension settlement and compassionate appointment issues un settled also wage increase will not be beyond 17.50 % which has been confirmed by IBA. PF optees have to sacrifice their entire management's contribution of PF and an additional 30 % towards load for getting pension.Any levy by unions can only be on this 17.50 % wage increase and not beyond that. And it will be purely optional. It depends on your faith and affection in your union.

If you still think how & the other guy got thru the promotion-why dont you try the RIGHT TO INFORMATION ACT & GET YOUR PERFORMANCE KNOWN TO YOU. IF its so fair then atleast you will know where you lagged & can improve the next time.

& never ever you go into frustration as it leads to inferiority & only increase the negative attitude & hatredness to do work. enjoy your work, improve your knowledge day after day(bank is not everything) & if you are capable then make a move out of bank after completing the qualifying service for pension.

From state capital, multi-stored office building, I was posted far away in a remote village for a bank job. At the age of 26, due to accepting this bank job, my career was spoiled. All these misfortune, happened for receiving advice from some senior SBI employees, who were known to me.

Even for a request transfer to near by place of my choice, I had to run pillar to post and it took long Five years.Incidentally I was a state level majority union's office bearer of our bank for long seven years 1996-2003. Thereafter I left all these things and engaged in guiding aspirants in different competitive exams and achieved a number of success and it provides me a new identity & satisfaction. Though there is sixteen years left, I think it may not be possible for me to continue more than seven/ eight years due to unfriendly circumstances exist in the root of this job.Let's see what happened.

Thanks.

Dear Chandan,

The Business activity has been defined as under:-

“Economic system in which goods and services are exchanged for one another or money, on the basis of their perceived worth. Every business requires some form of investment and a sufficient number of customers to whom its output can be sold at profit on a consistent basis.”

So there are three main features of business:-

1. There must be sell of goods or service.
2. There should be some form of investment.
3. The aim should be to earn maximum profit.

so every institution coming under this definition is doing business.

And dear BSNL, LIC, Indian Railway may be doing business but not the Income Tax Department, RBI and NABARD.

Hope the things will be clear to you now. and I belive you dont have friends in Railways, LIC and BSNL. the only problem is your friend who is working in Income Tax department and now you can easily make him understand that collecting of Income Tax is not a business like banks. ha ha ha ha

Having patiently waited for BLUE MOON(EID KA CHAND) wage revision which seems to be a COLD STUFF as of now,the bank employees are interested in the DA increase because there is some compensation for the uncotrolled inflation. It is better if unions make an attempt to peg DA levels at the start of the financial year/tax year for INCOME TAX and exclude the DA increases for that year from IT LIABILITY.The reasons are 1 DA increases are o/a GOVT.action through annual budgets 2 There is no full compensation 3 By tax recovery the less compensation is further reduced. Therefore let the govt.control inflation and retain price levels so that it need not pay increased DA WHICH IS NOT A 100%COMPENSATION,by the right hand and recoverINCOME TAX WITH THE LEFT HAND.SOUNDS SENSIBLE?

Dear Mr Balan, Mr Shankar & Mr Iyer:

Does the following paragraph on 'WHY BPS IS DELAYED???' hold any TRUTH? Your comment please.

Dear Sir,
Whatever you have stated is correct, which exactly reflects the state of affairs of present day bankmen(retirees too) and their frustrations. Nobody will disagree on these points.Unfortunately the leaders themselves doesn’t want to see the welfare of own members for reasons best known to them. Interesting part is,IBA/MOF now places themselves in mere spectators role,to make their job easy by using the tool- UFBU.The great leaders who fought relentlessly with managements for decades,to secure benefits to bankmen ,the fruits of which bank employees are enjoying today, may laugh at the new ‘avatars’if a reincarnation takes place.
Often it looks funny to hear that ‘next round of talks’will discuss further. What next?
Let them finalise a decent pay scale first.

Dear Chandan,

For considering an institution a business entity all 3 conditions mentioned earlier must be full filled.

RBI – Although the RBI showing thousands of crore rupees as profit in it’s Balance Sheet every year but the aim of this institution is not to earn profit. It is regulator of economic system of country. Whatever it earns is result of implementation of policies. And these policies are decided keeping in mind the best interest of nation’s economic health. That interest is always greater than few crore of profit in balance sheet. A central bank is a banking institution granted the exclusive privilege to lend a government its currency. Like a normal commercial bank, a central bank charges interest on the loans made to borrowers, primarily the government of whichever country the bank exists for, and to other commercial banks, typically as a 'lender of last resort'. However, a central bank is distinguished from a normal commercial bank because it has a monopoly on creating the currency of that nation, which is loaned to the government in the form of legal tender. It is a bank that can lend money to other banks in times of need. Its primary function is to provide the nation's money supply, but more active duties include controlling subsidized-loan interest rates, and acting as a lender of last resort to the banking sector during times of financial crisis. It may also have supervisory powers, to ensure that banks and other financial institutions do not behave recklessly or fraudulently. So the vast aims of RBI make it different from a business entity. It will perform all its functions even if it does not earn profit, because to earn profit is not its aim. And you know a business entity’s ultimate aim is to earn maximum profit.

2. NABARD - NABARD is set up by the Government of India as a development bank with the mandate of facilitating credit flow for promotion and development of agriculture and integrated rural development. The mandate also covers supporting all other allied economic activities in rural areas, promoting sustainable rural development and ushering in prosperity in the rural areas. NABARD functions are developmental and promotional and supervisory. Mainly it’s a supervisory body which is established with an aim to ensure sustainable rural development. So aim is not again to earn profit.

continue..........

SHYAM SINGH said...

3. RAILWAYS – 1. There is sale of service (passenger and goods transportation)
2. Investment is there.
3. Although the railways are earning profit now days but the railways has been established to facilitate public transportation under Govt’s social obligation. The railway will continue to perform it all functions even if it does not make profit as it is doing it for last 50 years (profit is shown in past few years only). If railways start making loss again it will continue to perform it’s functions and the loss will be made good through the budget of UNION of INDIA. So we can not treat railway at par with other business entities.
4. BSNL :-
1. There is sale of service
2. Investment is there
3. Earning handsome profit.
(There is no restriction that Govt. can not do business, A govt. can also do business, so if in the period when BSNL was a Govt. Department it the aim was to earn profit it was a business entity. But I think at that time the main aim of the department of tele communication was to provide tele communication facilities in the country). I don’t know what is their aim now days. I don’t know govt. will let it function or not if it does not earn profit.

3. BANKS :- 1. Sale of service
2. Investment is there
3. For last few years the only aim of bank’s are to earn maximum profit only. For this purpose we are indulging ourself in various functions except accepting deposits and giving loans. We are turned up in complete business entity. Our performance is reviewed and compared at par with other players in same filed on parameters like per employee business, PE ratio, profitability, return on capital employed etc. And if any bank start making loss everybody knows it can not run its existence as govt. can not bear a bank with loss. Profitability is our only aim.

Please Note again that in a business :-

1. There must be sell of goods or service.
2. There should be some form of investment.
3. The aim should be to earn maximum profit (there may be loss also in want of profit).

hello friends, can any one tell me that whether I should write SBI po exam or not. am doubtful because in notification its given that there may be contributary pension as per new scheme.

am very much dual minded now because
1) I am about to complete my 2 years service in coming month. So if I wait one more year(3 years service to appear for Trainee officer exam in SBI I think) I can be an aofficer. and I will have the pension which I am already having at present.

2) SInce recruitment will be lengthy procedure which takes another 6-7 months, I will have 2.5 years of service by then. so I may have to wait for another 7-8 months to be an officer with pension.

SO I request u guys ,Please advise me whether it would be appropriate to join as probationary officer resigning the current post.
what is Contributary Pension means?

Absolutely right.Though engineers is also there at helm of affairs of PSB as of now.It is a fact that, apart from any other sector Banking gives a career path even to clerks to be placed himself on top of the ladder,if proved his mettle.

Dear Mr. Shankar.
Because of these matriculate chairmans our banks are standing like a rock. They have practical experience with them. Qualification alone will not suffice for taking any business decision. I have seen many people by looking at the customer they will judge about their credentials. Post Grauduates mentioned by you can only analyse papers. Present chairman of all banks have toiled like anything in those manual environment days. I can challenge no body can work in those environment.

SHANKAR said...

TO PM AND PARAMESHWARAN:-
I know what you are telling is true. But it does not mean that qualified are incapable of delivering the goods and they should be neglected. My point is that qualified also should get some or other encouragement to remain in the banking industry instead of quitting the banks after getting some training. As far as my knowledge frustration in banking industry is maximum compared to even private companies. There should be an end to it.

You are two years in SBI in a clerical job as you say. I think you are from CRA group joined on Dt; 24/03/2008. How ever what's your performance on 1000 SBI-PO vacancy & posting in 2008 & 3500 SBI-PO vacancy & posting in 2009 ? Had you appeared and gone upto interview?

Contributory pension is NPS, that is in force in GOI since Dt: 01/01/2004 for new recruitees.

Thanks.

T J P said...

Dear Sanjay,

I know you are right but you should also know the game of demand and supply. When SBI invited applications for 11000 clerical posts, it received more than 37 lacs applications and the exam was conducted in 6 shifts instead of 2 shifts planned initaiily. You must be aware of the reasons for this.

It was not emoluments but other factors including job safety, getting experience in public sector and work environment in private sector . It is also fact that more than 50% of them will leave job within 1 or 2 years and will move to other better jobs.

The simple law of economics says that any significant increase in supply will automitacly decrease the value / price of that particular commodity and this is what happening with the Bankig sector.

If you have ability and chances, pls try to move to some other sector, otherwise bear with us. UFBU can do nothing and IBA will do as per directives of the beurocrates sitting in MOF.

God bless to us all !

Referring tarun 4, 2010 6:40 PM:

Dear tarun,

You must appear these 4500 vacancies of SBI PO. TO may look like same as PO, but in count both are not identical before higher management, that I observe. Maximum GMs are from PO batch. There is also a complex between PO & TO. TOs are always referred as promotes, though superior to OJMs.

So what you will like?

1)Being a CGM/GM with NPS

OR

2)Being a DGM/AGM two step less than above with existing pension & cpf.

Just you decide yourself.

So far we know in NPS organisation will contribute 12% on Pay+DA to the fund manager. Till date the outcomes, like what will be the pension amount etc are not clear. For this you can also visit related web link of govt of India.

Try to score correctly at least 150-160 out of 200 in written objective paper and don't expect more than 30 in descriptive, as the same is evaluated through human-valuation. So the GD & Interview can not obstruct you to reach the goal.

You also mention your present job in application and keep your authority informed. It will help you in Interview part and will not create any technical problem. Many of your batch-mates are already posted in 3500 vacancies of last recruitment.

By the way, so far I recalled your CRA at the time of advertisement in 2007, nothing had been mentioned about metro/urban posting in the notification. In case of Semi-urban/rural it was specified. Latter on incidentally the posting came in metro/urban only, in your CRA recruitment.

If age permits, you can also apply for Combine Graduate Level-2010 of SSC. This time it is completely objective type and finds resemble with PO exams to a certain extend. For your information five candidates finally qualified in 3500 SBI vacancies didn't join in SBI and opted for SO-AUDIT of SSC.

Thanks.
