Jammu and Kashmir employees to get 50% pay commission arrears.

Jammu and Kashmir government on Friday said that it has decided to pay 50 per cent of arrear of Sixth Pay Commission to the State employees in phased manner.
“Jammu and Kashmir government Government has decided to pay 50 per cent of the arrears out of its own resource in a phased manner, the remaining 50 per cent arrears would be met out of the Central assistance sought for this purpose,” Finance Minister Abdul Rahim Rather said here.

The Wage Boards for Working Journalists, Non-Journalists and other newspaper employees submitted their recommendations to the Government on Friday recommending 2.5 to 3 times hike in basic pay and fixing the retirement age at 65.

Over 5.33 lakh government employees, including teachers in Kerala, would get revised pay scales from April next.
The Ninth Pay Revision Commission, headed by Justice R Rajendrababu which submitted its report to Chief Minister V S Achuthanandan today, recommended a minimum rise of Rs 1,104 and a maximum of Rs 4,490.

Haryana bans transfer of employees

Chandigarh, Dec 30 (PTI) The Haryana government today imposed a complete ban on transfer of its employees, an official spokesman said.
The order banning transfer would be applicable in all the departments, boards and corporations of the state, the spokesman said here this evening.
The ban would remain in force till further orders.

The Centre has made it compulsory for all elementary school teachers to clear an eligibility test under new norms that are binding on states and could irk those like Bengal which follow their own recruitment rules.
Under the guidelines, which seek to change the current procedure of recruitment by state governments, a Teachers’ Eligibility Test (TET) has been made mandatory.

Pension Rules for Employees of PSUs, Gratuity ceiling raised

Department of Public Enterprises (DPE) has issued orders which, inter alia, provide pension scheme within 30% ceiling of Basic Pay and DA. The Pension Scheme is to be framed and operated by the Central Public Sector Enterprises (CPSEs).

DPE has issued orders enhancing Gratuity to Rs. 10 lakh in respect of CPSEs employees.

Kerala Co- Operative Bank Staff Pay Scale Revision 2011

The Kerala State Government on Monday  declared pay revision for employees in cooperative sector. Minister for Cooperation G. Sudhakaran said that the salary hike would be introduced with effect from April 11, 2007.
Hike in basic Pay of Last Grade Staff (Co-Operative Banks) will be Minimum Rs.1,500
Hike in basic Pay of Chief General Manager will be Minimum Rs.11,000

Railway employees to get AC Pass, Orders likely to be issued shortly.

All India Railwaymen Federation’s proposal to give 2 AC pass to Grade Pay Rs. 4200 & above, 3 AC Pass to Grade Pay Rs. 2800 & also 3 AC pass to staff with GP 1900, 2000 & 2400 travelling on duty, has finally been accepted by Railway Board. After kind approval of MR orders are likely to be issued shortly. Those who are already getting First Class Pass will continue to get it. General Secretary/AIRF has thanked all Railwaymen for keeping the patience & also extends greetings to Hon’ble MR & Board on resolving the Pass issue.

Jharkhand announces 16 per cent DA for employees under 5th Pay Commission

Jharkhand government today announced 16 per cent Dearness Allowance to those employees, who are still covered under the Fifth Pay Commission.

The decision, which was taken at a cabinet meeting, chaired by Chief Minister Arjun Munda here, will take the present 87 per cent DA to 103 per cent, Cabinet Secretary Amrendra Prasad Singh told newsmen at Ranchi..

Despite the implementation of the Sixth Pay Commission some of the employees had opted to continue with the Fifth Pay commission.

W.B. school teachers' mutual transfer is easier now, bill passed in assembly

Calcutta, Dec. 23: The state government today passed a bill that will empower the school service commission to grant teachers and non-teaching staff mutual transfers.
At present, school managing committees enjoy the power to grant such transfers. Teachers and non-teaching staff are required to submit transfer applications to the committees of the respective schools.

Stepping up of pay in CSS/CSSS : Clarification issued.

Ministry of Personnel has recently issued a clarification reg stepping up of pay of Sr Asst./P.A.s of CSS/CSSS promoted prior to 01.01.2006 and drawing less pay than those promoted after 01.01.2006.

Bank Pension : Govt. approved netting of commutation amount

Immediately after IBA issued their communication No. Cir/HRDIR/G2/665/90/2010-11/999 dated 10th August, 2010, wherein it was suggested that, Banks may consider netting of commutation amount of the optees against the amount due from them for joining Pension Scheme. But the Government of India did not approve the above suggestion. We once again took  up the matter with the IBA and  Government of India to approve the suggestion of IBA as many of the retired officers did not have the resources to meet the commitments.
We are happy to inform  that the Government of India have accorded their approval for netting –off   of commutation amount vide their letter No.14/1/1/2007-IR dated 11.11.2010. addressed to IBA. A copy  of the letter is annexed for your information.

Chief minister Chavan has proposed a substantial hike in salaries and perks for himself, the deputy chief minister, ministers, ministers of state, presiding officers, opposition leaders and legislators. 
"The cabinet has approved the proposal. Once it is brought to the notice of both Houses, an official circular will be promulgated to give effect to the cabinet decision," a senior Congress minister said.

Punjab employees to get Ist instalment of pay commission arrears in Apr 2011

The Punjab Deputy Chief Minister Sukhbir Singh Badal has directed the enhancement of the first installment of arrears to the state government employees from earlier stipulated level of 33% to 40 % and first installment of arrears would be paid to the employees with the salary of  April, 2011.

Jammu and Kashmir Cabinet approves pay anomaly report


The State Cabinet, which met in Jammu under the Chairmanship of Chief Minister, Omar Abdullah approved on Friday the recommendations of the pay anomaly committee set up by the Finance Department. The cabinet also amended J&K Panchayati Raj Act, thereby recommending creation of State Election Commission. Fourteen months after its constitution, the Pay Anomaly Committee placed its recommendations before the Cabinet for consideration and approval.

Details of meeting with State Bank management held on 20th Nov,10.

Shri N. Raja, DMD & CDO advised the Federations about the receipt of following approval from the Government of India :
a) The Government of India had accorded approval to the Bank to distribute the amount of Rs. 289.64 crores, representing balancing cost of pension in respect of SBI arising out of the 9th Bipartite Settlement and Joint Note both dated 27.4.2010 amongst the employees in the form of allowances.

A bench of Chief Justice Dipak Misra and Justice Manmohan said the test is essential to maintain uniformity and quality in higher education as different yardsticks are followed by universities while granting degrees of MPhil or PhD.

BSNL unions divided on strike call in West Bengal, Strike is On.

BSNL employees appeared to be divided on the eve of the all-India strike called by certain trade unions from December 1 to 3, with four Trinamool Congress-backed unions indicating today that they would not join their colleagues'' protest.

Pay hike for Kerala Govt. employees .65% D.A. to be merged.

Finance Minister T M Thomas Isaac declared a pay revision for the government employees on Saturday.
Revised salary would be given to the employees from April 1 onwards, he added while inaugurating a seminar on ‘Development of Kerala and Our Economy’, organised by the Kerala NGO Association as a part of their state conference.
Finance Minister said that the pay scale will be revised with retrospective effect.

The Panjab University Vice-Chancellor Prof. R.C. Sobti urged the faculty and non-teaching employees of the University to work devotedly for the cause of university and the students with transparency and accountability.

Addressing two separate gatherings of the teachers and non-teaching employees to extend Diwali greetings, Prof. Sobti sought cooperation of the staff in maintaining the top ranking status of the university and work with honesty and sincerity considering their job meant for the service.

Prof. Sobti announced release of arrears to be paid to the teaching and non-teaching employees following the likely release of the grant to the university by the University Grants Commission shortly.

Punjab revises allowances for State Govt staff in various categories

Punjab has begun implementing 5th Pay Commission recommendations. The Punjab Government has revised the Scooter and Motor-Cycle allowance of Assistant Sub-Inspectors, Sub-Inspectors, Inspectors and Cycle allowance to the Head Constables and Constables posted in the Police Department & C.I.D. Punjab besides Drivers working in the various departments and offices except Secretariat Offices and other certain posts in various departments would get special allowance. All allowances revised from October 01, 2010. In this regard notifications has been issued.

Take your August 2007 8asic+DA(before wage-revision). E.g. If your August 2007 8asic=12000 & DA= 3000 then 15000 multiply by 12 into 3%=5400.

Kendriya Vidyalaya teachers' transfer policy amended

The Amendments in the transfer guidelines regarding Kendriya Vidyalaya Sangathan Schools were approved today[03/11]. SBI employees to go for 2 day strike from Nov 25

About 2.5 lakh SBI employees have threatened to go on a two-day countrywide strike from November 25 to press for wage- related issues. “We are demanding early disbursal of undistributed amount for SBI employees pending since the wage revision agreement was reached,” G.D. Nadaf, general secretary of the All India State Bank Officers’ Federation, said.

Haryana Govt enhances DA rate

Chandigarh, Nov 2 (PTI) The Haryana Government has enhanced the rate of dearness allowance (DA) payable to its employees on unrevised scales from existing 87 to 103 per cent with effect from July 1.

Another 10% D.A. from Jan'11 for Central Govt ?

Update on 1st Jan 2011 : D.A. likely to be 6% only.
Regarding the next instalment of DA which is to be announced from Jan 2011,numerous speculations are pouring in.The DA percentage will be calculated as per the AICPIN from September 2010 to December 2010. If the AICPIN stands at 179 points or more,there are chances of getting 10% DA from Jan 2011.

Shimla, Nov 1 (PTI) The class III and class IV employees of Himachal Pradesh government would get arrears of revised pay scales on the eve of Diwali, Chief Minister Prem Kumar Dhumal said here today.

The CPI announced for three relevant months  are as follows:-

The new DA will be @ 46.20%, for the months of November, December, 2010 and January, 2011 (as per the revised salary structure).   [The DA for October 2010 is  40.80%] We give below the DA for November, 2010 onwards vis a vis existing DA, alongwith  the increase in DA at various levels of scales.  There is increase of 36 slabs.

Jharkhand hikes DA for employees

The Jharkhand government Tuesday hiked by 10 percent the Dearness Allowance for its employees.
Aditya Swaroop, the Jharkhand cabinet secretary, said the state government employees will now get 45 percent Dearness Allowance on their basic pay. The hike will be effective from July 1.

CPI released for Sep 2010 : DA for Bank Officers and Workmen 46.20% for Nov,Dec& Jan 2011.

Labourbureau has released the  CPI figure(2001=100) for the month of September today.For the months of

Accordingly DA for Bank officers and Workmen for the month of November,December and January 2011 will be 46.20%

{This was predicted well in advance in this blog on 3rd October. IBA is yet to release the DA declaration. We will have to wait for the formal announcement.}

AI further advances date of payment of allowances

Mumbai, Oct 23 (PTI) Changing its decision twice in as many days, Air India today announced further advancement of the date of payment of allowances to its 29,000 employees, saying these incentives would be disbursed along with the salaries on November one itself.

BSNL hiked IDA as expected.

IDA increase 4.7% in revised pay and 8.1% in pre - revised pay w.e.f. 01-10-2010.

Govt. employees, primary teachers in Bihar end indefinite strike

Over six lakh non-gazetted employees and teachers from different associations in Bihar ended their indefinite strike on its 60th day today following intervention by Governor Devanand Konwar.
The associations had called the strike to press for early implementation of the recommendations of the 6th pay commission.

Manipur Cabinet approves Dearness Allowance hike

The Cabinet approved raise in the Dearness Allowance (DA) of government employees, pensioners and family pensioners 10 percent more above the existing 35 percent.
The raise in the DA has been done in accordance with the Central government's recent hike in the DA of its employees.
The draft rule for free and compulsory education to children under the Right to Education Act, 2009, which is in force in the state, has also been approved by the Cabinet.
