Sixth Pay Commission : Kendriya Vidyalaya teachers allege apathy. Bank New Scales [ Unconfirmed }

Resentment is brewing among the teachers of Kendriya Vidyalayas (KVs) against the Kendriya Vidyalaya Sangathan for non-payment of their salary arrears pending after the revisions made by the Sixth Pay Commission.

The general secretary of All India Kendriya Vidyalaya Teachers Association (AIKVTA) S S Malik said more than three years have passed since the central pay commission declared the pay revision.

“Even the state governments have paid the arrears to their employees. But the KV teachers working under HRD Ministry are yet to get their arrears,” he alleged.

He said that though 40 per cent of the amount was released in April, the rest 60 per cent is still pending. “We have appealed the HRD Minister to make budgetary provisions for the same and release the money immediately. But no response has come yet,” he informed.

Sources said while there are about 950 KVs in the country, the Bhubaneswar region comprising Orissa and Jharkhand has over 50 KVs.

The KV teachers are also annoyed following a recent decision asking them to forgo their 10-day winter vacation and coach the bright and weak students of their respective schools by taking extra classes.

The decision was taken during the recent conference of principals of KVs. Though the teachers are yet to be intimated about it officially, the AIKVTA has opposed the decision.

This apart, the KV vocational staffs – teachers and Class-IV employees - have opposed another decision of the Sanghatan which bars them from their earned leave (EL) and forces them to opt for half pay leave (HPL) on production of medical certificates countersigned by the chief medical officer.

It is learnt that the meeting of IBA and UFBU took place on 9th and 10th Dec. 09 for finalizing settlement as per MOU.Award staff unions and officers’ organizations met IBA separately for construction of pay scales.Expected next meeting within 10 days.

It is learnt that UFBU is still finalizing the salary tables and it may take another 10 days time. We may have to wait for some more time.

THIS STARTING PAY IS HIGHLY INADEQUATE.SINCE THERE IS MAXIMUM DISCONTENT AMONG JUNIORS AS THE SETTLEMENT IS ALWAYS IN FAVOUR OF THE SENIORS SINCE 1960, AN ATTEMPT CAN ME MADE TO NEUTRALISE A PART OF THE CRITICISM IN THE FOLLOWING WAY.

HUMP INCREMENT OF 1400 THAT MAY COME BY WAY OF STRAIGHTAWAY MERGER OF THE PRESENT PAY SCALES CAN BE BROKEN AS 800+600 AND THE 600 MAY BE ADDED IN THE FIRST STAGE ITSELF. ADDING 200 , THE STARTING BASIC MAY BE FIXED 7000.(IF IT IS MORE IN YOUR PROJECTION THEN ALSO THE STEP MAY BE CONSIDERED.)

This will improve the overall take home pay from the stage one and no loss to any body .

PENSIONERS:
100% DA NEUTRALISATION TO PRE 01.11.2002 PENSIONERS SHOULD HAVE BEEN TAKEN UP DURING THE LAST TIME ITSELF. IT HAS TO BE ACHIEVED NOW . THESE PEOPLE ARE THE ONLY SECTION REMAINING WITHOUT 100% NEUTRALISATION . SINCE PARLIAMENTARY COMMITTEE HAS ALSO AGRRED FOR THE SAME THERE MAY NOT BE MUCH PROBLEM FROM IBA.

(ii) Rs.3551 to Rs.5650 Rs. 3765.84 plus 88.4 percent
of basic pension in excess of Rs.3550.00

of basic pension in excess of Rs.5650.00

THE DIFFERENCE WILL BE APPROXIMATELY360+175+740=1275 SUBJECT TO CALCULATION ERROR

SIMILAR CALCULATIONS WERE THERE FOR VI VT TH BIPARTITTE ALSO WITH THE CORRESPONDING BASIC PENSION WITH THE THEN TAPPERED DA FORMULA.
ONE HUNDERED PERCENT DA NEUTRALISATION TO BANK EMPLOYEES WAS ALLOWED ONLY IN THE PRESENT SETTLEMENT WITH EFFECT FROM 01.11.2002 BUT WITH MONETEARY BENEFIT FROM 01.05.2005. NOW ALL BANK EMPLOYEES INCLUDING THE PENSIONERE RETIRED ON OR AFTER 01.11.2002 ARE ENJOYING FULL NEUTRALISATION. THE SAME SHOULD HAVE BEEN CONSIDERED FOR PRE 01.11.2002 RETIREES ALSO AT THAT TIME ITSELF. THESE ARE SOME OF THE GLARING EXAMPLES WHERE UFBU FAILED TO PRESS IBA FOR THE CORRECT THINGS TO BE DONE AT CORRECT TIME. HAD THE PENSION ISSUE WAS TAKEN SEPARATELY DURING 2008 ITSELF , THE MATTER WOULD HAVE SETTLED. SBI ALSO WOULD NOT HAVE PROTESTED MUCH . LINKING WITH WAGE REVISION AND COSTING OF PENSION ONLY LED THEM INTO GREAT TROUBLE.


LATER RETIRED OFFICERS ASSOCIATION HAD A REPRESENTATION WITH YTHE PARLIAMENTARY COMMITTEE COMPRISING OF MPS ATTACHED TO BANKING DIVISION AND THEY ALSO AGRRED TO CONSIDER THE AMTTER AND ALSO HAD A MEETING WITH IBA IN THIS REGARD. HENCE THERE MAY NOT BE MUCH DIFFICULTY FOR UFBU IN GETTING THE NEUTRALISATION AND RECTIFYING THE ANOMALY PREVAILING.

Govt of AP under PRC has increased their staff salaries by almost 100%. I think it is wise to join as a class three employee with Govt of AP rather than being an officer in a PSB. I must congratulate UFBU for such a hopeless settlement in the present day context. We have to curse ourselves for having such leadership.

this salary increase isnt enuf as an employee in a scale-II will have an overall increase of just around 3000 only..is it justified..??
or are they giving alms to beggars?

Bank employees those are posted in rural branches are actually hiring their residence in nearby city. So they should be paid HRA/Lease facility according to city where they actually stay. where as Bank is paying lease amount as per working place. How it is possible for bank officer to stay in rural areas when their children are studying in city area. Working in rural area with worst working condition and getting less salary How is justified ?

No body bothers about Navodaya Vidyalayas!
Here Teachers and others work 16Hrs
a day,24x7!Scales of pay are the same as other kv teachers.Minimum holidays!Many teachers were facing
many disciplenary proceedings and had
to leave unceremoneously.They have their own set of rules!It will be better if these teachers join state
govt schools for lesser pay and more
freedom.

DISTORTION IN PENSION REFIXATION
FOR PRE-2006 PENSIONERS.

Yes. There is distortion in Pension.Reasons are not known.The loss ranges from Rs 165 to Rs 3650,depending upon your retiring scales of pay.All due to the criterion set resulting in loss of
pension.S-14 Scale loses 900/=,
S-29 loses 3650/=,S-18=1235/= and so on!The calculation was made by qualified and retired accountants.
