AICTE Pay Notification for tech teachers is available now.

Salient Features:


(i) There shall be only three designations in respect of teachers in universities and

colleges, namely, Assistant Professors, Associate Professors and hofessors. However,

there shall be no change in the present designation in respect of Library and Physical

Education Personnel at various levels.

(ii) No one shall be eligible to be appo~nted, promoted or designated as Professor,

unless he or she possesses a Ph.D. and satisfies other academic conditions, as laid down

by the University Grants Commission (UGC) from time to time. This shall, however, not

affect those who are already designated as 'Professor'.

(iii) The pay of teachers and equivalent positions in Universities and Colleges shall be

fixed according to their designations in two pay bands of Rs. 15600-39100and Rs.

37400-67000with appropriate "Academic Grade Pay" (AGP in short). Each Pay Band

shall have different stages of Academic Grade Pay which shall ensure that. teachers and

other equivalent cadres covered under this Scheme, subject to other conditions of

eligibility being satisfied, have multiple opportunities for upward movement during their

career.

(iv) Posts of Professors shall be created in under-graduate (UG) colleges as well as in

post-graduate (PG) colleges. The number of posts of Professors in a UG College shall be

equivalent to 10 percent of the number of posts of Associate Professors in that College.

There shall be as many posts of Professors in each PG College as the number of

Departments in that College. No new Departments shall be created in UG or PG Colleges

without prior approval of the UGC.

(v) Up to 10% of the posts of Professors in universities shall be in the higher

Academic Grade Pay of Rs. 12000 with eligibility conditions to be prescribed by the UGC.

(vi) National Eligibility Test (NET) shall be compulsory for appointment at the entry

level of Assistant Professor, subject to the exemptions to the degree of Ph.D. in respect

of those persons obtaining the award through a process of registration, course-work and

external evaluation, as have been/ or may be laid down by the UGC through its

regulations, and so adopted by the University. NET shall not be required for such

Masters' programmes in disciplines for which there is no NET........Contd.



8. Other terms and conditions:
(a) Increments:
(i) Each annual increment shall be equivalent to 3% of the sum total of pay in the
(ii) Each advance increment shall also be at the rate of 3% of the sum total of pay in
the relevant Pay Band and the AGP as applicable and shall be non-compoundable.
(iii) The number of additional increment(s) on placement at each higher stage of AGP
shall be as per the existing scheme of increment on promotion from lower Pay Scale to
higher Pay Scale; however, in view of the considerable raise in effective pay between the
two Pay Bands, there shall be no additional increment on movement from the Pay Band
of Rs. 15600-39100to the Pay Band of Rs. 37400-67000.
(iv) All issues relating to grant of advance increments to teachers engaged in
engineering/ technical courses in the university system shall be subject to
recommendations of the Committee separately constituted by the Central Government
for pay review of teachers in technical education.
(b) Pay 'fixation formula':
The pay 'fixation formula' recommended by 6th Central Pay Commission as
accepted by the Central Government shall be adopted for teachers and equivalent
positions in the Library and Physical Education Cadres.
(c) Allowances:
(i) Allowances such as Leave Travel Concession, Special Compensatory Allowances,
Children's Education Allowance, Transport Allowance, House Rent Allowance, Deputation
Allowance, Travelling Allowance, Dearness Allowance, area based Special Compensatory
Allowance etc, as applicable to teachers and Library and Physical Education Cadres, shall
be at par with those accepted by the Central Government for Central Government
employees on the recommendations of 6th central Pay Commission and shall be
applicable from 1.09.2008.
(ii) For teachers and equivalent positions in Library and Physical Education cadres in
UGC maintained universities/colleges and institutions deemed to be universities, the
rates of allowances as applicable to Central Government Group 'A' employees shall be
adopted.
(iii) Teachers and equivalent positions in Library and Physical Education cadres, in
UGC maintained universities/colleges and institutions deemed to be universities, with
visual, orthopedic hearing or other disabilities under the provisions of 'Persons with
Disabilities (Protection of Rights, Equal Opportunities and Full Participation) Act, 1995'
shall be entitled to twice the normal rate of transport allowance as accepted by the
Central Government on the recommendations of 6th CPC for Central Government
Employees with disabilities............Contd.

Yes, it is a good news for the teachers working in the engineering/technical colleges.But in the notification it is directed to the secretary , AICTE to notify the pay scales. So it is requested to the Secretary. AICTE to notify it as early as possible.

the limit given for the number of post of professor should get abolished. As per norms of AICTE related to staff-student ratio, requirement of professor will be much more.

ITS CERTAINLY A GOOD NEWS FOR ALL THE ENGINEERING COLLEGE LECTURERS,BECAUSE THEY WERE THE LESS PAID PEOPLE EVENTHOGH THEY HAD HIGHER PG LIKE Mtech or ME, WITH THE INTRODUCTION OF THIS SCALE THEY WILL GET ENOUGH SALARY AND ITS ALMOST EQUAL TO ANY MNC COMPANIES PAYING TO THEIR SOFTWARE ENGINEERSS....GOOD NEWS,,,CHEERS ,, BUT ANYONE PL LETUS KNOW WHEN IT WILL BE OFFICIALLY ANNOUNCED..?

AICTE will take its own time to direct the respective state governments to take necessary steps. This may be 2-3 months as happened for the UGC case.

Can any one share the information when AICTE will notify revised pay scales?
If we let them play in the hands of Owners of private engg. colleges/management institutes, then I have already told the likely date. Please suggest some innovative methods to make AICTE to take quick action on this front.

No KC sir, you have given a detaol of 5th pay commission notification dates by MHRD and AICTE ,, its ok,, but it was early 2000...but now this is 2009...we may hope for early notification by AICTE to state governments...am i rite?

yes as i know , aided polytechnic institute will also be benefitted from sixth pay...

Dear All,
This is not AICTE pay scale. This is just a notification from MHRD to State level Universities that if they want they can adopt the UGC scale for the faculty of the technical institutes coming under them and the extent of assistant being to them for this.

PLEASE DONOT CALL IT AICTE PAY NOTIFICATION. AICTE scale will be on the based on Goverdhan committee report which is yet to be notified by AICTE.

I don't know why 'educated' scholars of engineering and polytechnic colleges are mad after money while they are already drwing more than what they require for their family. remedy: the reduction of their desires (not needs) will lead to tension free state about 6th pay.

Yet how many years it will take to implement the proposed scales by AICTE to Engineering Institute personnel? Why AICTE is so much delaying this process? Why AICTE is not acting on implementing the scales?

There should be time bound implementation of sixth pay comission for teachers because it is already too late certainly when technical education is run by the private management. Then it is necessary to have strict watch and we want clearcut formula for calculating fixation of salary.

I'm a chemistry lecturer at govt engg college since Aug 2009. At the time of selection I was M.Sc. Chemistry + M.Tech. polymer Technology , which is a interrelated brach of chemistry.Since faculty of engg. & Tech. get two advance increaments for their m.tecg. Degree & humanities and Applied Sc. people get two advance increaments for their M.Phil. Degree. I want to know that should i also get the advance increaments on the basis of my M.tech. Ilooked for AICTE guidelines but found nothing about M.tech for Applied Sc. Plz help me if any body can.

Hi, I am Shiva Kumar C (BE).
I am working as Lecturer in a Polytechnic College, Mysore since 1 year. Under VTU, I can do M.Tech if I have an experience of min 3 yrs. I am lookinf forward to do my M.Tech & getting over into an Engg college. If I opt for part time M.Tech, it will be almost 7 yrs by the time I complete my M.Tech. How does my Diploma College eperience is counted while joining Engg College? To climb into the designation Asst Professor after joining Engg College, which of the below options is quicker/better? Is it better to quit the job & go for regular (2yrs) M.Tech or shall i plan for part time?

1) will i get 6thy pay, because the M.E. was not available 2 years back, i had no option of M.E.

2) if yes what would be the figure of pay?

3) is there any connection between workload and sixth pay?

4)how much is the minimum workload a degree faculty should handle to get an eligibility for sixth pay?

Hi, i am working in a reknowned engg. college in pune. i got the assistant professor order on 1st july 2010. & the 6th pay was implemented at our college from 1st july 2010 but however i was paid as per 5th pay. i approched the management but all in vain.
could someone please tell me where should i complain about this n can i fight this battle legaly.

GOOD NEWS TO ALL TEACHING FACULTY!!!

Why not 6TH PAY COMMISSION PAY SCALE TO NON-TEACHING STAFF???

We work MORE THAN teaching faculty, and Call 100'ss of students over india for admissions,counsel them. TAKE approval for next year continuation of the course for which we work LATE EVENING,HOLIDAYS etc etc

Kindly consider AICTE PAY SCALE for us too.
