IIT teachers call for a 45% hike in starting salary, IIT Bomaby joins the nationwide faculty fast on Sep 24

Faculty members of the Indian Institutes of Technology (IITs) on Monday demanded that their pay be linked to performance and entry level salary raised by at least 45%.

“At a time when private engineering colleges are offering much higher salaries, it would be very difficult to attract young talent unless salaries are raised,” said M. Thenmozhi, a professor of management studies at IIT Madras and president of the All India IIT Faculty Federation.

The federation has been protesting a new pay structure for Centrally funded technical institutes—which includes the IITs and the Indian Institutes of Management (IIMs)—that has been notified by the human resource development (HRD) ministry, which oversees these premier institutions.

Representatives of the grouping, who met in Kolkata and prepared a charter of demands related to pay, said that some 3,000 teachers in IITs across the country would observe a hunger strike on 24 September, which they clarified will not disturb the holding of regular classes.

The federation has demanded that entry level salary be raised to Rs38,000 a month from Rs26,000. It has also said that pay of faculty should be linked to performance to the extent of 20-40% of basic salary.

In a related development, Press Trust of India reported that IIM Ahmedabad’s board of directors will meet on 25 September to discuss the implementation of the new pay structure along the lines of the Sixth Pay Commission, which has been opposed by faculty members. A spokeswoman for the institute declined to confirm the agenda of the board meeting.

The IIT teachers’ federation said in Kolkata that it would place their demands with the HRD ministry on Tuesday and expects a settlement on pay revision by the end of this month, failing which it would intensify its protests.

The teachers are also opposing a rule that stipulates only 10% of the faculty of an IIT could be hired as assistant professors. Under the current norms, assistant professors are hired on contract and offered permanent jobs only on completion of three years of service. Teachers say they should be offered permanent jobs from the beginning.

They are also opposed to the government’s stipulation that an IIT could only hire people as professors if they have taught at an IIT, IIM or Indian Institute of Science for at least four years.

“We do not accept the ministry’s interference in selection policies,” the All India IIT Faculty Federation said in a statement. “Specifying things such as one should be an assistant professor for at least four years… to be considered for the post of a professor is absolutely unacceptable.”

The teachers are also opposing a 40% cap on professors drawing the highest academic grade pay (AGP) of Rs12,000 a month. Only professors with six years of experience are entitled to AGP of Rs12,000 a month. Currently, AGP for associate professors and professors with less than six years of experience is Rs9,500 and Rs10,500, respectively.

The faculty wants the cap removed and say the entitlement to monthly AGP of Rs12,000 should be decided only on merit. Those who meet stringent criteria for advancing to higher AGP should be given higher pay. There shouldn’t be any cap on such promotion, the federation said.

Even students, some teachers claimed, were supporting their demands. “Many students have been voicing their concerns through blogs,” said Sanjoy Ghosh, a professor of biotechnology at IIT Roorkee.

Fearing a move by the Ministry of Human Resource Development to push IITs to the University Grants Commission (UGC) category, IIT Mumbai will join other faculty members across the country for a day-long fast.

The strike is to protest against the recent notifications of the Ministry, especially on the 40 per cent cap on the promotion of professors among other discrepancies.

It is a welcome step that the entry level salary of an Asst prof has now been raised to Rs 37000+AGP 8000 in PB4. But the new pay regim does not seem to be caring about the faculty who are already serving for last so many years. Now the salry of a new entrant Asst Prof and the one with 17 years of service has become same!!
Similarly for Associate Prof and Professors also the seniority or length in service does not seem to be reflecting in their saalaries. In fact the 'bunching' of thier salary should now start over and above the 'minimum basic pay' offered to a fresh entrant. The Govt should not only 'attract' the new faculty but also try to 'retain' the already serving faculty. That is also equally important. IIT teachers Association and their Federation should also get this grievance addressed with MHRD. Even the UGC Fitment table fix more salary than the Table S-26 gives for same basic pay. Govt of India's fitment table also have a lot of anamolies. One Example is :

(a) For the old scale of 14300-18300, the new salary for basic pay of 19100 is now 44700.(Table S-24).

(b) For the old scale of 15100 -
18300 the new salary for same basic pay of 19100 is 46500 (Table S-25)

(c) Applicable to IIT teachers - For the old pay scale 16400-20000 (Please note the minimum and maximum are both higher than (a) and (b) above ) for the same basic pay of 19100 it is the 'less' than both above Rs 43390 only ( Table S-25).

It is surprising that the employees already working in a senior scale have been given fitment of lower pay - No reason can be convincing for this mesh made by babus.

Sir, i am at present in 16400-450-20000 scale, and i am working as associate professor, this is not the case of IIT, i AGPam being given 9000

Now the person who will become associate prof, from working as AP in the scale of 12000-420-18300, will get 9000 AGP.

What is the justification for giveing same AGP at higher scale
Sir, Is S26 and S27 of pay scales in 6th pay commission are merged

Kapil Sibal is right that IIT/IIM teachers are elite class so they should not go for 'strike'. Only NITs, IIITs, ISM Dhanbad, Universities and colleges should go for 'strike'. Elite teachers should not ask for respectable salaries / perks or faciliteis or career advancements: They shall only aim at becoming 'Nobel Laurettes' who never go for strike.

The lie of the Minister and his bandvagon is exposed (that IIT teachers have been given more pay than Govt servants and UGC) from the following fact :-

1. An Assoc Prof in old scale (16400-20000) drawing old basic of Rs 19100 will get basic Rs 43390 + AGP Rs 9500 = Rs 52890.( Tab.S-27)

2. In UGC for this old scale at old basic Rs 19100 one will get Rs 44700+10000= Rs 55700 (UGC Fitment Table No.5 or same Table S-27 !!& S-29)

3. For central Govt servant drawing same old basic pay of Rs 19100 in old scale 12000-18300 (both starting and ending pay less than an Assoc Prof )one will draw new Rs 44700 + GP 9000= 53700 (UGC Table 4 and for Central Govt employees Table S25) and principals old scale 12000-18300 will now get 44700+10000= 54700.

4. For Central Govt servants in old scale of 15100-18300 (Again starting and ending salaries less than Assoc Prof 16400-2000) the new basic basic 46500 + 8900 = 55400

For the same basic pay an IIT Associate Prof ( who is in a senior scale 16400-20000) will get Rs 52890 ( remember he has been given higher AGP 9500 , 500 more than UGC reader). A reader/ principal in UGC ( old scale 12000-18300) will get 54700 and principal Rs 55700. A govt servant will get Rs 53700 and another govt servant will get 55400.

According to Mr Sibal's arguemants (Beware, he is a supreme court lawyer - so he has a right for such arguments) To an IIT Assoc Prof Rs 52890 is higher than Rs 53700, or Rs 54700 or Rs 55400 or Rs 55700.

Can You DARE to BARE in the arguments like him??

BUT Kapil Sibal can still prove that IIT teachers have been given more than others only because he is KAPIL SIBAL.

WHY CANT YOU WALK A FEW STEPS----- ONLY A FEW STEPS.... FOR NITs.... FOR NITs.... IN PARTICULAR YOUNG FACULTY MEMBERS..... ARE WE NOT YOUR KIDS.....


NIT faculty members were made to wait for almost an year more than UGC. Finally MHRD discovered that we are same like UGC and has given the same UGC scales.....
Various NITs made a number of memorandums.(In a dignified manner as reported by IIM)
But, not even a single time their concerns were heard, in the TWO modifications MHRD has given dated 16th and 22nd.

The pay commission was framed to attract young faculty members with PhD and to retain existing faculty.
As far as NITs are converned MHRD has done everything possible to retain existing senior faculty members.

For young faculty members, MHRD said seven non compoundable advance increment will be given for a person with PhD.
Unfortunately, we don,t know, whether our English is bad or MHRDs, the existing faculty members with PhDs are given a mere TWO increments only. The argument is that a person who is going to be recruited after this GO and who joins with a PhD only will be given 7 increments. Even if a person submits his thesis and gets his PhD the next day of joining NIT, he will be eligible for only TWO increments.
Young faculty members with PhD represented MHRD through various memorandums to keep them at 7000 AGP AT LEAST.
BUT NOTHING HAPPENED FOR THIS DIGNIFIED(AS REPORTED BY IIM)PETITIONS TILL DATE. INSTEAD WE ARE PUNISHED STILL MORE BY GIVING JUST TWO INCREMENTS.

OKAY, If we think that We will leave this institution and join another as a fresher to get atleast the SEVEN increments promised for a fresher, UGC has recently come up with another regulation saying, Discretionary award of advance increments can be given only to Asso Profs and Professors and not to a person joining fresh AS ASSISTANT PROFESSOR(6.4.19 IN REGULATION 2009).
WHY..... What wrong thing we made....Spending 5 to 10 years in various industries and institutions before joining NIT is a fault...OR Did a bit of research to get a PhD in service is a fault... WHAT WRONG THING WE MADE....
SO, U WONT GIVE US PROPER SALARY... U wont allow us to join ANOTHER INSTITUTION also peacefully....(B,COS WE WILL LOSE OUR SERVICE AND WE MAY NOT GET ADVANCE INCREMENTS OTHER THAN FOR PHD......) So, MHRD should tell us what service we should do in our existing institutes...

THOSE WHO JOINED NIT AFTER SUBMITTING THEIR THESIS AND GOT THEIR PhD IN SERVICE IN A MONTH OR TWO AFTER JOINING NIT DONT KNOW
WHETHER WE ARE A FRESH FACULTY
OR
AN EXISTING FACULTY......

WE ARE NOT PROVIDED EITHER THE BENEFITS SHOWN TO EXISTING FACULTY(SENIORS)
NOR

WHO WILL TALK ON BEHALF OF YOUNG FACULTY MEMBERS OF NITs

Dear Kapil Sibal Ji,

We are happy that you are trying to resolve the issues in IIT Pay scales. We saw the interview you gave to media. We are happy.
But Sir, will you spend few minutes time to look into the issues raised by Young Faculty Members of NITs ???.
We didn’t get any representation in the Pay Revision Committee. There were only professors………, professors………… and professors. They have taken care of themselves.

We are not getting any support from our faculty association also.
Because, starting from Selection Grade Lecturers, all have got PB4, Which, even the IIT Assistant Professors have not got.

The pay revision committee headed by Prof. Mehta visited IITs and they got the views of Young Faculty members of IIT. But, to the greatest surprise, they did not find time to visit even a single NIT. They did not analyze the present strength of NITs, their publication history, their sponsored research projects, their expectations, .,,,,,,,. Nothing was done and still the committee made a statement that NITs should be given the scales of UGC.

However, NIT faculty who are selection grade lecturers and above are extremely happy as they are getting PB4.

DEAR SIR,
Young faculty members of NITs are not asking for PB4. We are not asking for equal scales like IITs. We are not asking for autonomy like IIT, because within NIT itself, we don’t have autonomy.

In NIT, we don’t have an association like NIT YOUNG FACULTY ASSOCIATION to struggle for us. We are not having the support of our senior faculty colleagues also.

We have no means of representation except this blog and few e mails.

Sir, Kindly look into our issues.

You can compare our performance in terms of publication, in terms of projects, in terms of additional qualification like PhD, in terms of previous experience put in at other leading industries and institutes before joining NIT, our foreign visits, and what ever qualities you desire and you feel is existing in leading institutes like IITs and THEN PLEASE DECIDE ON OUR REQUEST. Please don’t decide based on a professor’s report done without an analysis of the nature shown above.

Again, Sir, we are not asking for IIT scales which is 38,0000 for a regular faculty position.Please don’t say that the starting scale of IIT is only 21,600, which is a contract position. We too have such positions, which we call Adhoc lecturers, and their pay being around 10,000.

ATLEAST PROVIDE 7000 AGP FOR A FACULTY WITH PHD AND AN YEAR OF EXPERIENCE TO NIT FACULTY AS YOU GIVE TO THE ENTRY LEVEL CONTRACT POSITION OF IIT.

SO, SIR, KINDLY GIVE US AN OPPORTUNITY.KINDLY DECIDE BASED ON OUR PERFORMANCE .WE STRONGLY FEEL OUR POSITION IS STRONG IN TERMS OF RESEARCH, PUBLICATION AND QUALIFICATION.

AS A LAST POINT, WE WOULD LIKE TO ADD THAT, SINCE REC BECAME NITs, THERE WAS A HUGE RACE BETWEEN NITs TO OUTPERFORM EACH OTHER AND THIS WAS THE AGENDA FOR MOST OF THE NIT DIRECTORS AND MOST OF THE NITS HAVE PERFORMED WELL WITHIN THE LAST 5 YEARS.SO, PLEASE DON’T HAVE A PRE CONCEIVED BAD IMPRESSION ABOUT OUR INSTITUTES AND PLEASE TAKE DECISIONS BASED ON FACTS.

SIR, WE DON’T HAVE STRENGTH, WE DON’T HAVE THE BACKING OF OUR ASSOCIATION. PLEASE DO THE NEEDFUL.
