Pay punch to IIMs and IITs - Govt-approved increments less than what panel had recommended

The Centre has snipped the annual increments recommended for teachers at the IITs and IIMs under a new pay regime, shuffling existing hierarchies in a move that could trigger a protracted protest from faculty members.

The revised annual increments approved by the cabinet on August 7 for faculty at India’s apex technical education institutions are lower than those proposed by a central review panel, The Telegraph has learnt.

The new salaries proposed by the central review team headed by former Indian Institute of Science director Goverdhan Mehta were already lower than what the institutes had demanded to tackle a crippling faculty shortage.

But the pay regime approved by the cabinet — based on finetuning of the Goverdhan Mehta report by an inter-ministerial committee — further reduced the financial benefits proposed for teachers.

In absolute terms, the new pay regime hikes starting salaries at each teaching post for the IITs and IIMs by around 150 per cent. But the salaries were last set in 1999 and teachers are unlikely to accept the new hierarchies the new regime creates.

As a sense of the new pay regime started drifting in on IIT and IIM campuses today, faculty associations met to prepare strategies to protest what they argue is “disrespect” to their service.

Senior faculty members told this newspaper that they may try to meet HRD minister Kapil Sibal in a bid to convince him to take a fresh look at the pay structure before it is notified. The ministry is likely to issue the notification of the new pay regime around August 20.

“If this is what the cabinet has approved, the government is effectively saying that they do not care about retaining the best faculty at the IITs and IIMs,” the head of the faculty association of one of the IITs said.

The new regime hits the National Institutes of Technology, the Indian Institutes of Information Technology and the Indian School of Mines, Dhanbad ever harder.

The NITs had demanded pay parity with the IITs, IIITs and ISM — where salaries are already higher than those of university teachers because of the greater market demand for teachers of technical courses. Instead, the NITs will receive the pay prescribed by the University Grants Commission for varsity teachers.

Existing faculty at IIITs and the ISM Dhanbad will continue to receive salaries on a par with the IITs and IIMs under the new regime. New teachers at these institutions will, however, receive salaries similar to UGC scales.

The Telegraph had reported on August 8 that the IIITs and ISM Dhanbad were to lose their current pay parity with the IITs and IIMs under the new regime.

But the new regime also alters existing pay hierarchies within the IITs and IIMs. At present, assistant professors receive salaries on a par with deputy registrars at these institutes while associate professors receive salaries on a par with registrars.

But under the new regime, assistant professors will receive lower pay than deputy registrars and associate professors less than registrars in a shuffle that one IIM professor described as “outrageously unfair”.

“Assistant professors and associate professors need to hold PhDs with first class scores in their research evaluation, apart from teaching experience. These are significantly higher qualifications than those required for administrative jobs,” the professor complained.

The IIMs had demanded that their directors receive a fixed salary of Rs 90,000 a month. The new regime doles out Rs 80,000 a month for directors at the IITs, IIMs, the Indian Institutes of Science Education and Research, IISc in Bangalore and the National Institute of Industrial Engineering.

Directors at the NITs, IIITs and ISM Dhanbad will receive Rs 75,000 a month, along with a special allowance of Rs 5,000 -- a salary on a par with university vice-chancellors. The special allowance is not considered while calculating benefits like the dearness allowance.

great news for potential faculty candidates - a gift from the great MHRD babus and Mr. Kapil Sibal. i am just waiting for the details. i think this will ignite some meaningful response from the faculty members. i cannot understand what is the reason for new faculty members receiving UGC pay scales ?? what were they thinking ?? for all this they took almost a year !!!

IITs Pay‐Scales Downgraded
The faculty association, IIT Madras has received a copy of the inter‐ministerial committee report
from reliable sources. The general body met on August 18, 2009 and has expressed its disappointment
over the committee’s recommendations.
Faculty members are very unhappy and feel humiliated on the pay‐scales approved by the
cabinet. The report of the inter‐ministerial committee on pay‐scales for centrally funded technical
institutions has downgraded IIT scales and equated IIT scales with the revised UGC scales with very
minor differences. Faculty members have unanimously resolved to reject the proposed pay‐scales and
reinforce the earlier recommendations given by All India IIT Faculty Federation to MHRD. Faculty
members will resort to protest by gathering on Friday and going for a procession. Further measures are
being contemplated to emphasize on IIT Federation recommendations to be incorporated into IIT Pay‐
scales.
The following are our concerns that were highlighted during the discussion:
• Secrecy was maintained at all stages regarding IIT pay scales. Complete report of Prof.
Govardhan Mehta Committee and the inter‐ministerial committee should be made public
immediately.
• No incentive has been provided to pursue direct Ph.D. compared to those who join UGC system
after B.Tech and earn Ph.D. while working.
• No special / scholastic pay has been recommended for IITs. Scholastic pay of Rs. 15,000 /‐ per
month should be given to compensate for the loss of salary while doing regular Ph.D.
• One grade difference between UGC and IIT (to compensate for more stringent entry–level
qualifications for IIT) has been removed.
• Professional development allowance to be increased to 4.5 Lacs (1.5 Lac per annum cumulative
for 3 years) and DA clause should be made applicable to professional development allowance.
• The report insists that at least 10% of the faculty should be recruited at Lecturer level at IIT
when this post has been abolished in UGC.
• Parity of scales for equivalent qualifications must be addressed as per the following table:

Summary of the table presented above:
Assistant professors are fixed in PB3 with an AGP of 8000 and have no option of moving to PB4 after 3
years of experience. Whereas the equivalent Associate Professor pay scale in UGC has the option to
move to PB4 after three years of experience. Consequently, assistant professors with 3 years of
experience at IIT are placed lower than equivalent grade in UGC scale.
Associate professors start in PB4 with a minimum pay of 42800 + AGP of 9500 but an equivalent grade in
UGC is placed at a higher level of PB4 with a minimum pay of 43000 + AGP 10000. AGP of 9500 is
deliberately introduced to deprive associate professors of perks.
Professors in IIT start in PB4 with a minimum pay of 48000 + AGP of 10500 and only after 6 years, this
AGP will increase to 12000 for 40% of the faculty. However, in UGC, no such eligibility criterion is
mentioned.
Professors reach saturation of scale in 10 years. Stagnation pay at professor level should be addressed.
Special stagnation increment of 3% per annum should be given.

· Action by other IITs: IIT Roorkee has decided to go on Mass Casual Leave for 1 day on Monday followed by 4 days of earned leave. They have also decided to stop mentoring new IITs and refuse to serve at the administrative posts. IIT-KGP has decided to go Mass Casual Leave on Friday and they have also requested all faculty members holding administrative positions to resign their administrative posts on Friday.

o IITM, No classes will be taken by Faculties from 21st August, 2009 indefinitely. All IITs/ IIMs will join soon for the same.

Dear fellow teachers,
I have been writing blogs in this column for about last 8 months but during this time all of you showed 'patience' (timidity?) when I quoted Shakespear - "They would have not become wolves had we not become lambs". Exactly the same thing happened and we opted to remain lambs and they obviously became wolves . Anyway 'Better late than never'. Now Technical Teachers all over the country should rise as one person against the 'humiliation' caused by the babus of MHRD and take a unisoned course. The IITs or NITs or any other tech institute's teachers come forward and think not only for themselves in isolation bu for all. The NITs or other tech teachers also spend the same career years to reach a level in the hirerchy. So

(1) All the tech teachers should be placed above the UGC scales, as envisaged in G Mehta Report.

(2) NITs should be placed above the General Tech Colleges.

(3) IITs (Including IIITs and ISM Dhanbad) should be placed at the super scales. Downgrading of any Institute without any valid reason or degradation in the quality of academic activites of the institute should not be done only by the 'sweet will' of the babus of MHRD. The upgrading or downgrading of any institute should be based only on the assesement by proper and consecutively (at least for 3 years) conducted academic audit by proper committees of renouned academicians of the technical fields. So the present downgrading of IIITs and ISM Dhanbad is ILLIGLE and UNCALLED FOR and should immediately be withdrawn unconditionally by MHRD as their first step.
(4) The scales given given to all CFIs ( IITs/ IIMs, IIITs, ISM, IISC NITs etc. ) should be respecable.
(5) The lenght of service of the existing faculty needs be recognised and should reflect in their basic pay. Look at the proposed pay which reminds of the saying which best fits to MHRD bosses:
'ANDHER NAGREE CHUPATT RAJA'
TAKE SER BHAAJEE TAKE SER KHAJA'

for example:
(a) A new entrant as Associate Professor will get 30,000 as basic pay and an existing Professor with 10 years of service with basic pay of 16200 will get 30140 - a mere Rs 140 for his 10 years experince all of his experince gets washed for the 'WISDOM' of MHRD officials sitting in DELHI in their AC rooms!!

(b) A new entrant as Associate professor will get 42800 as basic pay and existing Associate Professor for 6 years (may be with a total about 27 years teaching experince0 will get Rs 43390 - a mere Rs 590 for his experince and service rendered to the institute for so many years.- All because of the 'POWER AND JUDGEMENT OF SOME MHRD JARGONS' sitting in DELHI in ther AC Rooms!!

(c)A newly appointed Professor will get basic pay of Rs 48000 on joining but an old (may not so old) Professor who has devoted his life in the profession and with 6 years experince as Professor will get a basic pay of Rs 48870 just Rs 870 being the price of all what he has over the fresh person who has not given anything to the institute and may be very new in teaching. All his experince knowledge, control over the subject and pedagogy fetched him Rs 870 only , 'COURTESY' again to the 'HARD WORK, EFFORTS, DELIBERATIONS AND THINKING , CONFIDENTIALTY MAINTAINED' by great MHRD babus!!

My learned friends of IITs/IIMs may please note that, in UGC system, a fresh entrant starting his career as assistant professor with phD degree has to spend 12 years at PBIII with various AGPs before moving to PBIV. However, in the recently fixed IIT system, a fresh entrant as assistant professor has to spend only 6 years at PBIII before moving to PBIV. In addition, if he has previous experience, he can move to PBIV in just 3 years. Even the NIT teachers are getting the chance of accelerated promotion. Please note this difference between UGC system and IIT system sincerely.

MHRD notification for CFTIs, F.No.23-1/2008-TS-II, says in cl.2. (c), Associate professor can be professor after 4 years. This for NITs, ISM and IIITs teachers.

MHRD notification for UGC, F.No.1-32/2006-U.II/U.I(1), says in cl. 2. (a) (xiii), associate professor can be professor after 3 years. This is for UGC teachers.

Note: All other conditions are same, except years.

Is it acceleration?

Similarly, MHRD notification for CFTIs, F.No.23-1/2008-TS-II, says in cl.2. (b) (iii), Assistant professor having Ph.D and of 8000 AGP can be associate professor after 3 years. This for NITs, ISM and IIITs teachers.

MHRD notification for UGC, F.No.1-32/2006-U.II/U.I(1), says in 2. (a) (xii) Assistant professor of 8000 AGP can be associate professor after 3 years. Please see, no mention of Ph.D. This is for UGC teachers.

Please note that in UGC system, a faculty has to show performances in every promotion w.r.t AGP. This has been clearly mentioned in the paycommission report. The performances will be evaluated centrally through a rigorous selection process, as prescribed in the new UGC draft regulations. However, for NITs/IITs, the promotions are automatic and routine affairs. Kindly consider this serious issue.

Regarding pku's first point in the blog, I must mention that in the new UGC pay scheme, for the fresh entrants, NET/SLET or PhD is must. If you consult any science/arts students, you will come to know the amount of rigour involved in NET examination. However, I must admit that UGC tech teachers are lucky in this sense upto few years, i.e. upto associate professor level.

My Dear Fellow Members

I am surprised that why IITS and so called other higher Institutes first walks alone without considering the other technical Institutions. The country has thousands of technical colleges and why not the same payscale for all the technical institutes. Then you will see the strength of technical teachers.
If we are not bonded to work together, the persons will exploit us.
Therefore talk for the all technical institutes, not seperately for IITs, IIMs, NIT, state colleges, or feel the heat.

Dear umesh

MHRD notification dated 19.8.2009 is applicable to all technical institutions in INDIA. But state colleges has to wait for AICTE notification based on MHRD notification dt 19.8.09.

All other technical teachers, under AICTE (NITS, CENTRAL & STATE UNIVERSITIES & COLLEGES & NITTTR), should get better pay scale than UGC.
For this all technical teachers should join together to fight against the injustice of MHRD BABUS against technical teaching fraternity in India

Comparative benefits if IIT pay scales over UGC teachers:

1). 7 advance increments as compared to 5 in case of UGC teachers

2). Movement to Assoc. Prof. After 9 yrs compared to 12 yrs for UGC teachers

3). 13 yrs for movement to Professor post compared to 15 yrs in case of UGC teachers

4). Movement to Senior Professor after 6 years as compared to 10 yrs in case of UGC

5). A cumulative Professional allowance of Rs 3.0 lakh for 3 years as compared to none for UGC incumbent

PLEASE NOTE AGAIN :

In 5th PC, The Asst. Professor at IIT was equivalent to Reader in University. I can give example people from Central University left reader post and join at IIT as Assistant Professor. (One faculty from Delhi Univ. to IIT Kanpur joined 4 years back).

Also, in 5th PC, Associate Prof. at IIT was equivalent to Professor in University with same scale.

Also, there was no equivalent post (salary equivalent) in University to Professor of IIT.

In 6th PC, Nomenclature at IITs should have started from Associate Professor, Professor and Senior Professor as UGC changed the nomenclature for their teaching posts.

So, Do not campare Asst. Prof. of UGC (now) in Asst. Prof. of IIT. Please compare the scale of Associate Prof, of Univ. with Asst. Prof, ot IIT.

Many of us could not undertstand, what are the points/clauses of MHRD report, against which they are fighting. A close scrutiny of Mehta committe report suggest that MHRD has by and large accepted all its suggestions. Then why the IIT/IIM faculties now started opposing the MHRD report?

It is a welcome step that the entry level salary of an Asst prof has now been raised to Rs 37000+AGP 8000 in PB4. But the new pay regim does not seem to be caring about the faculty who are already serving for last so many years. Now the salry of a new entrant Asst Prof and the one with 17 years of service has become same!!
Similarly for Associate Prof and Professors also the seniority or length in service does not seem to be reflecting in their saalaries. In fact the 'bunching' of thier salary should now start over and above the 'minimum basic pay' offered to a fresh entrant. The Govt should not only 'attract' the new faculty but also try to 'retain' the already serving faculty. That is also equally important. IIT teachers Association and their Federation should also get this grievance addressed with MHRD. Even the UGC Fitment table fix more salary than the Table S-26 gives for same basic pay. Govt of India's fitment table also have a lot of anamolies. One Example is :

(a) For the old scale of 14300-18300, the new salary for basic pay of 19100 is now 44700.(Table S-24).

(b) For the old scale of 15100 -
18300 the new salary for same basic pay of 19100 is 46500 (Table S-25)

(c) Applicable to IIT teachers - For the old pay scale 16400-20000 (Please note the minimum and maximum are both higher than (a) and (b) above ) for the same basic pay of 19100 it is the 'less' than both above Rs 43390 only ( Table S-25).

It is surprising that the employees already working in a senior scale have been given fitment of lower pay - No reason can be convincing for this mesh made by babus.
