Jammu & Kashmir : Deadlock continues on 6th pay commission

After the two hour long meeting between the government and employees leaders failed to break the deadlock on implementation of 6th Pay commission recommendations, the leaders of Employees Joint Consultative Committee said the “Lal Chowk chalo” call on August 12 remains intact.
The government had invited JCC leaders for a meeting at Civil Secretariat to persuade them to take back “Lal Chowk chalo” call. “The meeting between JCC leaders and the government was held in Civil Secretariat. Chief Secretary S S Kapur, Secretary Finance Sudhanshiv Panday and Commissioner Secretary General Administration Department represented the government during the two hour-long meeting during which they urged us to call off the agitation and wait for couple of months,” Employees Joint Action Committee (Q) chairman Abdul Qayoom Wani, who also attended the meeting, told Rising Kashmir.
He said Kapur and Panday insisted them to call off the August 12 “Lal Chowk chalo call”. “They told us that government was committed to fulfill all the recommendations made by the 6th Pay panel. We told them that we cannot compromise on anything and there will be no change in our August 12 program unless our demands are met,” Wani said.
On Finance minister’s announcement during budget that DA of employees was enhanced by 22 per cent, EJAC leader said, “There was nothing new in increasing the DA. We were already getting 16 per cent DA. Our DA was supposed to reach 22 per cent in January”.
He said their main demands including conversion of COLA into DA, increase in House Rent Allowance, regularization of daily-wagers, and benefits of 6th pay commission to the employees who joined government services after January 1, 2006 have not been fulfilled. “The government regularized contractual and adhoc employees but left out daily-wagers, who are in government services since more than 10 years,” he said.
Wani said the employees are demanding release of arrears in cash form, which too has been ignored in the budget.
About the arrears, the finance minister said the government will have to pay the arrears to employees right from January 1, 2006 which amounts to Rs 4000 crore. “The State is not in a position to clear the arrears of employees. We have raised the issue with 13 Finance Commission and hope they will come up with the financial help,” Rather told reporters.
“If 13th Finance Commission would clear entire amount, I will release the arrears to employees without any delay,” he said
The EJAC (Q) president said the JCC has decided against calling off their earlier programme. “Our Lal Chowk march stands intact,” he said and appealed all the government employees to assemble at Municipal Park on August 12. “We will gherao the assembly on the same day,” he said.
According to JCC leaders, employees from all the three regions would assemble at Municipal Park and march toward Lal Chowk to ghareao State Legislative Assembly to press for the implementation of all recommendations made by the 6th Pay Commission panel comprising S L Bhat and Haseeb Drabu.
