Judicial Pay commission : Padmanabhan committee submits report, three-fold pay hike for trial court judges.

In what could be the biggest ever salary hike for lowly-paid trial court judges, the Supreme Court-appointed National Judicial Pay Commission (NJPC) has proposed more than three-fold jump in their pay that translates to a monthly increase of Rs 20,000 at the entry level.

Less than three months after being appointed head of the second NJPC, Justice E Padmanabhan, a former judge of the Madras HC, submitted his report to the SC proposing an average 3.07-fold hike in the existing salaries that was recommended by the first NJPC in 1999. The recommendations of the first NJPC headed by Justice Jagannatha Shetty had entitled civil judge (junior division) starting salary of Rs 11,775, civil judge (senior division) Rs 15,200, district judge (entry level) Rs 20,800 and district judge (super time scale) Rs 23,850.

With the increase proposed by the second NJPC, the starting salary of a civil judge (junior division) is expected to be around Rs 35,000, a hike of nearly Rs 24,000. As per Justice Padmanabhan’s recommendations, salary of civil judge (senior division) would be around Rs 45,000, which means a hike of around Rs 30,000. Similarly, the salary of district judge (entry level) would be around Rs 60,000 and that of DJ (super time scale) Rs 70,000.

The logic given by Justice Padmanabhan, after extensive research and hearing of parties almost on a daily basis, was that the first NJPC had recommended salaries of the lower judiciary keeping in view the then salaries of HC judges which was fixed at Rs 26,000 and that of HC CJ at Rs 30,000, SC judges at Rs 30,000 and CJI at Rs 33,000. However, with the CJI and SC and HC judges getting more than three-fold hike in their salaries, the second NJPC thought of applying the same logic for trial court judges.

The salary structure for the higher judiciary got changed with retrospective effect, as the government in January this year agreed to revise the salary of HC judges to Rs 80,000, HC Chief Justices Rs 90,000, SC judges Rs 90,000 and CJI Rs 1 lakh.

The appointment of the second judicial pay commission had come through a judicial order of the apex court on April 30 in an application filed by the All India Judges Association.

SC seeks states’ response


The Supreme Court on Tuesday asked for response from all states, UTs and High Courts to the recommendations made by the Justice E Padmanabhan Committee, the most prominent being over three-fold hike in revision of salary of lower-judiciary judges.
Appointed by the apex court in April this year, the Padmanabhan committee placed its report before a Bench headed by Chief Justice K G Balakrishnan. It has also called for an increase in the pensionary benefits to those judicial officers who retired before January 2006 and those after it.

The subordinate judges are the back bone of the Indian Judiciary. The indian Public at the entry level looks at the judges of the subordianate court. They have to face many problems in day to day trial. But the are ignored by the Indian Government. The Judges do justice with the litigants with their full devotion and hard work but injustice is being imposed upon the subordinate jugdes. The salaries of all the public servants have been increased from first January,2006 but the judges are awaiting for it. It should be done quickly as soon as possible so that the subordinate judges may lead a respectable life as expected by Indian Constitution.

It will encourage trial judges to work hard inspite of their inconveniences in the court as well as in their residence. Now the trial court judges are working about 14 hours per day in Kerala. Magistrates are working throughout the day and night. They can expect arrest and production of accused even during midnight.Preparation of next day's cases posted for trial and judgment and administrative works including affixing signature in each and every papers produced before the court and recording of lengthy depositions and examination of more than 20 witnesses per day are their routine works. But the pay and allowances being paid to those trial judges were only nominal and they were constrained to meet the ends. Now the decision of Hon'ble Supreme court to appoint Justice Padmanabhan to file a report after considering the grievances of trial court judges and the report filed in time have removed distress in the minds of them. Now they can lead a respectable life suitable to the reputed post they are holding

All state governments must accept the report and enforce the same. States shall not defend the report raising untenable contentions. It is known to everybody that the judicial officers are working hard enough to do justice. Justice should be done for them also. If so it will ultimately help the society.

Its very pleasant to hear that Hon'ble Justice Padmanabhan has very logically recommended for the pay revision of subordinate court judges. But it is to be seen that how much time it takes in its implementation after passing through many constraints. One can not see any department where officers are punctual to time in seconds. They utilize every moment of their working hours to deliver maximum output depite of innumerable difficulties, eg.; no light, no proper infrastructure, no hygenic surroundings, no steno/typist etc. etc. Even one can witness the subordinate judges noting down depositions in the light of candles while cleansing their sweat. Needless to mention that they do write the lengthy judgements in their own handwrittings as they are not provided with steno/typist in most cases. What else a subordinate court judge can do except that they are indulged to achieve the very objective of social justice enshrined in our constitution in adverse conditions provided to them. What matters to them is people get justice because people have faith in them.

To avoid the diemma at the time of pay revision of subordinate court judges in future, Hon'ble Supreme Court may be pleased to consider for direction to Govt. of India to devise suitable mechanism for pay revision of the subordinate court judges of entire country when ever pay revision of central govt. employees is done and that should be binding on the state governments. This may avoid undue delay in pay revision for subordinate court judges.

It is heartening to see that the report regarding the new pay scales for subordinate judicial officers by Hon'ble Mr. Justice E.Padmanabhan has been submitted in time.Now it only remains to be seen that in how much time the benefit of revised pay scales reaches the officers.The trial court judges in india are backbone of our judicial system and it is in the interest of the country if judicial officers are given respectable salary so that they can work honestly and with more vigour.I hope that the Hon'ble Supreme Court of India directs the implementation of this report as soon as possible.

Atlast, the salaries of the subordinate judiciary have raised to a level where it can match the metropolitan standards of living with decency.
The budget alloted for the administration of justice in India is awfully low, which is less than 1% of total budget.The total number of staff in judiciary being only 16,ooo is something that has to be marked where there is a huge social and moral responsibility for the subordinate judiciary to keep up the trust and credence of the public.
It is pathetic to peep into the issues where the court complexes and judicial quarters are not maintained atleast to a hospitable condition. Where in some places they are not even whitewashed atleast once in 10 years due to lack of funds, leave alone the infrastructural malfunctions.
Which is why, the hike in the salaries and funds is completely justified so as to enable the subordinate judiciary for a better living and a better justice.

Honesty is the basic qualification of a judge.After implementing the 6th pay commission the cost of living has been increased accordingly.It is being seen that senior readers and steno are getting more salary than magistrates.We feel inferiority & derogation.A judge has to maintain a standard being representative of judiciary.But in present situation it is being impossible.Now Padmanabhan committee has played a vital role in providing justice to judges.THANKS...........

Apart from the pay hikes, judicial officers should also be provided with proper working infrastructure. They cannot be expected to work in dilapidated buildings and move around in vans ferrying them like school going children. Does any IAS/IPS officer work in such conditions, even in their wildest dreams? Also increase in the number of courts will not help reduce pendency of cases, but a sense of respectability to the office will make the judicial officers work with more zeal and enthusiasm. There need not be a separate court for every enactment.

While even officers at the bottom of the hierarchy have independent vehicles provided by the government, 3 or 4 senior most district judges have to move around in a single van!!!!!!!!!!!!

please give full report of the recomendations. Prima facie recommendations are a step forward
Because clerks are getting salary more than magistrate thanks to sixth pay commission there fore this report should be implemented on or before jan 1st 2006 . retrospective implementation is must

Implementation of recommendation of the committee, as same as it has been made, seen a tough task for the authorities. Today, after a week, all officers of Judicial Fraternity are still awaiting for their salaries as the recommendation are. And, employees of other department are availing and enjoying their joys. Further more that as a Judicial Body, we can't complaint to any one whether it is about our right or about our pain. By the way, lets wait again till receiving of the fantasy (its my own word about the dreamed salary).

When each and every district has 16 to 20 courts of judicial officers in the rank of District Judges, how can the judiciary be expected to command respect. There is no need to set up a court for every enactment. Also the fast track courts should be abolished and the regular courts that were prevailing earlier are more than enough to bring down the pendency of cases. What is needed is a sense of respectability to be attached to the judiciary and the officers will work with more zeal. Are there 16 to 20 IAS and IPS officers for every district? This is why the executive treats the judiciary with utter disregard.

The Annual Conference of Chief Ministers' and Chief Justices' has become ritualistic with resolutions passed every year to bring down the backlog of cases all over the country. The judiciary is depicted as the culprit and it is made to appear as if the judicial officers are incompetent and lethargic. Sadly not even a single moment is spent to discuss the hardships faced the judicial officers. It is not enough that the judicial officers get pay on par with IAS/IPS officers. Even the facilities should match that of the IAS/ IPS officers. And everyone speaks as if an increase in the number of Courts will reduce the backlog while history and statistics prove otherwise. An increase in number of courts is a convenient way to reduce the staff in each court and making the judicial officers work in far worse conditions than those existing now. No need whatsoever for the 71 new CBI Courts that the Prime Minister was boasting of. Instead that funds can be utilised to modernise the court rooms, acquire independent vehicles,..

The Fast Track Courts should be abolished and the earlier system of regular courts should be allowed to continue. Fast Track Courts are nothing but a way to belittle the judicial officers by providing them with no staff, no amenities. Despite these drawbacks if the Fast Track Courts could deliver then think of the wonders that can be expected if better amenities are provided to the judiciary.

No one points out to the fact that the government being the biggest litigant, is responsible for the huge backlog of cases in the Courts all over the country. It is the ineptitude, inefficiency and indifference of the government machinery that gives rise to unending litigation and the common man is at the receiving end because of this. What is needed now are not new courts but effective training to the government servants to implement schemes, laws, etc. without fear or favour and avoid unnecessary litigation. They don't honour the Courts' judgments and directives leading to further litigation in the name of contempt proceedings. So make the executive governance better to reduce the backlog of cases in courts. Don't blame the judiciary and its officers. They work from 8am to 1'o clock late night yet no one cares for them because they are expected to stay away from limelight and media.

Yes. This is how the judiciary functions and that is why it remains where it is today. The administration of justice in our country may be dynamic but sadly the administration of judiciary always been static and there is no semblance of change in this regard. For all those who are under the hallucination that an increase in the number of the Courts is a panacea to reduce the backlog of cases in our Courts, the following excerpts from an article written by Hon'ble Sri Justice V. R. Krishna Iyer entitled 'Everything for justice' published in The Hindu on 31 - 08 - 2009 serves a timely remainder.
"The Prime Minister and the Chief Justice demand more number of courts - in their thousands. This is part of the pathological arrears syndrome. The truth is: more courts, more arrears, more lazy judges, more examples of Parkinson's Law and Peter Principle. The real cause is the absence of accountability and transparency.
"For more disposals, early finality and inexpensive justice, the purposeful is not the arithmetical illusion of judicial numbers but intelligent selection of the robed brethren, of result - oriented technology, and summary procedure. One capable judge with sound philosophy is a better instrument of justice than a dozen mediocre, indolent ignoramuses who will merely add to the adipose of the system."
It would be much better if instead of new courts the existing vacancies are filled with capable and hard working officers / judges. Stop the increase in the number of courts. Ensure that the existing courts function with better infrastructure instead.

Hence it would be much better if the existing separate courts of SC & ST Atrocities (Prevention), Family Courts and District Consumer Forum in each district are clubbed into one court presided by a single Addl. District Judge. Apart from this Court there need be only two Courts of Additional District Judges and the District Court. Similar reduction in number of Senior and Junior Civil Judges Courts is the need of the hour. All other courts are unnecessary burden on the pockets of the honest tax payer.

I Subordinate Judicial Officer from Gujarat thanking to State Goverment who had accepted the recomendation well in advance before submitting of report by Hon'ble Justice E. Padmanabhan before Hon'ble Supreme Court. People of India are having much trust in the Judiciary, but, Subordinate Judicial Officer specially Civil Judges and Judicial Magistrate First Claas who are also working in the remote area also are devoting there more time for there Judicial work they are not working only in the Court but also at the home also. They are taking production of the accused some time at the midnight also and deciding the right of the people. But before Hon'ble Justice Shetty Commission there salary was very low and Subordinate Judges feels shame on them. But Justice Shetty Commission gaves energy and charme to the Subordinate Judges and may be recomdation of Hon'ble Justice E. Padmanabhan give power to the Subordinate Judge to live there life with dignity. Secondly, I feel that and it is hard reality that Subordinate Judge of Country is not getting priority in Circuit Houses and Visram Grum and Executives are getting, further some of the Holy places Subordinate Judges are not getting councelling. So if Hon'ble Justice E. Padmanabhan Committee may think in this area then Subordinate Judges feel very happy. Subordinate Judges are having high acceptation from the commission and from the Hon'ble Supreme Court for providing better allowances which will increase the devotion in there judicial work.

There is no need to set up new courts. Infact it would be much better if the government winds up some of the existing courts and instead use the funds to provide better amenities to the judiciary. More courts only means lesser respect for the judiciary. The judiciary is already receiving a treatment worse than step motherly treatment. If there is a increase in the number of courts, things will go from bad to worse. More courts only mean more litigation and more pending cases.

I may not be one of the judiciary officers but a member of his family,He is a jcj, he has 2 work 24 hours though he is working in urban area if he has a DD(dying declaration)section too, no one knows at what time they will come, it might b midnight or at early in the morning he has to go,

Not only my him most of the JCJ'c does the same, But when it comes 2 salary It's really unfair.
Even a bank po' are getting a pay of 19k.

hope the pay commission should b implemented soon and pray that ur hard work must b worthy .

it seems Mr.GAUTHAM IS EXPRESSING COMMENTS WITHOUT MAKING HIMSELF UPDATED REGARDING THE JUDGES- POPULATION RATIO PREVAILING IN THE DEVELOPED COUNTRIES. THE FACT THAT THE NUMBER JUDGES IN OUR NATION IS FAR FAR BELOW THAN THE INTERNATIONAL RATIO HAS BEEN ACCEPTED AS A GROUND REALITY BY THE HON'BLE SUPREME COURT OF INDIA IN THE ALL INDIA JUDGES ASSOCIATION CASE.

THE HON'BLE APEX COURT ON MANY OCCASIONS HAD REITERATED THAT THE LACK SUFFICIENT COURTS IS THE MAIN REASON FOR THE HUGE BACKLOG.

THE OPINION EXPRESSED BY MR.GAUTHAM DOES NOT APPEARS TO BE SPROUTING FROM A MATURED THINKING ,BECAUSE THE RESPECT OR EGO OF JUDICIAL OFFICER SHOULD NOT BE A CRITERIA FOR REDUCING/INCREASING THE NUMBER OF COURTS.

IT RECOMMENDED TO GO THROUGH THE DOCTRINE OF JUDICIAL IMPACT ASSESSMENT FOR THE BETTER UNDERSTANDING OF THE ISSUE .

If setting up of new courts is the only panacea for clearing the backlog of cases then how come despite the setting up of new courts over these many years, there hasnt been a single percentage decline in the pendency, but only increase in the arrears. All these assessments have had only one effect, more pendency!

The no. of cases are on an increase because the population in our country is continuously increasing and as people are becoming more and more aware, the litigation is also incresing. if a judicial officer finally decides 2 cases in a day and 4 new cases are assigned to him , then how can we talk about reducing no. of cases in courts. New judicial officers are not recruited and the old judicial officers keep on retiring and the position becomes grave. if all the vacancies in judiciary are filled immediately, then i m sure that a marked improvement and decrease in penedency of cases will be there

For all those who clamoru for more Courts to reduce the pendency of cases, Justice V. R. Krishna Iyer has again reiterated in his article entitled "The syndrome of Judicial Arrears" published in The Hindu on 02 - 12 - 2009 that having more competent judges, not more number of judges is the solution to the persisting problem of judicial arrears. The great further stated that as there is no accountability, the arrears will only multiply despite 10 fold increase in the number of Courts. His Lordship's views are supported by two great Indian juirsts, M. C. Setalvad in his autobiography My Life (1970) and M. C. Chagla in 'Roses in December'. When so many eminent jurists have expressed views against increasing the number of Courts rather than filling the existing vacancies with competent ones, the Hon'ble Chief Justice of India and the Hon'ble Prime Minister would be doing a world of good to the Indian Judiciary and the general public by renouncing their frenzy for more Courts. It would be much better if the funds involved in such an exercise are diverted to improve the infrascture of the existing Courts and provide better amenities like Government Cars to all the judicial officers (not pool cars as if they are school going children.)

Its been a month since their Lordships, Hon'ble Shri Justice A. K. Patnaik, Hon'ble Shri Justice T. S. Thakur, Hon'ble Shri Justice S. S. Nijjar and Hon'ble Shri Justice K. Radhakrishnan were sworn in as Hon'ble Judges of the Supreme Court. However it is really unfortunate that even today their profiles are not updated in the official website of the Supreme Court of India, except for a mere mention of their Lordships' names. This reflects poorly on the way the judiciary is administered in this country. When such basic details are not updated in the right earnest, how can the most complicated of cases be decided in a jiffy. Just speed up the justice delivery system by simplifying procedures and doing away with cumbersome round of appeals. There won't be a need for new Courts then for sure.

justice shetty in his report equated judges at all levels to ministers and legislators but reality is before all 15000 trail court judges,when it comes to protocol judges are underdogs they even are not provided official vehicles which many low level state officers do enjoy.we should not blame only executive for that but our higher judiciary which includes highcourts and supremecourt are equally guility for this condition of lower judiciary,they themselves enjoy high class luxury sedans and security cover and least bother about their younger brothers.

Mr. Suhail you have rightly pointed out the plight of the judicial officers. It is time high that every judicial officer, irrespective of rank and designation, be provided with an independent car and atleast two drivers. Also most of the quarters of judicial officers are constructed in the court complex only making them adn their family prey to the constant survelliance of notorious elements amongst advocates, lititgant public and staff. The Apex Court that boasts of being the guardian of the right to privacy must realise that even judicial officers and their family members deserve privacy and not constant gaze of one and all as if they are prisoners. So provide independent vehicles, sufficient staff and quarters at a place that is distant from the Court buildings. Not to forget, don't expect the judicial officers to work from the cringy confines of antediluvian chambers. NO more additional courts. THe judiciary and its officers need better facilities and a sense of respectability for them to do wonders.

Mr. Gautam you are absolutely correct, respect is what judiciary lack and again higher courts are responsible for that they are creating useless additional posts due to which judicial officers lack respectful service.There is a lot to do to reform judicial service conditions, but it is only possible if higher courts will feel so because executive is already its enemy,they cant see judges enjoying a little bit of what they deserve.

The Fast Track Courts are a convenient way of doing away even with the miniscule facilites enjoyed by the judicial officers. The Fast Track Court judges are made to fend for themselves without providing any staff atleast for namesake. Abolish the Fast Track Courts

Will not the recent adjournment case relating to salary hikes of judicial officers add to the pendency of cases? If the existing cases are dealt with in a more pragmatic way, there won't be a need for more courts. An increase in the number of Courts is not a panacea to bring down the pendency of cases. What is needed is a change in attitude, working conditions. When the Hon'ble Supreme Court takes so much time to pass final orders on a report submitted long back, how can it expect its officers to work with zeal and bring down pendency over night. NO more new courts but, better facilities to the existing Courts. This is the need of the hour. The judicial officers are a disciplined lot and the Hon'ble Apex Court must attend to their needs at the earliest.

Hearty Congratulations to the judicial officers of Andhra Pradesh on being sanctioned new pay scales as per the recommendations of Hon'ble Justice E. Padmanabhan Committee. Hope the other states will follow suit very soon. The Apex Court must now improve amenities to the judicial officers on par with IAS and IPS officers, and not just salaries.

There is no point in cribbing over lack of facilities to judges in this forum. Systematic representation to the pay committee or respective high courts/ SC can only improve the matters. AIJA should be more proactive in seeking redressal of the problems from SC. I really pity to see one of the most noble, honest and hard working professions suffering at the hands of step-brothers (IAS), step-parents (HC/SC)and adverseries (Corrupt Politicians) !

supreme court has directed the state govts. regarding implementation of justice padnabhan committee report. as regards allowances, 8 weeks time has been given to the state govts. to file the objections etc. before respective high courts as the state govts. have raised objections regardin the allowances. 40 percent arrears are to be deposited forthwith in the g gpf fund account, whereas, 60 percent of arrears are to be paid in next two financial years.

I am a judicial Officer of the State of Tripura. In Tripura the Govt. is not inclined to implementthe report of E.Padmanabhan Committee. Revised pay commission report is implemented excluding Tripura 1udicial Service. State Govement Employees are gitting Gratuity four lakhs where as Judicial Officers are getting only two Lakh. We are only 56 in number. Thus we are being deprived by IAS and CPIM political ruling Govt.My email No. is cjmkls@gmail.com. will any one of my friend in Andrapradesh take the trouble to sent me the order of A.P Govt.(GO MS NO 73 OTHERS LAW LA-AND-J-GAD-SC-F DT 01-05-2010? The Hon'ble Supreme Court must also ensure that independent vehicles are provided to each and every judicial officer, their chambers well furbished and quarters well maintained and the quarters must not be within the precincts of the Court to avoid unnecessary gaze of the public round the clock.

Everybody knows including higher judiciary and Government that The Subordinate judges are the back bone of the Indian Judiciary. They got much experience in their long and long carrier.(more than 20 years)and it is enough to become a good decision maker. Because they are coming across many bad situation and all sorts of cases. Why they are not getting chance to become the judge of higher judiciary? and why they follow British customs in india even after getting freedom. In indian Judiciary all the judges from lower and higher judiciary are law graduates. So everybody should trained and come from the lower judicial. No need all india judicial service, only need experience in making decision using the appropriate law. So Govt., should not waste time and money in selecting directly to higher judiciary. In Ladder we cannot jump from first step to tenth step, nobody can jump like this. each and everybody should go step by step and reach the first floor. Please avoid Direct recruitment for district level (DJ)
and respect the lower judiciary and don't neglect lower court judges and think their future, then only everything should be honest. All India Judicial Officer Association should go into this matter seriously and request the consent authority.

To the basic salary add 35% dearness allowance, Rs.1000/- medical allowance and sumptuary allowance as applicable to each grade, you will get the gross salary.

For newly recruited Junior Civil Judge it is nearly Rs. 39,500.

For a Senior Civil Judge it is Rs.65,000.

For Senior District Judge it is Rs. 98,000.

All state (except AP)making delay to implement the supreme court order and
they are not interested to rise the Judicial officers salary. All state governments are sleeping with this order and they will not do anything shortly. The executive officers are jealous in this matter and they are thinking that Judicial officer are low cadre officer. They didn't respect judiciary. Because Higher Judiciary is not supporting to lower judiciary. All State Judicial Officers Associations should take immediate step to wake up the state governments. All Politicians and executive officers Making delay in all matters of Judiciary.Judiciary files and orders are moving like tortoise. This is the only example the state governments are not interested and not giving response the Judiciary

In Tripura the state Govt, is not inclined to implement the reports of e-Padmanabhan committee. Gratuity of Judicial Officers are only Rs, 2,00,000/-. For others it is Rs. 4,00,000/-. High court of Assam which control us becomes a silect spectator. What more to say? We are fed up.-Udit

At last Tripura Govt has implemented direction of S.C regarding report of E. Judicial Officers are not getting any grade pay nor will they get grade pay in future.
However they will get Dearness Allowance @ 35% at per with the Members of the State Public Service Commission.
They are also entitled to get MA and Sumputury Allowance

If no grade pay, There will be only Rs 5ooo-7000 increase from the current pay and other allowances also increase as per latest pay commission report. everybody will knows the all pay structure within a couple of months. All India Judicial officer association should think about the status of Subordinate judges. In service Judicial officers are working 20 to 30 years as magistrate to Adj.In future even they will not(cannot)enter Higher judiciary or District level because now 25% of Advocates and govt advocates are selecting for direct Dj as per shetty commission.
It is damaging the lower judicial officers service and career. Please take immediate steps regarding this. why should not select 25% from senior Judicial officers? Please post your views about this.

Subordinate judicial officers should make a representation that the exam which is conducted for the entry level District Judges i.e. ADJ exam should be open to Bar and the Bench alike viz. Sub ordinate Judicial Officers and Advocates

Civil Judges junior division who complete seven years of experience total

for ADJ

Judicial Magistrate/Munsif/Civil Judge Junior Division should be eligible to appear for ADJ examination.
If they are good enough they should be selected.
After all if they are not good enough they will get eliminated.
Same process should be applied for selection of ADJ out of the 25% quota

Hon'ble supreme court on 19thjuly has ordered that all states govt. shall implement allowences recomended by padmanabhan committee w.e.f 01.01.2006. areaares due , if any, in respect of these allowences shall be paid in cash in two insalments 60% should be paid within three months from the date of order and remaining 40% in next nine months

they say judges are cheating but they don't know wt they r facing and if that was not enough rules were made to sit in exams for hardworking judges who work day and night not enjoying a single percent what IAS and other officers do, and for decades and wt they get in return is that for promotion they have to pass this humiliating exam, this is ridiculous.Instead there should be a exam for promotion to high courts for district judges after 5 years, but no then govt has to fill its quota of judges from favorite advocates who are in govt favor and lessen chances of elite district judges to get there...

It is true that the Subordinate Judiciary is vital backbone of our Indian Judiciary.The judges done the justice to litigant public with hard work alongwith devotional feelings.The Judiciary have got very much intrest to do the justice especially under the Sec.89 of CPC.The people got justice from them with full faith and confidence.

Trial Court Judges are the plinth of Indian Judiciary. If the plinth will became strong then only the whole building will be strong.
