HRD ministry is preparing the pay structure for IIT, IIMs and , likely to submit to the Finance ministry within a week.

A committee looking into pay review for teachers of technical institutes like IITs and IIMs has recommended pay hikes to stem the dismal situation of increasing vacancies.

The Govardhan Mehta Pay Review Committee has recommended higher salaries than University teachers for the faculties of central technical institutions such as IITs, IIMs, NITs, IIITs and IISER. It has also suggested new incentives, including study trips abroad and better research facilities, to discourage the faculty from joining private companies.

The report was submitted to the human resource ministry (HRD) recently.

Prof Govardhan Mehta, honorary professor of the Indian Institute of Sciences, Bangalore, said: "IITs and IIMs are exceptional institutions with a global presence. We should not only have an attractive pay for the teachers, to attract new talent, but also incentives to retain the existing talent." Explaining the demand for a difference in the pay of the faculty in the technical institutions over the universities, Mehta said, "We are dealing with technical and professional institutes. We have to see to it that we stimulate knowledge in these institutions." Keeping in mind the staggering pay being offered by the corporates, the committee suggested revision of the existing pay scale, accompanied with the innovative incentives.

It said research facilities and study trips abroad were some such ways to make teaching at the technical institutions attractive.

"We have looked at it holistically, rather than looking at just the salary scale components," Meheta said.

The committee submitted its report after referring to both the Sixth Pay Commission and the Chadha Committee on salary hikes for university and college teachers.

The Chadha Committee had recommended a 70 per cent hike in pay for college teachers.

The report was submitted to the HRD ministry last year, but is yet to be implemented.

HRD ministry sources ascribed the delay to the "incompetence" of the University Grants Commission (UGC).

"After the notification, the UGC was expected to prepare the pay structures and issue the regulations. But we found it had bungled up in a major way in preparing the pay structures.

So, we had to take it over from them and prepare it ourselves," a source at the ministry said.

He added it was in the final stages and in all likelihood would be placed before the finance ministry within a week.

University and college teachers had resorted to strikes last year, protesting the delay in submission of the Chadha Committee's report.

The Govardhan Mehta Committee, was expected to submit its report by January 31, but delayed by a week and submitted it in the first week of February.

dWHAT HAS HAAPENED TO PROF. MEHTA COMMITTEE REPORT? IS IT LOST IN THE MHRD OFFICES? WHY SO MUCH OF SECRECY?

I don't think MHRD is worried atall for the technical teachers. The AICTE is still sleeping and the poll dates are about to declare, than the Technical teachers will look towards sky for 4-5 months to new govt to be formed and take necessary steps.

It seems the Mehta Committee report is wrapped with mistry. All reports submitted earlier were at once open to everyone, then why this report is so secret? Do they fear that 'if the contents of report reaches in Pakistan's hand, our national interests may be in jeopardy'? Is it also an election gimmick of the Govt. of the day?? The report was submitted 21 days ago and till now no trace of it!! What is MHRD doing??

Govt. and specially the MHRD has stabbed the technical teachers on the back by announcing paltry sums to the technical teachers and holding back the Mehta Committee report on their salary hike. This amount seems to be a real 'dole' or 'lolly-pop' to them. The way a secrecy has been maintained about a mere 'pay recommendation report' which in no case is a 'classified' document, it became clear that there is something fishy going on in the ministry. First they created a media hype that they are going to give moon to the technical teachers and the media reports that 'hefty', 'fat','unprecedeted' pay packages are being given to the technical teachers and now one can see how the technical teachers have been cheated by saying that govt.does not have money to pay them or EC may object to the announcement of the pay package ( Will the EC really object to the announcement of the pay raise to technical teachers only when all others have already been given?? Announcement of pay package to teachers is the part of the process of revision of pay of all govt. employess which has already been started, So govt is not alluring the technical teachers. This is what is a 'legitimate due' to them. It seems the govt is playing a game with the technical teachers.
This is the difference between what they say and what they do.

I am unable to undetstand why government is delaying the anouncement of implementation of revised pay structure for technical universities such as iit, iim, nit, ism & others.

Why there is too much secrecy in making public the report given by Prof. G Mehta?
All the reports given by Srikrishna and Chadhha was avialable to all from the day 1 afeter submission.

Is government didnt want to give actual benifits to technical teachers from september 2008 as given to others.

What should br the status of all allowances such as LTC, HRA & ta-da during tour for these teachers. Whether they will get from new rates adopted by govt from 1.9.08 or still they have to wait for their pay revision.

Nothing is coming out from MHRD about mehta report and inter ministerial committee (whose term is already over). Now teachers associations of various technical institutions must act and start protest otherwise no one will get anything before next govt. formation. one day strike is must to warn the government and arjun singh who will not say a single word other than reservation.
